REGULAR MEETING in Council Chambers @ 7:30 p.m. June 8, 17 1. CALL TO ORDER: President of Council Donovan called the Regular Council meeting of Thursday, June 8, 2017 to order at 7:30 p.m. 2. PRAYER: Fr. Mike Matusz, Our Lady of Victory Church, Tallmadge. PLEDGE OF ALLEGIANCE. 3. ROLL CALL: Mr. Donovan, Mrs. Kilway, Mrs. Ray, Mr. Rensel, Mr. Sisak, Ms. Tricaso – present. Also present were Mayor Kline, Dir. of Admin. Cooper, Dir. of Law Raber, Dir. of Finance Gilbride, and Clerk of Council Burton. Mr. Stalnaker was excused. 4. MINUTES: 5-25-17 Regular Council meeting minutes. Mrs. Ray moved to approve the 5-25-17 Regular Council Meeting minutes. Seconded Mr. Sisak. Voice vote 6-0. The 5-25-17 Regular Council meeting minutes were approved by a vote of 6-0. FINANCIAL REPORTS: • Fire Transfer in the amount of $125,000 to Council on 5-31-17. • SMR Transfer in the amount of $150,000 to Council on 5-31-17. • Fire/EMS Capital Fund Transfer in the amount of $40,000 to Council on 5-31-17. • Appropriation Report, Fund Report, Revenue Report, and Encumber Report for the period ending 5-31-17 to Council on 6-1-17. • Tallmadge Recreation Center Profit and Loss Report for the period ending 5-31-17 to Council on 6-6-17. • Income Tax Comparisons for the period ending 5-31-17 to Council on 6-6-17. • Revenue Comparisons for the period ending 5-31-17 to Council on 6-6-17. • May Financial Reports to Council on 6-6-17. • Consolidated Investment Portfolio for the period ending 5-31-17 to Council on 6-6- 17. Mrs. Ray moved to accept the Financial Reports. Seconded Mr. Sisak. Voice vote 6-0. The Financial Reports submitted by Dir. of Finance Gilbride were accepted by a vote of 6-0. 5. OF PUBLIC SERVICE, DIRECTOR OF FINANCE, DIRECTOR OF LAW, DIRECTOR OF ADMINISTRATION AND ECONOMIC DEVELOPMENT DIRECTOR Mayor: Thank you Mr. Chairman. Just to give you an update. Last Saturday was the C.O.O.L. Day in Tallmadge on Stadium Drive. When they first picked that I was not sure why, but it is amazing the amount of stuff that came off of that street and the amount of debris that was removed. There was one house there that you couldn’t see the back yard. You didn’t even know there was a house back there and now a lot of that has been cleaned out and fixed a lot of places; put some ramps in; a front porch stoop that they were just going to make a little repair to it and when they touched the brick the whole thing almost collapsed. So anybody stepping out from the front door . . . so they were able to put a new landing deck there and a couple steps coming off of that so there was just a lot of neat stuff that happened that day and so I was happy with the hundreds of volunteers. I know Megan was working very hard there and Andrea was there from the City and we were there and unfortunately or fortunately, I had to leave to go to Columbus to watch the Boy’s State Baseball game and I am sure everyone has heard they won the State and it is the first time since 2003 or 2002 beating my son’s record and he was there too to watch that and so it was neat seeing him who was on that team 15 years ago watching these guys take the record. That is why records are made; so they can be broken. Happy for the team. So we will try to do something with them. I’m sure there is going to be a banquet; I just don’t know the details about that. The Farmer’s Market started today at the Rec Center and so I’m not sure how it went, but there . . . Megan said it was very good. We already talked about the Safety Plan. The parking lot; I am working on it . . . two parking lots; one at the Circle where the 10-Minute Lube site was and I will most likely be doing legislation to Council for re-appropriation to do the parking lot a little differently than we just planned on doing; just throwing some asphalt down. We did meet with the bank and the bank is agreeing to a joint ingress/egress along the back and so there will be legislation for accepting an easement and some re-appropriation of monies for that one and also working with Waltco Trucking on the old Tallmadge Bowling Alley site. They are definitely interested in expanding . . . putting their parking from one side of the road over to that side and that would also require switching it over to the CIC and then an ingress easement from the SPAN Ministries at the Hike & Bike Trail and so there is a lot of work going on on that.  