Minutes of the Taunton Conservation Commission February 12, 2018 Present: Chair Steven Turner, Vice Chair Debra Botellio, Commissioners Luis Freitas, Marla Isaac, Jan Rego, and Matthew Haggerty. Absent: Richard Enos. Motion to approve the minutes of 12/11/17 and 1/22/18, DB, second MI, so voted. Certificate of Compliance 1. 30 Mozzone Blvd., Commonwealth Alternative Care, Inc., (COC), SE73-2696 Field report states that this project was for the redevelopment of a portion of an existing building zoned as industrial use, to include the construction of additional parking and stormwater BMPs. The site work was done on the east half of the building and the wetland is located along the south and east of the building, along the edge of the existing pavement. The parking lot was reconfigured and pavement along the eastern edge was removed and replaced with a grass swale and stone filter berm. All work has been completed in significant compliance to the order of conditions issued on 5/2/17. MR recommends that the TCC issue a COC for this project. Motion to approve, DB, second MI, so voted. 2. High Street, Young, (COC), SE73-2575 Field report states that this filing was for the construction of a storage building and gravel access driveway within the 200 foot riverfront area of the Mill River. No work was ever started on this project; therefore, MR recommends that the TCC issue a COC to close this filing. Motion to approve, DB, second LF, so voted. Continued Public Hearing 1. Run Brook Circle, Aspen Properties Group, LLC, (ANRAD), SE73-2727 Motion to continue to 3/12/18, DB, second LF, so voted. 2. Caswell Street, Dutra, (ANRAD), SE73-2730 Field report states that this filing is for an approval of delineations of wetland resource areas at Caswell Street (110-84), which is a 12 acre lot located on the east side of Caswell Street and accessed between #397 and 401 Caswell Street. It abuts airport property to the southeast and cranberry bogs to the northeast. On 10/23/17 MR requested that this be continued so that she could walk the wetland area of concern between wetland A and C. The wetlands were delineated by Karon Skinner on 12/2/16. Please reference MR’s report of 10/19/17 to review the wetland descriptions. MR wrote that it looked as if there was a connection/channel between Wetlands “A” and “C” from WFA18 and WFA19 to WFC2 and WFC3, especially during heavy rain events. MR met the owner on 11/9/17 and reviewed the area with him. Upon that second review, MR recommends that the TCC issue an ORAD and approve the wetlands as depicted on the plan dated 11/8/16 as follows: WF1-WF20, WFB1-WFB5 with WFB6 for reference purposes only, WFA1-WFA31, and WFC1-WFC10. Frank Gallagher present for the applicant who is out of the country. He believes the applicant did speak with some abutters but not positive. Motion to issue an ORAD, DB, second MI, so voted. 3. 117 Summer Street, Cambra, (NOI), SE73-2745 Field report states that this filing is for the excavation and removal of oil-impacted soil, groundwater and oil. This site is located on the southerly side of Summer Street at the corner of Summer Street and Ingell Street. It is on the banks of the Mill River and there was an historic oil release at the site on 12/30/03. There have been no permanent closure with the DEP as of this date. The applicant has hired Stantec Consulting Services to implement measures to achieve regulatory closure. Stantec will work with an environmental contractor who will remove material within the impacted areas by constructing a trench that will be excavated down to groundwater level and into the water table. The material will be stockpiled, with clean soils separated from oil-impacted soils. The trench will then be backfilled with crushed stone, a filter fabric will then be installed over the stone, and vertical wells will be installed to allow future monitoring/oil removal. The area will be backfilled to current grade. The applicant estimates that the work will occur over a 4 day period and that 150 yards/225 tons of impacted soil will be disposed of offs site at an approved facility. The groundwater and oil will be pumped into a 10,000 gallon on site frac tank. The tank will also be used for recovery of water and oil from the trench following completion of the trenches. Once all work has been completed, a RAM Plan will be submitted to DEP outlining the remediation activities. A turbidity curtain will be installed along the bank of the Mill River in addition to a siltation barrier along the proposed areas of excavation. The work as proposed will ensure that the impacted areas are safe and will receive continued monitoring even after closure. MR recommends that the TCC approve this project and issue an order of conditions to include the attached special conditions. Jeff S present for the applicant. He is the LSP that will be on site or one of his associates at all times. They are covered under his license to be there on site monitoring. He stated they will let MR know when they begin, they watch the weather before deciding. This helps them to have a few days of favorable weather when doing this type of project. They will contact MR when barriers go up too. Motion to approve with special conditions 1, 2, 3, 4, 5, 10, 19, 21, 25, 26, and 27, DB, second MI, so voted. 