Motion was made to go out of the regular order of business to Communications
from the Mayor. So Voted.
Communications from the Mayor:
Mayor O'Connell invited the Taunton Youth Commission student members and mentor
members into the enclosure for a presentation. They introduced themselves as Dayna
Mbugua, Chairwoman of the Taunton Youth Commission, Michaela Bogwa, Committee
Member, Emelia Leavitt, Member of the Student Relation Committee of the Taunton
Youth Commission, Laylani Silva, Member of the Social Media Committee, Lyla
Macintyre, Committee Member and Kayla Glynn, Committee Member. Ms. Mbugua
stated that they had thirteen (13) members working throughout the year. Ms. Mbugua
discussed that their mission is to provide Taunton's youth with a voice in local public and
government affairs, develop leadership skills, social responsibility and civic pride. She
stated that they had an open meeting at 5:00 PM this evening, as well as a general survey
that was shared through their Public Relations Committee with the principals of Taunton
High School and Bristol Plymouth Regional High School regarding youth opinions on
community development. Ms. Leavitt discussed the general observations and top issues
discovered. Ms. Mbugua discussed the college tour program. She discussed their
volunteer work, and their ideas for workshop topics for next year, Mayor O'Connell
discussed what they have learned and how extraordinary it is to see the work they have
done . She expressed gratitude to the mentors, which include Melissa Oliveira, Jillian

Joyce, Stephanie Hoye, Jason LaPlante and Shavon Tolson. Councilor Dooner expressed
gratitude to the Commission for being here and discussed that they are all going to do
great things.
Motion was made to revert to the regular order of business. So Voted.
Opportunity for input by the general public.
Christine Fagan, 46 Yi Davis Street, Taunton, stated that she has been a member of the
Taunton School Committee for 29 years. She stated that she was concerned when she
heard about the carnival and that the neighbors did not get any information about this
event taking place. She discussed that as the Chairman of the Athletic Subcommittee, she
has been heavily involved in the field construction at Taunton High School, with the most
recent project being the new tennis courts. She stated that when those were constructed,
they met with the neighbors in the area because they wanted an indication that the area
would be kept quiet and that there would not be lights on their house. She discussed that
the neighbors are concerned about the noise that would come from the carnival. She
stated that there has not been any communication to the Council and that this did not
come before the School Committee. She stated that they cannot have people walking on
the fields and they must protect the investment made at the high school.
Gregory DeMelo, 8 Fruit Street, Taunton, stated that he is the Chairman of the School
Committee. He discussed that he received a phone call on Saturday morning at 11 :30am
regarding a notice that was publicized on the agenda for a carnival coming to Taunton
High School. He stated that he immediately called the Superintendent to find out more
information and he stated that he would follow up with him on Monday. He stated that as
of 4:30 PM on Monday, no action has been taken as far as the School Committee is
concerned. He discussed that the use of facilities has to come through the School
Committee for approval. He understands that an application has been submitted,
however, according to the Superintendent, there has been no action taken. He stated that
the next School Committee meeting is not until July 17th and at that time they could take
action, however, he is not sure if that will be enough time for the event to occur on July
29th. He discussed that the neighbors have expressed concerns with parking issues and the
generators that abut Williams Street. He reiterated that the School Committee has not
taken any action and that there are no approvals in place from anyone on the School
Committee.
Kara Civale, 20 King's Court, Taunton, spoke on behalf of the Taunton Diversity
Network and stated that they were approached by Heritage Circle in regards to a carnival.
She stated that they have been in communication with the School Department since June
7th regarding this issue and have filled out all of the paperwork. She discussed that they
have inquired what the process is and what paperwork is necessary in order to get
something like this approved. She stated that Taunton Diversity Network strives to follow
the process of the City and always wants to work collaboratively. She stated that they
have not been given a clear process and that it has been very difficult to communicate
between the School Department and the City Offices. She stated that they have been in
communication with the Law Department, the City Clerk's Office, the School
Department and the Superintendent. She stated that she was told they have verbal
approval. She stated that they have submitted the insurance paperwork and that she was
at the Council meeting last week in order to obtain more clarification. She stated that she

