Motion was made to go out of the regular order of business to Communications from the Mayor. So Voted. Communications from the Mavor: Mayor O'Connell invited the members of the Taunton Area Vietnam Veterans Association into the enclosure. Mayor O'Connell displayed a video presentation to show appreciation for the veterans. Mr. Proulx expressed gratitude for what the City has done for them over the years. He stated that Saturday, March 30, 2024 is POW/MIA Day. He stated that there will be a short ceremony at noontime. He stated that Mayor O'Connell, Senator Pacheco, Representative Carol Doherty, Representative Norman Orrall and Ally Rodriguez will be speaking. He stated that Hank Mello will be doing the closing. Mr. Proulx discussed the history of the POW/MIA flag. He stated that their president, Bob Silvia, and their treasurer, Dave Levesque, are not here this evening as they are not doing well and asked that everyone keep them in their thoughts. Mayor 0' Connell stated that they have an update regarding the Public Safety Complex. She invited the interested parties into the enclosure. The parties introduced themselves as Steve Lavigne, Fire Chief, Dan Pallotta, Project Manager, Patrick Dello Russo, Chief Financial Officer, Ed Walsh, Police Chief and Andrew Sukeforth, Procurement Director. Mr. Pallotta stated that they have put the project out for bid and they have received some favorable bids. He stated that they have received four (4) general contractor bids ranging from $51,000,000 to $56,000,000. He stated that the next step is for the City to award the 2 project to the lowest eligible and responsible bidder. He stated that the OPM will review the bids of the two (2) lowest contractors and will plan to finish this review by Monday of next week and proceed to make a recommendation to the Mayor. He stated that they will proceed to issue a notice of award and request that the lowest eligible and responsible bidder submit payment and performance bonds, as well as insurance. He stated that these items are required prior to the signing of the contract. He stated that they expect the construction clock will begin around April 15, 2024. He stated that there is a slight change to the original schedule, which is that they have given the bidders an additional three (3) months to complete the project. He stated that they will likely be putting up fencing anytime from April 15th through the 22nd. He stated that they hope to be able to come in quarterly to provide updates on the project. He stated that they will be doing a newsletter every three to four weeks with aerial shots of the progress of the project. Councilor Sanders questioned how someone is determined to be a responsible and eligible bidder. Mr. Pallotta stated that they prequalify the contractors through the paperwork with the State and them and if they score over 70 points on the prequalification, then they are deemed eligible to bid the project. Councilor Sanders stated that he received four phone calls today regarding one of the bidders expressing concern about their history with various projects. He stated that he hopes that part of their due diligence is going to be checking references. Mr. Pallotta stated that they are looking at everything. Councilor Sanders questioned whether the contract has language for problems with not completing work on time. Mr. Pallotta stated that there is a liquidated damage portion of the contract, where if they do not meet the contract schedule, there will be liquidated damages. Councilor Borges stated that she has also received phone calls and emails with concerns. She questioned whether he would like to see the correspondences. Mr. Pallotta stated that they are open to receiving any correspondences and they can send any information to Mr. Dello Russo. Mr. Dello Russo stated that they are building a building and that this is a once in a generational opportunity. Mr. Pallotta stated that they are on budget and does not foresee any circumstance where they will not be on budget with this project. Mayor O'Connell stated that City Hall will be closed on Friday, March 29, 2024 in observance of Good Friday. Motion was made to revert to the regular order of business to Hearing #1. So Voted. Hearings: Continued Hearing: On the petition of the City of Taunton, 15 Summer Street, Taunton, MA 02780 for the acceptance of Winthrop Lane as a public way in the City of Taunton. Motion was made to reopen the hearing. So Voted. Mr. Patneaude stated that the request this evening is for the acceptance of Winthrop Lane. He stated that this has been approved by the Planning Board. He stated that this has been constructed per the Planning Board rules and regulations and that it was completed satisfactorily. He stated that the next step is acceptance. Councilor Pottier confirmed with Mr. Patneaude that this is a private way that the City is looking to take over. Councilor Pottier questioned whether the land they are taking to create a public way is controlled by anyone other than the City. Mr. Patneaude stated that this was the reason for the continued delay. Councilor Pottier questioned whether they have come to a resolution on the previous delays. Attorney Bond stated that they have come to a resolution. She stated that the outstanding 3 issue was if the Council were to accept this as a public way, which is what they are asking for, the next step would be a taking. She stated that in order to do the taking, they need to