REGULAR MEETING in Council Chambers @ 7:30 p.m. January 12, 17 1. CALL TO ORDER: President of Council Donovan called the Regular Council meeting of Thursday, January 12, 2017 to order at 7:30 p.m. 2. It is nice to have somebody back at our meetings for a change! Tallmadge City Council meets on the second and fourth Thursday’s of the month with Council Committee meetings starting at 7:00 p.m. followed by the Regular Council meeting. At the Committee meetings, legislation is discussed thoroughly with Council deciding to adopt, amend, reject, hold or table the legislation. We do allow time for community input at this point in the meeting. If anyone would like to address Council, please come forward and state your name and address for the record. 6.A. OF PUBLIC SERVICE, DIRECTOR OF FINANCE, DIRECTOR OF LAW AND ECONOMIC DEVELOPMENT DIRECTOR Mayor: Thank you and Happy New Year to all of Council and welcome back to City Hall. It has been a while but it seems like it was yesterday because it went so fast. Just a reminder that next Wednesday is the State of the City at the Chamber and so if you would like to attend, make sure you call and talk to Susan about that and we will make sure you get reservations for that. I think Karen Morgan will be turning it all in. That is next Wednesday at the Venue instead of the Community Center. Rita is not here tonight; she is in a meeting with Brimfield tonight. Brimfield Zoning Department has the Maplecrest Golf Course at their zoning meeting tonight and so she is there representing Tallmadge. Rita and I were there twice today at different meetings; one at 10:00 a.m. and one at 2:00 p.m. to talk about what is going to go on tonight at the Zoning Meeting and we also met with Portage County Engineering Department about the roadway and the expressway corridor and I think we are finally getting some directions from ODOT how that expressway corridor could look in the future. There will be a lot more to come on that. We will probably get done before she gets done. I told her to text me or I will go out after the Council meeting. We also, with the help of Megan, negotiated the contract with Summit County; the City of Akron Sewer Contract. It is only here for 1st Reading. We do have the attachment there. There is a lot in that thing and there are still some things that we will go over, but tonight is just 1st Reading and we will look at that and talk more about it in the future. Then the meeting about Chapel Hill with Mayor Horrigan and Mayor Walters and myself and the owner of Chapel Hill from New York will be here next week and so we will be meeting with them to strategize on that area and there will be more to come on that. There are a lot of things on the agenda for 1st Reading and I am not going to go over every one of them. There are a lot of housekeeping ordinances and we will talk about them as they come up. End of report.  REGULAR MEETING in Council Chambers @ 7:30 p.m. January 12, 17 Dir. of Pub. Service: As I stated earlier, we were busy today with storm water issues. That went well. We have already bid out the mowing for our public properties. We actually only had one bidder and it was the contractor who had the last contract; Four Seasons, and so they will have the next three years. The contracts went up 3%, but that is not really a good look at that because we have actually added properties for the mowing and so the contract really didn’t go up. Gene Guilliard used to do some mowing for us out at Maca Park and Indian Hills Park and he passed away and so all of that mowing has been moved over to Four Seasons and also we have added some other properties. So we actually have a good contract with Four Seasons and we have been very happy with them. We met with a supplier and Speelman Electric at the Rec Center today to start working on the LED Project and replacing the lighting in there with LED’s. That will save us a lot of money in billing and also First Energy is coming out with some support for that and so we could get some funding or rebates from First Energy for doing that project. The Utility Department has been busy televising sewers and making repairs if they find any defects and we have had a lot of water main breaks since October actually. The warm weather and the cold weather fluctuations in temperature makes the ground move and breaks our waterlines and so we have been pretty busy with that. We have actually had, in the same night; two in a row and we had to call in contractors to help our people, but we are getting those taken care of. End of report. Dir. of Finance: Thank you. We successfully have closed out 2016. I think you can see by reviewing your financial reports that we had a really great year in 2016. So, I am looking forward to having that same thing happen in 2017 and hopefully some of that surplus Fund Balance we can find some great things to do. I know the Mayor is thinking about that. We mailed out the W-2’s today and also this week as soon as the year is over, we start the audit of it and so the Auditors started on Tuesday and so we will be working with them. We will have a Federal Single Audit this year and so the audit will be a little bit more intensive. They will be auditing all of the financing that went on with the North Avenue Project. End of report. Dir. of Law: Thank you. I just wanted to report that there is a positive change at the Stow Municipal Court. The Victim Assistance Program was able to add a new advocate there that is a full-time advocate which is a big plus for any citizen that would become unfortunately a victim of a crime. They also do provide services for people with any traumatic incident and so if there is an unfortunate death and they have been traumatized; they will assist them so just keep them in mind and if you get anybody you know who might need assistance. I would be happy to help direct them to those folks. So this is a good, new service for our community. End of report. 10. Ordinance 90-2016 At 3rd Reading. These are ordinances that come before Council every year and they basically are to renew some of the spending that we do. It is not that they are not looked at or anything like that; it will seem like we are going really fast and adopting things at 1 st Reading, but they are all budgeted and we have actually discussed most of them during the budget process or in prior years and they are just a continuation. I just wanted to make a clarification why we are going so fast without discussing them. 13. Ordinance 2-2017 At 1st Reading. FINANCE Amending Ord. 67-2016 to revise the fees for Maca Pool Birthday Parties and pro- viding for immediate enactment. Pres. of Council: Ord. 19-2017 is at 1st Reading and is assigned to the Finance Committee. Mayor: If I may, I think the spring brochure is going to go out and I think they need this. This is strictly allowing . . . the only change was . . . and I don’t have the grid up there . . . Dir. of Law: What it is is amending the birthday party rate, previously they made you show . . . so you invited kids to your birthday party and then they had to prove residency in order to decide which day rate it was going to be and this is just going to be a flat $5 per person which will be much easier for the people with the birthday parties. The other thing that it is doing is moving it to the grid that is . . . it would match what is at the Rec Center and so it is more programmatic and so there is the secondary grid that we have for the programs that we do so we are not coming back to you for every dollar differential change and so the Recreation Center’s birthday parties have already been on that grid and this one was just inadvertently on the Council grid and so that is the other piece to this and so it would move. When it is on that grid it still has to go to the Rec Governing Board and it still has to have the Law Director’s approval and the Finance Director’s approval and then it is authorized by the Service Direction before that change gets made and so it is still vetted, but then we just don’t have to come back to you for every dollar change in a little tots program or whatever.
