Mr. Carano: I would like to call the Community Issues/Safety Committee to order. Councilperson Mary Tricaso and Councilperson Dennis Loughry are present and myself and as said previously . . . I said previously at the last meeting the fact that the military will have more time . . . they will have more time to get the ballots out to the military. I know, having lived overseas, that that is something important and you want to vote. The fact that it will save money as you mentioned previously; that is important and that it will be more consistent in the State and in Summit County. I don’t really see any objections to it other than . . . Mayor: The Beacon Journal; the article I should say. Mr. Carano: No, I’m thinking of other countries; they tend to do elections in very short periods of time. They don’t . . . I don’t know what they do in terms of primaries, but they don’t have very long, extended like we do in this country. Sometimes it seems like it takes forever, but since it is a primary; that is a little different you know. Candidates are still campaigning and it will give them some more time to harass the voters! Anyway, that is the only downside I see to this. Mr. Loughry: I think it is good for the City. I think the Mayor, when he agreed with Mayor Horrigan, I think those were the right things. I think it is good for Tallmadge. Actually, as most of you can imagine with me being an Independent, I would like us to be non-partisan, but we are not and for as long as we have had Charter Review Commission; they have decided not to go that way or make that recommendation. But, maybe in the future. But this particular ordinance I think is good for our community. Pres. of Council: I think the fact that there is a proven fact that there is increased voter turnout; I think that is another key too in the primary in May. Mr. Carano: Yeah, that is good. When you look at the declining voter turnout in this country and that in some ways has a lot to do with the rise of Independents too. Ms. Tricaso: I would just like to say that it is not that we are voting on this; we are putting it on the ballot for the voters to vote on. That is all we are doing. Mr. Carano: So, Administration? Mayor: Briefly, I talked to the City of Akron and I know everybody has been reading the papers about what is going on and Akron is taking a while to get this issue going. They are, from my understanding of what I was told today, will be turning in petitions to have an initiative drive . . . that petition drive to be on the ballot for this either tomorrow the petitions are going in or Monday morning and then they will be well over their 4,200 votes or signatures that they need. So, I think it will be on the ballot for the City of Akron also. Cuyahoga Falls already passed it; the City of Norton is still working on it and Barberton is on summer break and they probably won’t get it done in time for September 7th I think is the deadline to be certified to the Board of Elections. Civil Service Commission to adopt rules and regulations that differ from those pro- vided by general law by excluding the Tallmadge City Schools from Tallmadge Civil Service and inserting Section 137.04 of the Tallmadge Codified Ordinances. Steve Wood: I was going to wait until third call just to create suspense, but I’ll come up now. My name is Steve Wood, Chief Operating Officer of the Tallmadge City School District, 486 East Avenue, Tallmadge. This ordinance or this change, fundamental change to the way Tallmadge City Schools hires is about hiring. Now a little bit of background for Council. Civil Service, the Civil Service process dictates both hiring and discipline for our classified employees. This motion or our petition to Council is a joint effort with SEIU, Stephen Santangelo from SEIU is in the back of the room. They are the union that represents our classified employees of the Tallmadge City School District. We have . . . so again, this is about hiring; it is about hiring the best people and making sure we have a strong, diverse pool of candidates and we believe that we can do that better without the Civil Service process. Tallmadge City Schools has 276 employees. Only 39 of them; 39 of the positions are affected by this change on the hiring side. More than half of those are food service employees. So 20 of those 39 are food service employees and folks that is work in our cafeterias day in and day out. We believe the hiring process presently limits our pool and it is an inappropriate measurement and gate for those candidates to travel through in order to be a member of our team at Tallmadge City Schools. It limits the pool because it is very uncommon now for Civil Service to be part of the process to hire such employees. Let me give you an example, there are 15 school districts in the Suburban League; our athletic leagues so I thought I would just talk about that. Everybody knows Brecksville, Broadview Heights, Cuyahoga Falls, North Royalton, Nordonia, Stow, Twinsburg, Wadsworth, Aurora, Barberton, Copley, Highland, Revere, Tallmadge