REGULAR MEETING in Council Chambers @ 7:30 p.m. July 13, 17 1. CALL TO ORDER: President of Council Donovan called the Regular Council meeting of Thursday, July 13, 2017 to order at 7:42 p.m. 2. PRAYER: Silent prayer. PLEDGE OF ALLEGIANCE. 3. ROLL CALL: Mr. Donovan, Mrs. Kilway, Mrs. Ray, Mr. Rensel, Mr. Sisak, Ms. Tricaso – present. Also present were Mayor Kline, Dir. of Pub. Service Rorar, Dir. of Admin. Cooper, Dir. of Law Raber, Economic Developer Weinberg and Clerk of Council Burton. Mr. Stalnaker and Dir. of Finance Gilbride are excused. 4. MINUTES: 6-22-17 Regular Council meeting minutes. Mrs. Ray moved to approve the 6-22-17 Regular Council Meeting minutes. Seconded Ms. Tricaso. Voice vote 6-0. The 6-22-17 Regular Council meeting minutes were approved by a vote of 6-0. REPORTS OF ADMINISTRATIVE OFFICERS: MAYOR, DIR. OF PUBLIC SERVICE, DIRECTOR OF FINANCE, DIRECTOR OF LAW, DIRECTOR OF ADMINISTRATION AND ECONOMIC DEVELOPMENT DIRECTOR Mayor: Thank you Mr. Chairman. I will start off with the Tallmadge Express. You know they were purchased by another firm and you can see that they are not represented here tonight, but I am learning that we are going to be part of a pool between Tallmadge, Stow and I think Brimfield with one reporter trying to report on all of us and so it is not really a Tallmadge reporter anymore. It is going to be news around the whole area and if you saw in the last Tallmadge Express, we were getting news about Falls or somewhere else and so I was a little disappointed to hear some of that that we are losing our hometown newspaper and so I just wanted that to be on the record so I can talk to the management of the new whoever it is up there. With that, the happy thing is that Wally Waffle had their soft opening today and tomorrow morning I think at 8:00 a.m. . . . Mr. Sisak: 7:00 a.m. Mayor: Well, it says 7:00 a.m., but I it might be . . . Mr. Sisak: I am going to put my tent out there tonight. Mayor: It does look like someone is over there. Happy to announce that all the fire inspections and all of the safety inspections and all of the building maintenance for that building for that unit is completed and hats off to the Fire Department and to the Building Officials and Mark Shenot, the Chief Building Operator from Summit County, he was actually over there multiple times throughout the whole building and so the final occupancy for the entire building may end up being tomorrow afternoon, if not, it could be Monday and they will start moving residents into the second and third floors who are ready to go. Mr. Rensel: Wow. Mayor: They had like 300 applicants for 60 some rooms and so I think you will see a lot of activity going on over there. I am probably taking Rita’s thunder away; sorry. She is used to it. Jimmy John’s will be breaking ground the first of the week next week. Mrs. Ray: I know Testa; Testa sent out an e-mail saying that they were going to start tours of the top floor this week as well and they expected an overwhelming demand. Mayor: I was actually in the mailroom doing some prints over there and looked out the widow and I saw Rita standing up on my balcony on the fourth floor balcony with Julie Oliver. She got a tour today so that was pretty nice. Mr. Rensel: Was that yours or hers?  REGULAR MEETING in Council Chambers @ 7:30 p.m. July 13, 17 Economic Developer: Just another note though on the occupancy; we went through the second, third and fourth floors, but they are not really sure when they are going to open because after going through it; there is a lot of work that still needs to be done although there are some people who have already starting to move their things. They are just storing them there but they are really not in move-in condition at this point. There is a lot of build-out that still needs to be done . . . Mayor: On the fourth floor. Economic Developer: Well, the second and third are still not . . . you know . . . right there. Mayor: It’s close. Economic Developer: Yeah, it’s close, but they are not 100% sure when that is going to be. Mayor: The Concerts in the Park started last weekend and I was there for pretty much the second half of it and it was the largest concert that we have had there with Elvis Presley being on the stage. It was very well attended. This week is Akron Symphony Symphonic Winds will be there and so that is pretty cool that they are there and this will continue all the way up to August 5 th with LaFlavour and then a week off before the Circle Fest. I know that the Circle Fest is coming up and I think it will happen before Council gets back