would like to make it clear that they want to follow the process and regardless if the
carnival if the carnival is approved, this is an example of how communication needs to be
improved.
Rick Murray, 10 Woodlawn Street, East Taunton, discussed that a child almost died on
Williams Street in 2019 and they stated that they would no longer issue half numbers,
however, last June, he put another half number on Williams Street across from the house
where this incident occurred. He questioned why those streets are not a priority to be
changed as opposed to Woodlawn Street, where there has never been a safety issue. He
stated that he wants to know when the streets are going to be changed and the date. He
stated that they knew last November that they would be changing their street and were
told they would receive a letter in the mail in May and that it would effective on June 3rd.
He stated that he wants to see the list of the streets that need to be changed and will be
coming every week to request to see the list.
Eileen MacK.innon, 10 Woodlawn Street, East Taunton, stated that she received the letter
that her house number would be changing as of September 1st and her house number will
now be "71 ". She stated that she would like to know why the residents are responsible for
a reckless and negligent act that one of the City employees caused on their street. She
stated that their street has been like this for over 60 years and that the cul-de-sac was
added at the end of 2000. She stated that the City Engineer knew that the numbering was
incorrect at that time and he did not fix it. She discussed that she does not feel the
residents should be responsible for the financial burden of hiring an attorney to change
their deeds, wills and estate planning.
Edmond Nadeau, 64 Woodlawn Street, East Taunton, discussed that it is said that their
street is confusing due to the numbering, however, the street is a quarter mile long and
the numbering system they are proposing does not make sense. He discussed that this will
be a financial burden on the residents.
Paul Matthews, 56 Woodlawn Street, East Taunton, stated that his house is not listed as
part of the plan. He stated that his house has existed since 1992 and is connected to house
number 54 by a breezeway. He stated that he does not agree with the plan, but feels that
his house should be a part of it.
Steven Simmons, 17 Woodlawn Street, East Taunton, discussed that they have been
blindsided by the renumbering of the streets and the information has been kept secret. He
stated that he has discussed this matter with current and past firefighters, as well as police
officers, and they are aware of where the houses are located. He discussed that he has
been approached by residents of Williams Street concerned about their safety. He stated
that some of the Councilors have gotten back to them, however, the Mayor's Office told
them to "suck it up". Mayor O'Connell responded to Mr. Simmons, informing him that
no one in her office would say that. He stated that when he spoke to the City Engineer in
May, he stated that the plan was to implement the new numbers during Memorial Day
weekend. He stated that Councilor McCaul has reached out to them. He stated that
Charlene Bonenfant has reached out to them and said that she will help. He stated that
one of the firefighters offered to help them as well.

Mike Walsh, 94 Woodlawn Street, East Taunton, discussed that there has been little
transparency during this process. He stated that he found out on May 20th that there was a
meeting on May 21st that he needed to attend regarding the renumbering of the houses on
his street. He stated that they have not received a letter in the mail yet regarding what
they are going to do. He stated that the instruction for the state for municipalities
regarding the changing of addresses indicates it should be transparent, consistent and
reasonable. He stated that the letter that came from the City Solicitor indicates that the
addressing on Woodlawn Street lacks uniform pattern and has been identified as
problematic by the EMS team. He discussed that his solution is to place a blue sign on the
mailbox and to have the City pay for it. He discussed that they should not expect to see
even numbers on one side in an older city like Taunton.
Hearing: Continued Hearing from May 28, 2024 {or Reconsideration:
On the petition of Attorney Daniel F. de Abreu, BRCSM, 174 Dean Street, Unit B,
Taunton, MA 02780 on behalf of his client SAN Holdings, LLC, 21 Second Street,
Taunton, MA 02780 for the issuance of a Special Permit to allow a 1,953 sq. ft.
Marijuana Retailer at 235 Hart Street (Parcel 94-215 and 94-152), Taunton located in an
Industrial District. Motion was made to reopen the hearing. So Voted. The City Clerk
read a communication from Attorney Daniel de Abreu, BSK, 174 Dean St., Unit B,
Taunton, requesting that the hearing currently scheduled for July 9, 2024 be continued
until July 23, 2024 at 7:00pm. Motion was made to move approval and Continue to
July 23, 2024. So Voted.
Communications from the Mayor:
Mayor O'Connell stated that they will be rescheduling the Board of Health Community
Health Assessment Survey Presentation.
Mayor 0' Connell stated there is a list of community updates listed in the agenda packet.
Mayor O'Connell stated that the Park and Recreation Poolside Dive-In Movie Night will
take place on Friday, July 12, 2024 at 6:30pm.