have an appraisal done to determine if there were any damages. She stated that an appraisal was completed and it was determined that there were no damages and there is no value to this particular taking. Councilor Pottier questioned if they are taking private property and converting it to a public use and there will be no damages to the person who currently owns the property. Attorney Bond stated that this is correct and it will be of benefit to the homeowners on the road as they will be eligible for at-home trash removal services, plowing of the roads and no liability for anything that happens on the road. Councilor Pottier questioned whether the square footage of their property would decrease and therefore decrease their property taxes. Attorney Bond stated that she was not sure of this. Motion was made to open public input for this hearing. So Voted. Raquel Pereira, 3 Winthrop Lane, Taunton, questioned whether their taxes would be lowered. She stated that they are losing property, but they are receiving nothing in return. She stated that they have already been receiving plowing services for years. She stated that they feel there is a hidden agenda and would like someone to be honest with them. Luis Pereira, 3 Winthrop Lane, Taunton stated that at this time, he is taking his trash to Winthrop Street. He asked that if the City takes ownership of the street, if he can leave the trash in front of his driveway for pick up. He stated that he received a call at 11 :41 am today telling him to be here this evening and said he should have been called sooner so he could have been more prepared. Donna Silvia, 33 Winthrop Lane, Taunton, questioned why the City wants this road at this time. She stated that she has lived on this road for 50 years and it has been a quiet neighborhood. She stated that she has always carried her trash out to Winthrop Street and no one has cared before. Motion was made to close public input. So Voted. Mr. Patneaude stated that the square footage, excluding the right of way, is how they are being assessed currently. Councilor Pottier questioned how much this is. Mr. Patneaude stated that the lot in the front is 8,600 sq. ft. and the one in the rear is 18,900 sq. ft. Councilor Pottier questioned how much land they will be taking from both residents. Mr. Patneaude stated that it is a 22-foot wide strip. Mr. Patneaude stated that if they review the property record cards, the square footage that they are being assessed at matches the areas on the recorded plan, which shows the properties not including the area of the roadway. Councilor Pottier stated that they are being taxed appropriately based on post-taking. Councilor Pottier stated that he will motion to confirm the tax rate is the same with the Assessor's Office. Councilor Pottier questioned whether part of the reason for transferring this to be a City-owned street was so that they would have better access to the water tower. Mr. Patneaude stated that the reason that this went to the roadway improvement plan is due to the fact that there are three (3) residential lots on the left-hand side of the street. He stated that he is not sure if there is a restriction on the lots. Councilor Pottier stated that they can find out if there is a prohibition on the lots for duplexes or three-family home. Motion was made to determine if the tax rate would be the same through the Assessor's Office and determine what is allowed on the three (3) residential lots through the Planning Board. So Voted. Councilor Sanders stated that he has advocated for the City to take responsibility for more roads in the City. He stated that this is the first time residents are asking for their road to be left the way it is. He stated that he will be voting no as it seems the residents are content the road the way it is and feels that needs to be respected. Councilor Borges questioned how they got to the point of picking Winthrop Lane to be accepted and what put this road at the top of the list. Mr. Patneaude stated that it recently completed the roadway improvement process and the next step is acceptance. He stated 4 that the roadway was improved for access to the three (3) lots on the left-hand side, which are still available for development. Councilor Duarte questioned if this is the normal procedure being followed. Mr. Patneaude confirmed that this is correct. Councilor Duarte questioned why takings are not usually required under normal circumstances when streets are accepted. Mr. Patneaude stated that they are typically created for the purpose of the roadway, however, this particular one was not and these easements were created back when the water tower was originally created in the 1950's. Councilor Borges questioned whether they are able to put any restrictions on the road or if it can be extended further. Mr. Patneaude stated that where the road ends on the plan, there is an additional easement for the rear lot. He stated that they are only accepting it to the end of the delineated plan. Councilor Borges questioned whether there is potential for that road to go further in the future. He stated that the City owns a portion of it from the water tower and anything can be extended if there is not a physical barrier other than the fact that there are wetlands back there that may not make it desirable. Councilor Borges questioned whether there has been any discussion at this point. Mr. Patneaude stated that there has been no discussion to his knowledge. Councilor