Motion was made to go out of the regular order of business to Hearing #2. So Voted.
Hearing #2: Councilor Borges stated that she is a member of the Bristol Plymouth
Regional School Committee, she has a Disclosure on file and she is participating fair and
impartial with no conflicts of interest. Motion was made to open the hearing. So
Voted. Mayor O'Connell invited the petitioners into the enclosure. Upon the petition
submitted by Eastern Propane & Oil, 11 Forge Pkwy, Franklin, MA 02038 on behalf of
Bristol-Plymouth Regional Vocational Technical School District, 207 Hart Street,
Taunton, MA 02780 for a NEW Flammable Storage License to add twelve (12) 1,000-
gallon aboveground tanks of LP-gas, feeding six (6) temporary construction heaters,
totaling 12,000-gallons of LP-gas located at Bristol-Plymouth Regional Vocational
Technical School District, 207 Hart Street, Taunton, MA 02780. The City Clerk read a
communication from the Fire Inspector stating that the Taunton Fire Department is
making a positive recommendation for this license request. Propane is needed for
temporary heat during the winter months of construction. The City Clerk stated that a
map of the property and a diagram have been included. The City Clerk stated that the
deed is on file. Motion was made to make the above listed communications a part of
the record. So Voted. The petitioners introduced themselves as Jim Blake, Regional
Manager of Eastern Propane & Oil, as well as Steve Gallo, Eastern Propane and Energy
Consultant. Mr. Blake stated that the Mass General Law states that a storage of anything
over 2,000 gallons requires a license. Councilor Postell asked what types of safety and
security will be implemented around the tanks. Mr. Blake stated that they are secured per
the. Fire Code, which is monitored by the Fire Department. He stated that the contractor
typically takes measures to keep the jobsite safe as well. Councilor Postell asked if the
tanks will be fenced off. Mr. Blake confirmed that they will be fenced off. Councilor

Sanders confirmed that their company has done work of this scale size before. Mr. Blake
stated that they have done this type of work several times as they have been in business
since 1932. Motion was made to close public input. So Voted. No one spoke during
public input. Motion was made to close public input and grant the petition. So Voted.
Hearing #1: Board of Assessors FY2025 Classification Hearing. Mayor O'Connell
invited the interested parties into the enclosure. The parties introduced themselves as
Patrick Dello Russo, CFO for the City of Taunton, Lisa LaBelle, Assessor, Richard
Conti, Chief Assessor and Renee Brabant, Assessor. Motion was made to recess at
8:00pm. So Voted. The meeting resumed at 8:02pm. Mr. Conti discussed that there has
decline over the last three years in the number of deed transfers at the Registry of Deeds,
however, the visits have increased. He stated that their goal is to visit all commercial
properties every tln:ee years and all residential properties every five years, instead of the
state regulation of every ten years. He discussed that the number of qualified sales has
decreased. He discussed that the City is doing very well in personal property and
residential growth and that commercial and industrial growth is maintaining. Mr. Dello
Russo discussed that commercial conversion to residential has not impacted Taunton as it
has other communities. The Assessing Team discussed the slide presentation regarding
setting the tax rate for FY25. Ms. Labelle discussed how the maximum allowable levy is
calculated. She stated that the FY2024 levy limit was $127,080,435.00 and by increasing
it by 2.5% and the FY2025 new growth, they have reached a subtotal of $132,891,984.00.
She stated that the taxpayers of Taunton have voted for debt exclusions of $4,311,505.00,
which includes the Public Safety Building, Taunton High School and Parker Middle
School, which gives them the FY2025 maximum allowable levy at $137,203,489.00. She
discussed the tax options table, which shows that the maximum allowable CIP shift by
State law is 1.750, which would set the residential tax rate to $10.94, the commercial tax
rate to $23.78 and the excess levy would be $18,231.00. She discussed that this levy
option would result in a tax bill increase of $443.54, which would be 9.42% more than
last year. Councilor Pottier asked how the assessments are calculated on the commercial
and industrial properties. Mr. Conti stated that it is calculated by the amount of dollars
that the levy has received this year versus last year. Councilor Pottier confirmed with Mr.
Conti that the 12% increase in assessment is on all properties. Councilor Pottier asked
what the difference is between personal property and residential property. Mr. Conti
stated that personal property is tangible and residential property is real estate. Councilor
Dooner asked if the team could discuss the appeal process if someone feels that their
home was assessed higher than the actual value. Mr. Conti stated that they would have
thirty (30) days to file an abatement and would need to provide an explanation as to why
they feel their property has been overvalued and what they feel their property is worth.
He stated that this is reviewed by the Board of Assessors and they will visit the property
and determine if there is anything different at the property from how they came to the
number. Councilor Sanders asked how much of the increase of $443.54 includes the debt
exclusion. Mr. Dello Russo stated that it is roughly half. Councilor Borges asked if the
Team could provide the Council with a document that explains how the levy is
calculated. Councilor Borges stated that as they set the tax rate, residents need to
understand that assessments have gone up. She asked if Mr. Conti could explain why the
tax bill will increase. Mr. Conti discussed an article in the Wall Street Journal that
explains the statistics regarding homeownership. Councilor Pottier confirmed with Ms.
Labelle that the debt exclusion is charged to commercial and industrial properties.
Motion was made to open public input. So Voted. No one spoke during public input.

