Opportunity for input by the general public.
John Santarpia, 22 Davis Street, Taunton, stated that his family spends a lot of time at
Deep Pond Farm and are very fond of it. Mr. Santarpia read a letter on behalf of George
Ghazal and his family, the owners of Deep Pond Farm. He stated that Mr. Ghazal
purchased a substantial parcel of land for his family and various animals, which started as
a small project and grew to be a destination for the entire City. He stated that when
parking became an issue, Mr. Ghazal purchased an adjacent parcel of land in order to
provide an additional one-hundred sixty-five (165) parking spots. He stated that Mr.
Ghazal has done his best to adhere to the City regulations and looks to Deep Pond Farm
as an asset to the City. He stated that on July 8, 2023, Mr. Ghazal appeared to a regularly
scheduled meeting of the Planning Board for a Site Plan Review, however, during that
meeting he was treated in a manner that no City resident should ever be treated by the
Planning Board Secretary. He stated that the Planning Board Secretary thought her
microphone was off when she spoke to members of the Planning Board at the conclusion
of his presentation, stating that "he is a liar, I'm sick of him lying, I don't care, I see it all
the time, George will cry anyway, don't worry about it". He stated that Mr. Ghazal was
being personally attacked and that this type of slanderous behavior should not be brushed
aside and should be properly addressed. He stated that Mr. Ghazal and his family are
disappointed that no one in the City has reached out to apologize for the manner in which
he was treated on live television by one of the City's employees. He stated that a City
employee should not be allowed to speak to the public in this manner. He asked that the
Mayor, City Council, the City Solicitor and the Human Resources Director watch the
meeting at the 2 hour, 30 minute mark of the July 8, 2023 meeting of the Planning Board

and acts on this immediately so that no one else has to go through this again. He stated
that Mr. Ghazal's message has been sent to the Council, the State Ethics Commission, the
Mass Commission Against Discrimination, the American Defamation League, the Mayor,
and Leonard M. Bello, Esq., Attorney Matthew Costa and the Human Resource Director.
Jason Roomes, 246 High Street, Taunton, spoke on behalf of all organizations that use
Lake Sabbatia. He stated that he moved to the Lake Sabbatia area in 1991 and started
participating in tournaments at the lake. He spoke about his concerns for a horse power
regulation being implemented on Lake Sabbatia and would ask that there not be a horse
power restriction as they still want to have tournaments. He spoke about his concerns
with the weeds in the lake being destroyed and the fish having no habitat. He stated that
last year he attended a meeting to express these concerns but they were not receptive to
his concerns. He stated that he is not happy with the Committee that is running the Lake
Sabbatia treatment program. He stated that there is a problem with jet skis on the lake
currently, but most of the fisherman on the lake are respectful.
Mayor O'Connell stated that the meeting that was referenced by Mr. Roomes was not a
City sponsored meeting.

Communications from the Mayor:
Mayor O'Connell stated that the Summer Celebration is Friday, August 25, 2023 from
5:00pm to 9:00pm at Hopewell Park. She stated that there will be many family activities,
food trucks and a fireworks display at the end of the night. She expressed gratitude to the
Department of Parks, Recreation, Cemeteries and Public Grounds, generous donors and
community partners for making this event possible. The rain date will be August 27,
2023.
Mayor 0' Connell stated that Wednesday, August 31, 2023 is International Overdose
Awareness Day from 4:00pm to 7:00pm at Liberty and Union Park, which is across the
street from City Hall.

Communications from City Officers:
Com. from the First Assistant City Solicitor stating that as a result of the passing of
Wayne Berube, a position with the Zoning Board has become vacant. A review of the
certified election results indicates that Scott Rodrigues is the next highest vote recipient.
As such, the special legislation creating an elected Zoning Board requires that the
Council appoint Scott Rodrigues to the second alternate position. Therefore, the Mayor
and the Law Department request that the Council proceed with the appointment of Scott
Rodrigues pursuant to Chapter 109 of the Acts and Resolves of 1994. Motion was made
to approve. So Voted.
Com. from the Director of Procurement stating that the Procurement Department would
like to present the Municipal Council an update on procurement activities that have

