1. CALL TO ORDER.

Clerk of Council Burton. Mr. Donovan was absent.
4. MINUTES: 12-14-17 Regular Council Meeting minutes.
Mr. Sisak moved to adopt the Regular Council meeting minutes dated 12-14-17. Seconded Ms.
Tricaso. Voice vote 6-0. The Regular Council Meeting minutes were adopted by a vote of
6-0.
FINANCIAL REPORTS:
• General Infrastructure Transfer in the amount of $14,000 to Council on 12-28-17.
• Fire Transfer in the amount of $70,000 to Council on 12-28-17.
• Appropriation Report, Fund Report, Revenue Report, and Encumber Report for the
period ending 12-31-17 to Council on 1-4-18.
• Tallmadge Recreation Center Profit and Loss Report for the period ending 12-31-17
to Council on 1-8-18.
• Income Tax Comparisons for the period ending 12-31-17 to Council on 1-8-18.
• Revenue Comparisons for the period ending 12-31-17 to Council on 1-8-18.
• December Financial Reports to Council on 1-8-18.

Mr. Sisak moved for the approval of the Financial Reports submitted by Dir. of Finance Gilbride.
Seconded Ms. Tricaso. Voice vote 6-0. The Financial Reports submitted by Dir. of Finance
Gilbride were accepted by a vote of 6-0.
5. PUBLIC HEARINGS: None.
6. COMMUNITY INPUT: Tallmadge City Council meets on the second and fourth Thursday’s of
the month with the Council Committee meeting starting at 7:00 p.m. followed by the Regular
Council meeting. At the Committee meetings legislation is discussed thoroughly with Council
deciding to adopt, amend, reject, hold or table the legislation. We do allow time for community
input at this point in the meeting. If anybody would like to address Council, please come forward
and state your name and address for the record. Would anybody like to address Council? No
one responded.
6.A. ANNOUNCEMENTS: There will be a Board of Control meeting following tonight’s meeting. We
have already conducted the Board of Control meeting.

9. REPORTS OF ADMINISTRATIVE OFFICERS: MAYOR, DIR. OF PUBLIC SERVICE,
DIRECTOR OF FINANCE, DIRECTOR OF LAW, DIRECTOR OF ADMINISTRATION AND
ECONOMIC DEVELOPMENT DIRECTOR
Mayor: The Recreation Center was in the black this past year in the amount of $13,000.
I will be giving the State of the City address to the Chamber on Wednesday. If you would like to
attend, please call Karen Morgan.
We had a swearing-in of a new Officer Mitch Bissler.
I would like Jim Donovan to remain on the CRA (Community Reinvestment Area) and I am
asking for another member of Council to serve on this board.
Mr. Carano: I would like to serve on that committee. Carol Kilway moved to approve Michael
Carano to the CRA. Seconded Mr. Sisak. Voice vote 6-0. Mr. Carano has been appointed to
serve on the CRA.
Dir. of Pub. Service: Thank you. We had four burials in the month of December.
19 permits were given out.
We had four water main breaks. If there are no questions; end of report.
Dir. of Administration: No report.
Dir. of Finance: You have received your December financial reports and if you have any
questions; I would be happy to answer them.
Dir. of Law: No report.
Economic Developer: We have applied for six grants for the Minor Home Repair Project. We
are also working on getting a Wellness Grant. There will be an informational meeting for
interested employees at the end of this month. End of report.
Pres. of Council: As stated at the beginning of the meeting, we will move Ord. 21-2018 up on
the agenda to Item 9.A.