Motion was made to close public input and extend the Council's thanks for the
presentation. So Voted. Motion was made to do a split. So Voted. Councilor McCaul
was opposed. Councilor Pottier explained that the shift will be more towards commercial
and industrial and away from residential. He stated that if a shift is not done, it will be a
single rate charge of $13.00 for residents. Motion was made to reconsider the vote. So
Voted. Councilors Duarte and Postell were opposed. Motion was made to do a tax
shift away from a single family rate of $13.59 for all property owners in the City of
Taunton. So Voted. Motion was made to have a tax shift of 1.750 on a roll call vote.
On discussion, Councilor McCaul stated that he would like them to be more conservative
with their spending and more aggressive with ways to generate income for the City. He
stated that he will be voting no on this as he feels it is time to look at how they will
generate more revenue for the community. Mr. Dello Russo stated that revenue
generators been brought into the City, such as the solar and compost initiatives, which
will help to reduce cost as well as generate revenue for the City. He discussed that when
the City has a good year, they reinvest in the senior and veteran tax programs. Mayor
O'Connell stated that they recently implemented twenty (20) recommendations from the
DOR/DLS report. Motion was made to have a tax shift of 1.750 on a roll call vote.
On a roll call vote, nine (9) Councilors were present, eight (8) Councilors voted in
favor, Councilor McCaul was opposed. So Voted. Motion was made to excuse the
parties with the Council's thanks. So Voted. Motion was made to close the hearing.

Communications from the Mayor:
Mayor 0' Connell stated that there is a list of upcoming community events in the agenda
packet, as well as the City's Facebook page and the City's website.
Mayor O'Connell stated that the Elks monthly veteran luncheon will take place on
November 20, 2024. The doors open at 11 :OOam and the meal will be served at 12:00pm.
Appointments:
Appointment of Shah Khan to serve as the Director of Procurement for a term of three (3)
years expiring November 2027. Motion was made to approve. So Voted.
Communications from Citv Officers:
Com. from the Chairman of the Board of Assessors requesting approval for the
promotion of Kristin Abreau, currently serving as the Assistant Assessor to fill the
position of Assessor vacated by Renee Brabant, effective December 281h, due to her
retirement. Motion was made to appoint Kristen Abreau as Assessor effective
January 1, 2025. So Voted.
Com. from the Chairman of the Taunton Planning Board stating that the Planning Board
i,s, in receipt of the. Proposed Changes to the City of Taunton Zoning Ordinance dated
November 12, 2024 and will hold a public hearing for this proposal on Thursday,
Qecember 5, 2024 at 5:30pm at City Hall. Motion was made to receive and place on
file. So Voted .

Com. from the Chairman of the Taunton Planning Board stating that the Planning Board
is in receipt of a Modification of a Site Plan Review for property at 68 Church Green (66-
4,24 & 66-426). The Planning Board will hold a public meeting on this proposal on

