was made to refer to the Committee of the Council as a Whole. On discussion, Councilor
Duarte requested that this matter be referred to the Committee on Finance and Salaries, as
they are currently reviewing other Boards and Commissions. Motion was made to refer
to the Committee on Finance and Salaries. So Voted.
Com. from the Chief Financial Officer requesting the support of the City Council to
approve 2 Hamilton Street being submitted into the Accelerated Repair Program (ARP)
offered by the Massachusetts School Building Authority (MSBA). Motion was made to
refer to the Committee on Public Property. So Voted.
Communications from Citizens:
Com. from Nancy L. Martin, President, GFWC Greater Taunton Woman's Club, P.O. Box

AN ORDINANCE TO ALLOW THE WAIVER OF FEES FOR OBTAINING
CERTIFIED BIRTH CERTIFICATES FOR HOMELESS INDIVIDUALS
Chapter 250: Fees
Article VI: City Clerk Fees
Be it ordained by the Municipal Council of the City of Taunton and by authority of the
same as follows:
Article VI of Chapter 250 of the Revised Ordinances of the City of Taunton, as
amended, is hereby further amended by adding thereto Section 250-14 entitled
Waiver of Fees for Obtaining Certified Birth Certificates for Homeless Individuals:-
Section 1. Purpose and Intent
The purpose of this ordinance is to grant the City Clerk the authority to waive the fee for
issuing a certified birth certificate to homeless individuals.
Section 2. Definitions
For the purposes of this ordinance, the following terms shall have the meanings assigned
to them:
1. Homeless Individual: A person who lacks a fixed, regular, and adequate
nighttime residence as defined by 42 U.S.C. Section 11302.
2. Agency Assisting a Homeless Individual: An organization or service provider
engaged in the support and assistance of homeless individuals, including but not
limited to shelters, housing providers, and healthcare organizations.
3. Affidavit of Homeless Status for Fee Waiver: A form provided by the City
Clerk's Office, which must be completed and submitted as verification of the
individual's homeless status.
Section 3. Authorization to Waive Fees
The City Clerk is hereby authorized to waive the fee for issuing a certified copy of a birth
certificate under the following conditions:
1. The applicant, being the homeless individual, submits a completed Affidavit of
Homeless Status for Fee Waiver to the City Clerk's Office.
2. The affidavit is completed in accordance with the requirements specified by the
City Clerk and verifies that the individual requesting the fee waiver meets the
definition of a homeless individual as outlined in Section 2 of this ordinance.

3. The applicant has not received a fee waiver for a birth certificate within the past
twelve (12) months.
4. The City Clerk may waive the fee if an applicant has received a fee waiver for a
birth certificate within the past twelve (12) months, provided there is good cause.
Good cause requires that the circumstances necessitating the reissuance of the
certificate are valid and not an abuse of the waiver's intended purpose.
Section 4. Administrative Requirements
1. The City Clerk's Office shall maintain a supply of the Affidavit of Homeless
Status for Fee Waiver forms for distribution to the public and agencies assisting
homeless individuals.
2. Records of waived fees shall be documented for reporting purposes and in
compliance with applicable financial and recordkeeping policies of the City.
3. Individuals shall be required to show photo identification or sufficient proof of
identification to receive any records deemed restricted under state law. The City
Clerk shall make such determination as to what is sufficient identification in the
event the individual does not have a valid photo LD.
All ordinances or parts thereof inconsistent herewith are hereby repealed. This
Ordinance shall become effective immediately upon passage.

1. Approve minutes from February 25, 2025.
Motion by Mr. Duarte (second by Mr. McCaul) to approve. So voted.
2. Meet for the continued discussion on the Marijuana Ordinance, license application, scoring
matrix, and process for the review of applications.
Attorney Bond stated that a proposed matrix was disseminated and thanked Councilors
Sanders and Duarte for their work on this.
Motion by Mr. Coute (second by Ms. Borges) to approve the matrix with thanks to
Councilors Duarte and Sanders for their work.
Ms. Borges stated that it was nicely done and seems fair.
Mr. Pottier stated that in the future, some categories might be weighted differently from
others. The goal is to make this as objective as possible and to have something to point to
when someone isn't chosen.

