Our request was submitted to HRD, but returned as the Commonwealth recently changed the technical descriptions of the testing elements. A conversation was held today with the Director of Civil Service, Regina Caggiano. These changes by HRD have not been published or otherwise disseminated but are a result of the recent Tatum decision. Based upon discussion with HRD, I would request the Municipal Council adopted the following weights as indicated and do so expeditiously as we are approaching deadlines for participation in the promotional series. Fremont Street is a thickly settled rural residential zoned area with a 30 MPH speed limit. I placed the radar unit in front of 76 Fremont Street from 06/23/2023 to 06/30/2023. The unit recorded 17,521 vehicles. The average speed was 36 MPH, with an 18% enforceable violation rate. I feel that 36 MPH average is too high for that area. It appears that most of the speeding issues occur between 7:00 AM to 9:00 AM and 5:00 PM to 7:00 PM. I spoke to the traffic unit about this speeding issue. Enos MAYOR SHAUNNA O'CONNELL BUDGET DIRECTOR July 14, 2023 Council President Kelly Dooner Members of the Taunton Municipal Council 15 Summer Street Taunton, MA 02780 Dear City of Taunton Residents, Council President Dooner and Members of the Taunton Municipal Council, In response to Public Input shared during the July 11, 2023 Municipal Council meeting, I offer the following information: SUBJECT: PURCHASE OF COYLE & CASSIDY HIGH SCHOOL The option to purchase Coyle & Cassidy High School recently presented itself to the City, and we are recommending the Council approves the purchase. As we think strategically about future growth and needs of our community, it would be a missed opportunity not to purchase for $6 million a building that would cost over $100 million to construct. This purchase provides us several opportunities for expansion of educational, administrative, and recreational functions which will be of lasting benefit to the community. SUBJECT: MARKETABLE PROPERTY PROGRAM INITIATIVE Our Marketable Property Program (MPP) initiative to catalog and dispose of City-owned land will benefit taxpayers by bringing in additional revenue and getting unused or blighted properties back on the tax rolls. There has long been a desire to catalog all City-owned land, and our team has done a lot of work to achieve that goal for the future benefit of our City. Disposing of properties through the MPP does not affect our decisions to purchase other properties like Coyle & Cassidy High School that will be of lasting benefit to the community and save taxpayers money in the future. SUBJECT: TELEVISED PUBLIC MEETINGS We are in the midst of working with boards and commissions to have public meetings held and televised at City Hall. Certain logistical considerations must be made such as access to documents needed during meetings, scheduling, and availability of space. Additionally, I would like to highlight the following new services being offered to our residents: SUBJECT: RECYCLING We are pleased to offer new services at the Taunton Convenience Center located at 340 East Britannia Street. Taunton residents can now drop off recycling for free at the Convenience Center. Drop-off service is available to Taunton residents only. Proof of residency must be provided at the time of drop-off with a driver's license. If a driver' s license displays other than a Taunton address a utility bill must be provided in order to prove residency. Recyclables that will be accepted at the single-stream drop-off include plastics, metals, glass, and paper, and must comply with Massachusetts DEP recycling standards, including being free of contamination by trash or wet containers. Cardboard, electronics, and specialty items will remain subject to their current drop-off rates as they will continue to be collected and managed separately. Yard waste may also be dropped off at the Convenience Center for a small fee of$2 per 30-gallon yard waste paper bag or 32-gallon open barrel, and $25 per pick-up truck or trailer load (charge will apply to each unit; no commercial loads). The same residency-check requirements for recycling drop-off apply for yard waste drop-off as well. The hours of operation for the Convenience Center are 7:00 a.m. - 1:00 p.m. on Wednesday and Friday and 8:00 a.m. - 3:00 p.m. on Saturday. The attached route sheets detail the roads on which we are requesting permission to ride. We kindly request that the Municipal Council, Police and Fire Departments sign the attached Event Notification Form, which is required by Mass DOT in order for us to access state highways. The Rodman Ride for Kids is the #1 single-day athletic event in the nation supporting at-risk kids, with over $151 million raised since 1991. Your support would be most appreciated. Our road crew will carefully sign our route on Friday, September 22, and all signs will be removed at the conclusion of the event on Saturday, September 23.