4. RR (East of Route 140), Mass DOT, (NOI), SE73-2740 Field report states that this filing is for approval of reconstruction of track infrastructure-track, bridges, and grade crossings- along the Middleborough Secondary in Taunton as part of the South Coast Rail Project. Work will occur within bank, BVW, and LUW. The wetland resource areas were identified by VHB environmental scientists on 9/7/16. BLSF was not flagged but is based on published FEMA flood elevations. There are 22 wetlands located along this RR ROW. The Cotley River and Taunton River are the large systems along this segment. On 11/14/17, MR rode the tracks with VHB and MassCoastal to review the wetland resource areas which are detailed as follows and are for reference purposes only: Wetlands: TMS-2: forested wetland north of the ROW with 2 intermittent streams, TMS-3: forested wetland south of the ROW with an intermittent stream, TMS-5: forested wetland north of the ROW associated with the Cotley River, TMS-6: forested wetland north of the ROW associated with the Cotley River which transitions to wet meadow adjacent to the river, TMS-7: wet meadow associated with the Taunton River, TMS-9: scrub shrub on south side of ROW, TMS-10: emergent wetland with scrub shrub fringe on both sides of ROW, TMS-11: scrub shrub wetland north and south of ROW with perennial stream channel culverted under rail. Connected to intermittent channel adjacent to abandoned cranberry bog on south side of berm, TMS-12: forested wetland with scrub shrub fringe on north side of ROW. An intermittent stream connects TMS-12 to TMS-13 on the south side of ROW, TMS-13: pond with emergent and scrub shrub wetland on south side of ROW, TMS-14: forested wetland north of ROW. An intermittent stream connects TMS-14 to TMS-15 on the south side of ROW. TMS-15: forested wetland south of the ROW, TMS-16: emergent wetland south of ROW encompassing a cranberry bog transitioning into forested wetland, TMS-17: forested wetland north of ROW associated with cranberry bogs. Connected to agricultural ditches and intermittent streams. Includes a PVP 25438-certifiable vernal pool, RMS-18: forested wetland south of ROW. Connected to an intermittent stream channel, TMS-21: isolated forested wetland on north side of ROW includes PVP 25490 certifiable vernal pool, RMS-7: forested wetland with intermittent stream. Five are small depressions that appear to contain water for limited periods and do not qualify as ILSFs but are considered IVWs subject to federal jurisdiction. The sixth is Thatcher’s Pond, a large coastal plain pond, which qualifies as an ILSF. TMS-1: isolated depression north of the ROW and west of County Street, TMS- 8: isolated scrub shrub wetland on south side of ROW and east of Old Colony Avenue, TMS-20: isolated forested wetland on north side of ROW and west of Middleboro Avenue, TMS-21: Thatcher’s Pond, TMS-22: isolated forested wetland and certifiable vernal pool on south side of ROW, LUWW: this is defined as any land beneath any creek, river, stream, pond, or lake. The channel beds of intermittent streams are being considered LUWW per DEP for this application, TMS-2: 2 intermittent streams between County Street/Route 140 and Route 24, TMS-3: intermittent stream east of County Street, TMS-5:, TMS-6: Cotley River, TMS-7: Taunton River, TMS-10: Richmond Brook, TMS-11: unnamed perennial stream south of ROW and east of Taunton River, TMS-12: intermittent stream north of ROW, east of Taunton River, TMS-13: intermittent stream south of ROW, east of TMS-11, TMS-14: intermittent stream north of ROW, west of culvert CV-TA-2, TMS-15: intermittent stream south of ROW, west of culvert CV-TA-2, TMS-17: intermittent stream north of ROW, west of Taunton/Raynham line, TMS-18: intermittent stream south of ROW, west of Taunton/Raynham line, TMS-19: intermittent stream at Taunton/Raynham line, Riverfront Area: Per 310 CMR 10.58 (2)(a)3, this is the area of land between the river’s mean annual high water line outward from the river and a parallel line located 200 feet away, BLSF TMS-7: Taunton River- along the Taunton/Raynham municipal line, BLSF TMS-B5: Cotley River-east of Route 24 and Route 140 intersection, Vernal Pool: Along this rail line there were five vernal pools found to be certifiable during MassDOT’s Vernal Pool Survey: VHB VP23, PVP 25438, PVP 25490, VHB VP7, and GHB BP6. Three of the vernal pools are within 100 feet of the Middleborough Secondary in Taunton- PVP 25438, PVP 25490, and PVP VHB VP7. All are located within BVW, Estimated Habitat of Rare Wetlands Wildlife: Portions of the rail fall within NHESP Estimated Habitat of eastern box turtle. These areas along the RR ROW are TMS-21, TMS-22, TMS-20, RMS-7, TMS-19, RMS-18, TMS-17, TMS-16, TMS-15, TMS-14, TMS-13, and TMS-12. Wildlife crossings are proposed as mitigation for the project. Construction on the Middleborough Secondary includes track improvements to 4.02 miles of the track from the Lakeville town line to the Route 140 rail crossing and will involve track improvements, track drainage, and installation of signals and communication systems. Proposed work on certain bridges and culverts qualifies for being advanced in accordance with the Footprint Bridge exemption, and are not included within this NOI. The