occurred since the start of the Fiscal Year 2024. Motion was made to refer to the
Committee on Finance and Salaries. So Voted.
Com. from the Chief Financial Officer stating that the Finance Department is requesting
the establishment of a gift account for the Taunton TRIAD Program. The Bristol County
Sheriffs Office (BCSO) discontinued their administration of several impactful programs,
including the Taunton TRIAD program, which was designed to be a collaboration
between BCSO, Taunton Police and Fire Council on Aging and Taunton Housing
Authority. The overarching goal of the TRIAD program is to increase the safety, and
reduce criminal victimization of seniors. To ensure continuing services for our seniors,
Mayor O'Connell has been working with the current President of TRIAD, Police, Fire,
and Human Services/Council on Aging to provide a seamless transition of oversight from
the BCSO to the City of Taunton. The Sheriffs Office held an account for TRIAD
expenses with a balance of approximately five-thousand, eight-hundred dollars ($5,800).
Following best financial practices, the funds have been transferred to the City of Taunton
for continued use for Taunton TRIAD. Additionally, the Mayor will be bringing forward
a budget line item for these services in the supplemental budget. Motion was made to
refer to the Committee on Finance and Salaries. So Voted.
Com. from the Chief Financial Officer stating that the Finance Department would like the
opportunity to provide their annual Five-Year Forecast on August 29th. Motion was
made to refer to the Committee on Finance and Salaries. So Voted.
Com. from the City Engineer stating that the Earth Removal Board received an
application for a reissuance of the expired earth removal permit located behind 678
Somerset Avenue. The original permit was submitted by Donald Tower and expired on
March 18, 2015. Simon Teles purchased the property from Mr. Tower in 2021 and is
interested in continuing the earth removal. A substantial amount of time has lapsed since
the permit expiration, so this is considered a new application. The Earth Removal Board
reviewed the application and is sending a positive recommendation to continue the
removal of material. Motion was made to refer to the City Clerk to schedule a public
hearing. So Voted.
Com. from the Safety Officer regarding a response for a concern for pedestrians in the
area around the Weir Bridge in the Weir Village. He stated that there are sidewalks on
both sides of the Weir Bridge and two pedestrian crosswalks, one in front of the Atlantic
Cafe and another at the intersection of West Water Street and Plain Street. There are also
sidewalks on both sides of West Water Street and Plain Street. He stated that he spoke
with the City Engineer and they agreed that the crosswalks and sidewalks provided in the
area of the Weir Bridge are adequate for pedestrian traffic at this time. Motion was made
to receive and place on file. So Voted.
Com. from the Taunton Planning Board, Chairman stating that the Taunton Planning
Board is in receipt of a Special Permit from Section 440 Attachment #1 of the Zoning
Ordinance for an 830 sq. ft. Accessory Dwelling Unit in a Suburban Residential District
at 36 Stevens St., E. Taunton, Ma., submitted by Frank & Jill Lagace. The Planning
Board will hold a public hearing on this proposal on Thursday, September 7, 2023 at
5:30p.m. at 15 Summer St. Motion was made to receive and place on file. So Voted.

