TAUNTON MUNICIPAL AIRPORT COMMISSION MINUTES OF MEETING FEBRUARY 22, 2017 Commissioners: Jan Boboruzian, Chairman Bob Adams, Vice-Chairman Absent Fred Terra William Manganiello John Correia John Correira Airport Manager: Dan Raposa Treasurer: Joe Lawlor Recording Secretary: Dan Raposa Airport Ground Services: Airport Engineers: Airport Solutions Group – Craig Schuster Meeting called to order at 7:00 p.m. Airport Engineers Projects Update – Discussion and Questions for Engineers [See Written Report Attached] John Correia asks how to repair fence breaches as soon as possible. Mgr. Dan Raposa stated that we need to find what qualifies as fundable thru this or ensuing Wildlife Managemet projects because trying to fund the repairs using regular operating funds will become expensive and cost prohibitive. Craig Schuster stated that recommendations would come at the end of the study. Secretary’s Report for JANUARY 25, 2017 Discussion - Motion to Accept Minutes – John Correira Seconded by Commissioner – John Correia All in favor – None Opposed – So Voted - Unanimous Treasurer’s Report for FEBRUARY 22, 2017 Monthly Income - $12,189.12 Monthly Expenses - $11,176.35 1 Positive Cash Flow - -$1,012.77 25 Account General Ledger – $97,566.52 25 Account Veg. Airport Manager's Report: 1. Fuel Survey 2. Airside Inspections – Tiedowns, Lights, Fuel Farm – Report 3. Plaques of Appreciation Being Procured for Former Commissioners 2. Old Business 1. Create a Tree/Brush Clearing Plan to Clear Along Perimeter Fence 2. Oil-Water Separator Phase I – Project Update 3. 2016 Wild Life Hazard Assessment Plan – Project Update – Fence Repair Report 4. Self Fuel Installation – No New Update 5. YOL – VMP Clearing Update 6. SOPPs – Received MassDOT Approval 1/30/2017 7. Obtain Avigational Easements on Neighbors’ Land Cleared at 22 End – Update John Correia – Unable to meet with City Solicitor – More information next month – John Correia asks for update on SRE bldg. Mgr. Dan Raposa reports that the locksmith price is $300.00 to provide dead bolts for the doors in the SRE entranceway. FTG has been contacted to provide estimates for security camera[s] and key pad to be compatible with all existing cameras and security keypads already in operation. Dan reported that in his survey of 10 area airports the restrooms in their buildings are opened only when they are present and one airport makes them available only upon request. John Correia Motions to have Manager obtain quotes for camera and card reader. Bill M seconds . . . All in favor - unanimous 3. New Business 1. Rwy 4-22 Marking Surveyor Estimate – ESC – Earth Services Corp - $1900 Discussion ensued on placing of cement corner markings that were donated to the airport by TAA. Dan to contact Drew Mihaley as to the correct placing of corner markers. 2. Taunton Airport Association Request for Annual Cookout – Motion for Approval – John Correia, Second Fred Terra – So Voted Dan spoke to the commissioners regarding material in their packets. The materials presented to them via email is for their information regarding the next commission meeting. Even though it 2 may be public material, it is intended to inform the commission and should not be broadcast prior to the commission meeting. Dan reported that the Hangarme Land Lease is to be completed and terminated in March and that the land is available for development. Dan has notified the person who had previously inquired of this land and asked to be notified if and when any land in the east quadrant became available. The person answered that he is interested. On discussion – Bill Manganiello suggests that the land be put out for RFPs rather than go to the next person who is on the interested parties list. He stated it would be more prudent to ask for RFPs and select the best proposal. After discussion, the person interested will be asked to present his intention ASAP. Joe Lawlor asks how RFPs will be requested. Jan stated that he talked with ASG and we can address it with them when the need arises. 3. John Correia spoke on Safety Committee – He suggests a committee be formed consisting of TPD, TFD, TAA, TPA, TMAC. Strictly discuss safety and make only recommendations to the TMAC. John Correia to submit written information as to how the safety committee would present itself. 4. Public Input Mike Dupont – Stated that there is no standard for marking gravel/turf runways for pilots from the air as to displaced threshold and suggests just marking corners or not marking it at all and publishing all the information in the manuals. Motion to adjourn at 7:40.
