Minutes of the Taunton Conservation Commission June 19, 2017
Present: Chair Steven Turner, Vice Chair Neil Kelly, Commissioners Marla Isaac, Debra Botellio,
Ernest Enos, Luis Freitas, and Richard Enos.
Motion to approve the minutes of May 1, and May 22, DB, second MI, so voted.
Discussion of Boyden.
Marilyn Greene was present to discuss issues and provide information to the TCC regarding
Boyden. ST asked what was going on with bids for the electronic gate? MR said because all
maintenance is Park & Rec and all administrative is TCC, Kevin Scanlon said no the TCC cannot
request bids and put in the gate. ST Kevin cannot say no. Marilyn said they did not budget for a
gate, just for the maintenance. They work on a 10 day rotation throughout the city with only 9
workers. Marilyn said they did not appropriate for a gate in their budget for Boyden. Their
procedure is to call the police with issues. ST recent OD’s there, recent accident there too. MR
said Kevin said there is not enough in the budget to pay for it. Marilyn said for weekend events
Friends of Boyden should have a key. Marilyn thinks it will be easier with Conservation there
but MR did remind them if it’s a locking gate that M, W, and TH it will be locked at 4 and on
Friday locked at 12pm. ST still wants the motion to go forward for 3 bids for an electronic gate.
MR spoke with Kevin regarding security cameras. MR said cameras facing roadway at gate but
mounted on building. There have been parties at the bridge during daytime hours. MI asked
because of accidents could they put speed bumps in? Motion to have 3 bids for an electronic
gate, ideas/discussion regarding cameras and speedbumps, have Kevin Scanlon present at the
next meeting, DB, second MI, so voted. Motion for jersey barriers to be put back up at Boyden,
DB, second MI, so voted. Marilyn reminded them that the tandem groups from the sheriff’s
department can no longer go there to work and clean due to the illegal contraband that has
been onsite. Marilyn also asked if covered bridge could be removed? DPW may have to deal
with that. Motion to have MR make calls to find out who can take down the covered bridge, it
needs to be done right away due to safety issues, NK, second DB, so voted.

Violations
1. 78 Richmond Street. Mrs. Johnson present, she is the owner. They were not in the
stream but in the wetland. She wants to know who complained? MR said she was
called by Raynham Conservation Agent. NK said someone must have complained to
them. She said they are working with MR to fix the situation. Motion to remove
violation, DB, second LF, so voted.
Continued Certificate of Compliance
1. 590 Somerset Ave., Heritage Operating, L.P. d/b/a Metro Lift Propane, (COC), SE73-
2273 This project was for the construction of a 24’ x 48’ modular building, sheds and
storage tanks for propane and associated parking, drainage, fencing, and utilities within
100 feet of a BVW and 200’ of Cobb Brook. A riverfront enhancement plan to manage
the invasives along Cobb Brook was also included in the plan. In August MR wrote: “I
visited the site on 8/9/16 and found that the work has been completed in significant
compliance to the order of conditions issued on 8/8/07 except for the riverfront
improvements. The original plan was to remove the invasive species and plant wetland
vegetation in order to improve the corridor along Cobb Brook. There is a cleared area
around the perimeter of the fence but there is no non-invasive wetland vegetation along
the corridor of the river as originally proposed. MR recommends that the Applicant
review the plans created by the Botanist and remove the invasives and replant native
species along the brook. MR recommends that this filing be continued to next June, date
to be determined.” MR revisited the site on Monday, 6/12/17. No work has been done
regarding the riverfront improvements. An abundance of Japanese knoteweed remains
along the banks of Cobb Brook. The area remains clear around the perimeter of the
fence as reported above. MR cannot recommend that a COC be issued as the applicant
has made no attempt to follow the parameters of the original, approved plan. MR does
recommend that this be continued to the 7/17/17 meeting and that the owners of the
property attend the meeting to discuss their plans to address the Enhancement Plan
outlined in the original NOI filing. Motion to continue to July 17, have owners present at
the meeting on 7/17/17, DB, second MI, so voted.
Certificate of Compliance
1. 17 Williams Ave, Aspen Properties, (COC), SE73-2662 This project was for the
construction of a 44’ x 28’ single family home with attached garage, 12’ x 12’ deck,
driveway, utilities, and associated grading on a lot in existence since at least 1920, and
upon which a dwelling once stood up until 2012 according to aerial photos. The finished
house is 34’ x 28’, there is no attached garage or deck, and the driveway extends to the
existing garage with concrete pad and overhang. All lawn areas have been loamed and
seeded, however, the entire lawn needs to be reseeded as there are many bare patches.
