TALLMADGE CITY COUNCIL MINUTES COUNCIL OF THE WHOLE COMMITTEE MEETING MONDAY, FEBRUARY 10, 2014 – 7:00 P.M. IN COUNCIL CHAMBERS ************** Committee of the Whole James M. Donovan – Pres. of Council CALL TO ORDER: Pres. of Council Donovan called the Council Committee meeting of 2-10-14 to order at 7:00 p.m. ROLL CALL: Mr. Rensel, Ms. Tricaso, Mrs. Kilway, Mrs. Ray, Mr. Sisak, Mr. Stalnaker, Mr. Donovan – present. Also present were Mayor Kline, Dir. of Law Raber, Ass’t. Dir. of Finance Raber, Dir. of Public Service Esler and Economic Developer Loughry. COMMUNITY INPUT: Pres. of Council: Council meets on the second and fourth Monday’s and Thursday’s of the month. Monday’s are our Committee meetings where we discuss the legislation and have more time for community input. Thursday’s are the business meetings where we actually vote on the legislation and there is a little less time for community input. At this time, if anybody would like to address Council; you are welcome to do so. No one responded. PUBLIC HEARINGS: None. ANNOUNCEMENTS: Pres. of Council: I just have one. Mrs. Ray has accepted the appointment to the CRA Committee. Dennis; did you want to talk a little bit about that? Economic Developer: Our CRA Committee is the committee that reviews our tax abatements that are given both in Summit County and Portage County. Basically, we only meet once a year and then I give a little presentation on the status of the abatements and that’s it. The meeting takes about a half hour and th this next meeting is scheduled for February 24 which is the Monday before your next Monday Committee meeting at 6:00 p.m. and I know that Mrs. Ray cannot attend that meeting, but it is still fine that she is on the committee. The committee typically does not vote; only in the case of an appeal and we have no appeals. PUBLIC UTILITIES John Rensel – Chair Mary Tricaso – Vice Chair Kim Ray NO LEGISLATION AT THIS TIME. AMEND/ADOPT 3-0 Clarifying and defining personnel benefits and policies for non-bargaining employees and providing for immediate enactment. PUBLIC SERVICE Gene Stalnaker – Chair Carol Kilway – Vice Chair John Rensel nd Ordinance 30-2014 At 2 Reading. ON 2-13-14 @ 7:03 P.M. 1982 to vacate the remaining portion of Sunrise POLL 3-0 Street and not needed for municipal purposes. FINANCE Kim Ray – Chair Craig Sisak – Vice Chair Gene Stalnaker nd Ordinance 28-2014 At 2 Reading. ADOPT 3-0 Accepting the safety grant from the Ohio Bureau of Workers’ Compensation authorizing the Mayor to enter into the necessary agreements for the purchase of two power cots and two power load systems through State Purchasing or Local Preference as allowed by ordinance, appropriating the necessary funds and providing for immediate enactment. nd Ordinance 29-2014 At 2 Reading.