Communications from City Officers:
Com. from the City Solicitor outlining the implementation of New Street Numbers for
Enhanced Public Safety on Woodlawn Street. Mayor O'Connell stated that when the
packet is sent out, they will send out as much information as possible. She stated that
there seems to be a lot of confusion about the process and misunderstanding about what
is required. She stated that this was in process and the residents were going to receive
letters, however, they haven't yet because the process was put on hold so that they could
conduct these listening sessions for the residents in the Council Chambers. She stated that
this is a process that has been followed many times in the City, as there has been
renumbering and streets have been renamed in the past. She stated that everyone will get
all of the information that they need and they are invited to email the Mayor's Office and
the Law Office with any additional questions or any help they need. She stated that they
will be doing an FAQ as there does seem to be some misunderstanding about what may
be required with a street address number change. She stated that they appreciate hearing

from the residents and them bringing all of these things to their attention. Council
Sanders stated that he will restate his request from the last discussion, which is for the
City to allow the residents to submit the expenses they've incurred and that the City
makes a good faith effort to reimburse the residents for any expenses associated with
what has consistently been described in much of the documentation as the City's mistake
and the City's responsibility. Councilor Sanders motioned for the Law Department to
solicit and receive documentation of actual expenses incurred by the residents effected by
this plan and that the City reimburse the residents for any actual expenses incurred.
Councilor Duarte questioned the City Solicitor as to the legality of this. Attorney Costa
stated that his suggestion would be that the Law Department have the opportunity to
advise as to whether it would be legal to provide reimbursement. He stated that at this
time, they have not identified the cost that would be incurred. He stated that there have
been representations made by residents that they would incur costs with the Registry of
Deeds, however, in reviewing this, the Law Department is unaware why a property owner
would need to record an instrument with the Registry of Deeds. He stated that there may
be some misunderstanding as to how this will impact residents. He discussed that a deed
to a property does not use a street address as the descriptive reference for what property is
referenced in that deed. He stated that a deed does state a street address, however, it is not
a component of the deed that requires something to be recorded. He stated that these
things do happen from time to time throughout the Commonwealth. He stated that if the
name of a street changes, with the next conveyance, once the property is sold, the
attorney who prepares the deed may make a notation that the premises was formerly
known as a different name. He explained that there is no immediate need to record
anything and that it happens with the next conveyance. He stated that their perspective is
that the same thing is true with a street number. He stated that when a street number
changes, when the next conveyance occurs and the property is sold to a new owner, the
attorney who prepares that instrument may make a notation in the margin regarding the
street number change. He stated that he is here to give advice to the City of Taunton, not
to the residents individually and is not trying to discourage anyone from getting their own
legal advice, however, his advice to the City of Taunton is that they are not aware of any
legitimate costs that would be incurred with the Registry of Deeds nor with an attorney.
He stated that what they anticipate in terms of the actual impact will be updating billing
information and informing the Registry of Motor Vehicles. He stated that at this time they
are not aware of the cost, however, there are efforts that will be needed to inform those
that the residents do business with that their street number has changed. He stated that
before the Council votes to accept the reimbursements, they would like to provide legal
advice as to whether that would be legal, as there are some costs that the City is legally
allowed to reimburse and some that the City cannot legally reimburse. He stated that if
there is a public purpose, however, if there is a discretionary action that someone is
taking, such as hiring an attorney, he does not anticipate that as something the City would
reimburse as the City has no control whether someone consults with an attorney. He
requested that the Law Department have the opportunity to weigh in on this legally
before the motion is adopted. Councilor Sanders withdrew his motion and stated that
he will re-present it in one week.
Communications from Citizens:
Com. from Chief Kenny Black Elk Barber Hendrix, Heritage Circle, 755 Crescent Street,
Suite 506B, Brockton, MA 02302 and April C. Funches, Taunton Diversity Network
stating that they have completed and submitted an application for the use of facilities

