REGULAR MEETING in Council Chambers @ 7:00 p.m. June 12, 14 1. CALL TO ORDER: President of Council Donovan called the Regular Council meeting of Thursday, June 12, 2014 to order at 7:00 p.m. 2. PRAYER: Fr. Michael Matusz, Our Lady of Victory Church, Tallmadge. PLEDGE OF ALLEGIANCE. 3. ROLL CALL: Mr. Donovan, Mrs. Kilway, Mrs. Ray, Mr. Sisak, Ms. Tricaso – present. Also present were Mayor Kline, Dir. of Finance Shanafelt, Dir. of Law Raber and Deputy Clerk of Council Conti. Councilpersons Stalnaker and Rensel were excused. Economic Developer Loughry, Dir. of Pub. Service and Clerk of Council Burton were excused. 4. MINUTES: 5-22-14 Regular Council meeting minutes. Mrs. Ray moved to adopt the 5-22-14 Regular Council meeting minutes. Seconded Mrs. Kilway. Voice vote 5-0. The 5-22-14 Regular Council meeting minutes were adopted by a vote of 5-0. FINANCIAL REPORTS:  SMR Transfer in the amount of $250,000 to Council on 5-29-14.  Fire Transfer in the amount of $100,000 to Council on 5-29-14.  Appropriation Report, Fund Report, Revenue Report, and Encumber Report for the period ending 5-31-14 to Council on 6-3-14.  Tallmadge Recreation Center Profit and Loss Report for the period ending 5-31-14 to Council on 6-10-14.  Income Tax Comparisons for the period ending 5-31-14 to Council on 6-10-14.  May Financial Reports to Council on 6-10-14.  Revenue Comparisons for the period ending 5-31-14 to Council on 6-10-14. Mrs. Ray moved for the approval of the Financial Reports submitted by Dir. of Finance Shanafelt. Seconded Mr. Sisak. Voice vote 5-0. The Financial Reports submitted by Dir. of Finance Shanafelt were approved by a vote of 5-0. 5. PUBLIC HEARINGS: None 6. COMMUNITY INPUT: Pres. of Council: I believe we have a speaker; Sherry Blair, from the Summit County Health Department for “Summit Kids Month.” If you would like to come to the podium please. Ms. Blair: Thank you for inviting me today. Today I am here just to answer any questions and just give a brief overview of the resolution for Summit Kids Month. This is our second year of having Kids Month and the fifth year of having Kids Day; Kids Summit Day, which this year we will kick off on August 1 st and then each week will represent a different education awareness event for each week for the month of August. So the first week is Kindergarten Readiness Week and that week we will be having events to highlight and make sure that children are ready for Kindergarten. That can vary from education activities to making sure they are immunized and healthy to enter school. The second one is Child Wellness Week and that will also include mental health needs and behavioral health needs, screenings, diet, exercise, oral health and those screening are completed for children and there will be different activities. This year I know that they are doing a breast feeding shower where they are going to be really encouraging parents to breastfeed and continue to breastfeed for the first year of life as that gives a lot of protective factors for the baby. In addition, the third week will be Family Week and that is going to be a fun one this year I think. We are trying to have events that are geared towards the family and making sure that we include the father who is often times missed in some of our events. This year we will be at the Akron Rubber Ducks game and so they are going to promote children’s health through a video and doing some fun things on the field. The last one is the one that I am involved with, which is Child Safety Week and this year we are using the Safe Kids Coalition. I’m not sure if you are aware that we have a Safe Kids Coalition in Summit County, but we do. In that one we will be using the Safe Kids van and be giving away free booster seats if the parents don’t have one and making sure that they know where they can go to make sure that their child’s seats, the ones for younger children, are installed properly as well as information about cribs for kids, which is a program out of Akron Children’s Hospital Safe Kids Coalition that makes sure that a child has a safe crib and they have education for that as we lose three children every week in Ohio from unsafe sleep and so that is an event that we make sure that we give education out on as well as bike helmets and things like that to encourage safety as a pedestrian and as a rider. So those will be the events that we will be looking at. The Summit for Kids event last year had 18,000 participants and so it is a great way to get out information about your community or about your events. I am a resident of Tallmadge, and we just want to make sure that our health events or agencies get represented at that event because we do get a good turnout and we provide different things from feedback to school physicals to supplies and we do immunizations there if it is needed and there are costume characters. So it is a lot of fun and it is a great way to kick off getting ready for school. So that is kind of what we are looking at. I do have with me some of our little poster half sheets as well as a few big posters and this one is our Early Childhood Information booklet and so this includes the agencies in the community that wanted to be a part of