Hearing: Continued Hearing from December 17. 2024: Upon the application submitted by Sean McGinley, Territory Sales Representative, Superior Plus Propane, on behalf of the City of Taunton, 15 Summer Street, Taunton, MA 02780 for a NEW Flammable Storage License to be located at 90 County Street, Taunton, MA 02780 to store 4,500 Gallons of Class 2 liquid propane in aboveground storage. Motion was made to reopen the hearing. So Voted. Council President Pottier invited the interested party, Sean McGinley, into the enclosure. The City Clerk read a communication from Fire Inspector stating that he has reviewed the application for storage of propane at the site of the new public safety facility. The Taunton Fire Department is making a positive recommendation for this license. Propane is needed for heat during the winter months of construction. Motion was made to make the above listed a communication a part of the record. So Voted. Council President Pottier stated that a map of the location has been included and a copy of the deed is on file. Mr. McGinley stated that they are setting two additional tanks of liquid propane with a heater at each to prevent them from freezing. He stated that they need to have 2,000 gallons of liquid propane at each heater. Motion was made to open public input. So Voted. No one spoke during public input. Motion was made to close public input and grant the petition. So Voted. 2 Communications from the Mavor: Council President Pottier stated that there is a list of community updates in the agenda packet. He highlighted that the City's Convenience Center will be open for three weeks of free cardboard disposal. Appointments: NONE. Communications from Citv Officers: Com. from the Superintendent of Buildings requesting to pay a prior year bill for water services with Ready Refresh in the amount of $66.51. Motion was made to approve .. So Voted. Com. from the Director of Elections regarding the 2025 City of Taunton Political Calendar and the proposed City Election Early Voting Dates. Motion was made to approve. So Voted. Com. from the First Assistant City Solicitor regarding the sewer extension on Dolan Circle. Motion was made to refer to the Committee on the Department of Public Works. So Voted. Com. from the Chief Financial Officer stating that the Finance Department and the Department of Public Works would like to provide an update to the Committee on the Department of Public Works on recent discussions and necessary modifications to the Old Colony Bridge Project. Motion was made to refer to the Committee on the Department of Public Works. So Voted. Communications from Citizens: Com. from David M. Pottier, Council President and Members of the Municipal Council, RE: 2025 City of Taunton Political Calendar and proposed City Election Early Voting Dates Dear Madam Mayor, Council President Pottier, and Members of the Municipal Council, Please be advised on the Tuesday, December 17, 2024 Election Commission Meeting, the Commission voted to recommend the attached 2025 municipal calendar, important dates, and attached early voting dates to the Municipal Council for approval. Some highlights of the Election Calendar is the City Election will be held on Tuesday, November 4, 2025, and the Preliminary Election, if necessary, will be Tuesday, September 23, 2025. For the 2023 City Election, Council voted to have six days of early voting. The six days resulted in 796 in-person early ballots cast, or 8.7% of all ballots voted. Y Cannabis is in the process of renewing its Marijuana Retailer with the Massachusetts Cannabis Control Commission (the "CCC"). As the Municipal Council likely is aware, the CCC now requires a licensee to submit a copy of a Host Community Agreement ("HCA") or HCA Waiver that complies with current state law and the CCC's regulations concerning HCAs, 935 CMR 500.180. To enable Y Cannabis to submit a complete and compliant renewal application to the CCC for the company's Marijuana Retailer license, we respectfully request that the Municipal Council approve and authorize the execution of an HCA Waiver at the earliest convenience. For the Municipal Council's reference and convenience, a blank copy of the CCC's HCA Waiver Form is included with this letter.
