Communications from the Mayor:
Mayor O'Connell stated that City Hall will be closed on Tuesday, July 4, 2023 in
observance of Independence Day. She wished everyone a happy and safe Independence
Day.
Appointments:
NONE.
Communications from City Officers:
Com. from the City Solicitor stating that OECD has requested to transfer a tax possession
property that was recently approved to auction by the Committee on Public Property. The
property is a two family home located at 5 Chester Court (Parcel #46-196). The OECD
would like the property transferred to them so that they can put out a Request for
Proposals to non-profits to purchase, renovate and manage the property as affordable
units. Motion was made to refer to the Committee on Public Property. So Voted.

Taunton extending an invitation to attend their Annual Holy Ghost Feast celebrating their
g9th Anniversary, which will take place on Friday, July 7, 2023, Saturday, July 8, 2023
and Sunday, July 9, 2023, located at 545 Middleboro Avenue, East Taunton. Motion was
made to receive and place on file. So Voted.

Motion was made for Committee reports to be read by title and approved. So
Voted. Recommendations adopted to reflect the votes as recorded in committee
reports, including the Committees that met after the general meeting on June 27,
2023. So Voted.

Members Present: Councilor Christopher Coute, Chairman
Councilor John Mc Caul
Councilor Estele Borges
Councilor Lawrence Quintal
Councilor Kelly Dooner
Also Present: Fred Comaglia, DPW Commissioner
Tony Abreau, DPW Assistant Commissioner
AJ Marshall, Park and Recreation Commissioner
The meeting was called to order at 9:07 PM.
1. Meet to discuss the proposal to establish an Adopt-a-Spot program which would allow
individuals and groups the opportunity to adopt an area to clean up and maintain.
The DPW provided a list of potential "spots".
Councilor Quintal who has been leading this effort indicated that he would like to come up
with a uniform sign to highlight the spots adopted. He suggested that proceeds from this
project could go to the Christmas parade. He further indicated that he does not want to put
more work on the DPW. He recognizes that the details need to be worked out but he'd like
to get this off and running soon.
Councilor Coute suggested that a motion might come forward that the DPW and Park and
Rec work out the policy and asked if 60 days would be enough time.
Mr. Marshall stated that there needs to be some consistency and minimum standards.
Motion by Ms. Borges and seconded by Mr. Quintal that they go on record to endorse the
concept and the DP Wand Parks and Recreaction come back with a proposed policy in 60
days. So voted.
Motion to recess the Public Property Committee at 9: 19 PM So voted.
The Committee returned at 9:52 PM.

Motion by Ms. Dooner to enter into executive session was seconded by Mr. McCaul. So voted
on a roll call. Mr. Coute stated that the Committee would not be coming back to open session.
2. Meet in executive session to discuss the potential purchase of 2 Hamilton Street.
3. Meet in executive session with the CFO and Law Department to discuss the Taunton
Municipal Airport Terminal project contract and costs.
Motion by Mr. McCaul and seconded by Ms. Dooner to adjourn the meeting at 11:35 PM So
voted on a roll call.

1. Meet to review the weekly vouchers and payroll for City departments.
Motion by Mr. Pottier and seconded by Mr. Duarte to approve the payroll warrant in
absentia. So voted.
Motion by Mr. Pottier and seconded by Mr. Duarte to approve the FY23 accounts payable
warrant in the amount o/$1,288, 761.38. So voted.
Motion by Mr. Pottier and seconded by Mr. Duarte to approve the FY24 accounts payable
warrant in the amount o/$12, 754.53. So voted.
Motion by Mr. Pottier and seconded by Mr. Duarte to adjourn at 7:32 AM So voted.

89th Anniversary, which will take place on Friday, July 7, Saturday July 8 and Sunday,
July 9, 2023 at our grounds located at 545 Middleboro Avenue, East Taunton.
We would be honored if you would take part in our procession on Sunday, July
9,2023. We will be leaving our grounds at 9:30 a.m. to proceed to the Holy Family
Church for the 10:30 a.m. Mass for our crowning ceremony. Following our return to our
grounds we will be serving FREE SOUPAS to all in attendance.
Will you please respond and indicate whether or not you will be taking part in our
procession on July 9th. Please call the Holy Ghost Society at 508-824-9108 and leave a
