BOARDS, COMMISSIONS AND COMMITTEES Article IX Golf Course Commission Be it ordained by the Municipal Council of the City of Taunton and by authority of the same as follows: Article IX of Chapter 10 of the Ordinances of the City of Taunton, as amended, is hereby further amended by replacing Article IX in its entirety with the following: § 10-34 Membership. There shall be a Golf Course Commission (hereinafter referred to at times as the "Commission") consisting of seven Commissioners to be appointed by the Mayor and confirmed by the Municipal Council as hereinafter provided. § 10-35 Filling of positions; nominations. A. The positions on the Commission shall be filled in the following manner: (1) Five shall be from the Taunton community at large; and (2) One shall be season pass holders at John F. Parker Municipal Golf Course. (3) One Commissioner shall be a member of the Municipal Council § 10-36 Appointment; term of office. A. The appointment of each member shall be for two years; B. Should a Commissioner die, resign or otherwise become disqualified to serve before the expiration of his or her term, the Mayor shall appoint an individual to serve the remainder of the unexpired term, said appointment to take place in the manner above provided. C. The term of the Municipal Council Commission member shall concur with the inauguration for the City of Taunton. § 10-37 Management and operation of John F. Parker Golf Course. The Commission shall oversee the management and operation of the John F. Parker Golf Course property and facilities and shall, from time to time as it deems advisable or at the Mayor's request, make recommendations to the Mayor relative to the management, operation, control, use, and development of the golf course property and its facilities. The CFO and Procurement Department with recommendations by the Commission shall draft an RFP for the management of the Golf Course for such term of years as the CFO and Procurement Department and Commission, deem in the best interest of the City. The Commission shall make recommendations on responses to the Mayor. The Mayor shall, with the assistance of the Commission, the CFO and Procurement, award the contract to a successful bidder with the approval of the Municipal Council. § 10-38 Meetings; duty to keep Mayor & Municipal Council informed; officers. A. The Commission shall meet monthly and at such other times as may be advisable or necessary to carry out its functions. All meetings of the Commission shall be conducted in accordance with Robert's Rules of Order, and full minutes shall be kept. B. The Commission shall keep the Mayor at all times fully informed about the operations of the golf course and about any proposals, developments or other factors which the Commission deems may or will affect or otherwise are relevant to the management, operation, control, use or development of the golf course property or its facilities. C. The Commission shall elect from its own members a Chairperson and a Secretary who shall serve for one year. D. The Commission will present an annual update to the Municipal Council on the status and operations of the golf course. § 10-39 Role of Commission; authority of Mayor. The Commission shall maintain daily oversight of the John F. Parker Municipal Golf Course operations and management and make recommendations to the Mayor; develop and implement capital improvement to be submitted to the Mayor and the CFO for review, comment and approval and other development plans for the golf course; set policy for the golf course, including course operation times and definition and implementation of a code of conduct for users of the golf course; and establish, maintain and report quarterly to the Mayor in reference thereto a budget sufficient to carry forth the duties of the Commission. I currently have five (5) dogs. Four (4) of the dogs have received an up-to-date Rabies . Vaccination. The fifth dog, Baby, had a Rabies Vaccination that has recently expired. She is not authorized to receive an up-to-date Rabies Vaccination from the Veterinarian due to being pregnant. She will receive a Rabies Vaccination once she has delivered the puppies and finished nursing. Please let me know if you have any further questions regarding this matter. As of October 7, 2024, 1288 issues in the schools, 11 issues at the Police, 9 issues at the Fire Stations, 12 issues in the parking areas, 114 issues in the parks, 31 items at polling locations and 599 issues in municipal buildings have been closed (2064 issues total). For the 4th quarter FY2024 and the first quarter of FY2025 , 0 items in the report were closed. For FY24 a total of 29 items in the report have been closed. To simplify this report and save paper, please refer to the 2nd quarter FY 2024 report spreadsheet for more detail since there have been no changes. DPW is in process of completing the work at Galligans Court. Park and Recreation is in the process of completing work at the Seeley Lot, Walker Park, South Street Playground and the Weir Splash pad, all of which will have items to be closed out in the report once completed. It is my understanding that the Building Department did complete a number of items and did expend the $100,000 allocated to ADA transition work. However, due to the number of ongoing projects in the Department, they have been unable to report the completed work out for the transition reporting. Tosti 151 Fremont Street Taunton, MA 02780 October 14, 2024 Members of the Taunton Municipal Council 15 Summer Street Taunton, MA 02780 Re: Fremont St. railroad siding Dear Members of the Municipal Council, I am writing to express my concerns regarding the railroad operations and siding located between West Brittania and Fremont Streets. My property abuts this section of the railroad and since the new train siding has been completed we have had to deal with many ongoing disturbances. The train cars that are used for trash and refrigeration are parked on this siding every day and on weekends. The trash cars have a horrible odor that lingers into our yard. We have found trash blown onto our property from these train cars and find it scattered across the tracks for it is not maintained, as it should be. The refrigeration trains emit a constant, loud, sizzling noise that can be heard from our house. This noise is not only annoying but very concerning. Five evenings a week we are disturbed between midnight and l:OOam when we hear these train cars being picked up and taken away only to return again the next day. A stopped train blocks the railroad intersection on Fremont Street every weekday between l:OOpm and 2:00pm and very often remains blocked 5 minutes to over 20 minutes. This is quite a nuisance and inconvenience for anyone that uses that route at that busy time. I have been a resident on this section of Fremont Street for 42 years and have never had an issue with the railway in our backyard until now. I am all for "modernization of the commuter rail" but we should not be punished because we are abutters. I invite any Taunton Municipal Council member to my property at any time, so you may experience first-hand what we have to deal with on this section of Fremont Street. Dear members of the Municipal Council, I am writing in regards to the train cars that are being stored on the newly constructed second set of railroad tracks behind my home. I would like to briefly express the very concerning 'hissing' noises that come from the cargo tanks that are stored on these tracks, sometimes for a few days at a time. The sound of leaking gas is constantly heard throughout the time these tanks arrive until the time they leave. I am not sure what could be leaking or why all valves or connections are not checked to make sure everything is closed, or if this act is deliberate. Nonetheless, my biggest concern is not knowing what is emitting from these cargo tanks. I am very concerned about any possible health risks to myself and my family, these tracks are right in my backyard fairly close to my home.
