Enos DEPUTY CHIEF OF STAFF BUDGET DIRECTOR August 5, 2022 Council President Phillip Duarte Members of the Taunton Municipal Council 15 Summer Street Taunton, MA 02780 Dear Council President Duarte and Members of the Taunton Municipal Council, Last week, the US Environmental Protection Agency (EPA) announced plans to provide communities with updated information on the potential risks posed by air emissions of ethylene oxide (EtO) from commercial sterilizers. The EPA is conducting outreach to share their efforts to address these potential future risks and is working on a proposed air pollution regulation to further protect public health by addressing EtO emissions at commercial sterilizers. As the City of Taunton does have a business in the Myles Standish Industrial Park which utilizes commercial sterilizers, the EPA will be conducting outreach specific to Taunton residents and businesses located nearby. It is important to note that EPA analysis indicates that the air near such businesses does not exceed short-term health benchmarks. However, the EPA concern is that a lifetime (70+ years of consistent daily) exposure to EtO emissions could possibly have a long-term health impact if current emission levels are not re-evaluated and reduced. EPA is working with businesses to take appropriate measures to proactively reduce emissions so as to minimize any potential risks in the future. The EPA has created a website with detailed information about EtO emissions (epa.gov/EtO) and will be hosting a national public webinar on August 10, 2022 from 8:00PM to 9:30PM and a local webinar for Taunton and Norton on September 13, 2022 at 7:00PM. After reviewing various development concepts, we believe that a Cottage-Style Development would be an ideal use of the property. Cottage Developments are referenced in the Master Plan as a needed housing type. Traditional Cottage Developments are built at garden apartment densities but provide single-family units designed around a common area and shared parking. They are popular with singles, couples, single parents, and retirees. In order to make sure the City gets the development that is envisioned, it is recommended that a Request for Proposal (RFP) process be used versus auctioning off the property to the highest bidder and having no control over what is ultimately built. This way the City can determine the development style, density, and amenities we want to see. We believe this process will bring a redevelopment of the property that would be an asset to our City and would fit harmoniously into the neighborhood. OECD would like to meet with Municipal Council to discuss the concept, and request approval to move forward with an RFP process. A draft RFP is attached. PROPERTY DESCRIPTION The Property consists of four individual lots. The original lot (356 West Britannia) is the location of the former Leonard School. The second parcel is the former playground and parking area to the rear of the School. The third parcel is a mostly wooded lot containing 6.95 acres and includes an approximately 20' wide access from the adjacent Eldridge Street. The fourth and final lot is a small mostly wetlands parcel adjoining the southeast corner of the larger lot and located along an undeveloped paper street. JI Municipal water, sewer and power is available at both West Britannia Street and Eldridge Street, Natural gas service is also available from both streets. PURCHASE and DEVELOPMENT The Property as identified is being sold at a minimum price of$ XXX,XXX.00. The intent of this RFP is to obtain a developer that will create housing in line with what the City has determined to be most suitable for the area. The minimum purchase price has been pre-determined by the City. The City is selling the lots with the express understanding that this parcel needs to be approved for this type of development through the Planning process as well as approvals of the special permit by the City Council. It is understood that the selected developer will be required to provide design plans and follow through the standard reviews for any and all development, including Design Review Board, Conservation , etc. SUBMISSION OVERVIEW Any party interested in being considered must respond to this RFP in accordance with the instructions and terms identified herein. By subm itting a response, the appl icant agrees to be bound by the terms and conditions•of which may govern the use of the property. Applicants shall submit on or before (TIME, DATE) a 2 clearly marked envelopes. (1) marked DESIGN CONCEPT, containing the original design concept, five cop ies of the concept, and a flash drive with the complete p,ackage; (2) a second envel'ope clearly marked PURCHASE PRICE containing the offered 'purchase price for the property. All packages submitted by the deadline will be opened in public and logged in. Responses submitted after the time and date identified above will not be accepted . Responses must be clearly marked "Leonard School Development Proposal" and must include all required documents, completed and signed by a duly authorized signatory, including the following to be considered a complete proposal; 1. Cover Page labeled 'Request for Proposals - Leonard School Development' . Naming the Development entity, primary contact person, and contact information including the office he/she holds within the development entity, address, phone number, and email. 2. A purchase offer clearly written in both words and numerically on the purchase offer form included in this package. In case of discrepancy between the two, the purchase offer in words shall prevail. An addendum shall be prepared and submitted through the City of Taunton website Bid Page which identifies all questions received and their responses. Once received, City officials, including the Mayor's Office and City Council committee on property, will review the proposals for rnnformance with the submission guidelines, and identify a minimum of three proposals to be further evaluated by the full administrative team. Upon completion of the review, the administrative team, may request to meet with the proposed development team to further discuss the project prior to City Council approval. Similar to our past races, all the proceeds will be benefiting the Boston Children's Hospital. The race route will begin at the top of Myles Standish Blvd (near Say Street) to john Hancock Rd, continue on John Quincy Adams Rd, and then return to Myles Standish Blvd. We would like the race to kick off at 9:30 am and it will continue until about 12:00 pm - 12:30 pm. In addition, we will be passing out trophies and will have some local food vendors at the end of the race. Upon approval from the City Council, we will connect with the Taunton Police Department, and the Board of Health as well. We are asking for the approval of the City Council and are looking to see if there any additional requirements that we have not covered. We are interested in making this an annual race and with the help and support of the City Council, that we can make an impact on our local community.