Attorney Bond stated that she would like to discuss how the matrix will be scored. Currently
applications are before all 9 councilors but there have been discussion on using a committee
or even, perhaps, the License Commission.
Mr. Coute stated that this should be delegated to the License Commission since they are set
up nicely to handle licenses. Doing so would take the politics out of it.
Mr. Sanders agreed with that as a long-term goal since he believes that cannabis should be
handled similar to alcohol. However, he indicated that he doesn't want to tum it over to the
License Commission yet and would prefer to make sure that the matrix is exactly as the
Council wants it to be. He suggested for now it be handled by the entire Council or set up
some type of a screening committee.
Ms. Borges agreed with Councilors Coute and Sanders and would like to see this in the hands
of the Licensing Board eventually. For now, she suggested the Chair of Ordinance, the Chair
of Police and License, and the Council president be the committee and bring it back to the
Council.
Mr. Pottier stated that he would also like it to be with the License Commission but for the
short term suggested that it may be with Police and License.
Mr. McCaul noted that the number of liquor licenses drives the number of marijuana
facilities and suggested that the License Commission would make sense.
Motion by Ms. Borges (second by Mr. Sanders) to appoint the Council President, the Chair
of Ordinance, and the Chair ofPolice and License for the screening committee for initial
cannabis license applications with the understanding as of January 1, 2026 the licensing
board will take over this task If the Council President or the Chairs do not want to sit in the
role, they can pass it to another councilor of their choice. So voted.
Mr. Pottier asked about social equity applicants and how it will work since one license is to
be for a social equity applicant and one is for non-social equity. Mr. Sanders noted that the
current Ordinance reads that for any new cannabis retail businesses, 50% of the new licenses
must be for social equity businesses and the first one must be social equity. He said that they
could potentially review social equity applicants separately but that question hasn't been
resolved. Mr. Pottier suggested that this is something to be codified in Ordinance eventually.
Mr. Duarte asked Attorney Bond to render a formal legal opinion on that question to ensure
that the City is fully compliant with the new laws and regulations.

Dear Council President Martin, Members of the Taunton Municipal Council, and City Residents,
I write to provide you with additional information following an article published by the Taunton
Gazette regarding memorabilia items at the former Coyle Cassidy High School. Having had four
of my family members attend Coyle Cassidy, I appreciate the importance of its history and the
sentiment of people toward the school.
Following the closure of Coyle Cassidy High School and Middle School in 2020, the Diocese of
Fall River remained the owner and custodian of the property at 2 Hamilton Street for almost four
years until the City of Taunton purchased it at the end of 2023 and subsequently transferred it to
the Taunton Public Schools.
During the time in which the school remained under the control of the Diocese, items of
sentimental value to the students and families remained under their control and supervision. It is
the City's understanding that some items were given away, damaged or otherwise removed from
the property during that time period. It is impossible for the City to account for all of the items that
remained behind when Coyle Cassidy closed.
The Diocese claims, according to the Taunton Gazette article, that the City agreed to "display
memorabilia throughout the building." No such language was included in the Purchase & Sale
agreement, but knowing that the building at 2 Hamilton Street would likely be turned over to
Taunton Public Schools to be utilized as a school building, we would expect that the students of
the new school would want to have their own school items displayed.
I share the disappointment of former Coyle Cassidy families that items of sentimental value were
discarded. Multiple City and School Department staff involved made decisions that, in their
professional opinions, would quickly result in a safe, clean environment. Although this is a unique
situation, staff have learned important lessons that will help them better handle future situations.
We hope this provides our community with a better understanding of the complexity of the
situation. Unfortunately, articles published in newspapers don't necessarily include all of the
correct information needed to fully understand a situation and context of conversations,
particularly when multiple people and modes of communication are involved. Despite our hopes
that a hometown newspaper would contribute to the elevation of civil discourse and be a vehicle
for complete and accurate information, that is not always the case.
Everyone on our City and School teams sincerely regret this situation. Our City staff will continue
to work with School Department staff to ensure that our occupation and utilization of the property
at 2 Hamilton Street will honor the memory of the exceptional school that preceded us.

Re: City of Taunton draft Housing Production Plan
Dear Council President Martin and Members of the Municipal Council:
On February 18, 2025 the Council voted to refer the draft Housing Production
Plan to the Law Department to provide an opinion on whether the Council can take
action without Planning Board approval.
Housing Production Plans are developed by cities and towns pursuant to
regulations adopted by the State's Executive Office of Housing and Livable
Communities. The regulations state that HPPs shall be adopted by a city's planning

to the state. Therefore, under the regulations the HPP will be approved by both the

for action by the Council.

As part of our ongoing commitment to keep you and our customers informed about changes to Xfinity
TV services, we were notified this week that two (2) channels currently carried on the Xfinity line-up
are ceasing operations and will no longer be available to viewers:
• SporTV (part of the Brazilian TV package) is ceasing operations on February 28, 2025.
• Universal Kids is ceasing operations on March 6, 2025 .
As a result, these channels will no longer be available as part of our lineup as ofthe dates listed above. As
a function of this change, we will implement a channel slate (advising of unavailability) on the impacted
channels and will include mention of the changes on www.xfin ity.com/programmingchanges to help keep
our customers informed.

to resolve these complaints. For the Form 500, the Massachusetts Department of Telecommunications and Cable defines a
complaint as:
Any written or verbal contact with a cable operator in connection with subscription in which a person expresses dissatisfaction
with an act, omission, product or service that is (1) within the operator's control, and (2) requires a corrective measure on the

RE: Massachusetts School Building Authority Statement of Interest (SOI)
I would like to bring to your attention an important opportunity for our district to secure state funding for
school facility upgrades. The Massachusetts School Building Authority (MSBA) has reopened its
Accelerated Repair Program (ARP), and we will be submitting a Statement of Interest (SOI) for 2 Hamilton
Street under this program. This program is specifically designed to preserve and improve existing school
facilities by funding essential energy-efficient and cost-saving upgrades, such as roof replacements, window
and door replacements, HVAC system upgrades, and boiler replacements. Additionally, it includes funding
for heat pump conversions to improve energy efficiency.
Several of our schools have recently benefited from this program, resulting in substantial infrastructure
improvements, increased energy efficiency, and long-term operational cost savings.

