COUNCIL OF THE WHOLE COMMITTEE MEETING MINUTES MONDAY, APRIL 11, 2016 – 7:00 P.M. IN COUNCIL CHAMBERS ************** Committee of the Whole James M. Donovan – Pres. of Council CALL TO ORDER: Pres. of Council Donovan called the Council Committee meeting of 4-11-16 to order at 7:00 p.m. ROLL CALL: Mr. Rensel, Ms. Tricaso, Mrs. Kilway, Mrs. Ray, Mr. Sisak, Mr. Stalnaker and Mr. Donovan – present. Also present were Mayor Kline, Dir. of Pub. Service Esler, Dir. of Law Raber, Dir. of Finance Gilbride and Economic Developer Weinberg. COMMUNITY INPUT: Pres. of Council: I would like to welcome the students who are here this evening. With that, I would like to turn the meeting over to Mayor Kline. Mayor: Thank you for the opportunity to present a proclamation to one of our own City employees. We are going to recognize Rev. William Michaels for his years of dedication and service to the Tallmadge Fire Department and Police Department. He has been with us for a long time. He is one of those unsung heroes and it is a testimony to him because of all the folks that are here tonight to help me do this. COMMUNITY INPUT (Cont’d.) Pres. of Council: Tallmadge City Council meets on the second and fourth Thursday’s of the month for the Regular council meetings and the preceding Monday’s are the Council Committee meetings. At the Committee meetings, legislation is discussed thoroughly with Council deciding to adopt, amend, reject, hold or table the legislation. We do allow time for community input at this point in the meeting if there is anybody who would like to address Council, please come forward and state your name and address. No one responded. Mayor: One more item. I would like to . . . it is my privilege to recognize Rita Weinberg. She is our new Economic Developer. I know that we were on spring break and some of you have met her and some of you have not, but that is Rita! Alright. Thank you. ADOPT 3-0 Approving and granting a conditional zoning certificate for special nonresidential development to applicant Pavlak Enterprises Incorporated on behalf of owner Mary Kathryn Markle for operating a car wash located at Parcel No. 6010144 on Southeast Avenue. Ordinance 40-2016 At 2nd Reading. AMEND 3-0 Approving and granting a conditional zoning certi- ficate for special nonresidential development to applicant LTC Tallmadge, LLC on behalf of owner Yusef Khan Grotto 169 for operating a skilled nursing/convalescent care facility located at 619 Northwest Avenue.