Com. from the DPW Commissioner stating that on July 27, 2023, the final interviews
were completed for the Sealer of Weights and Measures, which is a City of Taunton
Management Association position. He stated that the recommendation from the Hiring
Committee is to move candidate, Craig Barter, forward to the Committee on Public
Works for approval. Motion was made to refer to the Committee on the Department
of Public Works. So Voted.
Communications from Citizens:
Com. from Jamie Kelley, 208 Scadding Street, Taunton, stating that odor mitigation
should not be limited to marijuana businesses and should be investigated in other
manufacturing companies within the City that produce offensive odors. She also
discussed her opinion of how the City approaches these issues and offered comparisons
of how other cities approach this issue. Motion was made to refer to the Committee on
Ordinances and Enrolled Bills. So Voted.
Com. from Jamie Kelley, 208 Scadding Street, Taunton, discussing the parking issues at
the Lake Sabbatia boat ramp and the need to resolve these issues. She inquired if the City
could speak to DCR about utilizing their upper lot for parking on the weekends. She
expressed her appreciation of the Environmental Police presence on the lake to enforce
the rules and regulations. Motion was made to refer to the Mayor's Office to pursue
the DCR communication. So Voted. On discussion, Councilor Borges stated that
perhaps land could be utilized in the Industrial Park across the street for additional
parking.
Com. from Joseph P. Braganca, Executor, stating that parcels 47-216 (Beachwood
Avenue), 47-201 (Beachwood Avenue), 47-209 (Ashland Avenue), 47-199 (Beachwood
Avenue), 47-193 (Camden Avenue) and 47-172 (Whitsborough Avenue) were owned by
Joseph P. Braganca and his sister, Irene Giguere. He stated that Joseph Braganca passed
away in 2015, and Irene Giguere passed many years before that. He stated that he
previously filed an affidavit from the Giguere Family stating they did not want ownership
of these parcels many years ago. He stated that on February 13, 2017, he spoke with the
City Treasurer and stated that the Estate of Joseph Braganca did not want these parcels
and would like to gift them to the City. He stated that a representative spoke with him and
told him that the parcels would be auctioned off after the town brought the matter to
court. He also attached letter from the City dated June 9, 2017 stating it was his last
notice before the City begins Land Court proceedings. He stated that he believed the land
would be auctioned off as indicated by the attached letters, which was consistent with the
desire of the beneficiaries of the estate and did not make any payments per the
instructions they received from the representative of the City Treasure's Office. He stated
that this week they received a bill dated July 28, 2023 in excess of ten-thousand dollars
($10,000). He spoke to the Shannon from the Law Department who indicated the parcels
were landlocked and confirmed the belief that they have no use for this land. He stated
that none of the beneficiaries accepted this gift, and maintained their previously
expressed intent to donate this land to the City. Motion was made to refer the letters
and attachments to the Committee of the Council as a Whole, the City Solicitor, the
Chief Financial Officer and the Treasurer's Office. So Voted.
Com. from Sandra Thomas, 48 Church Green, Taunton, expressing her opposition to
putting the 150 properties out for bid without each being properly vetted, especially the

Bacon Felt building. She stated that her idea for this building is to determine which areas
are the most suitable for building, tear down the existing structure and in its place put up
an outdoor shopping center made up of Shipping Containers. She stated that a managed,
planned growth of the Weir will directly impact the growth of the downtown. She stated
that she and AJ Marshall had a meeting with the Ocean Community Chamber about
exploring this for Taunton. She stated that they have met with the Mayor, who is a
supporter of this coming to Taunton, Chief of Staff Ligia Madeira, Chief of Police Walsh
and Fire Chief Bradshaw, and both chiefs provided liaisons to work on this. Motion was
made to receive and place on file. So Voted.

The meeting was called to order at 5:50 PM.
1. Meet to discuss the economic and cultural benefit of a Weir Water District.
Ms. Borges introduced Sandy Thomas who is a member of the Taunton Cultural Council and
explained that she is working with a college and there is a deadline. Ms. Borges indicated that
due to Mr. Coute's absence there will be no mo~ons made this evening.
Ms. Dooner explained that Councilor Coute, who was absent, had requested that this matter be
tabled. Ms. Borges explained that she wished to proceed with Ms. Thomas' presentation to
comply with a deadline from a college for submission. Ms. Dooner asked for more information
on the deadline. Ms. Borges referenced an email from the college confirming the deadline of
tomorrow.
Motion by Ms. Dooner and seconded by Ms. Borges to table the discussion. So voted.
Ms. Borges stated that no votes will be taken but Ms. Thomas can give her presentation and will
be invited back again next week.
Ms. Dooner asked for clarification on the deadline that was referenced and if the application can
move forward either way. Ms. Thomas stated that she met with the Chief of Staff and the
Director of OECD. She indicated that the Weir waterfront has become more of a district
situation and they wanted to put in a plan with Northeastern University whose deadline is
tomorrow.
Ms. Borges suggested there should be no more discussion since it was tabled.
Motion by Ms. Borges and seconded by Ms. Dooner to invite in Attorney Costa. So voted.
Ms. Borges asked Attorney Costa for guidance on continuing with the presentation for
informational purposes only.
Motion by Ms. Dooner to adjourn. There was no second She stated that she believes all
Committee members should be present.
Ms. Dooner left the meeting. With no quorum, the meeting concluded at 6:00 PM.
Ms. Thomas, with Ms. Borges in attendance, continued with her presentation.