In addition, the roof gutters on the left front and both rear corners of the house need
splash pads to dissipate the flow as there are erosion runnels. There is also a large
square in the roadway, perhaps due to gas company work, that looks as though it is
subsiding, and which does not have any pavement. This will need to be corrected. MR
recommends that the TCC continue this filing to the 7/17/17 meeting so that these
issues are corrected. Motion to continue COC to 7/17/17, DB, second RE, so voted.
Chris Moniz present for Aspen Properties. He will reach out to the gas company and do
the gutter extenders.
Continued Public Meeting
1. 79 Devon Street, Bean, (RDA), DSE-1149 Nick Bean present, homeowner. 1 foot wider
but not any nearer to the wetland. Motion to approve with special conditions 1, 2, 3, 4,
and 19, LF, second NK, so voted.
Public Meeting
1. Bliss Street, DPW/Water Div., (RDA), DSE-1153 This filing is for the work by the Water
Department to replace approximately 10,140 linear feet of the existing water main
within Bliss St., Third St., General Cobb St., Chase St., Couch St., West Weir St., Lakeview
Place, and Hillside Drive, and transfer the service connections and hydrant connection to
the replacement main. A portion of the work will occur within the 100 foot buffer zone
to BVW and Inland Bank, as well as the 200 foot Riverfront Area to the Taunton River
and Cobb Brook. Wetland resource areas were identified in site reconnaissance
conducted on 5/4/17. The following resource areas were identified and flagged:
a. BVW: wetland 1B southeast of West Weir St. adjoining an intermittent stream
that connects to Cobb Brook-flags 1B-1 to 1B-10; Wetland 2B (2B-1 to 2B-9 and
2B-40 to 2B-42) is a system located southeast of Couch St. and northwest of Gen.
Cobb St. and borders Cobb Brook.
b. Perennial Stream/Inland Bank: Cobb Brook flows beneath Kilmer Ave., Chase
St., Bliss St., and Gen. Cobb St.-flags 1A-1 to 1A-6, 2A-1 to 2A-48, 3A-1 to 3A-7,
and 4A-1 to 4A-7. Inland Bank confines Sabbatia Lake, east of Lakeview Place
and is primarily vegetated by lawn and landscaped areas.
c. 200-foot Riverfront Area: Cobb Brook and the Taunton River and their areas
within the work zone are primarily residences, paved roads, and previously
disturbed areas.
d. BLSF: FEMA flood maps were used to depict areas of Land Subject to Flooding.
These areas included: the western portion of Lakeview Place (Zone AE elev. 65),
the eastern portion of Third Street (Zone AE elev. 12), the south portion of Chase
Street (Zone AE elev. 35), West Weir Street (Zone AE elev. 22), Couch Street
(Zone AE elev. 22), and General Cobb Street (Zone AE elev. 27).
e. ACEC: the area for proposed water main replacement within Lakeview Place and
Hillside Drive falls within the Canoe River Aquifer ACEC. All work will be done in
existing roadway. The proposed work will be to replace existing 6” and 8” water
mains with new 8” water mains within the following streets:
i. Chase St. from Kilmer Ave. to Shores St. (950 lf);
ii. Couch St. from Silver St. to First St. (650 lf);
iii. General Cobb St. from cohannet St. to the end (2100 lf);
iv. West Weir St. from Barnum St. to the end (1900 lf);
v. Bliss St. from Kilmer Ave. to Shores St. (1200 lf);
vi. Lakeview Place from Lakeview Ave. to the end (900 lf);
vii. Hillside Dr. from Scadding St. to the end (1240 lf);
viii. Third St. from Somerset Ave. to West Water St. (1200 lf).
The Chase Street segment passes under the existing 3’x3’ culvert that conveys Cobb
Brook. A portion of the water main within Couch St. passes under an existing 1.5’x2’ tall
culvert, and a portion of a new water main within Gen. Cobb St. passes under the
existing 2’x2’ culvert confining Cobb Brook. A trench no more than five feet wide will be
excavated to install the new ductile iron pipes in each area. The existing water main
bends at 45-degree angles and passes about 1.5 feet below the culvert bottom. The
replacement mains will be installed in the same manner so as not to impact the culvert
base/foundation. The new pipe section will be hydraulically pushed into the ground so
that no excavation beneath the culvert is needed. The sediment generated will be live-
loaded onto trucks and reused to backfill the trenches as the main is replaced. There
will be no stockpiling of soil, nor any stockpiling of sediment or equipment within the
resource areas or their buffer zones. The trenches will be backfilled each day and none
will be left open overnight. Trenched areas will be repaved at the completion of work.