REGULAR MEETING in Council Chambers @ 7:30 p.m. June 8, 17 Mayor (Cont’d.) We already talked about the health care earlier, but we will be making a switch starting July 1st and I am only saying that because now we are in a different meeting and I need to get it into the record of this meeting versus the last meeting. Next Wednesday, all of Council is welcome, and I know Mrs. Kilway is receiving her 5-year gift for making it five years with the City. Also, Sue; not Sue, but Gina Conti is also. We have quite a few people; we have 11 with the 5-year; 11; 10-year recipients; 5 15-year; 4 that are 20 years; 3 that are 25 years; 2 that are 30 years and 1 that is 35 years. That would be Dave Gauer from the Fire Department. If you could make it to that; that would be real nice. That will be at the Community Center. Mrs. Ray: On the 14th? Mayor: Yes. Next Wednesday; lunch is from 11:30 a.m. to whenever it is done. One last thing; MOU; I did sign an MOU, an administrative MOU (memorandum of understanding) to the Stow Dispatch. There will be a press release coming out in the paper. I’m not sure if it will be tomorrow; I don’t think it will be tomorrow, but it could be on Saturday or Sunday about a joint press release that the City of Tallmadge, Summit County, Cuyahoga Falls and Stow are formalizing the COG in the Dispatch Center and setting plans and guidelines. It is not going to be complete until all of the Councils and all of the folks accept it, but this is just giving us some more guidance of this committee to get this thing moving forward and so you will see a press release coming out and I just wanted to let Council know. End of report. Mr. Rensel: Mayor, has there been any progress on costing to find out what the costs are going to be for each City? Mayor: It has been all over the board from what location do we want to be located in; there is a place in downtown Akron or do we go to the Summit County Health Department and who is in the COG; how many are in the COG and how many are out. It is just sort of been moving all around and that is why this will formalize it and get some means of organization and I don’t know, but Don has been real heavily involved in it also and so has our Finance and Legal Departments. It has sort of stopped because there is not a lot of . . . Mr. Rensel: Right, but as initially presented, we understood that there were two options; one we would be a major player and . . . Mayor: Do we want to be a member of the COG or just a contract to the COG? Mr. Rensel: Yeah, and that was a significant difference in the amount of monetary. Mayor: Right. Mr. Rensel: Has that changed or is that still . . . Mayor: No, that scenario is still there as far as I’m concerned. It is still open, but my goal is to be a COG member as one of the initials. Before it was going to be cost shared equally from three parties and now there are four parties and it could be five parties, but since we have all pretty much decided that it will be proportional to your size of your community and the need to the COG which makes a big difference. Mr. Rensel: It sure does. Thank you Mayor. Dir. of Pub. Service: (Mayor): The new Service Director will be here on June 19th. Actually he is everyday texting and calling and stopping in. He has already interviewed all of his department heads. He comes in at 3:30 or 4:00 p.m. and then he meets with them just to figure out who they are and who he is. Starting to do a lot of good stuff. I am pretty excited to get him here. Dir. of Finance: Everybody should have received their May financial reports. Also, everyone should have received last week an e-mail from our Senior Audit Manager providing you with the details of the conclusion of our audit. So I would just like to ask Council if anybody has any questions and then also ask if anybody is interested in having the auditors come in to discuss the report with you and have a post-audit meeting, otherwise we will have the ability and I will ask Mrs. Ray too if Council is not interested, to sign the waiver letter. They just request us to say that we have all reviewed it and we don’t request for them to come in and go over anything. I am very pleased with how the audit went. We did not have any management letter comments; some small items regarding the useful life of our fixed assets, which is a common issue, but it also means that we are still using things that are very, very old and trying to get the most out of those items that we purchased. So, I guess my question to Council would be if anyone was interested to please let me know and I can schedule that or we can go ahead and waive that and they will work towards getting that audit released publically. Mrs. Ray: Personally, being an old auditor; I wouldn’t want to listen to myself talking about the financial statements of the City of Tallmadge and so my suggestion would be that we just waive that interview and go ahead and sign the letter like we have done in years past and congratulations for a clean audit.
