Present Chair Steven Turner, Commissioners Debra Botellio, Marla Isaac, Richard Enos, Luis
Freitas. Commissioners Ernest Enos and Neil Kelly were absent.
Motion to accept the minutes of August 21, 2017 DB, second MI, so voted.
Motion to go out of order DB, second MI, so voted.
Public Meeting
1. 52 Pat-Ree Drive, Souza, RDA, DSE-1159
Brad Fitzgerald present for the owner. Field Report stated that this filing is for a septic
system repair with 1500 gallon septic tank and leaching field within the 100-foot buffer
of a bordering vegetated wetland. The wetland was flagged by SFG Associates, Inc. on
August 15, 2017 using pink flags numbered 1 to 4. MR reviewed the wetland
delineation on Monday, September 11th and agreed with the placement of flags which are
at the top of slope. The new soil absorption system (SAS) will be 55 feet from the
wetland and the poly liner will be 50 feet away. The SAS will be composed of Quick4
Plus chambers in the same location as the current system. A siltation barrier is depicted
on the plan at least 45 feet from the BVW. The work as proposed will not negatively
affect the wetland, therefore MR recommends that the Taunton Conservation
Commission approve the project and issue a Negative Determination to include the
attached Special Conditions. MR also recommends that the Commission approve the
wetland delineation for reference purposes only. Motion to issue a Negative
Determination with Special Conditions 1-4, 7, 8, 14, 18, 19, and approve delineation, DB,
second MI, so voted.
Public Hearing
3. S. Precinct St, Cohenno, NOI, SE 73-2723
Brad Fitzgerald present for the owner. Field Report stated that this filing is for a single
family home with septic system, driveway, utilities, and associated grading as well as a
wetland delineation approval. This property is on the easterly side of South Precinct
Street (across from the intersection with Caswell Street), and abuts Lake Rico/Little
Bearhole Pond/Furnace Pond. The wetlands were delineated as follows: 1-1 to 1-19, EB-
1 to EB-17, and 2-1 to 2-28 were flagged on March 7, 2016 by Sabatia, Inc. and 1-20 to
1-37, EB-18 to EB-38, 2B-1 to 2B-13, and 3-1 to 3-19 were flagged on November 8,
2016 by Sabatia, Inc. On August 29th, MR walked the wetland area with Brad Fitzgerald,
SFG Associates Engineer, and determined that the stream is intermittent. The plans
submitted show that designation (flags EB-1 to EB-38). MR later walked the remainder
of the delineation and agreed with the placement of the flags. Flags 2B-12, 2B-13, and 2-
24 to 2-26 are for reference purposes only. The proposed house, garage, and septic
system are outside jurisdiction, while grading and the driveway are within the 100-foot
buffer zone. A siltation barrier is depicted on the plan and is at least 40 feet from the
wetland. Grading and the driveway fall within 53 feet and 45 feet respectively of the
wetland. The work as proposed will not negatively impact the associated wetland areas or
neighboring properties. MR recommends that the Taunton Conservation Commission
approve this project and issue an Order of Conditions to include the attached Special
Conditions. MR also recommends approving the wetland delineation as stated above.
Motion to approve and issue an Order of Conditions with Special Conditions 1-6, 17, 19,
21, 25-27, 28. Plow snow away from the wetland; 29. No use of salt or chemicals on the
driveway, DB, second LF, so voted.
Back to original order
Other Business
1. Bunk Pond: Discussion regarding moving chain farther in to allow space for 2-3 cars
for fishermen. Residents were not happy about this. Present were Mike & Ineatha
Walton, 262 Prospect Hill St.; Gary & Diane Quimby, 365 Elm St W, Raynham; Joyce
Ehrenzweig, 268 Prospect Hill St; Jeff Maynard, 345 Elm St W, Raynham. JM: in the
last 2 years there have been a number of issues with about 20 kids after 7:30pm. Parking
on the street – called cops – they came but did not issue tickets. IW: cars at 2 or 3 in the
morning – drinking, loud radio…GQ: at 1:30am the kids are still around and loud. A
revote by the Commission was taken: unanimously voted to have no parking and to put
up chain at top of entrance. MR to call DPW to put up chain and signs. MR to send a
certified letter to MassDOT regarding the hole in fence and request a response before
10/2/17 meeting.
2. 147 Winthrop Street: Denise Higgins from Goodwin Realty present to request that the
Commission waive the levy on the property so that they can get a buyer to fix property.