and Kent. Tallmadge and Kent are the only two of those districts that still use Civil Service process for hiring classified individuals. So we believe that because it is uncommon we lose a lot of pools. People wonder why they are taking a test again . . . to work in a kitchen for two and a quarter hours a day? Frankly, from my perspective, when we are hiring people; is the first thing that we want or priority is the ability to pass a written test? That list would be character, hard work, experience; there would be a pretty long list before you got to ability to perform on a written test and so that is what is really driving the whole process and why we are in front of you tonight. I want to thank the Law Department. I know Mrs. Raber’s office has been busy back and forth with our Board attorney and I also want to thank the Civil Service Commission. While I am looking forward to no longer be part of the process of Civil Service in hiring, the people you have on the Civil Service Commission have made . . . I probably would have been in front of you a lot sooner than you would think . . . this is my 8th year in the district and had it not been for Jan, Christine, Tom Kot and especially Allison in the office there because they have been great to work with. This is really about the process and having an appropriate process going forward to hire these 39 out of 276 people. Thank you very much for your consideration. Pres. of Council: Thank you Mr. Wood. I think with Mr. Wood’s points that he brought forward tonight and I think that it is probably appropriate to remove them from the Civil Service process. Pres. of Council: I just wanted to say that I would agree with that also. I know the Tallmadge City Schools does a phenomenal job hiring their teachers so why would they not do as well a job hiring their classifieds? I think it is a no-brainer. Ms. Tricaso: Then the Personnel Committee will make a motion to adopt Ord. 61-2018 at 3rd Reading by a vote of 2-0. Pres. of Council: Close committee? Ms. Tricaso: Close committee. I know the Chairman is in the audience. They did a great job deliberating over this. They did not take it lightly. This process had been going on for probably for the last four or five months and maybe longer while they deliberated. So they did a great job and it is the wishes of the school and so it is their wish. Pres. of Council: Our Civil Service Commission is top notch. Thank you. COMMUNITY INPUT: Pres. of Council: Tallmadge City Council meets on the second and fourth Thursday’s of the month with Council Committee meetings starting at 7:00 p.m. followed by the Regular Council meeting. At the Committee meetings legislation is discussed thoroughly with Council deciding to adopt, amend, reject, hold or table the legislation. At this time we do allow community input at the meeting. We do have the Citizen’s Committee for Children’s Services here to give a brief presentation. We have Chelsay Finney, Legal Counsel for Summit County Children’s Services along with Amy Davidson, Deputy Exec. Dir. of Social Services for Summit County Children’s Services regarding the levy that they are putting on the ballot. Ms. Finney: Thank you. Good evening. Again, I am Chelsay Finney and I am one of the Legal Counsels for Summit County Children’s Services and this is Amy Davidson who is one of our Executive Directors for Social Services. What I am going to do is just kind of tell you what we are going on the ballot for and why it is going to be so important for us come November. We are going on the ballot in November for a 2.25 mil renewal and a 1 mil increase. This is going to be important. We have not been on the ballot in 30 years and I know that sounds amazing and to me that is shocking because I am only 29 years old and so in my lifetime there has not been an increase. We are due. A lot of people when you hear the word increase, the first thing that they think of is; what is this going to cost me? So I can tell you because some really smart people did the math and this is going to cost the average homeowner for a home of $100,000 in property value $35 a year and so we broke it down at 10¢ a day for a $100,000 home. Why this is so important is because as everyone I’m sure is aware, the opioid epidemic in the community has gone up and our numbers and placement has gone up which Amy can talk about. We are really in need of funds to service these kids. Without the increase in the levy 20% of our services are going to have to be cut to the community which is a huge, huge number. We have a lot of children that we service in this area and the whole of Summit County and so this levy is going to be very crucial for us. One in twelve children in 2017 were serviced by Summit County Children’s Services. I think our numbers are about 750 for . . . Ms. Davidson: 752 children in Summit County in our custody just as of now and about another 250 are in the custody of relatives and we are working with the