TALLMADGE CITY COUNCIL MINUTES COUNCIL OF THE WHOLE COMMITTEE MEETING MONDAY, OCTOBER 21, 2013 – 7:00 P.M. IN COUNCIL CHAMBERS ************** Committee of the Whole Robert D. Maguire – Pres. of Council CALL TO ORDER: Pres. of Council Maguire called the Council Committee meeting of 10-21-13 to order at 7:00 p.m. ROLL CALL: Mr. Rensel, Mrs. Ray, Mr. Sisak, Mr. Donovan, Mr. Stalnaker, Mr. Maguire, – present. Mrs. Kilway was excused. Also present were Mayor Kline, Dir. of Law Raber, Dir. of Finance Shanafelt and Dir. of Public Service Esler. Economic Developer Loughry was absent. COMMUNITY INPUT: Pres. of Council: We invite anybody here in the audience who would like to address City Council on any matter whatsoever; you may come to the podium. No one responded. PUBLIC HEARINGS: None. ANNOUNCEMENTS: Pres. of Council: For the students that are here tonight, Tallmadge City Council meets on the second and fourth Thursday of the month. At that meeting we have our formal meeting and we have the report from the Administrative officers and we also vote on legislation. Tonight on the Monday night meeting, we meet in committees. Tallmadge City Council is organized into six different committees and you will hear reports from each of those Chairs tonight and then every person on Council except myself is a member of a total of three of those committees including the one that they chair. So tonight we will be just calling on the different committees and they will give their reports and we will debate or discuss the legislation. POLL 2-0 Amending Chapter 739 of the Tallmadge Code of Ordinances for haulers. nd Ordinance 94-2013 At 2 Reading. nd ADOPT @ 2 READING 2-0 Authorizing the Director of Public Service to advertise for bids and the Mayor to enter into a contract for the mowing and care of public land for the period January 1, 2014, through December 31, 2016, and providing for immediate enactment. REJECTION 3-0 Granting a conditional zoning certificate to REJECT 3-0 applicant Robert Morrison, Owner, Frank Rocco to operate a dining establishment serving alco- holic beverages at 290 West Avenue, Suite G. FINANCE Kim Ray – Chair Craig Sisak – Vice Chair Gene Stalnaker nd Ordinance 93-2013 At 2 Reading. nd ADOPT @ 2 READING 3-0 Authorizing the Mayor to enter into an agreement with United Dental Laboratories, Incorporated for a New Jobs Program Grant pursuant to T.C.O. 160.05 and providing for immediate enactment. nd Ordinance 95-2013 At 2 Reading. nd ADOPT @ 2 READING 3-0 Authorizing the Mayor to enter into an agreement for the sale without bid of real property at 125 West Avenue, not needed for municipal purposes, to Tallmadge Grow, Inc., a Community Improvement Corporation.