Levy was issued by Superior Court. ST asked Ms. Higgins what amount of fine she
wanted it lowered – she said $10,000 (the current level is over $1million). The
Commission was having none of it. No guarantees that work would ever get done. They
asked if Mr. Friere was a US citizen. Ms Higgins did not know. Motion to not waive the
levy, DB, LF, so voted.
Continued COC
1. 17 Williams Ave., Aspen Properties, (COC), SE73-2662 Field report states that this
project was for the construction of a 44’ x 28’ single family home with attached garage,
12’ x 12’ deck, driveway, utilities, and associated grading on a lot in existence since at
least 1920, and upon which a dwelling once stood up until 2012 according to aerial
photos. MR re-inspected this property again on September 6th and found that all lawn
areas are now stable. The siltation barrier can be taken down. MR recommends that the
Taunton Conservation Commission issue a Certificate of Compliance for this project.
Motion to issue a COC, DB, second MI, so voted.
2. 590 Somerset Ave., (COC), SE73-2273 The District Manager was not able to attend the
meeting and requested that it be continued to the October 2nd meeting. Motion to continue
to October 2nd DB, second MI, so voted.
3. 101 Cavalier Ave., COC, SE 73-2700 Field Report states this filing was for the
replacement of an existing failed septic system located in the front yard and within the
100-foot buffer zone of a BVW. On August 16th MR wrote that this filing be continued to
the September 18th meeting as there were two areas of erosion along the slope on the
right side (east) of the yard adjacent to the wetland edge. There are also a few patches of
bare earth along the front of the lawn at the edge of the road. These areas have been re-
loamed and reseeded but are not yet stable. MR recommends that this filing be continued
to the October 2nd meeting so that the areas of concern can have more time to develop.
Motion to continue to October 2nd, DB, second MI, so voted.
Certificate of Compliance
1. 89 Briggs Street (Lot 1), (77-362), Hopgood, (COC), SE73-2657 Field report states
that this project was for the construction of a single family house with attached garage,
deck, utilities, and associated grading. All work has been completed in significant
compliance to the Order of Conditions issued on June 21, 2016 except for the rear yard
which falls within 11 feet of the wetland. The deck is 28 feet (rather than 27 feet) from
the wetland. There is no indication of siltation or other disturbance to the wetland and all
areas are stable. MR recommends that the Taunton Conservation Commission issue a
COC for this project. Motion to issue a COC, DB, second MI, so voted.
2. 87 Briggs Street (Lot 2), (77-362), Hopgood, (COC), SE73-2638 Field report states
that this project was for the construction of a single family ranch-style house with
attached garage, deck, utilities, and associated grading, and is adjacent to and east of #89
Briggs St. All work remained outside the Commission’s 25-foot Wetland Protection Zone
(WPZ). The garage and deck were switched to the west side of the house. There is no
indication of siltation or disturbance to the wetlands and all lawn areas are stabilized. The
siltation barrier can be removed. Work was completed in significant compliance to the
Order of Conditions issued on March 23, 2016; therefore, MR recommends that the
Taunton Conservation Commission issue a Certificate of Compliance for this project.
Motion to issue a COC, DB, second MI, so voted.
3. 81A Briggs Street (Lot 6), (77-361), Hopgood, (COC), SE73-2642 Field report states
that this project was for the construction of a single family home with attached garage,
deck, utilities, and associated grading, and is on the north side of Briggs Street with
Silver Street (paper street) along the eastern property line. The original Order was
amended on August 17, 2016 in order for the house to be moved further back from the
road and closer to the wetland. The lawn extends to the 25 foot WPZ line (noted as ridge
line on the first plan) and there is a clearly defined drop to the wetland. There does not
appear to be any siltation or incursion into the wetland and all lawn areas are stable and
have been mowed consistently. In fact, this property has the best looking lawn of the all
the new lots. The swale is less defined but it seems to be working properly. The six white
pines are closer to the new house and form an arc to screen the neighbor’s view. The
work significantly complies with the Order and Amended Order. MR recommends that
the TCC issue a COC for this project. Motion to issue a COC, DB, second MI, so voted.
4. 105 Frazier Pasture Road, Arieta, (COC), SE73-2409 Field report states this project
was for the construction of a single family home, with garage, septic system, driveway,
utilities, and associated grading. All work has been completed in significant compliance
to the Order of Conditions issued on October 7, 2009. The lawn is stable and has been
mowed multiple times. There is no indication of siltation or incursion into the wetlands
and the siltation barrier stakes can be removed and the tops of the socks slit open. MR
recommends that the TCC issue a COC for this project. Motion to issue a COC, DB,
second MI, so voted.
