REGULAR MEETING
in Council Chambers @ 7:30 p.m. May 25, 17
1. CALL TO ORDER: President of Council Donovan called the Regular Council meeting of
Thursday, May 25, 2017 to order at 7:30 p.m.
2. PRAYER: Rev. Scott Low, Tallmadge United Methodist Church, Tallmadge, Ohio.
PLEDGE OF ALLEGIANCE.
3. ROLL CALL: Mr. Donovan, Mrs. Kilway, Mrs. Ray, Mr. Rensel, Mr. Sisak, Mr. Stalnaker, Ms.
Tricaso – present. Also present were Mayor Kline, Dir. of Law Raber, Dir. of Finance Gilbride,
Economic Developer Weinberg, and Clerk of Council Burton.
4. MINUTES: 5-11-17 Regular Council meeting minutes.
Mrs. Ray moved to approve the 5-11-17 Regular Council Meeting minutes. Seconded Mr.
Sisak. Voice vote 7-0. The 5-11-17 Regular Council meeting minutes were approved by
a vote of 7-0.
FINANCIAL REPORTS: None.
5. PUBLIC HEARINGS: None.
6. COMMUNITY INPUT: Tallmadge City Council meets on the second and fourth Thursday’s of
the month with the Council Committee meetings starting at 7:00 p.m. followed by the Regular
Council meeting. At the Council Committee meetings, legislation is discussed thoroughly with
Council deciding to adopt, reject, amend, hold or table the legislation. We do allow time for
community input at this point in the meeting. If anybody would like to address Council, please
come forward and state your name and address for the record.
6.A. ANNOUNCEMENTS: There will be an Executive Session prior to adjournment of the Regular
Council meeting to discuss Land Acquisition. There will also be a Board of Control meeting.

9. REPORTS OF ADMINISTRATIVE OFFICERS: MAYOR, DIR. OF PUBLIC SERVICE,
DIRECTOR OF FINANCE, DIRECTOR OF LAW, DIRECTOR OF ADMINISTRATION AND
ECONOMIC DEVELOPMENT DIRECTOR
Mayor: Thank you Mr. Chairman. Just to give Council an update; we had a seminar yesterday
on crisis communications with the media so anytime there is a crisis; how to communicate
to the media. It was a four-hour meeting and when I went into it I thought; I’m not going to sit
through a meeting for four hours, but I thought the four hours went extremely fast and it was
a good meeting; a great speaker. We invited other communities and Megan was there and
Mike Passarelli was there and some other Tallmadge folks. Rita was there. It was a real good
meeting and we learned a little bit more about how to talk to the media.
Pat Sauner, who you know has been with the City now for 31 or 32 years and his last day at
work will be next Wednesday. He will be sorely missed, but we also have his replacement
who started; Andrea Kidder and her profile . . . I don’t know if it came to Council yet, but I will
make sure that you get that.
You know that Bryan Esler is gone and we now have a new Service Director. He actually
starts officially June 19th. He wanted to give a pretty long notice to his previous employer; the
City of Canton. He was the Road Superintendent for the City of Canton and he was also the
Assistant Service Director in Bath from 2008 to 2014 and then he went down to Canton to run
that with the Football Hall of Fame and a lot of work going on there; he asked if he could give
a four week notice and I said of course.
He happened to move into Tallmadge eight months ago. He lives behind Dunbar . . . or Maca
Park. His name is Mike Rorar. Some of you may know him from . . . the more people I talk
to there seems to be more who know him. He is a real good guy who lived in Ellet and moved
to Tallmadge and so we are happy to have him on board.
Key fobs; you had key fobs that were on your desk tonight with a little note. I don’t . . . I
disagree with what that note said and so I will confirm your access into the building. The front
door now has an actuator and so when you come to the front door and you hit that actuator it
will unlock that door to let you in. After hours it will lock back up. If you need to unlock the
door to keep it unlocked, you hit the outside button, you walk in and then you hit the inside
one and it will unlock the door for a couple hour period and if you want to lock it back up, just
hit the scan pad again on the outside and it will lock it back up.
The man door down; the old employee door will still work with those keys, but your note said
that you don’t have access over the weekend and I disagree with that unless you don’t want
access, but you should have access 24/7 as long as Council wants it; the front door to your
Council office and to the mailroom.
The Memorial Day Parade; we already talked about that. That is going to be on Monday and
it will kick off at Our Lady of Victory and walk down to the Circle. End of report.