Sanders stated that since Councilor Pottier has asked questions and the Council has referred those to another entity to get answers, the appropriate motion would be to continue the hearing until such time that Councilor Pottier' s questions have been answered. Motion was made to continue the hearing until April 9, 2024. So Voted. Councilor Duarte was opposed. Councilor Mccaul asked that the abutters be notified in a timely fashion. The City Clerked stated that her office notified the abutters prior to the initial hearing, however, the continuation does not require more notification as the dates are announced at the meetings. On the petition of Hercilio Costa Cardoso Senior, 44 Waterford Cir., Dighton, MA 02715 to allow a NEW Class II License for Autowise Car Sales LLC -dba- Autowise Car Sales to be located at 397 Winthrop Street, Taunton. Motion was made to open the hearing and invite the interested parties into the enclosure. So Voted. The City Clerk read a communication from the City Planner stating that the site has a valid Special Permit and Site Plan Review for a used car lot with up to 66 vehicles. He has included a copy of the Special Permit dated January 3, 2023 and Planning Board Decision dated January 9, 2023. The City Clerk read a communication from the Building Commissioner stating that a building permit has recently been issued for the structure located at 397 Winthrop Street. The scope of work on the permit will correct a years old nonconformance with accessibility requirements. The permit will also serve to correct the lack of an occupancy certificate for the building. Therefore, it is the recommendation of this department that the Class II License be approved. The City Clerk read a communication from the Police Department stating that the Taunton Police Department License Division finds nothing that would prevent the approval of the following Class II License with the noted stipulations. The owner of the dealership has been vetted and passed. 1. Follow the directive of the Planning Board for the property. 2. Building Department has no issues with the structures on the property. 3. The owner Hercilio Costa Cardoso follows the rules list for a Class II license. The parties introduced themselves as Attorney Brianna Correira, who represents 397 Winthrop Street LLC, which is the owner of the property, and Hercilio Cardoso, the applicant for the dealer license. Attorney Correira stated that her client purchased the property in June of 2022 and since that time they have diligently gone through the proper channels to get here. She stated that they have retained several zoning approvals. She stated that they were last before the Council in January of 2023 for the truck terminal special permit that was approved for that use in conjunction with a 5 used auto sales business for the property. She stated that the City Planner included a copy of that decision, along with the approved Site Plan from the Planning Board. She stated that her client also has an Order of Conditions from the Conservation Commission from April of 2023. She stated that as it is mentioned in the City Planner's comments, her client has approval for sixty-six (66) vehicle display spaces. She stated that the approved Site Plan that she has displayed also reflects eight (8) customer spaces and the twenty- eight (28) vehicle equipment spaces for their transportation business. She stated that her client has the necessary zoning approvals in place at this time to support this request for the Class II sales license. She stated that in addition to the zoning approval, her client has worked with the City's Building Department to rectify past issues with permitting for this site. She stated that her client was not aware that they were purchasing a site with structures that did not have building permits. She stated that her client hired a structural engineer to do the necessary inspections so they could obtain these permits. She stated that they updated the property's sewer and water connections, as well as the plumbing to allow for handicap accessibility. She stated that they are also in the process of updating the ramp on the outside of the building to allow for handicap accessibility. She stated that a building permit has recently been issued. Mr. Cardoso stated that he has worked in the dealer business for several years and has extensive experience in this industry. Councilor Borges stated that this has been a used car dealership for many years and is aware that the previous issues have been taken care of. Motion was made to open public input for this hearing. So Voted. No one spoke during public input. Motion was made to close public input. So Voted. Motion was made to grant the petition and close the hearing. So Voted. Appointments: NONE. Communications from Citv Officers: Com. from the Chairman, Taunton Planning Board stating that the Taunton Planning Board is in receipt of a Site Plan Review & Special Permit from Section 440 Attachment #2 of the Zoning Ordinance for property on Cape Road, Property I.D. 71-3 for the construction of four 60' x 120' buildings totaling 28,800 sq. ft. to be used as contractor bays (warehouse & office use) in the Highway Business District (50% reduction of landscaped buffers requested) submitted by Pierre Ibrahim. The Development Impact Review Board (DIRB) will review this proposal on Tuesday, April 23, 2024 at 8:30 AM in the Planning Board Office, 141 Oak Street, and the Planning Board will hold a public hearing on Thursday, May 2, 2024 at 5:30 PM at 15 Summer Street, Taunton, MA. Motion was made to receive and place on file. So Voted. Com. from the Superintendent-Director, Bristol-Plymouth Regional Technical School District stating that at their regular meeting on Wednesday, March 6, 2024, the Bristol- Plymouth Regional Technical School District Committee voted to approve the FY25 budget. The City of Taunton FY25 total assessment is $4,969,905. Motion was made to receive and place on file and refer to the budget hearings. So Voted. Com. from Mayor O'Connell regarding the FY2025 Executive Summary. She stated that her team is pleased to submit the Fiscal Year 2025 Operational Budget for their review and approval. Motion was made to refer to the budget process. So Voted. 