families and there are about another 300 children we work with voluntarily just to try to safely maintain them in their own home. That custody number has increased over 100 children from just a year ago and there are a variety of reasons that is happening, but mainly because of drug and alcohol issues, but we have had to bring more children into custody and so that is another reason we need this levy. Our funds have decreased and we have lost about $60 million in revenue just over the last 12 years from funding. Ohio is the least funded in child welfare. So those combinations and the perfect storm are the reason we were fortunate enough to have some carry forward money that we have been spending down. We have been in deficit spending for many years and we are about at the break-even point with our carry forward budget and so we are in need of the additional funds for all those variety of reasons and Chelsay and I are both new residents of Tallmadge here which is why we were asked to come tonight and I know that our agency has always been very appreciative of the support of Tallmadge. Mayor Kline himself has been at our agency delivering Easter baskets and toys which is why we just wanted to come and inform you of this and ask for your support. We do have a website and it is supportsummitkids.org and you are able to go on that website and we would be happy to deliver yard signs and put them in your yard ourselves and there are volunteer options and such as that. Ms. Finney: We are also on Facebook and you can go on Facebook and like our page. I believe there is a link to the website on Facebook and so you can just click on that and it will take you straight to the website as well. Pres. of Council: Thank you very much. Are there two separate ballot languages; is it a renewal and then the 1 mil? Ms. Finney: It will be one issue number which we will be getting that first week of September and it will be an increase with a renewal and the reason for that is that it will actually keep the property taxes down by going with that. Mayor: I was trying to figure out how you did that. Pres. of Council: Very good; good question. Is there anything else? No one responded. I think it was one of our best shows of our Tallmadge Circle and the amount of people that came through there with the new route of West Avenue and the firework location; I think that was a great by the Chamber and everyone else, so hats off. Keep in mind, I don’t know if you saw, that Andrea sent out an e-mail about the Heart Walk. Tallmadge does have a team and it is September 15th at 10:00 down at Akron U and we have 33 walkers so far and so if you got that e-mail and you would like to be a part of the Tallmadge Team please make sure that you get to her to sign up. On your desk tonight I did put on the City of Tallmadge Boards and Commissions; that is the current roster of our current Boards and Commissions and really by Charter rules I am supposed to be bringing every board commission member to you for your confirmation of that and I think I neglected to do that on a few of them and so I just wanted you to look at that list and the ones; Planning & Zoning; Kevin Heilmeier moved from BZA to Planning & Zoning and so that is really a new person moving to that spot. Board of Zoning Appeals, Chuck Victor is a new guy on that and Tim Gregg is on that. Heritage Commission; Mark Pouliot and Petra Knapp, but I would l just ask Council for their consideration just to adopt all of the Boards and Commissions to bring it up to date. Service: Good evening. I would just like to reiterate what the Mayor said about the Circle Fest. The Chamber did an excellent job and the service employees did a great job. It is amazing that on Monday morning you couldn’t tell that there were 20,000 people in that Circle and the guys did a nice job and it was a great event. Items 15 and 16; we have been talking about this; those are our Ordinances 70 and 71 and we are cleaning house down there at 210 Osceola and there is a lot of equipment and vehicles that we have been in the process of lining up to get rid of so just to let you know what those are. Mr. Donovan: Yeah, I just want to echo thanks a lot and my appreciation of the Service Department and all of the guys on the crew; that is a bigger deal than people realize setting up days ahead of time and getting everything out there and it is almost like a tornado goes through after everybody leaves and sucks up all the trash and so I just want to let you know that everybody is appreciated. Dir. of Administration: Just one thing to report; really just to inform you that the union negotiations will begin probably if not sooner, at least by October. We have three contracts that will expire this year and so we will be entering into negotiations with the International Association of Firefighters, the Fraternal Order of Police and the International Brotherhood of Teamsters. Several months ago we advertised and put out for a request for proposals for a zoning code