Mr. Postell read a letter dated August 16 from Kevin Scanlon, the City Planner.
Motion by Ms. Borges and seconded by Mr. Sanders to make that part of the record. So
voted.
Detective Rutherford stated that he meets the criteria and now it is up to the Committee to
determine if they want to extend the license while he finishes with the Planning Board.
Mr. Amaro indicated that he would like an extension for a month in order to give time for the
Planning Board meeting.
Detective Rutherford suggested that their license would expire on December 31 so, instead of
inviting Mr. Amaro back every month, an option would be to just renew and have him back
as part of the regular renewal process.
Mr. Sanders asked what why this hasn't yet been completed and Mr. Amaro explained that
he switched engineers. The new engineers are doing things in a timely manner.
Motion by Ms. Borges and seconded by Mr. Sanders to renew the license for Amaro 's
Family Auto Sales at 503 Middleboro Ave. until December 31. So voted.

3. Meet to discuss the renewal of a marijuana delivery license for Bracts & Pistils, LLC at 144
West Britannia Street, Bldg. #4, Suites 5 & 6.
Motion by Ms. Borges and seconded by Mr. Sanders to invite the parties in. So voted.
Rhonda LaFlamme explained that the iss~es had been resolved. Detective Rutherford
indicated that once the paperwork was provided to the City, the issues were resolved.

4. Meet to discuss the renewal of a marijuana cultivation license for Tower Three, LLC at 30
Sherwood Drive.

Mr. Kinahan explained and Detective Rutherford confirmed that there was a payment plan
signed with the City and payments have begun.
Motion by Mr. Sanders and seconded by Ms. Borges to approve. So voted.

5. Meet to discuss the request from GTE Taunton LLC dba Botera at 297 Broadway to amend
their hours of operation for their marijuana retail establishment.
Motion by Ms. Borges and seconded by Mr. Sanders to invite the party in. So voted.
Mr. Patel explained that their current hours of operation are Monday- Saturday: 9-9 and
Sunday: 10-6. They are requesting 9-10 Monday- Sunday.
Mr. Postell read the letter from Mr. Patel requesting the change.
Motion by Ms. Borges and seconded by Mr. Sanders to make this part of the record So
voted.

6. Meet to discuss receipt of notice of cancellation of insurance for D and P Community
Transportation, Inc. at 333 County Street and 64 Weir Street (holder of Livery License).

Motion by Mr. Sanders and seconded by Ms. Borges to invite the parties in. So voted.
Detective Rutherford explained that the City Clerk had been informed that their insurance
had been cancelled on their vehicles and currently they are not running their business.
Mr. Macean requested that the license remain open. They are looking for a new contract.
They have no contract and so cancelled the liability insurance while they seek a new contract.
Mr. Postell asked ifthe vehicles are both unregistered and uninsured and Mr. Macean
confirmed. Mr. Postell asked where they are housed and Mr. Macean indicated that they are
at their residence. Mr. Postell informed him of laws and ordinances that prohibit storage of
unregistered, uninsured vehicles at residences.
Mr. Macean indicated that as soon as they get a contract, they will put liability insurance
back on the vehicles.
Ms. Borges asked about the application timeframe and Mr. Macrean suggested it can be 3-6
months altogether.
Motion by Mr. Sanders and seconded by Ms. Borges to leave the license intact. The
applicants agree· to move the vehicles offresidential property. The applicant will inform the
City Clerk and Chairman Postell prior to resuming any operations or in three months,
whichever comes first. So voted.
Motion by Ms. Borges and seconded by Mr. Sanders to excuse the parties. So voted.

The meeting was called to order at 7:01 PM.
1. Meet to discuss an HCA extension for Tower Three, LLC, a marijuana product manufacturer
at 30 Sherwood Drive.
Motion by Mr. Postell and seconded by Mr. McCaul to invite the interested parties in. So voted.
Mr. Duarte reminded the Council that he is recused from this matter.
Ms. Borges pointed out that with two councilor absent and one recused, there are only six
councilors present. Mr. Kinahan confirmed that he would like to proceed.
Motion by Mr. Sanders and seconded by Mr. Quintal to approve for a one year extension. So
voted.
Motion by Mr. Postell and seconded Mr. Sanders to excuse the party and adjourn the meeting at
7:02 PM So voted.

