REGULAR MEETING in Council Chambers @ 7:30 p.m. May 24, 18 1. CALL TO ORDER. President of Council Kilway called the Regular Council meeting of Thursday, May 24, 2018 to order at 7:00 p.m. 2. PRAYER: Andy Alberts, Tallmadge Lutheran Church, Tallmadge. PLEDGE OF ALLEGIANCE: 3. ROLL CALL: Mr. Carano, Mr. Donovan, Ms. Kilway, Mr. Loughry, Mr. Sisak, Ms. Tricaso, Mrs. Allman - all present. Also present were Dir. of Pub. Service Rorar, Dir. of Law Raber, Dir. of Finance Gilbride, Dir. of Administration Cooper, Dir. of Economic Development Weinberg and Clerk of Council Burton. Mayor Kline was excused. 4. MINUTES: 5-10-18 Regular Council Meeting minutes. Mr. Donovan moved to adopt the Regular Meeting minutes of 5-10-18. Seconded Mr. Sisak. Voice vote 7-0. The Regular Council Meeting minutes of 5-10-18 were adopted by a vote of 7-0. FINANCIAL REPORTS: None. 5. PUBLIC HEARINGS: None. 6. COMMUNITY INPUT: Pres. of Council: Tallmadge City Council meets on the second and fourth Thursday’s of the month with Council Committee meetings starting at 7:00 p.m. followed by the Regular Council meetings. At the Committee meetings, legislation is discussed thoroughly with Council deciding to adopt, amend, reject, hold or table the legislation. We do allow time for community input at this point in the meeting. Is there anyone that would like to address Council; please come forward and state your name and address for the record. No takers. 6.A. ANNOUNCEMENTS: Another reminder of the Memorial Day festivities. Council will be walking in the parade and we are to meet at Our Lady of Victory at 9:30 a.m. Mr. Rorar; do you have anything you want to add now or when you do your report? Dir. of Pub. Service: I will add it now. There again on Saturday, the 26th at 6:00 p.m., at the Circle Park there will be a concert. It will be a big band concert with a patriotic theme and then there is also a pie and ice cream social going on at the same time and I believe one of the . . . somebody is supplying the coffee and I believe it is the Crimson Cup that is supplying for that concert. So that will be good and then on Monday, which is the 28th, at 8:00 p.m. the Chamber is having their pancake breakfast and then the parade starts at 10:00 a.m. and then the ceremony follows directly after the parade at the cemetery and it should be a pretty good ceremony this year. Thank you. Pres. of Council: I know that this is the 105th anniversary and that is why we are doing it up right . . . Craig Sisak: 150th. Pres. of Council: Has anyone . . . I’m sorry . . . Mrs. Allman: It is the 150th. Pres. of Council: I drop syllables; I’m so sorry. 150th . . . has anyone looked into if this is like the longest consecutive parade in like . . . Dir. of Pub. Service: Well, I think it is the second longest in the State. Pres. of Council: Second longest in the state! Dir. of Pub. Service: That is what everybody is saying and I think Findlay is arguing that they are ahead of us. Pres. of Council: Alright. Thank you very much. 7. REPORTS OF SPECIAL COMMITTEES: None. 8. AGENDA ADDITIONS: None. 9. REPORTS OF ADMINISTRATIVE OFFICERS: MAYOR, DIR. OF PUBLIC SERVICE, DIRECTOR OF FINANCE, DIRECTOR OF LAW, DIRECTOR OF ADMINISTRATION AND ECONOMIC DEVELOPMENT DIRECTOR Pres. of Council: The Mayor is not here tonight. Mr. Rorar do you have anything else to add? Dir. of Pub. Service: I do not. Thank you. Dir. of Finance: No report. Dir. of Law: Thank you. I just wanted to bring to your attention that I sent, as informational, some documents to you for the Ordinances 51-2018 and for 53-2018 which have to do with the small cell facilities. We are still in the process of drafting that, but you should have the completed draft by the next time we meet. That gives you an idea of what the House Bill is about and we are just trying to make sure that we are prepared to anticipate that going into effect at the end of July and then with regard to Ord. 51-2018, we are still working on the final agreement with Stow, but you do have the agreement with Summit County which I believe the Dir. of Administration will discuss with you a little bit more fully in his report. End of report. Dir. of Administration: Thank you. Really the only thing that I wanted to describe is that we distributed to you a very lengthy contract that does not involve the City of Tallmadge right now for CAD services; Computer Aided Dispatch services between the County and I think it is Stow or any of the PSAPS that will be entering into that contract. We distributed it to you not to bore you, but to give you some idea of what has been worked on for the last 18 months or so; the level of complexity and the detail that is in the contract more than anything else, and there will be shades of that in the agreement that we eventually derive at between the City of Tallmadge and Stow. It will be a much smaller version of course, but it will address some of the same issues. So, it is really just prepping you for what is to come. Thank you. It’s all I have.  