through Taunton Public Schools to hold a carnival on August 1st through 4th on the
Taunton High School grounds. Council President Pottier stated that his understanding is
that the recommendation of the Law Department that the Council should not take a
position on this letter as they do not have a confirmed site at this time. Attorney Costa
confirmed that this is correct. Councilor Duarte asked for clarification as to why this item
is on the Council agenda. Mayor O'Connell stated that she is not sure why it is on the
Council agenda, however, if it was approved by the School Committee, the next step
would be for the Council to approve a carnival license. Attorney Costa stated that because
this is school property, the use of it must be approved by the School Department, which is
the approval of the site and whatever conditions the School Department imposes. He
stated that this is on the City Council agenda because under the City Ordinances,
amusements need a license that is issued by the City Council. Councilor Borges stated
that there have been other events in the City with carnival rides and does not recall them
coming before the Council. She questioned Attorney Costa as to whether they should
refer this matter to the Committee on Police and License or if it will need to be approved
by the full Council. Attorney Costa stated that the City Ordinance states that it would be
approved by the Council. Motion was made to receive and place on file. So Voted.

2. Review the weekly vouchers and payroll for City departments.
Motion by Ms. Borges and seconded by Mr. Martin to approve the payroll warrant in the
amount of$1,525,386.53. So voted.
Motion by Ms. Borges and seconded by Mr. Martin to approve the FY24 accounts payable
warrant in the amount of$3, 082, 587.34. So voted.

The meeting was called to order at 5: 50 PM.
1. Approve minutes from July 2, 2024.
Motion by Ms. Borges and seconded by Mr. Quintal to approve. So voted.
2. Meet to discuss the petitions for renewal of marijuana licenses:
a. Commonwealth Alternative Care - Marijuana Cultivation, Retailer, and Products
Manufacturer at 30 Mozzone Boulevard.
Motion by Ms. Borges and seconded by Mr. Quintal to invite in the interested parties. So
voted.
Detective MacDougall indicated that he had no issues except that the license had expired.
Mr. Postell stated that information on odor mitigation was sent over. Attorney Higgins
stated that as part of the State renewal process they submitted information on the HVAC
system to the State. They were surprised to hear that there was a complaint and they
reached out to Associates for Human Services. Attorney Higgins shared a summation
email and response. He noted that there is septic facility almost across the street that

produces odor. They have reached out to other neighbors and added a hotline. He stated
that without data it is difficult to respond.

Motion by Ms. Borges and seconded by Mr. Quintal to make those part of the record So

Mr. Postell stated that the odor issue has been noted countless times and that he himself
has smelled it. He suggested that there are mechanism that do work as other locations
have no complaints. He asked how long they have been using the system and Mr.
German stated that the equipment is relatively new. Attorney Higgins stated that they are
trying to develop real time data. Mr. Postell said that he applauds that type of outreach
and effort and confirmed that the website is www.commonwealthalternativecare.org.
Mr. Postell read a letter from Commonwealth Alternative Care dated July 2, 2024.
Motion by Ms. Borges and seconded by Mr. Quintal to make that part ofthe record So
voted.
Mr. Postell read a letter from from Christopher Wilk of Fuss and O'Neil dated March 29,
2024.
Motion by Ms. Borges and seconded by Mr. Quintal to make that part of the record So
voted.
Ms. Borges asked how the assessment reflects the odor and stated that an assessment is
not necessary to identify the odor issue as all one has to do l.s drive down the street. She
stated that whatever is in place is not working.
Attorney Higgins stated that it is impossible to do anything and difficult to define without
any real time data. He stated that they are meeting the requirements put forth by the
State. Ms. Borges suggested a temporary, 90 day renewal while they collect more data.
Mr. Postell stated that he applauds the hotline and respects that they need to get real time
data but suggested 120 employees could provide real-time data. Attorney Higgins
suggested that they create a log to include weather conditions.
Mr. Quintal agreed with Ms. Borges. He stated that he would hate to shut someone down
but that something has to happen now.

Motion by Ms. Borges and seconded by Mr. Quintal to recess and invite the City
Solicitor. So voted.