proposed track work consists of constructing new track structure within the active freight ROW. New track bed, drainage, ditches, ballasts, ties and new steel rail will be installed and the existing track and ties will be lifted six inches and new ballast placed beneath the ties. The existing embankments will be modified to accommodate the new track section, and signal and communication cables will be installed in a trench located outside the new ballast footprint. Proposes impacts to wetland resource areas within this portion of the project are as follows: Bank: 6 linear feet of permanent impact, BVW: none, BLSF: 1,354 square feet of permanent impact, LUWW: 8 linear feet of permanent impact, Riverfront Area: 78,036 square feet of temporary impact, no permanent impact. Additional permits required include Water Quality Certification under 314 CMR 9.00 and Section 401 of the Federal Clean Water Act, and a Department of the Army Section 404 Permit from the U. S. Army Corps of Engineers for placement of fill in jurisdictional wetlands. Correspondence from the Natural Heritage & Endangered Species Program stated that the project “must be conditioned in order to avoid adverse effects to the resource area habitats of state listed wildlife species”. NHESP listed five conditions to avoid adverse effects and which will be included in the attached special conditions. The Division of Fisheries & Wildlife has been working with the applicant to address potential impacts throughout the process and will still require review through a formal filing with the Division for compliance with MESA, and as such is ongoing. The Division anticipates a “Take” of state listed species may only be permitted if the project and proposed mitigation meet the standards of a Conservation and Management Permit. MR recommends that the TCC approve this project and issue an order of conditions to include the attached special conditions and any additional conditions set by NHESP. Present Tess Paganelli, Randy Gagnon, Holly Palmgren, Jean Fox. Changes on East, security fencing added, VLSF elevation at Richmond Brook, no additional impacts but the FEMA elevation is now listed. Motion to approve with conditions 1, 2, 3, 4, 5, 19, 21, 25, 26, 27, and 28- water quality cert and 404 permit submitted for the file, NHESP conditions attached must also be fulfilled, DB, second MI, so voted. 5. RR (West of Route 140), Mass DOT, (NOI), SE73-2741 Field report states that this filing is for approval of reconstruction of track infrastructure-track, bridges, and grade crossings along the New Bedford Main Line and portions of the Middleborough Secondary in Taunton, and construction of a new commuter rail station as part of the South Coast Rail project. Track work will include track improvements, culvert replacements, track drainage, and installation of signals and communications systems. The proposed East Taunton Station will include a new platform, associated track improvements including culvert replacement, parking facilities, and stormwater drainage features. There will be 1.3 miles of track improvements on this line. Work will occur within bank, BVW, and LUW. The wetland resource areas were identified by VHB environmental scientists on 9/9/16. On 11/14/17, MR rode the tracks with VHB and MassCoastal to review the wetland resource areas which are detailed as follows and are for reference purposes only: BVWs: There are 16 wetlands within the ROW west of Route 140. Seven wetlands (TS-1 through TS-7) are not in the ROW but are adjacent to the proposed East Taunton Station site, TCM-7East: forested wetland north of Middleborough Secondary and west of new Bedford ROW, TCM-10West: forested wetland south of North Wye track, west of New Bedford ROW, TCM-9A: forested wetland south of North Wye track, east of New Bedford ROW, TCM-9B: forested wetland east of TCM-9A, southeast of Quad Graphics siding track, west of New Bedford track siding at Cotley Junction, TCM-12: red maple swamp with emergent wetland components east of ROW, north of Route 24, TCM-13: red maple swamp, TCM-11B: forested wetland connected to TCM-14 under West Stevens Street, north of Stevens Street, east of ROW, BKCM-5: red maple swamp bordering unnamed perennial stream. South of Stevens Street, east of ROW, TS-1: forested wetland with an intermittent stream in manmade channel. Adjacent to proposed East Taunton Station, TS-3: forested wetland west of Industrial Drive along northern edge of proposed Taunton Station, TS-6: forested wetland east of Industrial Drive along northern edge of proposed Taunton Station property, Bank: this rail line crosses one intermittent stream, TCM-9A: intermittent stream south of Middleborough Secondary and west of New Bedford ROW, TCM-9B: intermittent stream south of Middleborough Secondary and east of New Bedford ROW, TS-2: bank of intermittent stream at the proposed East Taunton Station. Manmade channel culverted beneath Industrial Drive, TS-4: open water pond east of Industrial Drive on proposed East Taunton property, TS-7: open water pond on the proposed East Taunton station property, BKCM-5: intermittent stream east of New Bedford Main ROW at Berkley town line, ILSF: there are two isolated wetlands along this section of track (TMS-7 west and TS-5). Neither is