5. 400 Revolutionary Drive, Skyline Contracting, (COC), SE73-2197 Field report states
that this filing was for the construction of a split level office/warehouse to include
parking, grading, utilities, and stormwater management systems. All work has been
completed in significant compliance to the Order of Conditions issued on July 31, 2006.
MR recommends that the TCC issue a COC for this project. Motion to issue COC, DB,
second MI, so voted.
6. 201 Alfred Lord Blvd., VWI Towers, LLC, (COC), SE 73-2609 Field report states this
project was for the construction of a telecommunications facility comprised of panel
antennas mounted on top of a 145-foot monopole near the existing buildings on the
property. The associated telecommunications equipment are located at the base of the
pole and within a 75’ x 75’ lease area with a 60’ x 52’ compound area surrounded by an
8’ tall chain link fence topped by barbed wire. The access drive extends from the existing
driveway to a 12’ wide gravel drive to the tower location. Stormwater from the facility is
directed to a sand filter for pretreatment and then an infiltration trench to the north of the
facility. The stormwater from the gravel drive is directed to a grass swale along the
southeast side of the road then to a sediment forebay and pocket wetland system. The
pocket wetland was seeded with a New England wetland mix and planted with swamp
azalea and silky dogwood and the area is functioning properly. All disturbed areas are
stable and there is no indication of disturbance to the BVW. MR recommends that the
TCC issue a COC for this project. Motion to issue COC, DB, second MI, so voted.
Public Meeting
1. 159 Hodges Street, Sousa, (RDA), DSE-1158 (Rich Enos steps down) Field report
states this filing is for a septic system repair to include abandoning the existing system,
replacing the existing tank, and building a new leaching field. The wetland was flagged
by Zenith Consulting Engineers, LLC in August, 2017. MR visited the site on Thursday,
September 7th, and agreed with the placement of the flags, which are blue and numbered
WF1 to WF-5. All work is outside the 50-foot buffer line and located to the east side of
the house. A siltation barrier is depicted at least 68 feet from the wetland. The existing
system will be abandoned and filled with sand or removed from the site if encountered
during construction. The new soil absorption system (SAS) will be placed to the right
(east) of, and 20 feet off the house and 17 feet from the easterly property line. It will
consist of 30 ADS Arc-36 plastic chambers with a 40 mil liner located in the rear of the
field. The existing septic tank will be removed and replaced with a new 1500 gallon H-20
septic tank which will be placed in front of the house. The SAS will be 84 feet from the
wetland and the liner will be 78 feet away. The work as proposed will not negatively
impact the BVW. MR recommends that the Taunton Conservation Commission approve
the project and issue a Negative Determination to include the attached Special Conditions
and that the Commission approve the wetland delineation as described above. Motion to
approve with conditions 1-4, 7, 8, 14, 18, and 19, DB, second LF, so voted.
Extension
60 Short Street, Castro, (ORAD EXT), SE73-2605 (Rich Enos steps back in) Field report
states that this filing is for the construction of a single family home with garage, driveway, septic
system, utilities, and associated grading. The area was flagged and received an Order of
Resource Area Delineation on January 14, 2015 from this Commission. The entire lot is within
the Three Mile River ACEC. The Applicant is requesting a three-year extension so that he can
have additional time to develop and design a house plan. MR recommends that the TCC grant a
one year Extension to the ORAD. Motion to grant the extension, DB, second RE, so voted.
Public Hearings
1. West Water Street, COT/DPW, (NOI), SE73-2721 Alan Gunnison present. Field report
states that this filing is for the replacement of an existing sewer pump station and
installation of two new sewer force mains which will run to the influent channel at the
Waste Water Treatment Facility. The project will take place within portions of BVW
buffer zone, BVW, Coastal Bank buffer zone, Inland Bank, Bordering Land Subject to
Flooding (BLSF) and Riverfront. Wetland Strategies, Inc. delineated the resource areas in
January, 2017. These resource areas consist of bordering vegetated wetland (BVW),
intermittent stream, riverfront area and bank of the Taunton River. The pump station is
located within the Densely Developed Area (per the Secretary of Environmental Affairs
on July 10, 2002) and thus has a 25-foot rather than 200-foot riverfront area. The
following areas were delineated:
Riverfront Area: Top of Bank (TOB) TOB1-TOB7 blue flags;
Bordering Vegetated Wetlands (BVW): there are three BVWs associated with the
intermittent stream along the project area:
a. Series A: A1 – A22 is along the northwesterly side of the project area (west of
#740);
b. Series B: B1 – B13 is south of the intermittent stream;
c. Series C: C1 – C8 is north of the Taunton Animal Shelter and west of the project
area and extends to West Water Street.