Thursday, December 5, 2024 at 5:30pm at City Hall. Motion was made to receive and
place on file. So Voted.
Com. from the Chairman of the Taunton Planning Board stating that the Planning Board
is in receipt of a Site Plan Review for property at 82 Stevens Street, submitted by
Cameron Ashley Building Products, owned by The Jales Co, LLC. The Planning Board
will hold a public meeting on this proposal on Thursday, December 5, 2024 at 5:30pm at
City Hall. Motion was made to receive and place on file. So Voted.
Com. from the Chairman of the Taunton Planning Board stating that the Planning Board
is in receipt of a Site Plan Review and a Special Permit from Section 440, Attachment #1
of the Zoning Ordinance for a mixed use building consisting of 3,370 sq. ft. restaurant
with 90 seats with an additional 1,375 sq. ft. three seasons deck and 6 residential units
above in the Highway Business District and a 50% waiver of the front and side landscape
buffers, submitted by Westville Ventures, LLC. The Planning Board will hold a public
hearing on this proposal on Thursday, December 5, 2024 at 5:30pm at City Hall. Motion
was made to receive and place on file. So Voted.
Com. from the Vice Chairman of the Taunton Planning Board stating that at that Taunton
Planning Board meeting held on Thursday, November 7, 2024 the Board was in receipt of
a letter from Attorney Patrick Sullivan relative to the Notice of Intent to convert forest
land for residential purposes for property on Glebe Street, Property I.D. 72-4, owned by
Robert W. Jacques Jr. and Katherine A. Jacques, Trustee of The Robert W. Jacques Jr.
and Katherine A. Jacques Revocable Trust. The Planning Board, contingent on available
city finances, requests the Council and Administration consider exercising its option to
purchase 0 Glebe Street (Parcel 74-4) given the significant ecological and other values.
Motion was made to receive and place on file, as well as to see the agenda where this
was posted, the minutes where this was discussed by the Planning Board, as well as

Com. from the Taunton Christmas Parade Committee extending an invitation to
participate in the 43rd Annual Christmas Parade. The parade will be held on Sunday,
December 8, 2024 stepping off at 12:00pm from Liberty & Union Plaza on Broadway.

Com. from State Senator-Elect Kelly A. Dooner stating that as of November 20, 2024,
she will be vacating her role as City Councilor and as a member of the Planning Board.
Councilor Dooner thanked the Council, the Administration and the residents for her
position. She stated that it has been one of the greatest honors of her lifetime. Motion
was made to thank Councilor Dooner for her dedicated service and wish her well as
she represents the City and the other members of the Third District. So Voted.
Motion was made to refer to the City Clerk, the Mayor's Office and the Law
Department regarding the procedure for filling the vacancies for the Council and
the Planning Board. So Voted. Mayor O'Connell stated that Councilor Dooner has
made Taunton a better place for many people and thanked her for her service.

requesting that Bask be placed on the agenda for the next City Council meeting on
November 19, 2024 so that they may present their new Operations Manager, Beth
Walker, for the Taunton Dispensary. Motion was made to refer to the Committee on

Street Acceptance
Petition submitted by John Garanito, President, Hawthorne Development, Inc., 174 Dean
Street, Unit #3, Taunton, MA 02780 requesting acceptance of Crowley Lane as a public
way in the City of Taunton. Motion was made to refer to the City Clerk to schedule a
public hearing. So Voted.

Motion was made for Committee Reports to be read by title and approved. So

Unfinished Business:
The City Clerk read a communication from the City Solicitor stating that on July 2, 2024
the Committee on Public Property voted with respect to Assessor Parcel 75-76 Rocky
Woods Street to "surplus the property and send it to the RFP". Said recommendation was
adopted by the Municipal Council on the same night. The Commonwealth, through its
Department of Fish and Game, has expressed interest in this parcel and has made an offer
to purchase it for $101,000.00. The Commonwealth's interest in this parcel is to protect it
as open space, along with other land in the same area, as part of its "Puddingstone
Wildlife Management Area". The 0' Connell Administration is recommending that the
City accept the Commonwealth's offer which will ensure that this parcel remains as open
space. Attorney Bond stated that a letter was sent to the Council regarding this issue.
Attorney Bond stated that the Department of Fish and Game is looking to take over the
parcel and every land acquisition by the Department as part of this program is intended to
be a permanent open space. She stated that there is no requirement by the Council to
include in the deed, however, they are required to vote to assent the taking for the
consideration provided by the Department of Fish and Game. Motion was made for the
Municipal Council to assent to the consensual taking of parcel 75-76 Rocky Woods
Street by imminent domain by the Commonwealth of Massachusetts acting by and
through the Department of Fish and Game in consideration of an award of
$101,000.00. So Voted. On discussion, Councilor Borges asked if this matter needs to be
referred back to the Committee on Public Property to take it out. Attorney Bond stated
that this matter does not need to go back to the Committee on Public Property.
Orders, Ordinances and Resolutions:

New Business:
Councilor Dooner motioned to refer to the Mayor's Office, Chief Financial Officer
and the Safety Officer concerns regarding the crosswalk outside of the Boys and
Girls
. Club and also refer to the Committee on Finance and Salaries for a discussion .
on potential funding for a raised crosswalk. So Voted. On discussion, Councilor
Dooner stated that she is aware the Mayor's Office and the Safety Officer are working on
thfs matter, however, she wanted to ensure that it is seen through as children have been
endangered crossing the street.
Councilor Duarte requests an update from the Office of Economic and Community
Development on: the Housing Production Plan. Motion was made to refer this matter to
the Office of Community and Economic Development with a request for a written
update through the agenda. So Voted.
Councilor Duarte motioned to invite SRPEDD and the Office of Economic and
Community Development to the Committee of the Council as a Whole for a
presentation on the Route 140 Corridor Study. So Voted.

Councilor Duarte motioned to refer to the Zoning Committee a discussion on form-
based codes. So Voted.
Councilor Borges motioned to refer to the Safety Officer regarding the issue trailers
parking on East Water Street for long periods of time and taking up multiple spaces.

Councilor Borges motioned to refer #2 and #16 Chestnut Street to the Committee on
the Department of Public Works and invite the City Engineer to discuss an address
change. So Voted.
Councilor Sanders motioned to move the regularly scheduled City Council meeting
to the previous Monday morning. at 7:30am due to Christmas Eve and New Year's
Eve falling on Tuesday evenings and for Ms. Clarke to do a quorum call. So Voted.

1. Approve minu~es from November 12, 2024.
Motion by Ms. Borges and seconded by Mr. Martin to approve. So voted.
2. Review the weekly vouchers and payroll for City departments.
Motion by Ms. Borges and seconded by Mr. Martin to approve the payroll warrant in the
amount o/$1, 787,955.54. So voted.
Motion by Ms. Borges and seconded by Mr. Martin to approve the accounts payable warrant
in the amount o/$4,108,239.36. So voted.
3. Meet to discuss the $200,000 Grant that was given to the Taunton West Little League and
discuss the total ARPA Funds that were given to the Taunton West Little League, Taunton
East Little League, Taunton Youth Soccer, Taunton Youth Football and Cheer, and Babe
Ruth, along with all funds given to those organizations from the Mayor's Worthy Cause
Fund.

Ms. Borges explained that this issue was brought to her attention since Taunton West Little
League received a $200,000 grant while other youth sports organizations received nothing
even close to that amount. She stated that it seems to her and to the parents of these
organizations that the money was not distributed fairly across the organizations. In FY24,
Taunton West Little League received $15,000 from ARP A funds in addition to $200,000
from ARPA funds on October 10, 2024. Taunton East Little League received zero dollars.
Taunton Youth Football and Cheer applied for $40,000 but were granted $5,000 in 2023.
Taunton Youth Soccer was awarded zero. Babe Ruth received $1200 from the Mayor's
Worthy Cause and Taunton Girls Softball received $2000 and $500 for a total of $2500. Ms.
Borges stated that she reviewed the financials and Taunton West Little League had almost
$90,000 in the bank before coming to the City for $200,000. Taunton East Little League
never received a grant despite applying. Taunton Youth Soccer had to shut down their
concession stand. Ms. Borges said that she was told the money was earmarked a long time
ago but noted that the application only came in recently. She stated that construction at
Taunton West started before they received the grant. Ms. Borges questioned if a grant would
need to be put out for advertisement. Most of the sports leagues didn't know that this existed
and question if there is an appeal or if funds will be available in the future.
Mr. Enos stated that his dad was one of the founders of Taunton West Little League in 1953.
He does not believe that they should be penalized for having a strong financial standing. In
the early 70s the league looked for a piece of land and signed a 99 year lease with the City
for the land behind the nursing home. Mr. Enos emphasized that this is a nonprofit that has
served the City well over the years and, in this case, unrestricted City ARP A funds are being
used on City lands.
Mr. Dello Russo stated that is it inadvisable to take a pot of money and divide it equally.
Every grant that came in was considered. He emphasized that this is part of a bigger program
and this is an unfair portrayal of the ARPA program.
Ms. Borges stated that if the leagues knew that these funds were available, they would have
applied. Mr. Delio Russo stated that $7 .5 Million was distributed to non-profits. Information
was on the website for 3 years. He stated that there will be an opportunity to look at funds
from the opioid settlement money for prevention. Ms. Borges asked if opioid settlement
money could be used for youth sports and Mr. Dello Russo stated that equipment that
prevents injury could prevent opioid addiction.
Mr. Duarte asked Mr. Dello Russo to describe the application process. Mr. Delio Russo
stated that there was an application and each grant had to meet certain merits and comply
with ARPA guidelines. The applications were reviewed by the finance department and
brought for consideration to the Mayor. Mr. Duarte asked when funds were all obligated and
Mr. Dello Russo stated that it was finalized in April. Mr. Duarte stated that when ARPA
started there was a letter from the City Solicitor indicating that the City's ARPA were to be
distributed at the sole discretion of the Administration. Mr. Dello Russo reviewed the audit
requirements and stated that 25% of ARP A went back to the community.