Re: Appointment of Second Alternate to the Zoning Board of Appeals
Dear Council President Dooner and Members of the Municipal Council:
As a result of the passing of Wayne Berube, a position with the Zoning Board has
become vacant. Pursuant to Chapter 109 of the Acts and Resolves of 1994, the
Municipal Council shall:
"fill the alternate position left vacant by reason of resignation, death,
imprisonment, or other cause ... which thereupon shall be designated the
second alternate position, by electing the person who received the next highest
vote to the last seven persons elected ... "
A review of the certified election results indicates that Scott Rodrigues is the next
highest vote recipient.
As' such, the special legislation creating an elected Zoning Board requires that
the Council appoint Scott Rodrigues to the second alternate position. Therefore, the
Mayor and the Law Department request that the Council proceed with the appointment
of Scott Rodrigues pursuant to Chapter 109 of the Acts and Resolves of 1994.

The Finance Department is requesting the establishment of a gift account for the Taunton
TRIAD program. The Bristol County Sheriff's Office {BCSO) discontinued their administration of
several impactful programs, including the Taunton TRIAD program, which was designed to be a
collaboration between BCSO, Taunton Police and Fire, Council on Aging and Taunton Housing
Authority. The overarching goal of the TRIAD program is to increase the safety, and reduce
criminal victimization, of seniors. The program focuses on:
· Prevention of Fraud, Cons and Scams
· Fi re Safety
· Self Defense
· Prescription Drug Safety
·Silver Alert
· Senior Neighborhood Watch
· Senior Mental Health
· Driving Techniques
·Caregiver Support and Education/ Dementia Friendly Initiatives
· Social activities
To ensure continuing services for our seniors, Mayor O'Connell has been working with the
current President of TRIAD, Police, Fire, and Human Services/Council on Aging to provide a
seamless transition of oversight from the BCSO to the City of Taunton. The Sheriff's Office held
an account for TRIAD expenses with a balance of approximately $5,800. Following best financial
practices, the funds have been transferred to the City of Taunton for continued use for Taunton
TRIAD. Additionally, the Mayor will be bringing forward a budget line item for these services in
the supplemental budget.

provide and care for our seniors.

At the August 1st meeting of the Municipal Council, Councilor Sanders motioned to refer
to the Safety Officer the area around the Weir Bridge in the Weir Village as he received a
communication from a resident who has expressed concern about the ability of
pedestrians to navigate this area. He would like an assessment from the Safety Officer of
any potential ;improvements that may be available.
I assessed the area ofthe Weir Bridge and discovered the following. There are sidewalks
on both sides ofthe Weir Bridge. Thereare two pedestrian crosswalks, one in front of the
Atlantic Cafe near Berkley Street, and another at the intersection of West Water Street
and Plain Street (the other side of the bride). There are also sidewalks on both sides of
West Water Street and Plain Street.
I spoke with the city engineer and agreed that that the crosswalks and sidewalks provided
in the area of the Weir Bridge are adequate for pedestrian traffic at this time. This area
has not been changed for many years and no other concerns have been ·raised.

Dear City Councilors,
I am writing to you in response to the discussion held last night (Tuesday July 25)
around odor mitigation and marijuana businesses, specifically last night
Commonwealth Alternative Care.
I do understand the need to address concerns around odors but I worry that to
just focus on the marijuana facilities is short sighted and perhaps discriminatory
as well. We have other manufacturing companies in the city- at least 20 were
listed in a quick Google search. I know for a fact that there is often quite an odor
around the Tribe Hummus factory and I'm sure there are others that produce
offensive odors at least periodically.
In an effort to see how other cities and towns have approached the issue I found
some information out of Denver CO, a city who has been dealing with issues
around marijuana production and manufacturing for a decade.

As you can see in the FAQ sheet, an existing city department is responsible rather
than creating another. Perhaps they had to increase their staffing but that seems
more cost effective than creating something new from scratch.
It seems that the approach by the City Council last night could lead to a very
slippery slope if a solution is not looked for in a wider city context.