All work will occur within the existing paved roadways. This work is considered an
exempt activity under 310 CMR 10.02(2)(a)(2)-“Activities conducted to maintain, repair,
or replace, but not substantially change or enlarge and existing and lawfully located
structure or facility used in the service of the public and used to provide electric, gas,
water, sewer, telephone, or telegraph and other communications services, provided said
work utilizes the best practical measures to avoid or minimize impacts to wetland
resource areas outside the footprint of said structure or facility.” MR recommends that
the TCC approve this project and issue a negative determination B2 to include the
attached special conditions. Present Amanda Crouch-Smith. Motion to approve with
conditions 1, 2, 3, 4, 5, 6, 18, and 19, MI, second LF, so voted. Back filled nightly, no
trenches left open, start date sometime in August.
2. 1183 Glebe Street, FNMA/Piantodosi, (RDA), DSE-1150 This filing is for a septic system
repair and associated grading at the above address and within the 100 foot buffer zone
of a BVW and within the riverfront area of the Segreganset River. This home was built in
1985, prior to the Rivers Protection Act. The SFG wetland line, SFG1-SFG6, was flagged
on 5/17/17. The RP line and Top of Bank flags were flagged recently but the delineator
and date are unknown. MR reviewed the flags and is in agreement with their
placement. All work falls within the 100 foot Inner Riparian Zone and is allowed under
310 CMR 10.58(4)(d)3. The existing septic tank will be replaced with a 1500 gallon tank
that will be 73 feet from the wetland. The soil absorption system (SAS) will be pumped
and removed along with all contaminated materials and replaced with 4 rows of 6 Quck
4 Plus Standard Chambers as well as a 40 mil thick impervious poly barrier, this SAS will
be 64 feet from the wetland and grading will be 49 feet from the wetland. A siltation
barrier is shown at least 45 feet from the wetland. The work as proposed will not
negatively affect the adjacent resource areas, therefore MR recommends that the TCC
approve the project and issue a negative determination to include the attached special
conditions. Brad Fitzgerald present. Septic has been approved by the Board of Health.

3. 52 Swan Drive, Costa, (RDA), DSE-1151 This project is for the addition of an above
ground pool at the above address and within the 100 foot buffer of a BVW. The BVW is
located in the rear of the property and was delineated by Walter Hewitson when the
owner wished to extend the backyard. MR walked the property to review the wetland,
which is located between two raised yards with evidence of an intermittent stream in
the early spring. It is within the woods and downhill from the properties. The pool will
be located 65 feet from the edge of the wetland area, just behind the house. MR
recommends that the TCC approve this project and issue a negative determination to
include the attached special conditions. Motion to approve with conditions1, 2, 3, 4, RE,
second DB, so voted. Steve Costa present, homeowner. Earth filter will be used.
4. 20 Cushman Street, Taunton Scrap Metal, LLC, (RDA), DSE-1152 This filing is for the
installation of a stormwater management system, parking lot paving, construction of a
small concrete pad, grading of the area for proper drainage, and loaming and seeding
disturbed areas. The property abuts a small isolated wetland (ILSF) which is
approximately 2,500 square feet in the area and holds approximately 625 cubic feet of
water, and thus meets local parameters for protection (minimum of 1.000 square feet
or 100 cubic feet of water). This project is considered a redevelopment project, and as
such, must meet stormwater standards for redevelopment. The site currently has no
effective stormwater controls in place. Stormwater from the northerly parking area is
currently collected in a catch basin next to a bay door at the north end of the building
and by an open pipe end in the gravel yard, and discharged via two 12’ PVC pipes into a
drainage channel along the railroad tracks. Runoff from Cushman Street is captured by
two 18” cast iron pipes that run under the existing driveway and carried to an existing
drainage channel on the abutting property and then to the ILSF on the abutting property
and the railroad right of way as well as a small area of the property after significant rain
events. The proposed work includes:
a. Installation of two CONTECH Vortsentry stormwater treatment units and flared
end sections with rip-rap aprons at the two discharge locations to the existing
drainage channel along the railroad tracks;
b. Paving the rear yard;
c. Installation of cape cod berm at the edges of pavement to direct stormwater;
d. Construction of a concrete pad for heavy equipment that loads the rail cars; and
e. Loaming and seeding of all disturbed areas.