Motion by Ms. Borges and seconded by Mr. Quintal to invite the City Solicitor in. So
voted.
Ms. Borges explained to Attorney Bond that Commonwealth Alternative Care would like
to gather some real time data and evaluate their systems and asked Ms. Bond if the
Committee could grant an extension for so many months and come back to the
Committee. Ms. Bond confirmed that the Committee could do this as the Council is the
licensing authority.
Mr. Duarte stated that he recalled the same conversation happening last year and that the
license was extended for 90 days and they received a document similar to that received
this year which basically says that regulations are being met. He indicated that this is not
really an odor mitigation plan. H_e asked when the hotline was put into place and Mr.
Higgins stated that it was put in place that day. Mr. Duarte stated that clearly there is an
odor issue.
Mr. Sanders echoed Mr. Duarte and Ms. Borges. He stated that he supports giving a 90
day extension but he does not believe the system is adequate for the task. He suggested
that those in the industry have gone "nose blind". He stated that the odor is omnipresent
and constant and suggested that they call people who are not in the industry. He doesn't
think that the system is adequate.
Mr. Pottier stated that he visited the site twice and both times the odor was prevalent. He
stated that he would support a 90-day extension but suggested that the Law Department
look at the grounds for denial of the license.
Mr. Martin stated that they should keep in mind that this is located in a crucial and vital
area that they are trying to rejuvenate and bring in businesses. Smell might discourage
businesses.
Ms. Borges stated that when they return in 90 days, not only does she want the odor
mitigation plan, but also she wants whoever is verifying that this equipment is working
properly to come to the meeting. She Will be looking for a full presentation.
Motion by Mr. Quintal and seconded by Ms. Borges to grant a temporary license for
three months and come back on October 8 with everything stated by Ms. Borges. So
voted.

other employees.

Mr. Pottier stated that this is a high class organization and there have been no complains.
He suggested they consider a right tum only when exiting.

The meeting was called to order at 6:58 PM.
1. Approve minutes from May 28, 2024.
Motion by Mr. Duarte and seconded by Ms. Dooner to approve. So voted.
2. Meet to discuss the request to repeal the Development Impact Review Board Ordinance in
Article 10 section 10-40 through 10-42 of the City Ordinances.
Mr. Scanlon stated that with recent changes to the Site Plan Review process, repealing this
Ordinance would make sense.
Motion by Mr. Duarte and seconded by Ms. Dooner to repeal the DIRB Ordinance and refer
to the Law Department to draft for a first reading. So voted.
3. Meet to discuss the issue of motions that are technically passed or defeated due to absences
of members of the respective Board or Committee.
Mr. Pottier stated that his thought was to require 5 votes to either pass or 5 votes to deny in
order to avoid technical denials in the absence of a full Council.
Attorney Costa stated that The City Charter already says that for the City Council 5 votes are
needed to pass. He recalled that this came up in the Planning Board where they had less than
the full Board present and three in favor was less than a majority of the Board. He said that

they could research if the City could put in place something for all boards and committees to
require a majority of the entire membership.
Mr. Duarte stated that he would be in favor of having it researched.
Motion by Mr. Duarte and seconded by Ms. Dooner to refer to the Law Department to
research and bring back to the Committee within three months. So voted.
4. Meet to discuss the request to create three handicap parking spots in front of the playground
on South Street.
Mr. Marshall explained that this is by the small South Street playground which has been
redesigned to be a 100% ADA inclusive playground. He showed the layout of the new
proposed parking spots;
Motion by Mr. Duarte and seconded by Ms. Dooner to approve the request and refer to the
Law Department to draft the appropriate Ordinance for a first reading. So voted.
Motion by Mr. Duarte and seconded Ms. Dooner to adjourn the meeting at 7: 13 PM So voted.

2. Meet to discuss the Tax Increment Financing (TIF) proposal for the establishment of the
FUCHS R&D Center at 645 Myles Standish Blvd.
Motion by Mr. Postell and seconded by Ms. Dooner to invite in the interested parties. So
voted.
Motion by Mr. Postell and seconded by Mr. Sanders to make the financials part of the
record So voted.
Mr. Pateakos explained that this company is the number one producer of lubricants and is
looking to move into the industrial park.