6 Com. from the Chief Financial Officer stating the Preliminary Fiscal Year 2025 budget appropriations for the City of Taunton. The General Fund is: $271,492,462.46. The Water Enterprise is: $10,006,120.02. The Sewer Enterprise is: $15,688,173.53. The Golf Enterprise is $40,000.00. The total final City budget for FY2025 is $297,226,756.01. The Finance Department would like to be present for a Budget Hearing on April 24th ifthat is acceptable to the Council. Motion was made to refer to the City Clerk to schedule the budget hearing on April 24, 2024. On discussion, Councilor Pottier extended the Council's thanks to the Chief Financial Officer's Office for having the budget books early. Motion was made to refer to the Clerk of Committees to schedule the budget hearing on April 24, 2024. So Voted. Com. from the Chief Financial Officer stating that as part of the Fiscal year 2025 Preliminary Budget, there are votes that will need to be taken when the FY25 Preliminary Budget is approved. Motion was made to refer to the budget hearing. So Voted. Com. from the City Solicitor regarding a communication dated March 15, 2024, which the Law Department has received from Xfinity with information about changes to the Xfinity channel line-up. Orders, Ordinances and Resolutions: Ordinance (or a second reading to be passed to a third reading AN ORDINANCE REVISING CRIMINAL HISTORY CHECKS FOR LICENSE APPLICANTS Chapter 298 LICENSES AND PERMITS 7 Be it ordained by the Municipal Council of the City of Taunton and by authority of the same as follows: SECTION 1. Chapter 298 of the Revised Ordinances of the City of Taunton, as amended, is hereby further amended by adding new subsections K and L to Article II, as follows:-- § 298-9 Submission of applicants to fingerprinting. Any applicant for a license to engage in any of the following occupational activities within the City of Taunton shall submit a full set of fingerprints taken by the Taunton Police Department within 10 days of the date of the application for said license, for the purpose of conducting a state and national criminal record background check to determine the suitability of the applicant for the license: A. Hawker and peddler. B. Liquor licensee. c. Manager or alternate manager of a liquor licensee. D. Solicitors and canvassers. E. Dealers in junk, secondhand articles and antiques. F. Secondhand motor vehicle dealer. G. Hackney carriage operator. H. Ice cream truck vendor. I. Door-to-door solicitors. J. Bodywork practitioners and bodywork establishment operators. K. Managers of cannabis establishments. L. Cannabis livery drivers. All ordinances or parts thereof inconsistent herewith are hereby repealed. This Ordinance shall become effective immediately upon passage. Motion was made to pass to a third reading. New Business: Councilor Quintal stated that for informational purposes, several of the Councilors may not be at next Tuesday's meeting as it is the Prince Henry Society's annual presentation of Portuguese-American of the year at the District at 6:00pm. Councilor Sanders stated that the Taunton Community Access & Media Facebook Page has an announcement regarding sewer overflow into the Taunton River and is advising residents to stay out of the river for 48 hours, however, he did not see anything on the City's website. He stated that he would like to make sure this information is accurate. Approve minutes from November 28, 2023. Motion by Mr. McCaul and seconded by Mr. Duarte to approve. So voted. 2. Meet for a presentation from Clean Water Action on Mass Save. Ms. Brooks gave a presentation on the Mass Save program and outreach in Taunton. She explained that Mass Save is a program that is state mandated, utility run, and customer funded. Taunton residents who have natural gas are eligible for the program. Mass Save will do a full, no-cost energy assessment with the customer and this can be done every two years. Ms. Brooks discussed potential outreach strategies including a press release from the City, social media, commuillty learning events, webinars, and so on. She explained that they would like a letter to residents from Taunton officials with the City seal to help sign people up for home energy assessments. The process would be that they would send over a draft of the letter for edits by the City and once finalized would be printed and mailed and that would be paid by Homeworks and Mass Save. Mr. Duarte asked ifthere is any specific method used to target landlords and Ms. Brooks stated that while they have not specifically targeted landlords, they have had success with tabling and webinars. Mr. Duarte noted that landlords often own some of the most inefficient buildings. 