A siltation barrier (currently in place) will be maintained and replaced as needed. This
barrier was installed prior to the demolition of a portion of the building which was
outside jurisdiction. Areas that are within jurisdiction include a portion of the proposed
paved area in the rear of the property and the concrete pad for heavy equipment. The
work as proposed within jurisdiction will improve water quality to the ILSF as well as to
the drainage swale. MR recommends that the TCC approve this project and issue a
negative determination to include the attached special conditions. Mike from SITEC was
present. Robert owner of Taunton Scrap Metal was also present. DB stockpile near
wetland? No. ST nothing on property now? No. ST wants them to touch base with the
neighbors, keep them in the loop. Motion to approve with special conditions 1, 2, 3, 4,
5, 6, 14, 18, and 19, DB, second MI, so voted.
Public Hearing:
1. 1314 Somerset Ave., TMLP, (NOI), SE73-2704 This filing is for the construction of a new
electric substation equipment and the replacement of six existing utility poles partially
within the 200 foot Riverfront Area of the Taunton River. This project is eligible to be
treated as a Limited Project as it is a public electric generating facility (310 CMR 10.53
(3)(d) and 10.24 (7)(a). The wetlands and Top of Bank were reviewed and approved and
an ORAD issued on 3/29/16 (SE73-2643). A portion of the site is within the Zone AE
(elevation 13) Flood zone. The new substation will be located within an area that is
adjacent to the current switchyard and is presently lawn. Eight wooden utility poles will
be replaced with six new wooden poles. The new substation will have new overhead
transmission lines and nine new steel poles will be erected. Along the chainlink fence to
the east, trees will be cut to form a cleared 30 foot swath of land for the new
transmission lines. Tree stumps and low vegetation will be left in place. This is
necessary to ensure that the wires are not compromised by tree limbs. A siltation
barrier will be installed along the top of bank and will be considered the limit of work.
The work as proposed will not negatively impact the resource areas, therefore MR
recommends that the TCC approve the project and issue an order of conditions to
include the attached special conditions. Ken Motta and Craig Foley present. Motion to
approve with special conditions 1, 2, 3, 4, 5, 19, 21, 25, 26, and 27, DB, second EE, so
voted.
2. 190 Highstone Street, Van Meter, (NOI), SE73-2706 This filing is for the construction of
a single family home with garage to replace the existing home and includes driveway,
retaining walls, utilities, and associated grading. The property is on the shore of
Bearhole Pond and has been in existence since at least 1958. The wetlands were
previously approved under filing SE73-2672 on 10/19/16. The proposed house will be
larger than the existing home but within the existing boundaries, and will be no closer to
the pond. There will be a basement with the floor at 75.00 (groundwater is at 73.85). a
walkout basement is proposed and the existing bunk house and dock will remain and
new decks will be added. A 65’ retaining wall (top of elevation slopes from 82 to 77),
approximately 2’ to 5’ high, will be built to the rear of the house (garage side) and will
be two feet from the BVW at its closest point. This will allow for grading to the garage
(floor at 81.33). the front (pond side) retaining wall will be 19 feet from the water with
grading 18 feet away and the foundation 28 feet away. This retaining wall will also be
19 feet from the BVW to the west. The house foundation will be 18 feet from the BVW
and grading will be within 11 feet of the BVW. The leaching field will be 57 feet from
the pond and 55 feet from the BVW while grading falls within 53 and 50 feet of the pond
and BVW respectively. The tank will be 77 feet from the pond and 47 feet from the
BVW. Because construction will be so close to groundwater, a dewatering area as well
as a concrete washout area should be shown on the plan. The work, although rather
close to the pond and BVW, can be allowed as the original house was built before the
WPA. The disturbance is closer to the BVW than the original structure, but can also be
allowed. The retaining wall will help maintain the integrity of the BVW while creating a
level area for entrance to the garage. MR recommends that the TCC approve this
project and issue an order of conditions to include the attached special conditions. Brad
Fitzgerald present. Motion to approve with conditions 1, 2, 3, 4, 5, 8, 9, 15, 17, 19, 21,
24, 25, 26, and 27, MI, second RE, so voted. House is pretty much matching the original
footprint. Current house has no garage but adding one to the north side. Bunk house
and dock are existing. MI shed in wetland? BF yes drainage trench may curve in front,
and its dry on the shed side.