This MSBA Accelerated Repair Program (ARP) provides an excellent opportunity to provide upgrades to
existing buildings with financial support from the state rather than placing the full burden on the local
community. After a temporary pause in 2023, and with an increased budget, the MSBA reopened the ARP.
The program will accept SOis biennially, meaning districts will only have the opportunity to apply every
two years. The total funding allocation for this cycle is $550 million, with $300 million dedicated to roof,
window, and door projects and $250 million for heat pump conversion projects.
The deadline for SOI submission is March 21, 2025. I want to stress, submitting an SOI is the first step in
the MSBA's grant process and DOES NOT guarantee entry or require a financial commitment from the
school department of City of Taunton inorder to be accepted into the capital pipeline. However, the
submission of a SOI is a necessary prerequisite, should you wish to move forward . If our submission were
to be approved, we would collaborate closely with the City and the MSBA to advance the project planning
and funding process. Given that the ARP will only be offered every two years, the next opportunity to
submit an SOI will not be until 2027. If we do not apply this year, we risk delaying upgrades and
operational efficiencies for at least two years.
I strongly encourage all members of the committee to support this submission, as it represents a unique
oppottunity to invest in our school facilities while leveraging state resources. If you have any questions or
need further clarification, please do not hesitate to reach out.

He said it was a great opportunity for the City of Taunton and the Taunton Public Schools to participate
in the Massachusetts School Building Authority Accelerated Repair Program. Mr. Cabral said that the
program has been dormant for several years. He said the MSBA is reopening the program and they have
a unique opportunity with the school committee's approval to submit a statement of interest on behalf of
2 Hamilton Street to perfonn energy efficient and cost saving upgrades that would be funded by the state
at a 80/20 split so it would be 80 cents on every dollar that is spent. The MSBA will reimburse the City
of Taunton which means the City of Taunton taxpayers or residents would be on the books for about 20
cents on every dollar spent. Mr. Cabral said that this is a program that the city and our schools have
benefited greatly from, the opportunity allows for roof replacements, window and door replacements,
HVAC system upgrades, boiler replacements and they are now including heat pump conversion
programs to improve energy efficiency. Mr. Cabral said the only problem is that they are only going to
run the program every two years so they need to take action tonight because the next window of
opportunity will be in 2027. The schools who have benefited from this program are Bennett Elementary;
they received new doors, windows and a new roof. The Taunton Alternative High school received new
doors, windows and also a new roof. Martin Middle School has received new doors, windows and the
roof that was not vegetative was replaced. Mr. Cabral commented that the school depaitment had
benefited greatly from this program. Mr. Cabral said he would love to see the school committee
authorize them to submit an SOI as the state is allocating $550 million for this cycle with $300 million
being dedicated to roofs and windows and doors and about $250 million being dedicated to heat pump
conversion projects in order to meet the deadline Mr. Cabral said that they needed to submit the SOI
Statement oflnterest by March 21, 2025 and he stressed that this was the first step in the process and it
does not guarantee entry into the program and that it also does not require any kind of financial
commitment just to submit a SOI. Mr. Cabral stated they would not be costing the taxpayers or residents
of the City of Taunton any money, they are just trying to get into the system. He also said that once they
are in the system the MSBA will come and evaluate the building and make a recommendation whether
or not it will be accepted into the pipeline and then they would begin conversations regarding funding
with the city. Mr. Cabral said as someone that ha worked in Mrs. Moynihan 's assistant superintendent
position and who has written many SOI's and as a superintendent who has overseen some of these SOI's
he recommended that the school committee make a motion to authorize his administration to submit an
SOI as part of the process.
Mr. Vieira clarified that by submitting the SOI it did not commit them to anything other than being
entertained as part of the building improvement process. Mr. Cabral stated that was correct; it was just
an application.
Mr. Loura asked if they had to be specific on how they would break down the funds if approved. Mr.
Cabral responded not at the beginning stage of the process.
Mr. Enos stated that you do need to state what you would like to apply for like windows, roofs and so
on.
Mr. Cabral told the committee once the SOT is complete he \Vould bring the completed SOT back to the
committee for a final vote and then they have to have a vote to submit the SOI to the MSBA. Then he
would work the mayor and the city council to get the city council approved authorization just to enter

on June 13, 2025 at the Portuguese American Civic Club in Taunton (PACC). It would take
place in the evening from 6:00 to lO:OOpm.
We are a non-profit woman's club dedicated to supporting our community. This fundraiser will
make it possible for our club to provide scholarships to local high school students, elementary
and middle school team building programs. We will also help to donate gifts and food to local
community senior centers, veterans, New Hope, and Matthew Mission Food Pantry to name a
few.