12 Motion by Mr. Duarte and seconded by Mr. McCaul to refer to the Mayor's Office to request that they work with Clean Water Action I Mass Save on issuing a letter to residents. Mr. McCaul asked if they had spoken to TMLP. Ms. Brooks noted that it would be a different process with TMLP. He asked if they had reached out to groups such as Citizens to Citizens and Ms. Brooks talked about ways they were looking to target lower income and environmental justice communities. Mr. McCaul asked about work done in Rhode Island and Ms. Mendes explained that in Rhode Island there is also a state mandated program called RISE. She explained that they are looking for the City to provide a letter to leverage the trust that the City has with people. The City doesn't need to fund anything. Mr. McCaul asked about TMLP customers and it was explained that TMLP customers are not eligible for Mass Save unless they have natural gas. Mr. McCaul stated that TMLP customers should be looked at. Mr. Duarte stated that TMLP has programs of their own. So voted. The meeting was adjourned at 6:12 PM. Approve minutes from December 5, 2023. Motion by Mr. Sanders and seconded by Mr. McCaul to approve. So voted. 2. Discuss the composting RFP for yard and food waste. Mr. Duarte gave an overview of the history of this RFP. This started when looking at composting at the School Department. When the landfill closed, residents could no longer dispose of yard waste at the landfill. A temporary service was established on West Water Street which was at cost. This RFP would allow for composting of yard waste and food waste and the site that has been identified is the landfill. The RFP's scope of services is to include the operation of the convenience center which they want to be one cohesive site. There is to be free drop off of yard waste, free pick up of school department food waste, and subscription based curbside pickup for residents and businesses. Residents should also be able to get a certain amount of compost. This would also include the operation and staffing of the convenience center. Mr. Duarte noted the criteria on page 11 which includes business continuity. They hope to minimize smell by having the composting done in a pre-fab building. They plan to have this go out soon to try to execute a contract by July 1. Mr. Sukeforth added that it would be for a 30 year lease (20 year plus an optional 10 year extension) and that this is supposed to be a no-cost proposal. 14 Mr. Duarte stated that the state has a food waste ban and every few years the amount gets stricter so eventually some of the schools will be forced to compost. Ms. Nunes stated that it costs a lot of money to get rid of material and they are trying to assess what they do and find the most cost effective outlets to get rid of material. The goal is to mitigate costs and keep as many services as possible. She spoke about the pilot program through the sustainable material program with DEP that she is looking to implement. This will be a 1000 resident pilot program for curbside organics. They are looking to contract with Black Earth. With the grant, they will purchase carts and then, with Black Earth, will enroll people in the subscription program. Ms. Nunes hopes to have the program in place by June 30. Mr. Duarte stated that if the RFP goes forward, this pilot program would provide an easy way for the curbside organics to expand. He explained that they are trying to get the Council's buy-in for the RFP early on and, ifthe RFP is awarded, it will come to the Public Property Committee to award the lease of the land. Mr. Sanders expressed his concerns around composting and would like to know how the company will sort the materials that are received and questioned how they will lmow that the compost is not contaminated. Mr. Sanders also noted that he would like to know how the company plans to make money and if trucks coming in and out will be part of the business plan. Mr. McCaul asked about the subscription cost to the tax-payers and Ms. Nunes said it is typically $2 a week but that she is looking to use dividends money from the State to offset that. Ms. Borges thought this was a great idea and noted that the pilot program would not be mandatory. Motion by Mr. Postell and seconded by Sanders to adjourn the meeting at 6:45 PM So voted. Motion by Mr. Duarte and seconded by Mr. Postell to invite in the interested parties. So voted. Mr. Della Russo stated that they will be looking to declare properties surplus in the near future and he explained the Marketable Properties Program process. Mr. Pateak:os touched on the housing crisis and noted that some of these opportunities give housing possibilities. He also talked about the low interest business loans that OECD has been able to grant as part of this program. 16 Mr. Conti stated that they are looking to declare the property on Somerset Ave (116-78) as conservation land. It is assessed at $32, 700 and is 8 acres. 