REGULAR MEETING in Council Chambers @ 7:30 p.m. November 9, 17 1. CALL TO ORDER: President of Council Donovan called the Regular Council meeting of Thursday, November 9, 2017 to order at 8:02 p.m. 2. The 10-25-17 Regular Council meeting minutes were approved by a vote of 7-0. Mrs. Ray moved to approve the Financial Reports submitted by Dir. of Finance Gilbride. Seconded Mr. Sisak. Voice vote 7-0. I would like to call Planning & Zoning to order; myself, Mrs. Kilway and Mrs. Ray are in attendance. We have Ord. 77-2017 before us at 3rd Reading and we had no commentary from our public hearing that we just held moments ago. Is there any input from either of you? Mrs. Kilway: I think it is a really good compromise that had come up between the developer and Planning & Zoning. I think it is a great project. Mayor: Comprehensive Plan. Mrs. Kilway: Comprehensive Plan; oh, never mind; sorry. No, I have nothing. I think it is a great piece of work that was put together by the Administration. Mrs. Ray: I would second that. Just a lot of work. Dir. of Law: There is actually an amendment before you tonight and the reason for the amendment is in the 5th WHEREAS clause, we just needed to note that it was continued to November 9th. It originally only had the October date on it and so that changed. So there is an amendment and you can hold it over to a 3rd Reading if you would like to do that. So amend and hold it over if you so desire. Mr. Sisak: Till December? Dir. of Law: Yes. Mr. Sisak: Mayor? Mayor: You do have the clean version of the Comprehensive Plan and that is on the website that Planning & Zoning did take a look at it. It says the date of October 17 th on that and it is how we combined the 1997 and the 2017 plan together and it just helps merge it and so we really have two working documents. This new one is relevant to a lot of strategic areas and so I would encourage you to look that over. Planning & Zoning seemed to . . . they like it; they  REGULAR MEETING in Council Chambers @ 7:30 p.m. November 9, 17 Mayor (Cont’d.) adopted it to move on to Council. Keep in mind that it is working document. It is . . . you know hopefully the next person . . . if I am still around; we don’t look at it every ten years or twenty years; it is a working document. It is relevant to keep looking at it. So, I think it is a good document, but since you are amending the WHEREAS; it goes back to 2 nd Reading. Mr. Sisak: So we will recommend to amend 3-0? REPORTS OF SPECIAL COMMITTEES: None. 8. AGENDA ADDITIONS: Ord. 103-2017 will become Item 19.A. on tonight’s agenda. 9. REPORTS OF ADMINISTRATIVE OFFICERS: MAYOR, DIR. OF PUBLIC SERVICE, DIRECTOR OF FINANCE, DIRECTOR OF LAW, DIRECTOR OF ADMINISTRATION AND ECONOMIC DEVELOPMENT DIRECTOR Mayor: Thank you. I will be very brief. I just attended at 4:00 p.m. the ground breaking ceremony for the new two schools up at the Middle School site. It was very well attended and it is great for the community to see that go forward and so I am really excited about that. As I mentioned during the budget process, I did attend my OPWC (Ohio Public Works Commission) meeting and received that grant as Tallmadge was part of that grant for the $375,000 or so and our portion is $175,000 and their portion; it is a matching grant. We have ongoing negotiations with the Part-time Firefighters and so that is coming along and we do have another meeting coming up. You do have an ordinance at 1st Reading and it will just stay at 1st Reading in case we come up with a tentative agreement for our December 14th meeting. I would ask for your consideration to adopt Item 15, Ord. 98-2017, Item 16, Ord. 99-2017, Item 18, Ord. 101-2017 and Item 19.A; I think you did add it to the agenda, and that is Ord. 103- 2017 and we can talk about those as they come up. End of report. Dir. of Pub. Service: Good evening. For the month of October, the cemetery had 7 burials; five of which were full and 25 monument foundations were done. If you look up on the screen switching over to the . . . I would like to thank the Fire Department for helping out on this. We had about three yards of concrete dumped by a contractor on Elmwood and the sad thing about that was that that road was just paved probably a month ago now. So the Fire Department helped out with the wash-down. As you can imagine, being a resident up there that that certainly is not what you want on a nice brand new road. So, Chief; I appreciate it. Baker’s Acres Phase II Cherry Ridge paving; the base coat was put down and so that road is 2/3’s complete and so that was successful. That was the contractor’s goal to get that done. Keep in mind that it is still private property. That is not open to be driving on although we do see that occurring and so you will probably see some road blocks going up there. Something new that the Street Department was doing; they actually did a snow plow training and a snow plow rodeo where they put out some obstacles and you had to load; there were some mailboxes that you weren’t supposed to hit and believe it or not, the bullseye there; they were trying to see how fast they could push or trying to replicate a snow plow pushing some snow and trying to stop before they got into the curb and so that is the purpose of that and it turned out pretty good. It is