Communications from the Mayor:
Mayor O'Connell said just a reminder that the State of the City Address is this Thursday
evening here in the Council Chambers at 6:00 p.m. The public is invited. There will be a
reception to follow. The City of Taunton's Honor our Military banner applications for
2023 are now available. The applications can be found on the City of Taunton website.
The banners are limited and on a first come, first serve basis as there are limited number
of spaces where we can put them. They will be displayed beginning on May 23rd. They
are very excited. She believes this is the third year they will be honoring our Veterans
with banners. There is a severe cold weather advisory for Friday night into Saturday. The
City has setup a cold weather emergency line for Friday through Sunday. The phone
number is 774-406-5277. This will also be listed on the website and the Facebook page.
The public is only advised to call for weather related emergencies such as, a senior
citizen losing heat. For medical emergencies, please continue to call 911. They have some
great events coming up in February. February is Black History Month. They begin their
celebration of Black History Month with the black art exhibit Deeper than Skin. This will
start on Saturday, February 4th from 7:00 p.m. to 9:00 p.m. at the Trescott Street Gallery
and this will be hosted by True Diversity, Taunton Diversity Network and the Trescott
Street Art Gallery. They hope to see a lot of people there to see this beautiful exhibit.
Saturday, February 25th from 1:00 p.m. to 3:00 p.m., the Old Colony History Museum
presents Celebrating the Persistence of Patriots of Color. There will be speakers
discussing the history of the 55th Regiment. There will be an opening ceremony that will
feature a flag exchange between the Old Colony History Museum and the Barnum
Memorial Armory Museum.

Appointments:
Reappointment of Thomas Bernier, 78 Country Way, Taunton to the Golf Course
Commission for a term of three (3) years expiring August 2025. Motion was made to
move approval. So voted.
Reappointment of Roland Robillard, 372 Hodges Street, Taunton to the Golf Course
Commission for a term of three (3) years expiring July 2024. Motion was made to move
approval. So voted.
Communications from City Officers:
Com. from the Executive Director of Retirement submitting Calendar Year 2023
Retirement Expense Budget. A copy of the budget was attached. Motion was made to
receive and place on file. So voted.
Com. from the Executive Director of Retirement notifying of the FY2024 Pension Fund
Appropriation which was voted on by the Taunton Retirement Board on December 28,
2022 in the amount of $20,118,228.00. A breakout was provided. Motion was made to
receive and place on file. So voted.
Com. from Councilor Larry Quintal requesting support for a welcome sign to the military
Veterans who call Taunton their home that will read "Welcome to Taunton, a Proud
Veterans Community". He mentioned he is happy to cover the cost of the production of
the sign so that the City does not incur any expenses. The sign would likely be placed at
the City of Taunton boundary on one of the main routes passing through Taunton, either
on Route 44, Route 140, or Route 138. Motion was made to refer to the Committee on
Military & Veterans Affairs. So voted. On discussion, Councilor McCaul said he
knows this is very time sensitive and as a Veteran himself, he feels comfortable to say
that he would support this instead of going to the Committee. He asked if they could
rescind the vote and approve this process for Councilor Quintal. Discussion continued.
Communications from Citizens:
Com. from Commonwealth Alternative Care, 30 Mozzone Boulevard, Taunton regarding
the Notice of Intent to Renew Host Community Agreement for Medical Cannabis
Cultivation, Processing and Dispensing. Motion was made to refer to the Law
Department and the Mayor's Office. So voted.
Petitions:
Fortune Teller License - RENEWAL
1. Dawn Lorraine, 159 Silverwood Dr., Taunton for online and telephone only.
Motion was made to refer to the Committee on Police and License and the Police
Chief. So voted.
Committee Reports:
Motion was made for Committee reports to be read by title and approved. So
Voted. Recommendations adopted to reflect the votes as recorded in committee
reports noting Council Duarte was present in the Committee on Police and License.
So Voted.

New Business:
Councilor Borges made a motion to refer King James Estates to the City Engineer,
Committee of the Council of the Whole and the DPW to look at what the process is
for accepting this road. So voted.

Present were Councilor Phillip Duarte, Chairman and Councilors Pottier and JtvicCaul. CFO

MOTION: Approve the accounts payable warrant in the amount of $1, 145, 902. 65. So voted.
2. Meet with the CFO and Budget Director for the Q2 quarterly fmancial update.
Mr. Della Russo and Mr. Enos gave a presentation which provided a financial update as of the
end of quarter two. The presentation included a progress report on the Capital Improvement
Plan, as well as an update on ARP A funds expended and encumbered. It was reported that
revenues for quarter two are normal. Mr. Dello Russo informed the Council of the new Finance
Department internship program. When looking at government wide expenses, Mr. Della Russo
indicated that spending generally slows down in Q3 and Q4. Police and Fire are currently at 4%
under budget. On the Public Works expense update, it was noted that numbers are running 2%
under budget but snow and ice are still a factor to be considered. Health and Human Services
expect to see a slight tum-back. Fixed costs are running at about 5% under budget as of 12/31.
Generally, Mr. Della Russo reported that the City is on pace to meet budgetary goals. As of
12/31/22, 49% of the overall budget has been expended which is typical.
Councilor Pottier questioned Mr. Della Russo on the deadline for expending ARPA funds and it
was noted that the intention is to have it all earmarked and encumbered by 12/31/24. Details on
the ARPA submittal process were reviewed. Mr. Pottier asked when debt service is paid and Mr.
Dello Russo answered that debt service is paid four times- a year. Mr. Pottier questioned why the
insurance line is not closer to 50% and Mr. Della Russo indicated that he is expecting a turn back
in that area.
Mr. McCaul commented on the new related improvements.