62 County Street has the potential for several lots. 350 Norton Street, the site of the former nursing home, is 6.35 acres and Mr. Conti stated it has a lot of potential. The plan is to bring this property back to the Council to determine the course of action prior to crafting the RFP. Ms. Clymens discussed the properties in tax title: 53 Berkley Street, 64 Kalman Place, 145 Winthrop Street, Winthrop Street parcel 77-13 2, and 9 8 Rhode Island Road. Mr. Conti highlighted the property on Prospect Hill Street which is 9 acres and has potential development opportunity. The Williams Street property (67-104) is 5.8 acres and is partially wet but mostly dry. Rocky Woods Street (75-76) is 22 acres on a paper street. Fisher Street (75- 13 & 14) would require a lot of variances. The Scaddings Street parcel (25-279) might be considered for the abutters program as well as Prospect Hill Street (12-26). Mr. Duarte noted that he believes the land on Somerset Ave. that is being considered for conservation is part of a series of properties to be used as part of the Taunton River Trail. He expressed his appreciation for the approach with the nursing home property. Mr. Postell asked Ms. Clymens for her thoughts on why there are delays with land court. Ms. Clymens stated that they prioritize based on taxes owed, ifthere are Board of Health issues, and other factors but, also, COVID slowed things down. Mr. Sanders suggested that using the RFP versus an auction would give a non-profit a chance to make a case for the future use of a property. He noted that he had been contacted by someone who thought that the Williams Street property might have been donated to the City with a stipulation that it be used for a park or recreational use. Ms. Borges asked if there was any appetite to divide up 350 Norton Ave. Mr. Dello Russo stated that they are going to try and reshape the parcel and may carve it up prior to entering into a lease. The Finance Team has spent over 100 hours meeting with department managers and stakeholders identifying areas of opportunity to fulfill the educational, safety, security and health needs of our community. This efficient process has successfully guided us in making thoughtful and prudent decisions which will build up our community and enhance the quality of life for Tauntonians. The advances and accomplishments we will present to you are the result of the hard work and dedication of our City team over the past year. Our Department Directors and employees work well individually and collectively as a team. They demonstrate immense commitment every day and we are very proud of the work they do. Our collaborative partnership with City Council has advanced many important initiatives and we are grateful for the teamwork that benefits our entire community. FY2024 ACCOMPLISHMENTS: As we continually work to improve government operations and services, I would like to highlight a few of our team's achievements in the current fiscal year: • Received Certificate of Excellence in Finance from GFOA • Created and expanded Revitalize Taunton Initiative • Generated over $2M through innovative Marketable Properties Program • Established City's First Asset Management program • Expanded City's Safety Program • Invested $3.8M in Fire Department apparatus including two new engines • Invested over $2M in Police safety equipment including launching first Drone Program • Implemented Internal Audit Program • Doubled the Veteran Tax Exemption • Expanded Free Trash Bag Program for seniors • Established Donation Accounts and Committees to serve seniors, students and veterans • Launched Weir Splash Pad and initiated Davol Park Redesign • Implemented Cybersecurity upgrades • Expanded new payroll system to include Time and Attendance • Funded $3 lM Capital & Economic Investment Program for third consecutive year • Invested $6.9M in roads and sidewalks • Generated $3 .8M through new solar projects creating savings for our schools and taxpayers LOOKING AHEAD TO FY2025: Our financial standing is strong, our approach remains innovative and our outlook is positive. We do not rest on our accomplishments, but always strive to continuously improve. We look forward to making progress with our long-awaited Public Safety Facility, presenting a revised City Charter and utilizing our newly-developed programs to drive economic growth. FY2025 EXPENSES SUMMARY: Total Estimated Expenses: $297,226,756 Highlights: • Decreased use of stabilization funds to supplement budget from 6% (2020) to only 1% • Found creative and innovative ways to meet nearly $2M in new unfunded state mandates that impacted the City's revenues and expenses • Reduced total City government operating expenditures by 2.6% while still increasing funding for Public Safety, Parks & Recreation, Library, and Human Services • Provided succession planning to ensure residents continue to receive highest quality service when offices undergo transition phases • Total City payroll expenses increased only 0.19% with no reduction in labor force • Included employee position upgrades, professional development and added positions across several divisions • Allocated over $7M for Taunton Public Schools (nearly $800,000 greater than Chapter 70 recommended increase, bringing our net school spending obligation to over 104%) Total Budget Increase: 4.86% over previous fiscal year Major Cost Drivers: Education Funding Increase ($6,904, 117 for Taunton Public Schools, Bristol-Plymouth Regional Technical School and Bristol County Agricultural High School) Health Insurance and Retirement (combined increase of $3 .6M) Total citywide budget without increases in education or fixed cost held at just 1.25% while inflation nationwide has held over 3%. CONCLUSION: My Administration has provided a detailed balanced budget that comprehensively serves our residents by providing all necessary City services while being fiscally respo~sible with our City's finances and taxpayer dollars.