Ms. Borges stated that the one application happened after the fact. She asked for the criteria
used.
Mr. Duarte noted that the Boys and Girls Club and Old Colony YMCA have similar purposes
but were granted different amounts.
Ms. Borges asked what the criteria was and what can be done to educate the other groups for
the future. Mr. Dello Russo stated that Taunton West Little League is on City land. ARPA
is now closed out.
Mr. Sanders stated that communication is very important and suggested that there are things
that could be done differently in the future. He noted that leagues that do not have a
relationship with people in City Hall that they should develop those relationships. Mr.
Sanders stated that it seems to be an opportunity on both sides to do better. He stated that he
would be horrified to learn that opioid money is being used for youth sports as that is a long
stretch to prevention. Mr. Duarte agreed with Mr. Sanders and stated that they should be
focused on actual services that have been taken away from the community.
Mr. Postell stated that communication and consistency are important. He asked about the
criteria for grant awards and Mr. Dello Russo stated that they are established by the US
Treasury. Mr. Postell asked if they kept a record of grant applications and Mr. Dello Russo
stated that he just heard of Taunton East not getting an award and that he was under the
impression that every applicant had received some degree of funding.
Mr. Pottier asked for the total ARPA amount and Mr. Dello Russo stated that there was
approximately $31 Million in total. Mr. Pottier recalled public meetings discussing available
funds. Mr. Dello Russo stated that $7.5 Million has been granted to the community.
Mr. Martin suggested that the leagues be invited before their seasons so that the Council can
hear their needs.
Ms. Borges stated that one group applied for $40,000 and were given $5,000. Another
applied and received zero. Ms. Borges read an email from a Taunton Youth Soccer parent.
Motion by Ms. Borges and seconded by Mr. Martin to open public input. So voted.
Nicole Constantino of 373 Burt Street stated that she is the president of Taunton Youth
Soccer and an 18 year resident. Taunton Youth Soccer was not made aware of any of the
potential for funds. She attended the Mayor's non-profit grant writing program and it was
not mentioned there. Additional funds could have helped the league. They are completely
nonprofit as everyone is a volunteer. Their location is property that was donated to the City.
They abide by all mandates and have lights out by 8:00. She stated that there seems to be an
inequity since there are 7 youth sports leagues that, in total, didn't receive 10% of what was

