The City Council of the City of Tampa, Florida convened in a budget workshop special call session at
9:04 a.m. on this the 19th day of August 2024 with Guido Maniscalco, Chair, presiding. Members
present upon roll call were: Carlson, Henderson, Miranda, and Maniscalco constituting a quorum.
Hurtak arrived at 9:05 a.m., Viera arrived at 9:12 a.m. and Clendenin being absent.
Martin Shelby, Council Attorney was in attendance.
The minutes were recorded and prepared by Charline Soto-Quintana, City Clerk Support Technician,
recording secretary for these proceedings.

WORKSHOPS

Council to discuss the Fiscal Year 2025 Operating Budget.
Dennis Rogero, Chief Financial Officer, appeared and presented a PowerPoint
presentation on said agenda item.
John Bennett, Chief of Staff; Abbye Feeley, Interim Administrator for Development
and Economic Opportunity; and Vik Bhide, Mobility Director, approached and
answered questions from Councilmembers.

Motion: (Viera-Miranda) That the documents submitted by Robert Barrow, be
received and filed. Motion carried unanimously with Henderson being absent at
vote and Clendenin being absent.
Motion: (Viera-Miranda) That the PowerPoint presentation submitted by Dennis
Rogero, Chief Financial Officer, be received and filed. Motion carried unanimously
with Henderson being absent at vote and Clendenin being absent.

Tampa Police Department and Tampa Fire Rescue to provide a written report on what
is in the proposed budget for Tampa Police Department and Tampa Fire Rescue as
part of the Public Safety Master Plan. Further, that the City of Tampa Fire Chief be
requested to be present for questions on the written report. (Original motion initiated
by Viera-Clendenin on May 16, 2024)(Updated motion initiated by Viera-Miranda on
June 27, 2024)(Continued from August 1, 2024)

Administration, approached and answered questions from Councilmembers.

Facilities and Budget staff to present an in-person report with a detailed timeline from
FY21 to present for the Tampa Police Department Annex/Impound project (#1002121
and #1002690) associated with addresses 5005 N. Howard Avenue and 5112 N Albany
Avenue, including: purchase documents (including site plan), budget amendments,
and all RFQs, awards, scopes of services and financial commitments. (Original motion
initiated by Hurtak-Miranda on August 8, 2024)
Lee Bercaw, Chief of Police, appeared and presented Adriana Colina, Director of
Logistics & Asset Management.
Adriana Colina, Director of Logistics & Asset Management; Richard Mutterback,
Director of Contract Administration; and Ruth Cate, Deputy Chief of Police presented
a PowerPoint presentation on said agenda item.
Mike Perry, Budget Officer, approached and answered questions from
Councilmembers.

INFORMATION REPORTS AND NEW BUSINESS BY COUNCIL MEMBERS:
4. File No. CM24-5717
Motion: (Viera-Miranda) That the motion “Tampa Fire Rescue and the Real Estate
Department to provide a report on the status of the property acquisition for Fleet
Maintenance; the status of Fire Station 24; K-Bar Ranch, and the status of needed
improvements for Channelside and downtown;” be rescheduled from October 3,
2024 to September 5, 2024, under Staff Reports and Unfinished Business. Motion
carried unanimously with Carlson and Henderson being absent at vote and Clendenin
being absent.
MOTION TO RECEIVE AND FILE ALL DOCUMENTS:
5. Motion: (Viera-Miranda) That the speaker sign-in sheets presented by Chair
Maniscalco, be received and filed. Motion carried unanimously with Henderson
being absent at vote and Clendenin being absent.
ADJOURNMENT:
There being no further business to come before the Council at this time, Chair Maniscalco
adjourned said meeting at 12:08 p.m. on the 19th day of August 2024.

COUNCIL AND CRA INFORMATION
ELECTRONIC MEDIA PRESENTATIONS BEFORE CITY COUNCIL
Pursuant to Rule 7(I) of Council’s Rules of Procedure, persons requesting to use electronic media
for presentation to City Council are required to notify the Chair, the City Clerk’s office and the City
of Tampa Cable Communication Department (CTTV) at least forty-eight (48) hours in advance. The
electronic media must be delivered to CTTV at least forty-eight (48) hours prior to broadcast.
COUNCIL AND CRA MEETINGS
All Council and CRA sessions are open to the public. Additional meetings may be scheduled by Council
or by the CRA.
Council Regular sessions are held on the 1st and 3rd Thursdays of each month at 9:00 a.m.
CRA regular sessions are held on the 2nd Thursday of each month at 9:00 a.m.
Council Zoning and Alcoholic Beverage sessions are held the 2nd & 4th Thursdays of each month
at 5:01 p.m.
Council Workshop session is held on the 4th Thursday of each month at 9:00 a.m.

