Mr. Donovan moved to adopt the Regular Meeting minutes of 10-24-18. Seconded Mr. Sisak. Voice vote 7-0. The Regular Council Meeting minutes of 10-24-18 were adopted by a vote of 7-0. 5. Mr. Sisak moved for the approval of the Financial Reports. Seconded Mr. Donovan. Voice vote 7-0. The Financial Reports submitted by Dir. of Finance Gilbride were accepted by a vote of 7-0. 6. PUBLIC HEARINGS: None. 7. COMMUNITY INPUT: Pres. of Council: Tallmadge City Council meets on the second and fourth Thursday’s of the month with the Council Committee meetings starting at 7:00 p.m. followed by the Regular Council meeting. At the Committee meetings, legislation is discussed thoroughly with Council deciding to adopt, amend, reject, hold or table the legislation. We do allow time for community input at this point in the meeting. Is there anyone that would like to address Council? Please come forward and state your name and address for the record. Mayor: Madame Chair, maybe at this time it might be the appropriate time to talk about it, but Brennan Heavlin, Wheel Chair Champion; National Champion for . . . do you want to get up and say a couple words at the mike? Tell us a little bit about it. Brennan: I won a National Championship in Track and Field in Fort Wayne, Indiana over the summer in shot put. Mayor: Great, Pres. of Council: Very good. How far did you throw it? Brennan: 19’10¼”. Pres. of Council: That’s far. I threw shot put once and I think I got 5’. Brennan’s Father: Imagine doing that from a wheel chair. Pres. of Council: I cannot even imagine. Fantastic. Congratulations. Mr. Sisak: He is also on the basketball team at the high school. Pres. of Council: Fantastic; very good. Mr. Sisak: The first practice is tonight you said? Brennan: Yeah. Mayor: Thank you. 8. ANNOUNCEMENTS: None. 9. REPORTS OF SPECIAL COMMITTEES: None. 10. AGENDA ADDITIONS: None. 11. Again, thank you to especially Jill, Don, Mollie and Megan for the budget that was put forth in front of Council tonight. It was a lot of team effort and couldn’t have done it without them. So, thank you and thanks for listening to us. Tuesday night; our Charter Amendment; Item No. 29 on the ballot did pass pretty soundly. So, the primary; our filing deadlines will be February early on and so just keep that in mind. This coming Monday is Veteran’s Day at the Church on the Circle. It starts at 10:00 a.m. and so you are all welcome to that and Happy Thanksgiving to everyone and I hope you have a good holiday. We will be here working, so feel free to stop by. End of report. Dir. of Pub. Service: Good evening. For the month of October, we will start with the salt. We talked about it and as you can see, the CUE bid broke down. We had Mid-American at  REGULAR MEETING in Council Chambers @ 7:30 p.m. November 8, 18 Dir. of Pub. Service (Cont’d.) $102, however, because we didn’t . . . CUE didn’t sign that in time and we missed it and so we no longer have that option. We are back to the American Rock Salt at $105. If we don’t get that delivery by the middle of December; it jumps to $115 and then there is always the Cargill bid and that . . . the problem there is that it is a no guarantee commitment and that has been the issue and they won’t start delivery until January 7th. Also, there is a company out there called DRS Services that is offering a descent price, however, it could be too good to be true and we will see if we can get any of that salt if it comes. Moving on, we talked about it last time that we renewed the garbage disposal and recycle materials and we did a piggy-back ride on the Barberton contract back in 2014 and we opted to renew that and Barberton chose not to renew it and if you look at our rate for 2019; it will go up $1.25 per quarter and Barberton went up to $57.00 so it was a good thing that we renewed that and just request that maybe a paper might advertise that. For the month, the cemetery was busy. We had 10 full burials; 5 being cremains and 5 being full and also installed 21 monument foundations. We do those throughout the year, but we do two big pushes; once in the fall we do as many as we can and then once again in the spring. You can understand how labor intensive that can be working in the graveyard trying to put those monuments in there. Also in Zoning; 30 permits were issued and the majority of which were the Zoning Certificates. Parks and Rec; the membership, you can see there it is up. We mentioned at the last meeting that believe it or not, it is 15 years for the Rec Center. The date is actually Valentine’s Day; that will be the actual anniversary. So I believe that they will be doing some things over there the month of February to celebrate that. Silver Sneakers; AARP Insurance changed their option and they are only doing a 50/50 and so now Silver Sneakers is being offered to those that qualify at 50% instead of what it was before and so we have a little bit of heartburn for some of our users now. We are still trying to get a pulse on that. The Spinning Studio; everybody . . . we did that over the summer months and now it is offering evening classes on Tuesday at 5:00 p.m. and Thursday at 6:00 p.m. The Halloween Street Dance was great. We served 1,200 hot dogs. We had a descent size crowd and good weather and so that was good. The ribbon cutting at Lions Park for the dugouts; that was an Eagle Scout project done by Jack Markley. The Ritchie Shelter has received a complete overhaul and we have a slide for that. A new piece of equipment that was bought