Dave St. Yves of 5 Hutt Forest Lane stated that his dad was involved with Taunton West
Little League for a long time and he remembers working on the original building. His father
donated 20 acres to Taunton to be restricted to Youth Recreation. Taunton Youth Soccer
leases that land. Taunton Youth Soccer has never gotten any City assistance. He stated that
all youth sports are important. Taunton Youth Soccer has needs. They had to pave the
parking lot and borrowed the money for that project. Now the lot needs to be fixed but they
don't have the money to fix it.
Emily Webb of 19 Bryant Street stated that the personal history of Taunton West Little
League was disrespectful and showed bias.
Ms. Borges thanked everyone for coming in. She would like to know what the criteria was
and she asked how youth organizations would know of opportunities for funding in the future
and noted that Mr. Dello Russo had said to reach out to him directly.
Mr. Duarte noted that Mr. Dello Russo was not in charge of the program for most of the time
and only took over when there was no longer an ARP A coordinator.
Ms. Borges asked if everything was reviewed by Mr. Dello Russo's office and he stated that
not every application was forwarded to him when there was an ARP A coordinator but every
application he received directly was reviewed. Ms. Borges asked if it would be possible to
see a copy of the Taunton East application and Mr. Della Russo stated that he does not have
it but he will look for it.
Mr. Duarte asked when applications were submitted, who was deciding on whether they
would be awarded and how much. Mr. Della Russo stated that every application that he
received was reviewed by the Finance Department and discussed amongst the group. Mr.
Duarte asked about prior to it being Mr. Dello Russo's responsibility how it was reviewed by
the ARP A Coordinator and Mr. Dello Russo stated that the ARP A coordinator reviewed the
applications. He signed off on all funds that were sent out. He does not know of every
application that went to the ARP A coordinator.
Motion by Ms. Borges and seconded by Mr. Martin to get the step by step process of how the
ARPA funds were distributed and bring it back to the Committee for discussion. So voted.
Motion by Ms. Borges and seconded by Mr. Martin to thank and excuse the parties and adjourn
at 6:42 PM So voted.

1. Approve minutes from October 8, 2024.
Motion by Mr. Quintal and seconded by Mr. Postell to approve. So voted.
2. Meet for a public infrastructure update.
The group gave a presentation with updates on infrastructure. Ms. Nunes reviewed projects
that were funded through the General Fund in CIP 1, 2, and 3. Mr. Abreau showed photos of
some of these investments. Mr. Delle Russo reviewed DPW capital projects from the Water
Enterprise fund and noted that all were done without issuing any debt. Mr. Comaglia
showed photos of these projects. Ms. Nunes reviewed sewer projects and photos were
shown. Ms. Nunes reviewed the road and sidewalk work that was completed as well as water
and sewer line work. Mr. Comaglia covered the lead service inventory project. Ms. Nunes
discussed the pavement management plan. She noted the City's membership in SRPEDD
and covered supplemental funding that was received. She discussed the enterprise funds and
noted that they are shifting away from borrowing. They showed photos of the Complete
Streets program and the Capital Improvement Program. Mr. Delle Russo reviewed bridges
to be repaired: Old Colony Ave/South Street Bridge, Danforth Street Bridge, and Plain
Street "Weir" Bridge and Ms. Nunes noted the congressional earmarks received. Mr. Della

Russo covered TIP projects and their funding. Taunton has 4 TIP projects. Ns. Nunes
covered Mass DOT project and stated that the 24/140 new ramp should be opening within
this calendar year. Mr. Dello Russo stated that for CIP 4 the department requests were due
by November 15.
Mr. McCaul stated that residents are impressed with the work.
Motion by Mr. Postell and seconded by Mr. Martin to make the presentation part of the
record So voted.
Mr. Postell asked about the outreach to residents on Scaddings Street. Mr. Comaglia stated
that anything that is disturbed will be put back. Ms. Nunes stated that Mass DOT does the
design and has a public hearing. She reviewed the process.
Mr. Martin asked how long the bridge on Scaddings Street would be closed and Mr. Abreau
stated 2 years.
Ms. Borges asked about the School to Winter Street project and Ms. Nunes says that it is in
design and is at about 10%. They need to hit 25% to get a funding year. Ms. Borges asked
about DOT funding match and Ms. Nunes stated that typically they cover design and right of
way costs. Ms. Borges asked about the paint on bridge railings and Mr. Comaglia stated that
there is lead paint and it is better to take them off and replace the rail. Ms. Borges asked
about 44 from Arlington Street to Longmeadow Road and Mr. Comaglia stated that the road
is going into the river. After the utilities are taken care of they will need to drive piles into
the river to stop the road from going into the river. He said that it is a Mass Highway project
and Ms. Nunes stated that eventually it will be wide enough to have four lanes. Estimated
completion is July of 2029. Ms. Borges asked about land taking on Scaddings Street and Mr.
Nunes stated that is all set.
Mr. Duarte stated that he appreciates the group highlighting the DOT work vs. the City's
work. He stated that in the 4th TIP project is the construction of the Taunton River Trail in
the Weir. Mr. Duarte asked Mr. Arruda about the water line extension from County to
Holloway Street. Mr. Arruda stated that they are waiting on Mass DOT. Mr. Duarte asked
about the anticipated timeline and Mr. Arruda said they are looking at April or maybe July of
2025.
Motion by Mr. and seconded Mr. to dismiss the parties and adjourn at 7:38 PM So voted.

