COUNCIL OF THE WHOLE COMMITTEE MEETING MINUTES MONDAY, DECEMBER 7, 2015 – 7:00 P.M. IN COUNCIL CHAMBERS ************** Committee of the Whole James M. Donovan – Pres. of Council CALL TO ORDER: Pres. of Council Donovan called the Council Committee meeting of 12-7-15 to order at 7:00 p.m. ROLL CALL: Mr. Rensel, Ms. Tricaso, Mrs. Kilway, Mrs. Ray, Mr. Sisak, Mr. Stalnaker and Mr. Donovan – present. Also present were Mayor Kline, Dir. of Pub. Service Esler, Dir. of Law Raber, and Dir. of Finance Shanafelt. COMMUNITY INPUT: Pres. of Council: Tallmadge City Council meets on the second and fourth Thursday’s of the month for the Regular council meetings and the preceding Monday’s are the Council Committee meetings. At the Committee meetings, legislation is discussed thoroughly with Council deciding to adopt, amend, reject, hold or table the legislation. We do allow time for community input at this point in the meeting if there is anybody who would like to address Council, please come forward and state your name and address. No one responded. PUBLIC HEARINGS: None. ANNOUNCEMENTS: None. Mr. Stalnaker: I was wondering if we could have a moment of silent prayer in remembrance of Pearl Harbor Day; 74 years ago today. Thank you. I know I am the only one in this room who remembers that day, but we lost 2,400 people in a matter of minutes by Japanese bombers and it was a sad day in the history of America. Thank you. ON 12-10-15 @ 7:03 P.M. Tallmadge, Ohio, for current expenses and other POLL AFTER P.H. 3-0 expenditures during fiscal year ending December 31, 2016, appropriating the necessary funds for the administration thereof, authorizing transfers between funds, and providing for immediate enactment. Ordinance 72-2015 At 3rd Reading. ADOPT 3-0 Authorizing the Mayor to enter into an amended Memorandum of Understanding with the County of Summit and other political subdivisions for job creation retention, and tax revenue sharing and providing for immediate enactment. Ordinance 77-2015 At 2nd Reading. ADOPT 3-0 Declaring certain City-owned personal property to be excess/obsolete and authorizing the donation of said equipment to C-TEC, Career & Technology Education Center, with certain conditions and pro- viding for immediate enactment.