Dear Mayor O'Connell and City Councilors,
I am writing to you today to comment on the newly created parking issues at the
Lake Sabbatia boat ramp. On the one hand, it is a testament to the good work
that has been done over the past two summers, for which I, as a lake Sabbatia
resident, am most grateful. But it also should not have come as any real surprise
that cleaning the lake would result in more folks wanting to use the lake for
recreation. Since the development of our neighborhood on Scadding Street, the
local lake access for those without boats has disappeared. There used to be
access from the parking lot of The Quarterdeck bar but that is a privately owned
residence now.
I applaud the involvement of the environmental police again - they use to
regularly patrol the lake and enforce lake rules like speed limits, no wakes in the
coves and general boating safety. It's good to have them back again.
There needs to be a way for folks to park and utilize this "city gem" as the Mayor
once referred to the lake and I think there might be a solution just across the way
at Watson Pond. I wonder if we the city could work out something with OCR for
parking in their upper lot on weekends. That lot has never in the 30+ years I've
lived here been utilized. It is always blocked off these days and goes empty with
at least 30 parking spaces just a short walk from the lake.
It is especially important to work out the parking situation because this is NOT a
private lake for those of us who live around its edges but rather a city recreational
resource that currently is not laid out to handle the weekend traffic patterns it
generates.
I hope that the parking issue can be resolved quickly and in a way that
accommodates the increased traffic. I sincerely hope that simply ticketing cars on
Bay Street is not the only solution the city pursues.

The above parcels were owned by Joseph P. Braganca and his sister, Irene Giguere. My father,
Joseph Braganca died in 2015. His sister Irene Giguere died many years before. I previously
filed an Affidavit from the Giguere family stating they did not want ownership of these parcels
many years ago. I have attached a copy of said Affidavit.
On February 13, 2017, I placed a call to the Office of the City Treasurer and stated the Estate of
Joseph Braganca did not want these parcels and would like to gift them to the City. The
representative I spoke with told me that the parcels would be auctioned off after the town
brought the matter to court. She indicated that by "just doing nothing, they would be
auctioned off." I also received letters from the City on June 9, 2017 stating:
This is your last chance to redeem the property as the City of Taunton is prepared to
commence Land Court proceeding to foreclose these parcels ... This is your final notice before
the City begins Land Court proceedings. (I have attached copies of those letters)
At that point, we trusted that the land would be auctioned off as indicated in the letters, which
was consistent with the desire of the beneficiaries of the estate. We did not make any
payments per the instructions we received from the representative from the Office of the City
Treasurer.
This week, we received a bill dated July 28, 2023 in excess of $10,000. Today, upon receipt of
this letter, I called the City Treasurer's office and spoke with an individual named Sharon from
the legal department. She indicated that the parcels all appeared to be landlocked. As such,
she confirmed our belief that we have no use for this land. None of the beneficiaries of this
Estate accepted this gift, and we maintain our previously expressed intent to donate this land
to the City. Per my 2017 conversation with the representative from the City Treasurer's office,
and per the attached letters I received from the Treasury Department, we were operating under
the belief that the city accepted the gift.
Please move forward with the proceedings that your office previously advised would be
followed.