from their break. Hopefully there is a float that you are working on on that. Mrs. Kilway: Yes. Mrs. Ray: Carol is working on it. The rest of us are just watching. Mayor: You do have in front of you this paper about the Akron Heart Walk. We are going to be part of this and so I would encourage Council to be a part of walking on this. The walk begins at 10:00 a.m. on August 26th, Saturday and so we are passing things around if anybody would like to walk. It raises awareness and I am trying to be in competition with Stow and the City of Cuyahoga Falls and so we would like to beat them out. Akron is already ahead of us so I don’t think we will beat them out, but look at that and if you have any questions, please give us a call. The sign-up sheet is here. The Administrative team has been extremely busy with a lot of personnel ordinances as you can see those coming down the pike. We have been working on this for multiple times with the Law Department and the Finance Director and I think we are making a lot of good headway and you will be talking more about those grids and that as that comes up, but outside of that, I would like to thank our folks that are here for doing a great job and all of the employees. End of report. Mr. Rensel: Yes, thank you. Any updates on the columbarium moratorium? Mayor: No. No update yet, but I promised everybody that I would form this committee and get that going. It has just been so busy that I just haven’t really done that, but it is not off the table. Mr. Rensel: We are going on break and then when we come back it will be . . . thank you Mayor: Thank you for the reminder. Mr. Rensel: No, no; thank you. Mr. Sisak: Circle . . . or the Concerts on the Park; the newly paved parking lot; is that usable? It looked like it was taped off; caution taped off last week. Mayor: We haven’t striped it yet, but we are working on striping that. Dir. of Pub. Service: That’s correct. The parking lot got paved and we have a stripe design, but there again this weather has been absolutely horrendous. I’m not sure when it is going to get striped because the company that is going to do it is also doing the paving and so we don’t want to pull them off of that. Mr. Sisak: And they are doing the sidewalks? Dir. of Pub. Service: Yes; they are doing the sidewalks. Mr. Sisak: Alright. That’s fine. Dir. of Pub. Service: Good evening. A couple of things. We talked about the parking lot over there and the striping is yet to come. The paving program has started and the only thing we really have gotten done is a few streets have been milled and so that is as far as we have gotten with that thanks to the weather. The Community Announcement Board on the Circle; the posts were set yesterday and so we should be seeing that moving forward. The Rec Center; the lighting has been started there and we are probably about a third of the way through it and you know, like anything new; it is going to take some adjustment and I think once all the old lights are down and the new lights are up; you will see a vast improvement. That’s all I have at this time. Dir. of Law: I conducted interviews for the new Secretary/Administrative Assistant position and have hired a new person who will be starting at the end of the month. She is very qualified and comes with a lot of experience and so I am very excited. I think she will be able to get up to speed pretty quickly and do a great job. Amanda’s last day will be August 18th and so she will have enough time to train and there won’t be an overlap there. I am looking forward to that. Thanks. End of report. Also we are underway with our . . . (Mr. Sisak held up the Employee Handbook) Yeah that one. If you would please turn to the back page of that and remove that page and sign it once you have read and understand it, I will be happy to take those from you. Also, our new healthcare; Jefferson Plan using Aetna is underway. There were a couple problems that Aetna had initially with getting us our cards, but that I believe has been handled and now has access to the correct number and the correct card and we have actually had some success in using them. There is also a separate prescription card that is available that has also been in use and so far so good with the new health care program. That’s all I have. Thank you. Economic Developer: I did have one item and that is that we met with Field Schools on Monday in Brimfield Township and the purpose of the meeting was really to inform them a little bit more on what the TIF involved with that project is and the necessity of getting Field Schools to agree