COUNCIL OF THE WHOLE COMMITTEE MEETING MINUTES MONDAY, AUGUST 22, 2016 – 7:00 P.M. IN COUNCIL CHAMBERS ************** Committee of the Whole James M. Donovan – Pres. of Council CALL TO ORDER: Pres. of Council Donovan called the Council Committee meeting of 8-22-16 to order at 7:00 p.m. ROLL CALL: Ms. Tricaso, Mrs. Kilway, Mr. Sisak, Mr. Stalnaker and Mr. Donovan – present. Also present were Mayor Kline, Dir. of Pub. Service Esler, Dir. of Finance Gilbride, and Dir. of Law Raber. Mr. Rensel was excused. Mrs. Ray arrived at 7:03 p.m. COMMUNITY INPUT: Pres. of Council: Tallmadge City Council meets on the second and fourth Thursday’s of the month for the Regular Council meeting and the preceding Monday’s are the Council Committee meetings. At the Committee meetings, legislation is discussed thoroughly with Council deciding to adopt, amend, reject, hold or table the legislation. We do allow time for community input at this point in the meeting if anybody would like to address Council, please come forward and state your name and address. No one responded. Mayor: If I could have the opportunity, I would like to introduce our new Director of Administration for the City of Tallmadge; Don Cooper. He comes to us with a wealth of knowledge and I am very excited to have him on. If the last name sounds familiar to you; Jack Cooper was his father; the late Jack Cooper, who we all loved and adored and Don comes with the same work ethics as his dad did and so his dad taught him very well. He comes to us with a wealth of knowledge, like I stated. I will let him talk about himself a little bit, but I just wanted to have him come to the Council meeting to introduce himself to you and with that, if you want to speak. It is all recorded. Mr. Cooper: What could possibly be better than being asked to speak about yourself? Mayor: I’ll continue; it’s ten pages long! Mr. Cooper: First I wanted to thank this group for acknowledging the passing of my father. I think it was about a month ago and on behalf of my family and myself, we very much appreciate that. I know he loved, very much loved the City of Tallmadge and he raised us all the same way. I come to you . . . I have done many things in my past. I have been the State Fire Marshal; I retired from the City of Cuyahoga Falls as the Assistant Fire Chief. I was the Executive Director of Medical Education and Research at Akron General until not too long ago; about two years ago. I do private consulting in negotiations in labor management issues with emphasis on interest based bargaining. I have done a number of things. Research is in my background. I have a . . . I am a Fellow at Northeastern Medical University with medical research and so that is also part of my background. I am perfectly willing to answer questions, but I find it quite uncomfortable to be talking about myself. Mayor: I just wanted him . . . so you all get to know him. He will be working on the budget with us and learning our budget process and he has a doctor’s degree in Public Administration and so I am not sure if I have to call you Dr. Cooper or . . . Mr. Cooper: You can call me whatever you like. Pres. of Council: Well, thanks and we are glad to have you. Mrs. Kilway: Welcome. Mr. Cooper: Thank you very much.