The existing pump station is undersize and has had issues due to clogging. When the
existing station reaches capacity, the excess wastewater is discharged to the Taunton
River through a permitted combined sewer overflow (CSO) structure. This project
involves replacing the existing station and installing two new sewer force mains. The
goal of the project is to reduce combined sewer overflows thus reducing the amount of
bacteria and other elements of the wastewater from entering the Taunton River. The new
pumping station will be constructed between the existing station and the Taunton River.
The proposed pumping system will consist of four duty pumps and one back-up. The two
new 24” pipes will run from the proposed pump station to the influent channel at the
waste water treatment facility (WWTF). They will generally follow the alignment of the
original 20” force main installed in the late 1940’s and the majority of this pipe will be
removed. Sections that remain in place will be abandoned in place. Once in place, the
disturbed areas will be re-graded to match existing grades. Disturbed areas within the
wetlands and buffer zones will be reseeded with a New England wetland mix. Because
the project is to replace/upgrade the sewer infrastructure close to their current locations,
there is no way that the Applicant can completely avoid impacts to the resource areas. All
areas will be protected from erosion and sedimentation with straw wattles.
There will be temporary disturbance to the BVW but no BVW loss due to this project.
Upland vegetated areas disturbed by the work will be loamed and seeded with a
residential seed mix. The disturbance to the resource areas will be temporary and there
are no permanent disturbances. The Taunton River is a tidal river and as such is
considered a Coastal Bank. There will be no disturbance of the bank during the proposed
work. There will be permanent Coastal Bank Buffer disturbance of 3,515 square feet and
5,114 square feet of temporary disturbance during the installation of the new pumping
station and associated equipment. The entire pump station is located within the 100-year
floodplain an filling will be required for grading and construction. A portion of the force
mains is also within the 100-year floodplain but no filling is required. Due to the size of
the site there is no available area with which to provide the requisite compensatory
storage. The City is completing the Weir Riverfront Park project which is quite close to
this site and additional flood storage has been provided at the park site, thus meeting the
requirement to provide compensatory storage that the work will not restrict flows that
may cause an increase in flood stage or velocity that restrict flows that may cause an
increase in flood stage or velocity.10 CMR 10.60).
This site is within the 25-foot Densely Developed Riverfront Area and all areas on this
site have been previously disturbed during original installation of the existing sewer
infrastructure. The work for the proposed new pump station will temporarily disturb 430
square feet while 271 square feet will be permanently altered. According to 310 CMR
10.58(4): “Where the presumption set forth in 310 CMR 10.58(3) is not overcome, the
applicant shall prove by a preponderance of the evidence that there are no practicable
and substantially equivalent economic alternatives to the proposed project with less
adverse effects on the interests identified in M.G.L. c.131 § 40 and that the work,
including proposed mitigation, will have no significant adverse impact on the riverfront
area to protect the interests identified in M.G.L. c. 131 § 40…
(a) Protection of Other Resource Areas. The work shall meet the
performance standards for all other resource areas within the riverfront
area, as identified in 310 CMR 10.30 (Coastal Bank), 10.32 (Salt
Marsh), 10.55 (Bordering Vegetated Wetland), and 10.57 (Land Subject
to Flooding). When work in the riverfront area is also within the buffer
zone to another resource area, the performance standards for the
riverfront area shall contribute to the protection of the interests of
M.G.L. c. 131, § 40 in lieu of any additional requirements that might
otherwise be imposed on work in the buffer zone within the riverfront
area.”
The project complies with the performance standards for other resource areas and as far
as the Riverfront standards, the alternative analyses provided show that this is the most
cost effective and that there is no significant adverse impact on the riverfront area.