for the Rec Center that is a tank; it is a pretty simple looking piece of equipment, but I guess it is a pretty intense workout. You can push and pull this and so if you are up there and you see this going on on the soccer field; it is not some maintenance program we are doing; it is actually a workout. So there is the spinning studio. There again, evening classes on Tuesday at 5:00 p.m. and Thursday at 6:00 p.m. Then Ritchie Hall. We started rehabbing that last winter and you can tell by that picture that is a real descent hall and the prices are really good if you see those rental rates there. Moving on, the Street Department; the Leaf Pickup started and we have 8 crews out right now and so we are hitting 8 different sections. It is a pretty weird leaf season. They all seem to change and drop all at the same time. So, it is pretty unusual. Pavement Repair; we have done 29 tons of asphalt. Howe Road took us 4 days. We went coast to coast on that road and that was pretty intense. That is a concrete road, but we are patching it using asphalt. So, hopefully those Band Aids work over the winter. We swept the City streets; 5.4 tons and what is impressive about that is that it is 50 tons for the year and so that is 50 tons of grit that has been taken off those roads so far. In the Utility Department; 6 water main breaks; 7 if you count the one that we went looking for. Those all started October 17th; between October 17th and October 31st there were 6 water breaks. If you look at that though; we are above the average. So that is not good. We talked about replacing the line on Knollwood. We probably need to start replacing more of these as the years start going by here. One sewer backup and that was on Southwest Avenue. The water tower had its annual inspection. There were no issues. We have that done each year and every third year is when the scuba divers go in there and check them out. The leak seekers started and that is a proactive course that we are using to try to locate all the leaks that are underground that are not noticeable by eye. You can hear the water running and so they use like a stethoscope and try to find those things. So the whole City will be inventoried. I believe they have done their first lap already and so next week they will start their second round. Sewer line repair on Brian Drive; proactive . . . this is kind of a neat thing here. We got a phone call from a resident that said we had a storm sewer line exposed in our creek and we went out and investigated it and it wasn’t a storm sewer line; it was actually a sewer line and you can imagine how bad that could be for the EPA. Service (Cont’d.) down that line could have cracked that tile at any point and so we replaced that line with a steel ductile line and we armored it using rip-wrap and you can see it wasn’t just a shallow little ditch; it was a descent size creek. That is a creek with a 50’ riparian setback and so it was a great catch and so I was glad that we went out and looked at that. That is the report for the month. Mr. Loughry: Have we completed the rate study yet for the Water Department? Dir. of Pub. Service: No. We are real close. Hopefully by the middle of November; we will have something to report back. Mr. Loughry: Thank you. Dir. of Administration: Good evening everyone. Previously when I mentioned the gentleman who is going to be hired in December is going to start working with Justin in IT. His name is Scott Neidert and you may know him. He is from Tallmadge and lives in Tallmadge and I just wanted to make sure you were aware of that. We are also in the middle of negotiations with two of the unions; the IFF and the Teamsters. We have had 2 meetings with each so far. We expect probably a couple more at least with each of those. They are going well and we are making progress. The Police Union; we will not be meeting with until; we will be unable to meet with them until after March. They are doing an administrative process that they have to finish up before we can meet with them. So, hopefully by say, next summer; we will be done with all of them and if you have any questions on that at any time, let me know. I am happy to answer them for you. Thank you. Dir. of Econ. Development: Good evening. I have no report this evening. Dir. of Finance: Thank you. I think we have talked about the finances as part of the budget process exhaustively tonight and so I do want to make Council aware that this is the year that I typically do our subpoena program through the Regional Income Tax Agency for non-filings. They did get inundated with a lot of requests this year and so our schedule got scheduled actually into the beginning of next year and so probably in the next month or so, residents who have not filed their taxes will be receiving letters from R.I.T.A. asking them to either file or clarify why they have not and then the subpoena program will occur here at City Hall on January 24th and 25th. That is where the residents will need to come in if they have not done so prior to that date and present their tax information for R.I.T.A. to file that for them. End of report. Dir. of Law: Thank you. I just wanted to report that we did have a successful Drug Take Back Day on October 27th again. We collected at Acme and the Police Department and collected over 200 pounds of drugs and about 73 pounds of trash. So, it was a very successful endeavor and we will be continuing to do that semi-annually. End of report. 12. Ordinance 78-2018 At 3rd Reading.
