TAUNTON MUNICIPAL AIRPORT COMMISSION MINUTES OF MEETING JANUARY 25, 2017 Commissioners: Jan Boboruzian, Chairman Bob Adams, Vice-Chairman Fred Terra William Manganiello John Correia John Correira Airport Manager: Dan Raposa Treasurer: Joe Lawlor Recording Secretary: Dan Raposa Airport Ground Services: Ted Porada Airport Engineers: Airport Solutions Group – Craig Schuster Meeting called to order at 7:00 p.m. Airport Engineers Projects Update – Discussion and Questions for Engineers [See Written Report Attached] John Correia requests Epilson to produce Wildlife Fence Inspecton Report and obtain an estimate to survey 4-22 for placing of corner markers. Secretary’s Report for DECEMBER 28, 2016 Discussion - Motion to Accept Minutes – Fred Terra Seconded by Commissioner – John Correia All in favor – None Opposed – So Voted - Unanimous 1 Treasurer’s Report for JANUARY 25, 2017 Monthly Income - $8,415.07 Monthly Expenses - $12,610.38 Positive Cash Flow - -$4,195.31 25 Account General Ledger – 95,517.55 25 Account Veg. Mgmt Set-Aside - $40,000 22 Account Grants Ledger - $156,525.75 01 Account City Payroll - $4,377.00 Discussion - Explanation of 5 year Layout – 2017 Should be ok – caution on spending Motion to Accept Treasurer’s Report – John Correia Seconded by Commissioner – Fred Terra All in favor – None Opposed – So Voted - Unanimous Airport Manager's Report: 1. Fuel Survey - $4.85 cash - $5.00 credit card 2. Airside Inspections – Tiedowns, Lights, Fuel Farm – Report – Excessive amount of bulbs burning out 3. Fence Repair thruout Airport – completed – One repair still needed over pond 4. 01/09/17 – Attended Scoping Pre-Design Meeting Re: Installing Oil-Water Separator Phase I – FAA, ASG and MassDOT participated 5. 01/11/17 – Met with Capt. Santos, TFD Re: First Responder Needs – TMAC and TFD to hold training sessions John Correia asks that users be notified 6. UST Containment Testing Every 5 Yrs. 12/28/16 - Passed 7. Pre-Construction Meeting of 2017 VMP - Stantec Old Business 1. Create a Tree/Brush Clearing Plan to Clear Along Perimeter Fence 2. Oil-Water Separator Phase I – Project Update 3. 2016 Wild Life Hazard Assessment Plan – Project Update 4. Self Fuel Installation – Update – No News 5. YOL – VMP Clearing Update – In 2019 VMP needs to be revisited -$300/acre is a good price for 2-3 year revisit of current 13 acres 6. SOPPs – MassDOT Approval New Business 1. Jim Madigan Resignation – 1/16/2017 – Thank You and Motion to Acquire Plaque 2. Hangarme Lease to be Updated 3. American Aero Service Seminar on February 7, 2017 4. John Correia motions and Bill Manganiello seconds to lock off manager’s office and garage entrance area and leave building open to public when unoccupied – Discussion – Manager stated that he is responsible and we have the same policy as before with the terminal building – when someone is present the restrooms and conference room are available, but when there is no one present, the building is secured. Upon further discussion motion was withdrawn. John Correia makes motion and Bill Manganiello seconds to have cost of additional locks for 2 managers office, and garage, also to install security cameras. All in favor – None Opposed – So Voted Public Input Steve Goldin, 19 Pinebluff Drive, Lakeville, Ma – Pilot – Based Aircraft Owner – Flyies over to 100 airports around the country – TAN is only airport that does not have a restroom open 24-7 – it should have and it should be advertised in facilities directory as such. When you land after 6 hrs of flying, having a bathroom for your wife should be addressed. Also, asked about easements on land that pilots cleared; not to die and to go forward and that the Mass law is pretty clear that Airport Commissions can take property by eminent domain using the tax records for the last three years and in this case all they are asking for is tree clearing easement that can’t have much value; and that there is a window of time before the trees grow back and you are in the same situation again. Commissioner John Correia referred to what the gentleman spoke of - that he had made motions at previous meetings to inquire about obtaining easements. Airport manager Dan and Chairman Jan acknowledged that the process was brought to the attention of our consultants and that the procedure has been outlined in ASG’s previous monthly update. Craig Schuster (ASG) provides copy of his report. John Correia asks what action if any has been taken. Chairman Jan states that none has been taken. Commissioner Fred suggests that John Correia pursue the easement procurement for the land that was cleared following the guidelines presented by ASG. John agrees to the task. Steve Goldin, 19 Pinebluff Drive, Lakeville, Ma. – Pilot – Based Aircraft Owner - Reiterates that Mass. Law is pretty clear about the easement procedure and suggests that the City Solicitor Jason Buffington be approached if we are serious about this and Steve Goldin hoped that we are. Motion to adjourn at 7:49.