Dear Members of the Taunton Municipal Council:
I am 100% against putting the 150 propetiies out for bid without each being properly vetted.
There is one property in particular that I am referencing- The Bacon Felt building located at 395 West
Water Street in the historic Weir neighborhood.
Last time I checked, they are no longer making waterfront property. To sell this building without
exploring the best use of this facility frankly, shows a lack of imagination, initiative, the absence of even
the most simplistic understanding of the area and waterfront property in general, and the most frightening
one is there is no plan on utilizing this and our ONLY waterfront.
While our city continues to build up the 140 and 44 areas. Those Real Estate transactions are almost
strictly based on car counts alone. Believe me, this is a subject that I have first hand knowledge about.
Developing this area will have ZERO affect on development in the Downtown, the Weir, Whittenton etc.
and will bring ZERO spending dollars into these areas.
I have lived in Taunton long enough to remember driving by the Weir river and seeing the old Bristol in
disrepair and thinking what a waste. There is not a day that you drive by The River House and not see that
it is packed. It realJy isn't on a main thoroughfare, it is a bit out of the way. What it does have going for it,
is its location on the water.
The Bacon Felt building is a Brownfield site. There is currently monies available to clean that site. The
issue that I have is the plan, or more importantly, the lack of planning for this area. If the city is in
possession of the clean up funds. I respectfully request that the city takes the money and deposit it into a
high yield account until a plan is done for the waterfront.
In the interim. My idea for this building is to determine which areas are the most suitable for building,
tear down the existing structure and in its place put up an outdoor shopping center made up of Shipping
Containers. I have met with a Brownfield expert who has said that this is a possibility. Each shipping
container can be utilized as a store front and its interior transformed into various businesses- restaurants,
breweries, wine bar, retail shops for yarn, accessories, clothing etc .. Certainly aesthetically it fits the area
- shipping containers on the riverfront.
This makes for an affordable design and construction, it doesn't disturb the land, the pe1mitting process is
incredibly limited and it is nearly l 00% recyclable. Meaning once a plan is in place, it is easily
transitioned elsewhere.
These Shops are not your typical retail spaces. They instead are incubator businesses. An example is that
someone may have a dream to open a restaurant. While their food may be wonderful, they have zero
knowledge about running or the operation of a business. We utilize an organization such as EforAll,
Entrepreneurship For All, who is actively looking for an inroad to provide resources to Taunton people,
who are interested in opportunities in opening businesses. This organization has a proven track record in
New Bedford and Fall River. This is not an insult to anyone. People don't know what they don't know.
This is a crucial step missing in not only Taunton, but essentially everywhere. I believe that this concept
warrants seed money from our State. If this concept proves out, it can be rolled out into many
communities across the Commonwealth.
These entrepreneurs after being vetted, will have an opportunity to test their concepts, learn about the ins
and outs of running a business and get a following. At the end of their "lease", they can determine if their
concept was a success. If so, they can look for a site in Taunton that best fits them. Now you have a

"tested" concept moving into a Taunton store front that has a track record, a following and most
importantly, the necessary tools needed for it to be successful. This will greatly reduce the amount of
businesses opening and closing and will be a much more effective use of Facade grants and Rent Rebate
funds. This is a huge win for everyone. This allows an opportunity to create and curate the landscape of
our city. This makes for a less scary risk for the future entrepreneurs out there to pursue their dreams.
A managed, planned growth of the Weir will directly impact the growth of the downtown. Utilizing
Bacon Felt as a catalyst for meaningful investment into Taunton has the potential to transform our city
and impact positive growth.
It has been a long time vision of mine to bring the concept of lighting up the Taunton River from the
historic Weir River Park. This is something that is done quite successfully in Providence, Westerly and
Wakefield. AJ Marshall and I have had a meeting with the Ocean Community Chamber about exploring
this for Taunton. We have met with the Mayor, who is a supporter of this coming to Taunton, Chief of
Staff, Ligia Madeira, Chief of Police Walsh and Fire Chief Bradshaw. Both chiefs provided liaisons to
work on this.
AJ Marshall of Park and Rec, Captain Bastis, Lieutenant Eric Nichols and myself have recently been out
to Westerly for the River Glow lighting of the Pawcatuck River, which is tidal like the Taunton River. We
are in complete agreement that this is a possibility in Taunton for 2024. I have developed an artistic
cultural perfonnance utilizing the many talented artists and perf01mers from our community. The Heart of
Taunton will work in conjunction with the city as a non profit organization for fundraising. Most
companies only donate to non profits.
Although this event is a wonderful opportunity to showcase the historic Weir neighborhood and the
Taunton River, it is a boon for economic development. A study was funded in 2017 to see the impact
River Glow had on the local economy. River Glow brought in $1.8 million dollars directly into the local
economy. Lisa Konicki, Director of the Ocean Community Chamber, has agreed to act as a consultant to
help us get this project done and done properly. Now that you have been given this info1mation, I hope
that you look at this area with a different outlook and protect our limited, underutilized resource and
Taunton's hidden gem, the Weir waterfront.
Taunton without a doubt is growing. It is exciting for commuter rail service to finally be reaching
Taunton. Not only will this be wonderful for commuters, but allows for many economic opportunities for
the reverse commute. One of the things that weighs most heavily on my mind is gentrification.
Gentrification is when growth comes at such a steep price that the average citizen of Taunton is not able
to afford to live here. Our children are 5th generation Tauntonians. My husband and I are hoping that they
remain and raise their families in this wonderful community.
It is projects such as this that will strengthen the "core" of our community while balancing the swift
growth of highway based development. In turn, making Taunton stronger and affordable for all
generations.