3. 144 W. Britannia Street, Foley/Acuity Mgmt., Inc., (NOI), SE73-2705 This filing is for
the removal of the West Britannia Dam located on the former Reed & Barton Mill
complex and which is now owned by Acuity Management Inc. The dam is an 8 foot high
masonry structure with a concrete capped spillway that spans between an earthen
embankment and the West Britannia Street prism for a total length of 85 feet. The dam
impounds approximately 8.23 acres and is currently drawn down to the top of the dam
spillway elevation and has no significant impounded water area. The project will restore
the physical and biological integrity of the Mill River, and will be similar to the
restoration of the river at the former Whittenton Dam. The goals of the project are to
restore riverine functions to the Mill River, improve water quality, restore river herring
and river eel passage, and eliminate liability associated with owning an aging dam.
Enclosed with this filing are the Chapter 253 Dam Safety Permit and the Combined
Permit Chapter 91 permit and 401 Water Quality Certification from DEP. The office of
Dam Safety (ODS) has approved the dam removal and design as submitted by Inter-
Fluve, Inc. and DEP has approved the work required to restore the Mill River, including
dredging, excavation/fill, and removal of the West Britannia Dam. NHESP has reviewed
the project plan and requests that the Proponent work with an NHESP-approved mussel
biologist to develop a mussel protection plan for the Eastern Pondmussel and Tidewater
Mucket. A plan was developed by Beth Lambert and Dr. Alan Christian and modeled
their plan to the Mussel Protection Plan implemented during the Whittenton Dam
Removal Project. A number of organizations and state and federal agencies are
participating in this project to restore the physical and biological integrity of the Mill
River by removing the dam. The dam’s flashboards were removed in the early 1900s
after the impoundment had filled in with sediment. After the flashboards were
removed, the river carved a new channel through the impounded sediment. Currently,
the impoundment is contained within the existing channels with BVWs on both sides of
the channel. The dam removal will involve the removal of the concrete spillway, stone
dam, and wooden footbridge on top of the dam. Portions of the abutments will be
maintained to provide stability to the infrastructure on either end of the dam. The new
channel will flow along the east side of the island that has formed upstream of the dam.
A natural gravel and cobble riffle will be constructed at the dam location to provide
vertical channel stability, and the channel banks will be stabilized with FES lifts and
surface fabric, which are deformable over time to offer stability to the channel banks
and moderate the rate of channel adjustment. This project will directly impact land
under water and BVWs within the project area. Approximately 150-200 cubic yards of
concrete and stone will be excavated as the existing dam is removed to its full vertical
extent. Active grading will occur in the area downstream of the flow split around the
island and a passive sediment release and restoration will be implemented for the
remainder of the impoundment. An alternatives analysis was provided by the applicant
to see which option best met the goals of habitat restoration and public safety. One
option was to do nothing. If nothing is done, the dam will continue to degrade-stones
will loosen, cracks will widen and leaks will lead to structural degradation. If the dam is
maintained or repaired in its current condition, the seasonal pool elevations will persist.
There are higher concentrations of contaminants in sediment in the downstream
portion of the impoundment near the island just upstream of the dam. Samples
collected downstream of the dam had higher concentrations of all tested metals than
the impoundment samples. If the dam is not removed, the contaminated sediment will
remain intact and will continue to degrade the aquatic ecosystem and potentially move
slowly downstream. There is currently no fish passage at the dam. If the dam is not
removed, passage of migratory fish would remain blocked and wildlife passage is also
limited. Total dam removal is the best option for river health, water quality, wildlife
passage, aquatic organisms, and reduction of catastrophic flooding. The revegetation
plan will prevent invasive plant establishment on exposed floodplain surfaces by
establishing native vegetative communities appropriate for riparian forests and
wetlands. This plan includes seeding of grasses and herbaceous species, as well as
planting live cuttings and containerized stock of trees and shrubs. The trees planted will
consist of swamp white oak, red maple, yellow birch, white pine, red oak, and sycamore.
