TAUNTON MUNICIPAL AIRPORT COMMISSION MINUTES OF MEETING SEPTEMBER 27, 2017 Commissioners: Jan Boboruzian, Chairman Bob Adams, Vice-Chairman Fred Terra Richard Griffith William Manganiello John Correira Steven Perry Airport Manager: Dan Raposa Treasurer/Secretary Dianne Tavares Airport Ground Services: Meeting called to order at 7:00 p.m. Roll call taken: All present Airport Engineers: Airport Solutions Group – Chris Willenborg 1. Airport Manager's Report: 1. Fuel Survey Price remains the same. $5.30 for credit cards and house accounts. Cash is $5.15. 2. Airside Inspections – Tiedowns, Lights, Fuel Farm – Tiedowns are clean and all Continue to be Available 3. 9/10/17 Fence Damage There was a head-on collision along Middleboro Avenue. The vehicle went over laid down poles and under the fabric and damaged the fence. The fence company was contacted and repaired the fence. Dan needs the motor vehicle accident report to submit to insurance company for TAN to be reimbursed. 4. 9/13/17 USDA Wild Life Hazard Assessment Plan – Project Update Six deer taken, 3 more spotted. This is the second phase of the contract with them. Contract is funded for 3 appearances. If more than 3 appearances, approval will be required. 5. 9/18/17 50-10 FAA and MA Dot Airport Inspection MA Dot conducted the inspection for FAA. Airport based aircraft and airport operations were updated. 6. Manager Vacation – 10/4/17 – 10/10/17 Arrangements have been made with Fred Terra and Dick Griffith for coverage, and day-to-day operations. 5. Old Business 1. Tree/Brush Clearing Plan to Clear Along Perimeter Fence Dan is working with Craig from ASG to get prices for four different areas of the airport for clearing. Separate prices will be for each area. 2. Oil -Water Separator Phase I – Project Update Grant documentation has been received by ASG; commission has signed contracts. Waiting for signatures from City Treasurer, and City Solicitor. Pre-construction meeting will be scheduled 2 this fall, once contract is signed. Shop drawings have been received from the contractor. Expected time frame is less than 30 days. The Oil-Water separator is pre-made. It is just a matter of excavation and making the connections. ASG will have a representative from their team on site during construction. 3. 2016 Wild Life Hazard Assessment Plan – Project Up Survey has been completed. Report is in process and expected to be completed in December 2017. ASG is developing a scope of work for the Fiscal 2018 Wild Life Hazard project for security fencing. Meeting with Jan, Dan, FAA and MA Dot to go over project and what it will entail within the next month or so. The three-year DBE plan was submitted to FAA and has been accepted. MA DOT, FAA have set date to meet with ASG in reference to TAN’s CIP 5-year plan on October 13, 2017, at 10:30 AM. 4. Self Fuel Installation – Update The Commission chose a vendor to work with. The Commission did not commit to this vendor. Proposal will be put together and presented to ASG and MA Dot. Commission will pursue depending on the numbers. ASG has spoken with Steve Tibbetts the fuel supplier. A meeting is planned within the next few weeks to look at system. The Commission received some help from Dennis Ackerman to make some contacts with fueling companies. We would like to give him some recognition for his assistance at this time. Bill made a suggestion to send Mr. Ackerman a letter of appreciation. Motion was made to send letter of appreciation to Dennis Ackerman for his work with assisting the Commission with self- fueling. Motion to Accept: Bill Second: John All in favor yes So Voted. 5. Obtain Avigational Easements on Neighbors’ Land Cleared at 22 End – Update At this time Bill has no additional information. 6. Review RFP’s for East Quadrant Land Development – Bill M Bill has the semi final draft. Looking for one more document. 7. Inquiry to City Solicitor Re: Bathroom Liability –Bill M Bill has not received anything back. 8. MAMA Annual Conference 9/25 & 9/26/2017 – Report Attended by Jan and Bob. Received good information and different options for income at airports. 3 6. New Business 1. CIP Meeting at MA Dot – Friday, October 13, 2017 – 10:30 A.M. 2. Update on Boy Scouts Joe put together a program with the Boy Scouts in the region to use the airport as their base of operation for an aviation badge. Airport would be used for various meetings and presentations. 7. Public Input – Public Comment Period On Items Appearing On Agenda Douglas Cooper 11 Pawtucket Ave Bristol, Rhode Island 02809 Past weeks he has had a couple of unpleasantly close encounters with vehicles on the ground. He thinks there is a basic misunderstanding on how close is too close. Mr. Coopers is talking about the tractor being on the runway. He feels this is unsafe. When the tractor is on edge of taxiway, Mr. Cooper is not comfortable bringing his wingtip two feet in front of him. He would like the person on the tractor to listen to the radio and move out of the way. FAA has a guide to ground vehicle operations. Page 12 covers non-tower airports. One thing it mentions is if a airplane is moving any ground vehicle will get out of the way and come to a complete stop. There is no discussation on this. Mr. Cooper does not want to make a big deal out of it. He would just like some consideration. He is asking to review the procedures about vehicles on the ground. 8.