2. Meet to discuss the Kennel License Ordinance and the requirement for fences.
Mr. Sanders summarized the previous meeting and stated that they might want to amend the
Ordinance to allow for invisible fences.
Ms. Dooner stated that she would be fine changing that requirement and would like to see it
changed.
Mr. Duarte noted that the ordinance was only recently changed to add the fence requirement.
Mr. Sanders stated that he thinks the important piece of the Ordinance is to keep the dogs on
the premises and physical fences don't always do the job. He would like to amend to give
the right to have an invisible fence.
Motion by Ms. Dooner and seconded by Mr. Sanders to amend the Ordinance requiring a
p}iysical fence to allow for invisible fences as well as p}iysical fences and send to the Law
Department to prepare for a first reading.
Mr. Martin stated that ifthe house is a comer lot, electric fence signs should be installed at
the comers of the lot.
Mr. Pottier wondered ifthe requirement for signage would be separate from the Kennel
Ordinance and in the building code or another location.

of Taunton for a term of three years.
Ms. Khan is a highly experienced procurement professional and public administrator with over a
decade of expertise in procurement, contract administration, finance, and budget management.
Currently, Ms. Khan serves as the Chief Procurement Officer and Grant Administrator for the
Town of Westborough. In this role, she oversees procurement for goods, services, and capital
construction projects, collaborates with department heads to meet unique procurement needs, and
ensures compliance with state procurement laws. Ms. Khan has also held previous positions with
the City of Medford, the Department of Correction, and the Department of Conservation and
Recreation, where she managed a range of procurement functions, including contract
administration for construction and goods and services, public bid openings, and grant
management.
Ms. Khan's extensive background, combined with her leadership role in the Massachusetts
Association of Public Procurement Officials, will be invaluable as she leads our Procurement

I respectfully request your approval for the promotion of Kristin Abreau, currently serving as Assistant
Assessor, to fill the position of Assessor vacated by Renee Brabant, effective December 28, due to her
retirement.
Kristin has been an invaluable member of the Taunton Assessing Department for 10 years and developed
critical skills at the Taunton Nursing Home for 5 years before joining us. Throughout her tenure, she has
consistently demonstrated exceptional performance and earned the respect of her colleagues, including
being named the Massachusetts Association of Assessing 0 fficers' Clerk of the Year. Kristin holds her
Commonwealth designation and continually seeks to challenge herself with increasingly advanced
educational opportunities.
Over the past year, in addition to managing her existing responsibilities, !<Cristin has been shadowing Renee
Brabant, allowing her to seamlessly transition into the Assessor role on January 1.

ASSESSOR
Definition:
The Assessor, with progressively increasing degree of complexity and independence,
performs valuation work involved with Massachusetts General Laws Ch. 59 for the
purpose of taxation. The identification of deed issues, interpretation and application of
laws, rules, regulations, and appraisal standards issues; analyzes and prepares opinions,
memoranda, and takes lead responsibility in valuation presentations. Working as a team
member of the Board of Assessors, many functions are shared, all are cross-trained.
Supervision:
Appointed by the Municipal Council for a three-year term.
Specialized Functions:
• Correctly identify and assess all State Code classes of residential real property
sites.
• Daily download of MLS to specific property records with appropriate
adjustments.
• Residential Neighborhood analysis on an annual basis
• Consistent collection of data across diverse classes of property
• Sales approach to valuation experience and ongoing skill development
• Cost approach to valuation experience and ongoing skill development
• Income approach to valuation experience and ongoing skill development
• Working knowledge of MA Residential Real Estate Principles and Practice
(Property and Property Rights, Estates, Condos, Leases, Transfer of title/deeds,
basic math, measurement, and depreciation)
• Bi-Annual Commitment of the valuation list with the warrant to the Collector of
Taxes.
• Maintain records and valuation of land of Low Value.
• Update records of the cutting and splitting of property parcels.
• Commit the valuation list with the warrant to the Collector of Taxes.
• Must attend a minimum of 28 hours continuing education every two years
• Create annual budget for Board approval.
• This position is responsible for Board of Assessors meeting minutes (940 CMR
29.10)
• Supervise a staff of up to two Clerks.
• Supply requested residential information to MA DOR DLS BLA field
representative
• Review residential appraisal reports conformance with USP AP
• Represent the City with the Chairman in residential trials of the Appellant Tax
Board.