The work as proposed, even with the permanent 271 sq ft of riverfront disturbance, will
be an overall improvement to the water quality of the Taunton River with less wastewater
discharge events as it will increase the efficiency of the conveyance of wastewater to the
WWTF. MR recommends that the Taunton Conservation Commission approve the
project and issue an Order of Conditions to include the attached Special Conditions. In
addition, MR recommends that the Commission approve the wetland delineation as
described above for reference purposes only. Motion to approve with special conditions
1-5, 19, 21, 25- 27, DB, second MI, so voted.
2. 1358 Cohannet Street, Campbell, (NOI), SE73-2722 Bob Campbell present. Field
report states that this filing is for the construction of a single family home with attached
garage, driveway, utilities, and associated grading. The project site was a historical mill
complex and as such, the project is exempt from the Rivers Protection Act, 310 CMR
10.58(6)(k). The property is also within the ACEC of the Three Mile River and NHESP
Priority Habitat of Rare Species and Estimated Habitat of Rare Wildlife. There is no
BVW associated with this site. The edge of the Three Mile River is flagged as Mean
Annual High Water (MAHW) and was delineated by Ecosystems Solutions, Inc. on June
29, 2017 using flags MAHW-1 to MAHW-12. The house is outside the 100-year
Floodplain, elevation 36 to the north and elevation 32 to the west. The project must
adhere to regulations regarding redevelopment within a Riverfront Area. According to
310 CMR 10.58(5)(a): “Redevelopment Within Previously Developed Riverfront Areas;
Restoration and Mitigation. Notwithstanding the provisions of 310 CMR 10.58(4)(c) and
(d), the issuing authority may allow work to redevelop a previously developed riverfront
area, provided the proposed work improves existing conditions. Redevelopment means
replacement, rehabilitation or expansion of existing structures, improvement of existing
roads, or reuse of degraded or previously developed areas. A previously developed
riverfront area contains areas degraded prior to August 7, 1996 by impervious surfaces
from existing structures or pavement, absence of topsoil, junkyards, or abandoned
dumping grounds. Work to redevelop previously developed riverfront areas shall
conform to the following criteria: (a) At a minimum, proposed work shall result in an
improvement over existing conditions of the capacity of the riverfront area to protect the
interests identified in M.G.L. c. 131 § 40. When a lot is previously developed but no
portion of the riverfront area is degraded, the requirements of 310 CMR 10.58(4) shall
be met.” A stone retaining wall, built when the mill pond was created, remains along the
bank of river and is in very good shape. The proposed house will be built where there is
currently foundation rubble from a previous mill building. The immediate area around the
proposed house will be graded and top of foundation will be at 45. Behind the proposed
house, the area will be cleared and loamed and seeded up to 25 feet from the river to the
north (right side of house) and 42 feet from the river to the west (rear of the house). There
is an existing 8” drain pipe that runs from in front of #1398 Cohannet to the river’s edge.
The elevation of the pipe from the bank is approximately 2 feet and there is a scour pool
which should be reinforced with riprap to prevent additional erosion. Farther up the bank
about 15-20 feet is a hole through which the pipe flows and this should be repaired as
well. The DPW has been notified about this. A siltation barrier is depicted on the plan
and is at least 27 feet from the river. The work on the lot will clean up the foundation
rubble and remnants of the mill complex as well as clean up the invasive plants within the
lot. A tree line will be maintained around the perimeter and will be at least 25 feet off the
river’s edge. Grading will come to within 32 feet of the river’s edge while the closest
corner of the house will be 41 feet away. The project as presented should not negatively
impact the river and will improve the overall site. MR recommends that the Taunton
Conservation Commission approve this project and issue an Order of Conditions to
include the attached Special Conditions. MR also recommends that the Commission
approve the delineation, MAHW-1 to MAHW-12, for reference purposes only. Motion
to approve with conditions 1-5, 19, 21, 24-27 and 28: released Order of Conditions after
receipt of NHESP letter, DB, second LF, so voted.
3. Reported earlier
4. 49 Woodbine Street (Lot 1), Aspen Property Holdings, LLC, (NOI), SE73-2725
Nick Dufresne, Engineer present. Field report states that this filing is for the construction
of a single family house with garage, deck, utilities, and associated grading. The wetlands
were approved under DEP file # SE 73-2654 and an ORAD issued on May 18, 2016. The
lot is at the end of the road and on the northerly side of the cul-de-sac. At the closest, the
deck stairs will be 10.9 feet from the designated NHESP restriction boundary and 71 feet
from the wetland. The driveway will be 65 feet from the wetland. Roof runoff will be
directed two cultic rechargers. The work as proposed will not negatively impact the
wetland as the detention basin will sufficiently handle the additional stormwater. MR
recommends that the Taunton Conservation Commission approve this project and issue
an Order of Conditions to include the attached Special Conditions. Motion to approve
with conditions 1-9, 15, 17, 19, 21, 23-27, and 28: No incursion into the NHESP
Restrictive Boundary in perpetuity, RE, second LF, so voted.
