Kennedy Blvd., 3rd Floor Tampa, FL 33602 The City Council of the City of Tampa, Florida convened in an evening session at 5:01 p.m. on the 13th day of June 2024 with Guido Maniscalco, Chair, presiding. Members present upon roll call were: Carlson, Clendenin, Miranda, and Maniscalco constituting a quorum. Hurtak arrived at 5:01 p.m., Viera arrived at 5:20 p.m., and Henderson arrived at 6:05 p.m. Martin Shelby, Council Attorney was in attendance. The minutes were recorded and prepared by Jazmean Afanador, City Clerk Support Technician/ Office of the Cit y Clerk, recording secretary for these proceedings. Motion: (Clendenin-Miranda) That Council moves to open all public hearings. Motion carried unanimously with Henderson and Viera being absent at vote. Page 2 5:01 P.M. – PUBLIC HEARINGS - (ITEM 1) - (Non-Quasi-judicial proceedings) 1. File No. AAP24-5009 Public Hearing to consider for the fiscal year 2025/program year 2024 Annual Action Plan; which includes the Community Development Block Grant program, Emergency Solutions Grants program, Home Investment Partnership program, and Housing Opportunities for Persons with Aids program; providing an effective date. (Motion adopting resolution to schedule said public hearing initiated by Miranda-Henderson on May 16, 2024)(Second public hearing scheduled for June 27, 2024, at 5:01 p.m.) Kayon Henderson, Housing and Community Development Director, appeared and presented on behalf of the City. (Motion adopting the resolution to schedule said public hearing initiated by Miranda-Henderson on May 16, 2024) (Second Public hearing scheduled for July 18, 2024 at 9:30 a.m.) Susan Johnson-Velez, appeared and presented on behalf of the City. Motion: (Carlson-Miranda) That said public hearing be continued to August 8, 2024, at 5:01 p.m., per the request of Alex Schaler, applicant's representative. Motion carried unanimously with Clendenin, Henderson and Viera being absent at vote. Motion carried unanimously with Viera and Henderson being absent at vote. INFORMATION REPORTS AND NEW BUSINESS BY COUNCIL MEMBERS: Page 11 14. File No. E2024-8 CH 27 Motion: (Hurtak-Henderson) That Council moves to amend Chapter 27-150 to remove the Zoning Administrator’s ability to waive the 12-month waiting period for any reason. Further, that said amendment travel with the other 2024 July cycle code amendments. Motion carried with Clendenin voting no. 15. File No. TA/CPA 24-03, TA/CPA 24-08, TA/CPA 24-09 & TA/CPA 24-10 Motion: (Clendenin-Miranda) That Council be requested to set an adoption hearing for TA/CPA 24-03, TA/CPA 24-08, TA/CPA 24-09, and TA/CPA 24-10 on August 29, 2024, at 5:01 p.m. by the Planning Commission staff; and direct the Legal Department to provide the City Clerk with the form of notice for advertising the public hearing. Motion carried unanimously. 16. File No. TA/CPA 23-18 Motion: (Clendenin-Miranda) That Council removes File No. TA/CPA-23-18 from the August 29, 2024, at 5:01 p.m. adoption public hearing, per the request of the Planning Commission. Motion carried unanimously. 17. File No. TA/CPA 24-11 Motion: (Clendenin-Miranda) That Council be requested to set an adoption hearing for TA/CPA 24-11 on September 26, 2024, at 5:01 p.m. by the Planning Commission staff; and direct the Legal Department to provide the City Clerk with the form of notice for advertising the public hearing. Motion carried unanimously. 18. File No. CM24-6661 Motion: (Henderson-Carlson) That Staff be requested to present a report on August 22, 2024, under Staff Reports and Unfinished Business, regarding the current process for awarding infill lots, providing process background information in a memorandum as it relates to non-contractors and the lottery system. Motion carried unanimously. 19. File No. CM24-6662 Motion: (Viera-Miranda) That Staff be requested to present on August 22, 2024, under Staff Reports and Unfinished Business, on establishing a statue to honor the late Baldomero Lopez as we near the 75th anniversary of his death. Motion carried unanimously. MOTION TO RECEIVE AND FILE ALL DOCUMENTS: 20. Motion: (Miranda-Hurtak) That the speaker sign-in sheet presented by Chair Maniscalco, be received and filed. Motion carried unanimously. 21. Motion: (Carlson-Miranda) That the voting conflict form submitted by Councilmember Carlson for June 6, 2024, File No. E2024-48, Item No. 93. be received and filed. Motion carried unanimously. PUBLIC COMMENT FOR REGULAR SESSIONS OF COUNCIL Members of the public shall be given a reasonable opportunity to be heard at a time before City Council takes official action. Unless such time limit is otherwise established, each member of the public shall be limited to three minutes. PUBLIC HEARING SPEAKER'S WAIVER FORM Only during public hearings, individuals in the audience may designate a spokesperson to speak on their behalf, thereby relinquishing their speaking time to the designated spokesperson on the public hearing agenda item for which designation was made. A speaker's waiver form must be filled out and signed by individuals in the audience and presented to Council at the time that s/he appears before Council. Speaking time is one minute per name up to a maximum of 10 minutes. CONSENT AGENDA The COMMITTEE portion of the agenda is known as the CONSENT Agenda. It is an effective procedure used by Council to handle routine items expeditiously. Each Councilmember is assigned a committee and reviews all items prior to the meeting. Committee items are adopted by one motion unless a member of the public or a Councilmember wishes to address a particular item. In such cases, the item will be pulled from the consent agenda and considered separately. Entrance to the hourly side is off Whiting Street (the north module). The fee for parking is $2.00 for first hour/$3.00 every hour after with a maximum of $15.00 for the day. Please be advised that all parking meters located on Kennedy Boulevard and south to include Whiting Street are currently enforceable until 8:00 PM and all parking meters south of Whiting Street are currently enforceable until 12:00 AM, seven days per week.
