COUNCIL OF THE WHOLE COMMITTEE MEETING MINUTES MONDAY, OCTOBER 19, 2015 – 7:00 P.M. IN COUNCIL CHAMBERS ************** Committee of the Whole James M. Donovan – Pres. of Council CALL TO ORDER: Pres. of Council Donovan called the Council Committee meeting of 10-19-15 to order at 7:00 p.m. ROLL CALL: Mr. Rensel, Ms. Tricaso, Mrs. Kilway, Mrs. Ray, Mr. Sisak, Mr. Stalnaker and Mr. Donovan – present. Also present were Mayor Kline, Dir. of Pub. Service Esler, Dir. of Law Raber, Dir. of Finance Shanafelt, and Economic Developer Loughry. COMMUNITY INPUT: Pres. of Council: I would like to welcome all the students who are here this evening. Tallmadge City Council meets on the second and fourth Thursday’s of the month for the Regular council meetings and the preceding Monday’s are the Council Committee meetings. At the Committee meetings, legislation is discussed thoroughly with Council deciding to adopt, amend, reject, hold or table the legislation. We do allow time for community input at this point in the meeting if there is anybody who would like to address Council, please come forward and state your name and address. No one responded. PUBLIC HEARINGS: None. ANNOUNCEMENTS: None. COMMUNITY ISSUES/SAFETY Mary Tricaso – Chair John Rensel – Vice Chair Craig Sisak Ordinance 69-2015 At 3rd Reading. ADOPT 3-0 Authorizing the Mayor to enter into a contract with Summit County for animal control services and providing for immediate enactment. PLANNING & ZONING Craig Sisak – Chair Kim Ray – Vice Chair Carol Kilway Ordinance 63-2015 At 3rd Reading. ADOPT 3-0 Approving and granting a conditional zoning certificate to applicant Plumbers and Pipe- fitters Local Union 219 on behalf of owner Lyn Kae Corporation for use as offices and educational institution for Local Union 219 offices, union hall and apprentice training at 1655 Brittain Road. FINANCE Kim Ray – Chair Craig Sisak – Vice Chair Gene Stalnaker Ordinance 70-2015 At 2nd Reading. GIVE 2nd READING 3-0 Authorizing the Mayor to enter into a contract without competitive bidding and through the State Purchasing Program, or as authorized by R.C. 125.04(C), with Motorola Solutions for the pur- chase of radio equipment, software licenses, and related equipment and providing for immediate enactment.  COUNCIL OF THE WHOLE COMMITTEE MEETING MINUTES MONDAY, OCTOBER 19, 2015 – 7:00 P.M. ADOPT 3-0 Accepting the amounts and rates as determined by the Summit County Budget Commission and authorizing the necessary tax levies; certifying them to the County Fiscal Officer and providing for immediate enactment. I know that we will meet on Thursday and that will be the last meeting of this month and then we meet in November. Do you have any idea when we will start talking about the budget and setting any kind of planning meetings for that? Mayor: Yes. In your packet you will get the 1st Reading for the budget and then we will have the attachment very shortly after that. On Thursday we will talk about setting the Work Session for the budget. I thought I had a date the last time at the last Council meeting and we talked about it. The 19 th I think; it was a Wednesday. I will shoot you a couple of dates in the mail so you guys can look at your calendars before the Council meeting and we will give some suggestive dates and we can come to a consensus on Thursday night.