to a compensation agreement on that. They have not yet seen the draft agreement, but we just wanted to give them as much information that they would need to talk about that. They seem to be supportive with the understanding that the building at Maplecrest is not going to cause any burden to the schools because there will not be any housing or students coming off of that site. The DeHoff’s, even though they understand that this is probably aggressive; they are hoping to get a shovel in the ground at some point this year, but really it is that that is essential to go to the next step on that. But everything seems to be going well and I will report more on that later. End of report. 10. Ordinance 56-2017 At 2nd Reading. PLANNING & ZONING Amending Ordinance 46-2001 and Chapter P.H. ON 8-24-17 @ 7:33 P.M. 1189.05 of the Tallmadge Codified Ordi- nances relating to dining establishments serving alcoholic beverages. Pres. of Council: Ord. 56-2017 is at 2nd Reading and will remain before the Planning & Zoning Committee and there is also a public hearing scheduled for 8-24-17 @ 7:33 p.m. 11. Ordinance 57-2017 At 2nd Reading. COMMUNITY ISSUES/SAFETY Amending Ordinance 49-2012 authorizing the Mayor to enter into an amendment to Automatic Aid Agreement with the City of Akron for Fire and EMS Services and providing for immediate enactment. Clerk of Council: It was the recommendation of Community Issues/Safety to adopt by a vote 3-0. Ms. Tricaso moved for the adoption of Ord. 57-2017. Seconded Mr. Sisak. FINANCE Authorizing the Director of Finance to enter into an agreement with the Ohio Attorney General for delinquent debt collection and providing for immediate enactment. FINANCE Authorizing the Director of Finance to enter into an agreement with Weltman, Weinberg & Reis Co., L.P.A. for the purpose of collection of municipal account balances and providing for immediate enactment. Pres. of Council: I have a note here that the Tallmadge High School Boys Baseball team will be here on August 24th at our Regular Council meeting to accept their resolutions. Mrs. Ray: Awesome. 23. Resolution 6-2017 At 1st Reading. Extending the sympathy of the Council and the Administration to Carol Osborne and members of her family in the death of Richard Osborne and providing for immediate enactment. Mr. Rensel moved for the adoption of Res. 6-2017. Seconded Mrs. Kilway. Mayor: Thank you. I had the opportunity to work with Mr. Osborne “Ozzie” for many, many years when I was on the Fire Department as a young person back in the day. Ozzie would be there; the Sergeant or Lieutenant, or whatever it was at that time, coming to all of the calls and he was just a great person and we had the distinct opportunity to work with him when he was the Director of Administration under Chris Grimm. He did a great job at that and Ozzie was just a good person to be around and I learned a lot from him and it was a sad day to hear that he was involved in that accident on I-95 coming out of Florida in Fayetteville where he was in a car accident. It was not his fault and it was pretty sad to hear that. Calling hours are tonight. I will be at the funeral tomorrow morning. I think that is at 11:00 a.m. at Donovan Funeral Home. So, if you have the opportunity to go . . . he was a great person. Mr. Rensel: Yes, thank you. Likewise, I had the opportunity of serving on City Council and to interact with Rick Osborne during meetings and after meetings as many of us did. What a great guy; gregarious, positive and I also had the opportunity, and I was pleased to see tonight at the funeral home, Mr. Donovan, that he was wearing his favorite shirt. Each year he would come and I would provide him tickets to go to the Ohio State game and sure enough tonight his son said, “So you’re the guy that kept giving us tickets. Thank you very much.” I know that Rick appreciated it and I certainly did just to see the smile on their faces and enjoy what they did enjoy with Ohio State Football. Mayor: I was surprised that he did not have his “Elvis” outfit on because he was an avid Elvis Presley figure. Mr. Rensel: Rick would also sit on City Council and he would say that we had to have this inspected and when Mr. Barber was serving beverages down across the street; some of you may remember, and when they first opened up there were some strange things going on and Rick said, “Don’t worry; I’ll check it out.” He was just funny that way, but you could trust him and likewise when this ordinance came up on alcohol, it was Rick that was going to go out and check to make sure the receipts were correct.