Mr. Howland stated that some buildings in the park are freeing up. He said that the business
name is Nye Lubricants and there would be approximately 80-100 jobs created. This
proposal was presented to FUCHS and they have provided a letter of commitment.
Mr. Pateakos noted there were five different communities competing for this and there will
be $12 Million in investment into the building.
Mr. Pottier expressed his conem that it is is not as front-end loaded as some he has seen.
Ms. Borges asked why the company was not present and Mr. Dello Russo stated that they
had met with them several times and felt the information provided was suitable for this type
of agreement.
Mr. Sanders agreed that companies should come in. He asked about projected wages and if
they are all full time. Mr. Pateakos stated that they are over $100,000 and are all full time.
Mr. Sanders asked what documentation will be required and Mr. Howland stated that they
will need to submit their level of employment, salaries, and investment into the building. Mr.
Dello Russo stated that they will not be able to receive an abatement.
Mr. Postell agreed it is nice when a new business comes in to put a face with a name and
welcome them. He stated that while he has struggled with TIFs, this will help keep the
industrial park which is a gem.
Mr. Pottier read the proposed resolution.
Motion by Mr. Postell and seconded by Ms. Dooner to adopt the resolution. On a roll call,
all Councilors present voted yes. So voted.
Motion by Mr. Postell and seconded by Ms. Borges to adjourn at 7:33 PM So voted.

Woodlawn Street
Dear Council President Pottier and Members of the Municipal Council:
After thorough review and consultation with the City Engineer, Emergency Services (Fire
Dept. and Police Dept.), and the Law Department, we are writing to inform you of an important
initiative concerning the numbering of addresses on Woodlawn Street. This decision has been
made to address a street-wide issue and to improve public safety and emergency response
efficiency within our community.
Currently, the addressing on Woodlawn Street lacks a uniform pattern, which has been
identified as problematic by our Emergency Services team. To resolve this issue effectively, the
Engineering Department, in collaboration with the Taunton Fire Department, has proposed a
renumbering plan.
The new numbering system will adhere to the following policy and best practices
guidelines:
• Odd numbers will be assigned to properties on the right side of the road.
• Even numbers will be assigned to properties on the left side of the road.
• All addresses will use whole numbers.
• Sequential numbering will be maintained.

This renumbering is required to provide consistent street numbering, enabling first
responders to locate properties quickly and accurately during emergency situations. Your
cooperation in this matter is crucial as we strive to ensure the highest levels of public safety in
our neighborhoods.
We understand that this change may initially cause some inconvenience, and we are
committed to minimizing disruptions throughout the process. The City will notify the postmaster,
State GIS, Registry of Deeds, and all City Departments of these changes. Additionally, each
homeowner will receive a letter detailing their new number assignment, the effective date, and
other pertinent information to assist residents. Reflective street number signage will also be
provided to residents at no cost.
The effective date for the new numbering system will be September 1, 2024.

Dear Mayor O'Connell, Council President Pottier, and esteemed members of the Municipal
Council,
I write to you today on behalf of the Heritage Circle, a devoted advocate group for the
preservation and recognition of Black and Native Indigenous communities across the United
States. At the helm of our organization stands Chief Kenny Black Elk, also known as Kenny
Barber Hendrix, a leader deeply rooted in the Taunton area with ancestral ties that run through
its very soil.
We have partnered with an amazing local non-profit organization, Taunton Diversity Network, in
hopes of bringing a carnival back to Taunton. We have completed and submitted an application
for use of facilities through Taunton Public schools to hold a carnival on August 1-4, 2024 on the
Taunton High School grounds. Set up will occur on July 29-31, 2024.
The carnival will consist of carnival rides, games, and food . A proposal is enclosed from Fiesta
Shows. The rides-from Kiddie to Spectacular-will be provided to satisfy patrons of all ages and
the games will include games of luck and skill with the opportunity to win prizes. An assortment
of standard carnival delicacies will be served including cotton candy, candy apples, popcorn,
hamburgers, cheeseburgers, hot dogs, sausages, trench fries, etc. All food vendors are ServSafe
certified .
We are requesting to be placed on the City Council agenda on Tuesday, July 9, 2024 for further
discussion and approvals that are required to move forward with this community event.

1. Approve minutes from July 2, 2024.
2. Review the weekly vouchers and payroll for City departments.
3. Meet to review proposed year-end transfers.

The Committee on Police and License
1. Approve minutes from July 2, 2024.
2. Meet to discuss the petitions for renewal of marijuana licenses:
a. Commonwealth Alternative Care - Marijuana Cultivation, Retailer, and Products
Manufacturer at 30 Mozzone Boulevard.
b. GTE Taunton, LLC dba Botera - Marijuana Retailer at 297 Broadway
c. LMCC, LLC dba Y Cannabis - Marijuana Retailer at 83 County Street

of members of the respective Board or Committee.
4. Meet to discuss the request to create three handicap parking spots in front of the playground
on South Street.
