COUNCIL OF THE WHOLE COMMITTEE MEETING MINUTES MONDAY, JULY 11, 2016 – 7:00 P.M. IN COUNCIL CHAMBERS ************** Committee of the Whole James M. Donovan – Pres. of Council CALL TO ORDER: Pres. of Council Donovan called the Council Committee meeting of 7-11-16 to order at 7:00 p.m. ROLL CALL: Mr. Rensel, Ms. Tricaso, Mrs. Kilway, Mrs. Ray, Mr. Stalnaker and Mr. Donovan – present. Also present were Mayor Kline, Dir. of Pub. Service Esler, Dir. of Finance Gilbride, and Dir. of Law Raber. Mr. Sisak was on vacation. COMMUNITY INPUT: Pres. of Council: I see we have some people here in the crowd, so I will read my boilerplate. Tallmadge City Council meets on the second and fourth Thursday’s of the month for the Regular Council meeting and the preceding Monday’s are the Council Committee meetings. At the Committee meetings, legislation is discussed thoroughly with Council deciding to adopt, amend, reject, hold or table the legislation. We do allow time for community input at this point in the meeting if anybody would like to address Council, please come forward and state your name and address. No one responded. PUBLIC HEARINGS: None. ANNOUNCEMENTS: None. FINANCE Kim Ray – Chair Craig Sisak – Vice Chair Gene Stalnaker Ordinance 56-2016 At 2nd Reading. ADOPT 2-0 (With supporting Authorizing payment of a moral claim not to exceed documentation) $24,226.56 to George Serba and Deborah Serba for a water main break at 51 Southeast Avenue and pro- viding for immediate enactment. There was discussion between, Council, the Administration, the applicant, Dennis Thompson, the insurance carrier for the applicant and the applicant’s attorney, Mr. Keith Hofer. POLL 2-0 Authorizing the Mayor to enter into a Memorandum of Understanding with the Tallmadge Board of Education for a School Resource Officer and providing for immediate enactment.