this. Everything from Help me Grow to WIC and to other things and we have that resource in here and we are going to be putting out a new one by the end of the year I believe, but this one is still very current and we are trying to make  REGULAR MEETING in Council Chambers @ 7:00 p.m. June 12, 14 Ms. Blair (Cont’d.) sure that we keep it very current. So that is why I am here today. Thank you for having a resolution once again to be part of the Kids Month and it is very important that we have the support of the County. So we appreciate that. Mrs. Ray: A great deal of work goes into the Summit for Kids and so we thank you for that. I was going to say that if anybody would like to volunteer, I’m sure that Summit County would be more than happy to accept their help. I manned the coloring book tables last year and was told by a three-year-old; “Didn’t your mom ever tell you that you have to stay in the lines!” The community comes out and really supports it. Ms. Blair: It is really kind of a crazy day, but we enjoy it and I think it is a fun way to kind of touch base with our families. Thank you. Pres. of Council: There is no one else here for community input and so we will move on. 6.A. ANNOUNCEMENTS: None. 7. REPORTS OF SPECIAL COMMITTEES: I have none of those. 8. AGENDA ADDITIONS: We do have one and it will be Item 15.A. (it should have been Item 12.A.) and that will be Ord. 60-2014. 9. REPORTS OF ADMINISTRATIVE OFFICERS: MAYOR, DIR. OF PUBLIC SERVICE, DIRECTOR OF FINANCE, AND DIRECTOR OF LAW. Mayor: Thank you Mr. Chairman. I will be brief tonight. The Farmer’s Market did start tonight. There was a handful of vendors up there; primarily John’s Cookies and some kettle corn and it looked like there were quite a few people walking through the parking lot when I drove by. Touch a Truck is this Saturday from 10:00 a.m. to 12:00 noon and so you are welcome to go to that. It is a neat event. The Concerts on the Park will start on July 12th through August 9th. We will get you the list of vendors that will be there; the musicians that will be there. I think it was last week that Carol Kilway and I went down to Columbus to meet with Anthony DeVitis’ representatives and the Ohio DD Board to look at changing the laws throughout Ohio because of reference to the house on Southeast Avenue. Since then, the house on Southeast Avenue is up for sale and so that sexual predator issue there has been pretty much mitigated with them moving out and them selling the house. Through the great efforts of Carol, the State is actually looking at changing the law for the State of Ohio because of what went on here in Tallmadge and so thank you Carol for working with our State Rep on that and it was a pleasure to go down with you. Since you only have five members here tonight; the only ordinance that is really able to be adopted to go into effect immediately would be Ord. 54-2014 and that is the Summit County Hazardous Mitigation Plan. The other one that we asked for; the Ohio Moving Forward Grant; if we adopt it tonight, it does not go into effect for thirty days and so we can wait until the next Council meeting and all of the resolutions also require a super majority and so everything else will be a 1st Reading or 2nd Reading. Oh, the Community Development Block Grant; that money that is coming available now; we are accepting applications. We did receive two and they are going through the process now and it will be in the Tallmadge Express this weekend and if you know of anybody, I encourage you to hand them one of these brochures. I am sort of . . . it is income driven and I don’t know what some of the incomes are and so if I go up to a house that looks like they could use some help; I’m not trying to offend them; I am just saying that there is money up to $15,000 available plus there are other . . . lead grants out there and the HEAP Program where you can get a new furnace through that program and so there are quite a few programs outside of this program and so I encourage you if you know of a house that you think someone could use some help; it is a grant for $15,000 to do something. End of report. Pres. of Council: The Director of Public Service . . . Mayor: He is on the way to Canada for a wedding. Dir. of Finance: I will keep this as brief as possible. We have completed the month of May and it puts us a little less than 42% of the way through the year. The General Fund has collected 45% of the estimated revenue. Income Tax is at about 46% of the estimated revenue. It is about 3.2% ahead of last year. The General Fund Balance is a little over $6.1 million. The Rec Center finished the month with a net operating profit of almost $44,000. Maca opened on 5-31-14 and we actually had, after last year’s crummy weather during the summer; we had the second highest . . . second largest pre-season sales for Maca passes at a little over . . . well, about $84,500. So it was a good start to the year so far. The Fire Fund Balance is $173,842. The Street Maintenance Balance is $327,388. The Sewer Operating Balance is a little over $1.5 million. The Water Operating Balance is almost $1.7 million. The Storm Water Balance is $146,138. That is about all I have unless you have questions.