Organizational Functions:
• In accordance with 830 CMR 58. 3.1, successfully complete MA DOR DLS
Course 101.
• Value all real and personal property within the municipality on a fair cash value
basis (MGL c.59 §2A, 38). Inspect property sales, implement a cyclical property
re-inspection program, complete annual property value adjustment analysis, and
prepare for quinquenial certification of property values by DLS.
• Conduct inspections of building permit properties and determine new growth for
the levy limit (MGL c. 59 §21C (/)).
• Fix the annual tax levy and set the tax rate. Participate in the preparation of the
Tax Recapitulation Sheet (MGL c. 59 §21, 23).
• Determine any overlay surplus.
• Assess and administer motor vehicle, farm, and boat excises (!GR 88-219).
• Prepare the valuation and commitment list (MGL c. 59 §43, 54).
• Commit original and apportioned betterments to the collector (MGL c. 80 §4).
• Commit delinquent municipal charges, including water and sewer liens and
charges, to tax bills (MGL c. 40 §42, A-F and c. 83 §16, A-F).
• Sign the commitment under oath and send it with a warrant to the collector (MGL
c. 59 §52, 53).
• Send notice of the commitment to the accountant/auditor (MGL c. 59 §23A).
• Process and act on abatement and exemption applications (MGL c. 59 §59).
• Send copies of approved abatement and exemption certificates to the collector and
accountant/auditor.
• Collect data through physical inspections including imaging front and back of all
properties, aerial imagery through Nearmap added to all properties.
• Certify Abutter Lists.
• Review and adjudicate applications for abatements and statutory exemptions.
• Work with Engineering to add Cuts and Splits of properties.
• Maintain property record cards, maps, plans and deeds.
• Assess property as of January 1 prior to fiscal year.
• File weekly payroll.
• Create annual budget for Board approval.
• Enter and maintain Title V and sewer betterments.

• Accomplished computer keyboarding skills.
Physical Elements:
Work is performed both in an office environment and outdoors. Moderate physical effort
is required in performing inspection and enforcement duties in the field.
Being able to stand, climb stairs and walk for long periµds of time, physically inspect and
measure buildings. Able to lift up to 20 pounds. Have a valid driver's license.
This position is a City of Taunton Management Association position (COTMA).
Any changes in the primary duties and responsibilities listed must be negotiated between
the City and COTMA consistent with the parties obligations under MG.L. Chapter 150E.

As of November 20, 2024 I will be vacating my role as City Councilor and as member of the
Planning Board. It has been one of the greatest honors of my life to serve the people of Taunton
as their City Councilor and as a Planning Board Member. Working with the Mayor and my fellow
city council members, we have achieved so much over the years. Taunton has and continues to
make great strides in the right direction; I am so thankful to the people of Taunton for affording
me the opportunity to serve.
Now that I am taking on a new role to help our city and our surrounding communities, I strongly
believe that it is in the best interests of the people that I resign from the City Council and Planning
Board effective November 20th, 2024. In doing so, I will be able to focus one hundred percent of
my time preparing to be your next Senator so I can best serve our district. I look forward to

RE: Assessor Parcel 75-76; Rocky Woods Street
Dear Members of the Municipal Council:
On July 2, 2024 the Committee on Public Property voted with respect to the
above referenced parcel "to surplus the property and send it to RFP." Said
recommendation was adopted by the Municipal Council the same night.
The City did put out an RFP for said parcel and the highest offer was
$101,000.00. However, the City decided to reject all bids and no award was made
under the RFP .'
The Commonwealth, through its Department of Fish and Game, has expressed
interest in this parcel and has made an offer to purchase it for $101,000.00 (matching
the highest bid received in the recent RFP).
The Commonwealth's interest in this parcel is to protect it as open space, along
with other land in the same area, as part of its "Puddingstone Wildlife Management
Area".
The O'Connell Administration is recommending that the City accept the
Commonwealth's offer which will ensure that this parcel remains as open space.
In order to confirm the authority to sell to the Commonwealth, we are requesting
that the Council vote as follows: "To authorize the sale of assessor's parcel #75-76 to
the Commonwealth of Massachusetts for the sum of $101,000.00."