REGULAR MEETING in Council Chambers @ 7:30 p.m. May 24, 18 Pres. of Council: A little light reading; right? Dir. of Econ. Development: Thank you. I have a few items to talk about and I may have mentioned some before in terms of openings; Pandora Cupcakes and the breakfast place have opened up and may or may not be doing ribbon cuttings; they will let me know that. Body Rock Fitness Studio at 23 Erie; they have relocated there and they had the ribbon cutting on May 17th. Global Kitchen is opening at 10 Tallmadge Circle and their ribbon cutting is scheduled for May 31st at 11:30 a.m. and Fresh Planet at 116 Tallmadge Circle; they are building out finally and so that will be the last of the four storefronts to open up there. Bierce Hardware is still having their liquidation. I believe their remodel will begin in July and the Grand Opening for Hartville Hardware will be in the early fall. Updates on Ripley; the developers are . . . they are still committed, not that they can’t change that, but they have extended their due diligence period until mid-August and so they are still working through some things. They have a lot of interest from National Home Builders and so hopefully we will see more activity there, but the land has not transferred there yet. Maplecrest; they are still working through County approvals for the plat and that will be on June 13th that they go there and then they have to go to . . . the transfer can happen after that and so they are doing on-site right now. They are doing the mass grading and they can do the tree clearing, cleaning up all of that mess following the lumbering of all of that by the owners. So they hope to start their public improvements which will include the widening of Tallmadge Road; the access road into the development and the utilities. Hopefully they will be able to do that after the June 13th date with the County. Then the road should be in by the end of 2018 and vertical construction should be in the spring of 2019. They have had, I believe, almost all of the outlets; the retail on the front; most of those have been committed, but they are not saying who they are even though we can guess some of them. Then an update on the Village at Town Center; the medical office building; they should be breaking ground sometime this summer once . . . they are working out some of the electrical issues and transformers are supposed to be installed and once that happens, Jimmy Johns will be able to have occupancy sometime in June. The second space next to Jimmy Johns has not been committed yet, but they are talking to a pharmacy and then the school house that was supposed to house a daycare; the daycare has pulled out of there and so we don’t know what is going to happen with that building at this time. FINANCE Authorizing the Mayor to enter into a con- tract with the City of Stow for upgraded computer aided dispatch software, appro- priating funds from the unappropriated balance of the General Fund for the admin- istration, maintenance, and training thereof, and providing for immediate enactment. Pres. of Council: Ord. 51-2018 is at 1st Reading and is assigned to the Finance Committee. 11. Ordinance 52-2018 At 1st Reading. PERSONNEL Establishing the number of employees by department and position pursuant to R.C. 731.08 and providing for immediate enactment. Pres. of Council: Ord. 52-2018 is at 1st Reading and is assigned to the Personnel Committee. 12. Ordinance 53-2018 At 1st Reading. PUBLIC SERVICE Supplementing the Tallmadge Codified Ordinances by establishing Chapter 1192 Small Cell Facilities and Wireless Support Structures within the right of way. Pres. of Council: Ord. 53-2018 is at 1st Reading and is assigned to the Public Service Committee and I will also set a public hearing for 7-12-18 @ 7:33 p.m. 13. Resolution 15-2018 At 1st Reading. Extending the sympathy of the Council and Administration to Robert O’Bryan and mem- bers of his family in the death of Irene T. O’Bryan and providing for immediate enact- ment. Mr. Sisak moved for the adoption of Res. 15-2018. Seconded Mr. Donovan. Voice vote 7-0. Expressing the sympathy of the Council and Administration to members of Clifford Porter Jr.’s family in his passing and providing for immediate enactment. Mr. Sisak moved for the adoption of Res. 16-2018. Seconded Ms. Tricaso. Voice vote 7-0. Res. 16- 2018 is adopted by a vote of 7-0. Pres. of Council: Are there any additional items prior to going into Executive Session? No one responded. I would entertain a motion at this time to go into Executive Session. Mr. Loughry: I move that we go into Executive Session for the purpose of discussing possible land acquisition and/or selling of land. Seconded Mr. Donovan.