Sensitive fern and hay scented fern plants will be planted in wet areas of the former
impoundment. This ecological restoration project will provide long term benefits to
regulated environmental resources. Approximately 85 feet of stream will be restored
and access to 30 miles of improved upstream habitat will be provided for aquatic
organisms. An additional 2,135 square feet of BVW will be created by removing the
dam and revegetating areas inundated under current conditions. NHESP was consulted
and a Mussel Protection Plan developed to include sweeps and pre-construction
relocation of the mussels found during the sweeps. Additional sweeps will be
conducted at the start of the drawdown associated with the removal of the dam. The
removal of the dam and the restoration will result in lowering the modeled 100 year
flood elevation upstream of the former dam location. There will also be a three year
project maintenance plan to address vegetation management and weed control, thus
decreasing the likelihood of invasives taking hold. Work is project to last approximately
two months. The Mass Division of Marine Fisheries has placed a time of year (TOY)
restriction on all in water, silt producing work from March 15 to June 30. MR
recommends that the TCC approve this project and issue an order of conditions to

so voted.
4. 218 Dunbar Street, Ribeiro, (NOI), SE73- This project is for the removal of trees, mostly
the invasive Tree of Life, and the construction of a retaining wall at the above address.
The edge of the wetland is distinct and is accurately displayed on the plan submitted
(originally used for the construction of the house in 1989). MR met with the applicant
and outlined the edge of the wetland for him and told him the parameters of the work
that could be approved. There is a great deal of trash, mostly broken bottles and yard
debris, left by the previous owner that the applicant wishes to cover in order to protect
his son. The trees were also a hazard and an invasive species. The plan is to fill the
marked area in the back in order to cover the debris and glass and build a boulder
retaining wall which will hug the edge of the wetland on the left side of the backyard
(southwesterly). A siltation barrier should be placed prior to placing the boulders. The
work as proposed will protect the wetland as well as make a safer environment for the
applicant’s young son. The boulders are natural, located in the yard, and will be a stable
barrier for the proposed yard addition. The applicant will use a backhoe on the upland
side of the lawn to place the boulders and will not be going into the wetland area. MR
recommends that the TCC approve this filing and issue an order of conditions to include
the attached special conditions. Alex Robeiro owner. He has done some work yet,
family owns machinery and it was available for use. MR was called, he had started work
but not in wetland. ST inches to fill/ 2ft, fill in and make it flat. MR put pipes in
between boulders to send the water to the wetlands. Motion to approve with special
conditions 1, 2, 3, 4, 5, , keep in contact with MR, pipes from length of fill to wetland,
RE, second LF, so voted.
Other Business
1. 396 Berkley Street. Mr. Gaspar asked MR if he could fix and clean up the area. He took
down some trees between the power lines, said they were cherry trees and rotted stuff
but left the healthy trees. A complaint came from someone on Jerome Street. She said
Mr. Gaspar is getting away with murder, got away with a kitchen and bathroom in that
building. Mr. Gaspar says kitchen yes with a bbq but no bathroom. It can all be taken
apart if needed. There is a faucet outside for the farm animals. MR stated she did not
enter the building so she does not know what’s in there. There is a hydrant with a hose,
outdoor kitchen with bbq pit and that is all. ST asked Mr. Gaspar if he has permission to
go out there and see the building. Mr. Gaspar said yes he is fine with them coming out
to see. He said MR came and walked entire property, she said well not the entire thing.
DB asked if he had angered any neighbors? Mr. Gaspar said he has been there 24 years
with no issues. He leaves everyone alone and minds his own business. ST said he heard
Mr. Gaspar was bragging about getting away with stuff after the last TCC meeting. He
needs to come to TCC before he does anything out there. MR when out there she saw
issues with the culvert, there was a stump on top of the pipe and they talked about
skimming it off and putting crushed stone. The pipe itself is fine. ST told him to come
speak with MR if he decides to fix the culvert and help the herring. ST recommended he
also speak with Mr. Bagnell because he was 30-35 feet onto his property. MR will
contact Mr. Bagnell regarding this issue and get back to Mr. Gaspar. Mr. Gaspar said
there is so much trash in there he thought he was doing the right thing. MR said file
with TCC for any work on the spillway/culvert/wall. MR asked commission what he
would need to file? NK recommends filing for an RDA. ST asked when they could visit,
tomorrow morning? Mr. Gaspar is in Mansfield all day, ST Wednesday at 4pm? Mr.
Gaspar will get back to MR. Motion to file an RDA, speak with Mr. Bagnell, and leave
property as is for now, DB, second MI, so voted.
2. August meeting schedule. Motion to cancel the August 7, 2017 meeting, DB, second LF,
so voted.
3. Friends of Boyden. Put them on the agenda.
4. Re: 396 Berkley Street. ST give owner either Wed or Thurs for a visit. He needs to make
himself available.