update and we did receive four responses to that and we are currently reviewing those and will be meeting internally on September 5th to discuss those and hopefully pick the best of those consultants to help us work through the Zoning Code. We are not abandoning the Code, but we do need to make significant changes, updates, revisions and additions to it and so this is going to be probably a year long process once we select the consultant and they get started on that. 4  REGULAR MEETING in Council Chambers @ 7:30 p.m. August 23, 18 Dir. of Econ. Development (Cont’d.) Also, everybody should have received an invitation in their e-mail from Hartville Hardware. They are going to have their soft opening and a ribbon cutting on September 5th from 3:00 p.m. to 7:00 p.m. The actual ribbon cutting will take place at 4:00 p.m., but it should be a nice event. Before I get into other matters, I just want to ask for the adoption of Ord. 72-2018, which is Item 17 on the agenda. This is a housekeeping legislation to enter into the Juvenile Diversion Program. I also wanted to . . . I have the pleasure of introducing the new Assistant Law Director. Her name is Melody Briand. She is sitting to my left. I interviewed a multitude of people over the last several weeks to replace John Scavelli who is going to be going to the City of Wooster as their Law Director, and ironically, Melody is working for Wayne County as a prosecutor and so we are kind of switching employees there and so she comes to us with a lot of experience, prosecutorial experience. I will let her talk a little bit and share a little bit about herself here in a moment, but she will be able to, I think, be able to jump into the prosecutorial role very easily. She also has experience with researching in civil matters. She was in private practice and the other perspective; she was working in a public defender’s office for a little while and so she kind of has that nice balance of perspectives and so I think she will be a great addition here to the City of Tallmadge and I will let her tell a little bit more about herself. Melody Briand: Hello and thank you very much for . . . now I guess the mike is on, so hello, it is nice to meet all of you informally and now formally. I am very excited to be here. John Scavelli and I have known each other for some time. Our husbands act together in the lawyer acting group and then I had the opportunity to try some cases in juvenile court with him as well and so when he called me about the opportunity, it sounded like a great one and he said this was the best place he has ever worked and had very complimentary things to say about everyone in this community and so thank you, even though he is not here, to John and thank you to Ms. Raber as well for giving me this opportunity. I appreciate your introduction as far as my professional experience. I have been around for a little while. I have been a lawyer for about 9 years; tried some different things; I was a public defender for half of that and prosecutor for half of it, but I started my career in securities law and have spent some time representing a corporate client as well. I have had involvement in government and so I am excited to be back kind of in that sphere and learning more about that. My husband is the Chief Deputy Clerk of Courts in Stark County and we have two beautiful boys; 6-year old Gunner and 1-year old Teddy and so we are busy and active. COMMUNITY ISSUES/SAFETY Authorizing the Mayor to enter into an agreement with the County of Summit for the Juvenile Diversion Program and providing for immediate enactment. Mr. Carano moved for the adoption of Ord. 72-2018 at 1st Reading. Seconded Ms. Tricaso. Mr. Loughry: I have a question because I haven’t been around for a while; Mrs. Raber, can you just explain a little bit about what this program is and how it differs from what we used to do internally? Dir. of Law: This is through a grant at the Summit Juvenile Court and so they have to adopt legislation and they request that we do the same in order to receive that money to offset costs for us administering the Juvenile Diversion Program. So it is very similar in nature to what we did before and it is just kind of like an annual housekeeping thing for us to be able to do. Dir. of Law: I just want to again thank Carol and Mary for their hard work on the float for Circle Fest. We really appreciate all your efforts. I know that you guys worked a lot of time on it even though you are being modest about it, but thank you again for doing that. I also want to extend my thanks to John Scavelli who has been an excellent employee and wish him all the best as he goes to the City of Wooster. His last day will be next week. We do have an intermittent that is working through the end of September and Melody will start the last week of September so it will be a little bit of an overlap so we can get her kind of situated internally with all of the e-mail and all of that good stuff and then get her rolling in October.