AGENDA AVAILABILITY
Council and CRA draft/final/action agendas are prepared for each Council and CRA meeting and are
available to the public in the Office of the City Clerk and are available on the Hyland Agenda On-Line

Council Draft agendas for the regular sessions held on the 1st and 3rd Thursdays of each month
are available approximately at 4:00 p.m. on the Friday prior to the regular session.
CRA Draft Agenda for the regular session held on the 2nd Thursday of each month are available
approximately at 4:00 p.m. on the Friday prior to the regular session.
Council Draft agendas for the evening sessions held on the 2nd Thursday of each month are
available approximately at 4:00 p.m. on the Friday prior to the evening session.

PUBLIC COMMENT FOR REGULAR SESSIONS OF COUNCIL
Members of the public shall be given a reasonable opportunity to be heard at a time before City
Council takes official action. Speakers shall first state their legal names for the purpose of identification
in the record of the meeting.

City Council may establish time limits for members of the public to address Council. Unless such time
limit is otherwise established, each member of the public shall be limited to three minutes. Members of
the public addressing Council shall observe all time limitations that may apply.
Speakers shall refrain from disruptive behavior, including making vulgar or threatening remarks.
Speakers shall refrain from launching personal attacks against any city official, city staff member, or
member of the public. Comments shall be directed to the Council as a body and not to individual
Council members.
No one present during a Council meeting shall engage in disruptive behavior, including intentionally
making or causing to be made any disruptive sound or noise, or displaying signs or graphics in a manner
disruptive to the proceedings.
The Chair shall rule out of order any member of the public who shall speak without being recognized or
who shall not address Council from the podium or other established speaker area. No person shall
approach the dais of the City Council during meetings except Council members and employees of the
City, unless invited by a member of Council.
All persons shall at all times conduct themselves in accordance with Council rules. Persons failing to do
so shall be ruled out of order and may be directed at the discretion of the Chair to be removed from
the Council Chamber. Such person shall not thereafter be readmitted to the Council Chamber or City
Hall during the remainder of that day’s meeting.
ALL MEETINGS ARE OPEN TO THE GENERAL PUBLIC
All persons attending the meeting are subject to search- Weapons are prohibited. Chapter 790.06
(12) Florida Statutes prohibits the possession of firearms or other dangerous weapons in a
municipal government meeting by all persons not specifically authorized by Florida Statute.
Conviction carries penalties of up to Five (5) years imprisonment and a $5,000 fine.
Pursuant to Rule 5 (G) of the Council’s Rules of Procedure, which reads as follows: No weapons or
objects that may be used as weapons shall be allowed in the Council Chambers. Persons, bags,
packages and parcels entering Council Chambers are subject to search.
PUBLIC HEARING SPEAKER'S WAIVER FORM
Only during public hearings, individuals in the audience may designate a spokesperson to speak on
their behalf, thereby relinquishing their speaking time to the designated spokesperson on the public
hearing agenda item for which designation was made. A speaker's waiver form must be filled out and
signed by individuals in the audience and presented to Council at the time that s/he appears before
Council. Speaking time is one minute per name up to a maximum of 10 minutes.
CONSENT AGENDA
The COMMITTEE portion of the agenda is known as the CONSENT Agenda. It is an effective procedure
used by Council to handle routine items expeditiously. Each Councilmember is assigned a committee
and reviews all items prior to the meeting. Committee items are adopted by one motion unless a
member of the public or a Councilmember wishes to address a particular item. In such cases, the item
will be pulled from the consent agenda and considered separately.

CANCELLATION OF A NOTICED, SCHEDULED HEARING
There are times when a noticed, scheduled hearing will not be heard due to the petition not being
perfected. You may call the Office of the City Clerk anytime four days prior to the hearing to confirm
that the hearing will be held.
COUNCIL/CRA CALENDAR
The Council/CRA Calendar is updated by the Office of the City Clerk after the action agenda(s) has been
finalized and printed.
Items placed on the Council/CRA Calendar are the regular, evening, and workshop sessions scheduled
by Council and the regular sessions of the CRA. Also listed on the Council/CRA Calendar are any special
sessions of the CRA and any special sessions of Council such as public hearings, workshops,
presentations, items scheduled for a time certain, and any cancelled sessions. Also listed on the
Council/CRA Calendar are any Standing Committee meetings, Special Discussion meetings or any
special meetings that the Council must attend as a group.
The updated Council/CRA Calendars are posted on the bulletin board in the main lobby of Old City
Hall and are also available on the Hyland Agenda On-Line Repository on the City of Tampa’s website

PARKING FACILITIES IN THE VICINITY OF CITY HALL
Fort Brooke has approximately 600 spaces dedicated for hourly parking. This facility is located
between Florida/Franklin and Washington/Cumberland. Entrance to the hourly side is off Whiting
Street (the north module). The fee for parking is $2.00 for first hour/$3.00 every hour after with a
maximum of $15.00 for the day.
Please be advised that all parking meters located on Kennedy Boulevard and south to include
Whiting Street are currently enforceable until 8:00 PM and all parking meters south of Whiting
Street are currently enforceable until 12:00 AM, seven days per week. Parking meters located
north of Kennedy Boulevard are not currently enforceable after 6:00 PM.
City Hall can be accessed by transit utilizing the Hillsborough Area Regional Transit Authority (HART).
