TALLMADGE CITY COUNCIL MINUTES COUNCIL OF THE WHOLE COMMITTEE MEETING MONDAY, SEPTEMBER 9, 2013 – 7:00 P.M. IN COUNCIL CHAMBERS ************** Committee of the Whole Robert D. Maguire – Pres. of Council CALL TO ORDER: Pres. of Council Maguire called the Council Committee meeting of 9-9-13 to order at 7:00p.m. ROLL CALL: Mr. Rensel, Mrs. Kilway, Mrs. Ray, Mr. Sisak, Mr. Donovan, Mr. Stalnaker, Mr. Maguire, – present. Also present were Mayor Kline, Dir. of Finance Shanafelt, Dir. of Law Raber, Dir. of Public Service Esler and Economic Developer Loughry. PUBLIC HEARINGS: None. ANNOUNCEMENTS: Pres. of Council: We do have some students in the audience. City Council is the legislative branch of the Tallmadge government. We are similar to what on the U.S. level is called the United States Congress and we do a similar thing. We pass legislation. When the United States Congress or the State of Ohio or any state passes legislation; they call them statutes and here at the City level though; it is called an ordinance and we have a Mayor who is the equivalent of the Chief Executive Officer which would be similar to the President of the United States. We organize our Council into committees just like the United States government does only we have six committees instead of many, many committees and each member of this Council other than myself is the Chairman of a committee and they will be called on tonight and they have two other members of Council who are on their committee. So between the three of them; they will meet tonight. There will be no legislation enacted tonight; we save that for Thursday night at our formal meeting. So tonight, they are just going to discuss and debate the ordinances and they are also going to recommend rd whether they be adopted or not if they are at what is called the 3 Reading. Now you picked a good night to come because there are only two pieces of legislation before us. So, we will probably be in and out of here fairly quickly. Are there any other announcements? Mrs. Ray: I would bring the attention of the Council and the Administration to a piece of mail that you received in your mailbox tonight regarding Faithful Servants Care Center. They opened their doors on October 1, 2012 and so it is rapidly approaching their first year in operation and it has been an amazing year in the number of uninsured and underinsured people who come to their doors. It has far exceeded their expectations. th They are having a gala at NEOMED on October 5 and I happen to be a Chair of that event and you have an invitation in front of you and I would certainly encourage each one of you if you could attend on th October 5 to RSVP. It is going to be a wonderful evening and hopefully they will be able to raise . . . they are shooting for $100,000 to purchase a van and therefore then they can take their services out into the community because transportation to the care center has been an issue. They hope to be able to serve even more folks. So, it should be a wonderful evening and I would encourage all of you to attend if you can. Mayor: Since you brought it up, on Thursday night you will have legislation in front of you to allow us . . if you recall, Jeff the Plumber donated a LIFEPAK 12, which is a heart monitor that no longer will be serviced through our vendor and if you recall we also applied for a grant to get FEMA to pay for four new ones. We also have in the budget, the Capital Budget, $36,000 for a lease option on those. So I have two pieces of legislation that should be in your packet on Thursday. One is to donate one to Faithful Servants because it was donated to us and so we really had no money into it, and the other one is to allow us to purchase the four because we were denied the Federal Grant and we already had $36,000 and if we purchased them instead of leasing them over a five-year period, we save close to $10,000. So, since we have the money in the General Fund; I am sponsoring legislation to authorize us to transfer from the General Fund I think it was $90,000 to purchase them. It is a total of $114,000 to go forward and purchase them. It will be a LIFEPAK 15. It is a new updated one and they will no longer be servicing the LIFEPAK 12 but Faithful Servants could use this device. Mayor: What is the dress attire? Mrs. Ray: It is called “Black Tie and Blue Jeans” and so what you are expected to do is wear a pair of blue jeans with either a tux jacket or a sparkly top for the ladies. It is sort of a casual evening. Mayor: That’s what I thought it meant! Mrs. Ray: That is what it means; you are absolutely right. So it should be fun. There will be a DJ and entertainment and auction items. Pres. of Council: One other announcement; Kim Ray and the other League of Women Voters’ members; you can’t go around the Circle or around town anywhere without knowing that tomorrow is a voting day so good job with the red signs. Mrs. Ray: Thank you to Mr. Esler for putting those out for us and storing them every year.