Councilor Sanders inquired as to the private entities that were the recipients of ARPA funds and
Mr. Dello Russo explained these are non-profits who had applied for the monies and met certain
criteria. These go through the ARPA coordinator and the ARP A coordinator and Mr. Dello
Russo ensure that they are following the final rule to the letter.
Councilor McCaul questioned the sign and fac;ade program and Mr. Dello Russo gave some
details.
Councilor Borges asked if the $1,000,000 was just part of the Community Center expense and
Mr. Dello Russo was not certain of the total cost. Ms. Borges suggested a future presentation on
the Community Center.
MOTION: Make the report part of the record and place it on the website. So voted.

Present were Councilor Jeffrey Postell, Chairman, and Councilors Sanders and Borges.
Detective William Rutherford, Tim Keough of Bask, Inc., and Angela Barros of Mirror, Mirror
were also present.

Councilor Sanders asked if this would be 7 days a week and Mr. Keough stated that it would be.
Councilor Postell suggested that the Council consider establishing a consistent standard across
the board moving forward.
MOTION: Approve the hours of operation for Bask as 9am - 1Opm, 7 days a week So voted.
2. Meet with Detective Rutherford on the following petitions for renewal of Hours of
Operation Licenses:
a. Cumberland Farms, Inc. dba Cumberland Farms #6766 located at 660 County
Street
b. DDO New England, LLC dba Taco Bell Store #40880 located at 700 County Street
Detective Rutherford gave positive recommendations for both operations. He noted that
Cumberland Farms is a 24 hour operation and Taco Bell is open until 2am Sunday- Thursday
and 3am on Friday and Saturday.
MOTION· Approve both requests as stated So voted.
3. Meet with Detective Rutherford on the following applications for renewal of Class ID
Used Car Dealer Licenses

a. Automotive Recovery Services, Inc. dba Insurance Auto Auctions at 580 Myricks
Street, East Taunton
b. Tony's Auto Wrecking at 303 Broadway
Detective Rutherford gave a positive recommendation for both.
MOTION· Approve both. So voted.
4. Meet with Detective Rutherford on a Petition for a new Second Hand Article License
for Mirror Mirror a Unique Boutique to be located at 322 Bay Street.
Detective Rutherford gave a positive recommendation and reported that he had received several
communications which were positive recommendations. This license would be adding a Second
Hand Article License to an existing business in order to sell used clothing.
Angela Barros explained her business and noted that she is looking to add women's consignment
clothing to her business plan.
Councilor Borges asked for more details on the business and Ms. Barros indicated that she
currently has a gift shop/boutique that sells new gifts but she wants to begin offering
consignment women's clothing. She expressed her desire to start the Dress for Success program.
Ms. Barros stated that she currently has 42 vendors.
MOTION: Approve and make the letters part of the r.ecord So voted.

This Commission is hereby furnishing you with the amount to be appropriated for your
retirement system for Fiscal Year 2024 which commences July 1, 2023.
As we indicated in PERAC Memo #26/2022, we are no longer including the Projected
Appropriations page as an attachment. Attached please find the portion of the Fiscal Year 2024
appropriation to be paid by each of the governmental units within your system. The allocation by
governmental unit was developed by Buck as part of their January 1, 2022 actuarial valuation.
If your System has a valuation currently in progress, you may submit a revised funding schedule
to PERAC upon its completion. The current schedule is due to be updated by Fiscal Year 2025.

Dear Mayor O'Connell and Colleagues of the Taunton City Council,
I am writing to request the support of my City Council colleagues, in partnership with the Taunton Area
Vietnam Veterans Association, to have a welcome sign displayed that pays homage to the military
veterans who call and have called Taunton their home.
I am in contact with the Taunton Area Vietnam Veterans Association and we are discussing proposed
locations for the sign. The sign would likely be placed at the City of Taunton boundary on one of the
main routes passing through Taunton, either on Route 44, Route 140, or Route 138, and proposes to read
"Welcome to Taunton, a Proud Veterans Community."
I respectfully ask that the approval and installation of the sign be expedited. I am happy cover the cost of
the production of the sign, so that the City does not incur any expense.
I would request that this matter be referred to the Veterans and Military Affairs Committee, and
encourage my colleagues in City Council to stand behind me in seeing to it that this project is completed
expeditiously.

RE: Notice of Intent to Renew Host Community Agreement for Medical Cannabis Cultivation,
Processing and Dispensing
Dear Mayor O'Connell,
Reference is hereby made to that certain Commonwealth Alternative Care lnc.'s Host
Community Agreement For The Siting of A Cultivation, Processing, and Dispensing Facility in the
City ofTaunton, dated May 11, 2018 (the "Agreement"). Capitalized terms used herein but not
defined shall have the meaning ascribed to them in the Agreement. Pursuant to Section lO(b) of
the Agreement, Commonwealth Alternative Care Inc. ("CAC") hereby gives notice of its intent to
operate the Facility for a period longer than the initial five years set forth in the Agreement. CAC
looks forward to meeting and negotiating the amount .and calculating the amount of the Host
Community Payment for the succeeding five year period with the City. CAC values Its partnership
with the City and its role within the community.