Dir. of Finance: Thank you. We are finishing up the audit. I would expect probably before
the next Council I will have a draft to distribute to Council. Everything went well. No issues.
We did have a single audit this year and so it was a little more extensive, but we didn’t have
any issues with that either. End of report.
Dir. of Law: Thank you. I have no report this evening.
Economic Developer: No report this evening either.

10. Ordinance 50-2017 At 3rd Reading.
PLANNING & ZONING Approving and granting a conditional
P&Z REC. REJECTION 4-0 zoning certificate for special nonresidential
AMENDED 5-11-17 development to applicant Merryweather
Real Estate on behalf of owner Wilma C.
Platt Trust for a thirty-two unit apartment
project at 338 Howe Road.
Mr. Sisak: I move to adopt Ord. 50-2017 at this time. I mean REJECT; I’m sorry. Seconded Mrs.
Kilway.
Pres. of Council: So, we have a motion and a second to REJECT Ord. 50-2017.
Mayor: On behalf of developer; I thought he did a good job coming back with the new plan that he
submitted. He came a long way from the first plan; the very first plan was not good at all, but the
second one came out with the townhouses and lowered it from a three-story to a two-story with
attached garages. I think he did an OK job.
The only thing that Planning & Zoning really did not like is that they were rentals instead of the
apartments, or the apartments instead of condos. But that still, based on the merit of the project, was
still condensed; three acres was a very tight property.
Mrs. Ray: I thought that as well. The three of us were at the Planning & Zoning meeting and I think
it is a really nice project; it’s just not a nice project for right there and so I would hope that he would
find someplace else in Tallmadge to build those townhouses.
Mayor: If you know that property; the ingress/egress was a very difficult issue that Planning & Zoning
struggled with too. It was close to the upper condos and if they could have gotten out onto the side
street; which that is the key.
Pres. of Council: Is there any further discussion? No one responded.
Roll Call: Mrs. Ray – yes, Mr. Rensel – yes, Mr. Sisak – yes, Mr. Stalnaker – no, Ms. Tricaso – yes,
Mr. Donovan – yes, Mrs. Kilway – yes. Ord. 50-2017 is REJECTED by a vote of 6-1.
11. Ordinance 52-2017 At 2nd Reading.
PUBLIC SERVICE Authorizing donations and waiver of fees
for C.O.O.L. Day 2017 and providing for
immediate enactment.
Mr. Stalnaker: This is under Public Service?
Mrs. Ray: Yes.
Mr. Stalnaker moved for the adoption of Ord. 52-2017. Seconded Mr. Rensel. Roll Call: Mr. Rensel,
Mr. Sisak, Mr. Stalnaker, Ms. Tricaso, Mr. Donovan, Mrs. Kilway, Mrs. Ray – unanimous. Ord. 52-
2017 is adopted by a vote of 7-0.
12. Ordinance 54-2017 At 2nd Reading.
PLANNING & ZONING Amending the Zoning Map by rezoning the
P.H. ON 6-22-17 @ 7:31 P.M. properties of Ripley Farms LLC and Francis
L. Ripley LLC et al, Robert P. Ripley,
Cheryl M. Rocco, Trustee and Robert P.

consisting of approximately 108.6778 acres
and approving the General Development

Mayor: Just for the record; we did receive notification from the applicant on Thursday, May 25th @
2:00 p.m. to WITHDRAW.
Roll Call: Mr. Sisak, Mr. Stalnaker, Ms. Tricaso, Mr. Donovan, Mrs. Kilway, Mrs. Ray, Mr. Rensel –
unanimous. Ord. 54-2017 has been WITHDRAWN by a vote of 7-0.
13. ADDITIONAL ITEMS: We do have an Executive Session this evening. So, if I could have a
motion.
Mrs. Ray: I move that we adjourn into Executive Session for the purpose of discussing Land
Acquisition. Seconded Mrs. Kilway. Roll Call: Mr. Stalnaker, Ms. Tricaso, Mr. Donovan, Mrs.
Kilway, Mrs. Ray, Mr. Rensel, Mr. Sisak – unanimous. Council went into Executive Session
at 7:44 p.m.