amazing. Some of the guys took it 100% and other guys were like, why are we doing this. It was the first time that we did it and so that was good. Other training that occurred was that we had three hours of loader training and there again, it is kind of significant because we will be loading these trucks; hopefully not a lot, but we will be getting into that. Moving on with the Street Department. They replaced one drive culvert and did 900 lineal feet of ditching. So far we have 400 hours in the leaf cleanup. As you can see they are starting to drop again. We had that nice lull last week where nothing was going on. We completed one mile of crack sealing, but that consisted of four roads; Indian Hills, Lisann, Laurann and Penn Wood. The Water Department had three new water services and 20 water samples taken. The Zoning Department handed out 47 permits; eight of which are street openings; four were signed and then the majority are zoning certificates which are for your fences, decks and that sort of stuff. Parks kicked off the joint program and that is a program that is being offered between the Rec as well as the high school and the students are receiving volunteer job experience in custodial work as well as child care. The Halloween Street Dance was a success. 1,200 hot dogs were served. Lions Park playground, which was talked about in the budget has been removed and so that is gone. That was a decaying wood structure and it had to go and it is totally gone at this time. 2  REGULAR MEETING in Council Chambers @ 7:30 p.m. November 9, 17 Dir. of Pub. Service (Cont’d.) The shelter rentals are now available on Rec TraC and so you can do that online and you can see it soon. So that is pretty exciting and we are hoping to get everything online this year as far as fields and shelters and halls. That concludes my report. Mr. Sisak: I have a question. Did we take delivery of the salt that we purchased; it has already been delivered or . . . Dir. of Pub. Service: We have the salt already; yes. What that is . . . Mr. Sisak: They probably owe us some too; right? Dir. of Pub. Service: That I don’t know. I think we are all squared up on that. Mr. Sisak: I just remember last year we got like two deliveries because like one; we couldn’t hold all the salt . . . Mayor: We have to let the company know; the CUE, how many tons we want and I think it was like 3,200 or 3,300 tons. We have to take at least 80% of that which we did take and with our new dome, we are able to handle that and so we filled up our dome and so we are really in good shape with the new budget and we have money to replace that dome as it gets empty. We are really, thanks to Council, for letting us put that new dome up; we can handle almost a full season with what is in our dome. Pres. of Council: Bite your tongue!! Dir. of Finance: Good evening. Everybody should have received their financial reports. Everything is going well. You do have your re-appropriation ordinances which we discussed for the end of the year. I did want to let Council know that I am in the process of reviewing our current income tax ordinance. Due to the items that were passed in the biennial budget at the State level, we will be required by the end of January to make some amendments to our current income tax ordinance to incorporate some items that were cleaned up as part of that ordinance and so a lot of it is just defining some different due dates and things like that and so I will be working on that and you should see that at 1st Reading in December. Mr. Sisak: I have a question. It looks like Crimson Cup is ready to open? Economic Developer: Yes, they put the one sign up and actually I thought they were going to be open this week, but I don’t know if they have changed that date or not. Mr. Sisak: It looked like the inside was all set up and they had some lights on. Economic Developer: I thought it was going to be on the 4th, but apparently not, so it is very soon. Mr. Sisak: I noticed the building just down from the Rite Aid by the Speedway; they are painting the outside; did that get leased out or sublet? They are painting it red. Mayor: They are just cleaning that up. The Tell-Shipper Group; they are trying to clean that whole area up. Mr. Sisak: Then the breakfast place? Economic Developer: They are proceeding. Mr. Sisak: I see some building on the outside. Economic Developer: Yeah, I think he should be opening later this month as well. Mr. Sisak: Really? That’s good. Thank you. 10. Mayor: As you can see up on the screen, and it is also in your packet if you are able to log on to it; those are the items that are going to go to e-bay. It is just stuff that is just sitting around and we need to get it out of our inventory and this is the way to handle it. Will we make any money on these? No. But legally we have to do it. The Rec Governing Board met and recommended this program but since it is part of the grid and instead of bringing the entire grid back to Council, we just brought this one item. It is promotional that would allow us to be able to sell an annual membership and they get one month free on that. It is for a short period of time between December 15, 2017 and January 15, 2018, will receive one free month for signing up for the new annual membership. Part of that marketing.
