COUNCIL OF THE WHOLE COMMITTEE MEETING MINUTES MONDAY, DECEMBER 8, 2014 – 7:00 P.M. IN COUNCIL CHAMBERS ************** Committee of the Whole James M. Donovan – Pres. of Council CALL TO ORDER: Pres. of Council Donovan called the Council Committee meeting of 12-8-14 to order at 7:00 p.m. ROLL CALL: Mr. Rensel, Ms. Tricaso, Mrs. Ray, Mrs. Kilway, Mr. Sisak, Mr. Stalnaker and Mr. Donovan – present. Also present were Mayor Kline, Dir. of Pub. Service Esler, Dir. of Law Raber, Dir. of Finance Shanafelt and Economic Developer Loughry. COMMUNITY INPUT: Pres. of Council: I would like to welcome all of the students that are here tonight. Thanks for coming. Tallmadge City Council meets on the second and fourth Thursday’s of the month for their Regular Council meeting. The preceding Monday’s are the Council Committee meetings. Council is divided into six different committees with one Council member acting as Chair of that committee. Legislation is discussed thoroughly at the Committee meeting and the committee gives a recommendation to Council of the Whole whether to adopt, amend, reject or table the legislation. We do allow time for community input at this point in the meeting. Is there anybody who would like to address Council; please come forward? No one responded. PUBLIC HEARINGS: None. Adopting a budget for various funds of the POLL 3-0 City of Tallmadge, Ohio, for current expenses and other expenditures during fiscal year ending December 31, 2015, appropriating the necessary funds for the administration thereof, authorizing transfers between funds, and pro- viding for immediate enactment. Ordinance 87-2014 At 2nd Reading. ADOPT 3-0 Amending and supplementing Ordinance 107-2013 to amend rates, charges, and fees for all recreational facilities and providing for immediate enactment. Mrs. Ray: I move that we go into Executive Council, or I mean Executive Committee to discuss pending litigation and personnel matters. Seconded Mr. Sisak. Dir. of Law: To discuss personnel and collective bargaining. Mrs. Ray: Oh, sorry; to discuss personnel and collective bargaining. Mr. Sisak: Second. Pres. of Council: Do we need a roll call vote on that? Dir. of Law: You need a roll call. Roll Call: Mr. Rensel, Ms. Tricaso, Mrs. Ray, Mrs. Kilway, Mr. Sisak, Mr. Stalnaker, Mr. Donovan – unanimous. The vote of the roll call was 7-0 and Council went into Executive Session at 7:16 p.m. Pres. of Council: It is now 7:34 p.m. and we are back on Council floor. Mrs. Ray: I move to adjourn.