5. 48 Woodbine Street (Lot 9), Aspen Holding Properties, LLC, (NOI), SE73-2724
Nick Dufresne, Engineer present. Field report states that this filing is for the construction
of a single family house with garage, deck, driveway, utilities, and associated grading.
The wetlands were approved and an ORAD issued on May 18, 2016 (SE 73-2654). The
deck stairs will be the closest structure to the NHESP Restrictive Boundary at 6 feet.
Grading will come to within 58 feet of the wetland while the house will be 83 feet away.
Roof drains will be directed to two Cultec Rechargers. A siltation barrier is shown along
the limit of work. The work as proposed should not negatively impact the wetland and
MR recommends that the Taunton Conservation Commission approve the project and
issue an Order of Conditions to include the attached Special Conditions. Motion to
approve with conditions 1, 2, 3, 4, 5, 6, 19, 21, 25, 26, and 27, 28- No incursion into the
NHESP Restrictive Boundary in perpetuity, DB, second ST, so voted.
6. 720 West Water Street, West Water Realty Trust, (NOI), SE 73-2726 Mike
Ducharme, owner, and Shane Oates, Engineer with Coneco present. Field report states
that this filing is for a mix of development and redevelopment of the site including the
preservation of the existing wooden structure and concrete pads, rearranging the soil
mounds, expanding the parking lot and one of the existing concrete pads, replacing the
existing Quonset style frame and canopy with a new structure on the existing pad,
installation of a scale, site grading, and the installation of an infiltration basin with a
sediment forebay. The wetland delineation was approved and an ORAD issued on April
4, 2017 (DEP # SE 73-2695). In the front of the property, the metal shed will be removed
as well as the existing concrete, and the metal gate will be relocated to the right of the
current entrance. A concrete barrier along the southerly property line will be removed.
Within this area the entrance will be reconfigured and repaved and 11 parking spaces
provided. The current Quonset canopy will be removed and a 3-bay structure will be built
upon the existing concrete pad. Changes around the existing wooden building include:
removal of concrete pads, and relocation of the overhead light. In front of the building
will be 10 new parking spots and the new scale will be set up on a 115’ x 20’ concrete
pad along the south side (left) of the building. To the south (left) of the new scale, a 40’ x
8.5’ trailer is proposed and new bituminous concrete will be laid down on the current
gravel area surrounding the building. This site currently has no stormwater management
and stormwater runs untreated into the bordering wetlands. This project includes a
stormwater management system which will greatly improve the water quality via an
infiltration basin with a sediment forebay. Due to high groundwater, existing structures
and minimal grade change make it difficult to divert the additional impervious area to the
stormwater BMPs but there will be a decrease of 19% (from 41,230 sf of untreated
impervious area to 33,380 sf) in impervious area left untreated. The infiltration basin will
have a weir which will direct the flow through two pipes which end into plunge pools
prior to draining into the wetlands. The majority of the proposed changes to the site will
be outside the 100-foot buffer zone. The areas within the buffer zone include a portion of
the new pavement, rearrangement of existing mounds of soil, and the stormwater
management system. Pavement will come to within 19 feet of the BVW, while the
infiltration basin outlet will be within 7 feet. This project is an overall improvement and
will not negatively impact the resource areas. Stormwater will be attenuated and the
discharge of pollutants reduced. Soil piles will be moved around to where needed but will
not be any closer to the wetlands. Snow is plowed and stored on the side of the property
away from the wetlands. MR recommends that the Taunton Conservation Commission
approve this project and issue an Order of Conditions to include the attached Special
Conditions. Motion to issue Order of Conditions with Special Conditions 1-9, 11, 19, 21,
25-27, DB, second MI, so voted.
Other Business
1. Boyden Gates. MR brought in quotes. Motion to go with In-Line Fence for the back
gate, MI, second RE, so voted. Discussion regarding whether the front gate needs to be
electric. LF and ST brought up issues with other electric gates in town malfunctioning.
They did not make a motion regarding action for the front. Continue getting quotes.
