COUNCIL OF THE WHOLE COMMITTEE MEETING MINUTES MONDAY, SEPTEMBER 19, 2016 – 7:00 P.M. IN COUNCIL CHAMBERS ************** Committee of the Whole James M. Donovan – Pres. of Council CALL TO ORDER: Pres. of Council Donovan called the Council Committee meeting of 9-20-16 to order at 7:00 p.m. ROLL CALL: Mr. Rensel, Mrs. Kilway, Mrs. Ray, Mr. Sisak, Mr. Stalnaker and Mr. Donovan – present. Also present were Mayor Kline, Dir. of Finance Gilbride, Dir. of Law Raber and Dir. of Administration Cooper. Ms. Tricaso was excused. COMMUNITY INPUT: Pres. of Council: I would like to welcome the students who are here this tonight. There are not as many as I expected. Tallmadge City Council meets on the second and fourth Thursday’s of the month for the Regular Council meeting and the preceding Monday’s are the Council Committee meetings. At the Committee meetings, legislation is discussed thoroughly with Council deciding to adopt, amend, reject, hold or table the legislation. We do allow time for community input at this point in the meeting if anybody would like to address Council, please come forward and state your name and address. No one responded. ADOPT 3-0 Extending the Performance and Maintenance Guarantees for landscaping within Easpointe Phase One Planned Residential Development and pro- viding for immediate enactment. Ordinance 73-2016 At 2nd Reading. P.H. ON 10-13-16 @ 7:03 P.M. Amending Ord. 77-2009 creating the list of GIVE 2nd READING 3-0 recognized Heritage Structures (LRHS); to amend the list of Heritage Structures. Imposing a six-month moratorium on granting POLL 2-0 zoning certificates for any building structure, use or change of use that would enable the cultivation, processing, or retail sale of medical marijuana and providing for immediate enactment. ADOPT 3-0 Amending and supplementing Ord. 47-2016 to amend rules, charges, and fees for all recreational facilities and providing for immediate enactment. Ordinance 72-2016 At 2nd Reading. ADOPT @ 2nd READING 3-0 Authorizing the Director of Public Service to negotiate and the Mayor to contract for various policies of insurance for the City and providing for immediate enactment.