large enough to meet the definition of ILSF but both are subject to federal jurisdiction as IVWs, LUWW: this is defined as any land beneath any creek, river, stream, pond, or lake. The channel beds of intermittent streams are being considered LUWW per DEP for this application, TMC-10 WEST: , TCM- 9A: intermittent stream south of Middleborough Secondary and west of New Bedford ROW, TCM-9A/9B: intermittent stream south of Middleborough Secondary and east of New Bedford, TS-4: open water pond to the east of Industrial Drive on the proposed Taunton Station property, TS-7: open water pond on the proposed Taunton Station property, Riverfront Area: Per 310 CMR 10.58 (2)(a)3, this is the area of land between the river’s mean annual high water line outward from the river and a parallel line located 200 feet away. There are no perennial streams associated with this project. Vernal Pool: along this rail line there are four vernal pools within 100 feet of the RR ROW-VHB VP3, VHB VP6, PVP 25399, and PVP 25398. Estimated Habitat of Rare Wetlands Wildlife: this project does not fall within NHESP Estimated Habitat of Rare Wildlife. Construction on the Middleborough Secondary and New Bedford Main Line include track improvements as follows: new track bed, drainage, ditches, ballast, ties, new steel rail, and installation of signals and communication systems. Proposed work on certain bridges and culverts qualifies for being advanced in accordance with the Footprint Bridge exemption, and are not included within this NOI. The proposed track work along the Middleborough Secondary consists of lifting the existing track and ties up 6 inches and placing new ballast under, the existing embankments will be modified to accommodate the new track cross section including side drainage ditches an ballast side slopes, and signal and communication cables will be installed in a trench located outside the new ballast footprint. Work through Cotley Junction and the New Bedford Main line will include replacing the existing ballast with new, replacing the sub-ballast with new material to meet current specifications, ties will be completely replaced with timber ties, the existing jointed rail will be replaced with new 132 pound continuously welded rail, modifying existing embankments to accommodate the new track cross section, installation of signal and communication cables in a trench outside the new ballast footprint, and retaining walls will be installed in three locations to minimize impacts to BVW. The work on the proposed East Taunton Station will consist of construction of a new platform, track improvements, parking facilities, culvert replacement, and drainage features. The station will be located on 4.8 acres and will include a 3.4 acre paved parking lot to accommodate 363 vehicles. The side slopes surrounding the parking lot will be graded to meet the roadway and station elevation. Access to the site will be from Route 140 with an additional 1000 foot access road connected to the existing 800 foot road that leads to Quad Graphics. This road will be 30 feet wide with a 5 foot concrete sidewalk along the north side of the drive. The station’s stormwater management system will include three infiltration basins, two bio- retention areas with stone check dams, three sediment forebays, a retaining wall, and three overflow stone swales. The stormwater system is outside the wetland resource areas. Proposed impacts to the wetland resource areas within this portion of the project are as follows: Bank: 1.015 linear feet of permanent impact and 66 linear feet of temporary impact, BVW: 4,230 square feet of permanent impact and 0 square feet of temporary impact, LUWW: 5,219 square feet of permanent impact and 178 square feet of temporary impact. This project will result in 4,230 square feet of loss of BVW within four wetlands. The applicant is proposing mitigation of 5,200 square feet within the ROW acquisition at Cotley Junction, east of the Quad Graphics Siding. The site will connect to wetland TCM-9B on the east side of the ROW. In addition to the plantings and wetland seed mix, wildlife habitat will be established within the replication area. These features will include a creation of hummock and hollow microtopography, use of large boulders, fallen logs and woody debris. The construction of the mitigation area will be supervised by a wetland scientist. Additional permits required include Water Quality Certification under 314 CMR 9.00and Section 401 of the Federal Clean Water Act, and a Department of the Army Section 404 Permit from the U.S. Army Corps of Engineers for placement of fill in jurisdictional wetlands. MR recommends that the TCC approve this project and issue an order of conditions to include the attached special conditions. Motion to approve with special conditions 1, 2, 3, 4, 5, 6, 8, 9, 11, 14, 19, 20, 21, 25, 26, 27, 28-water quality cert and 404 permit submitted for file, DB, second LF, so voted. Public Hearing 1. 490 Winthrop Street, Tutsch/Winthrop Street, LLC, (NOI), SE73-2746 Field report states that this filing is for the construction of a 40 unit mixed use residential apartment/commercial complex with grading, drainage, stormwater, management, landscaping, and utilities which fall within the 100 foot buffer zone of a BVW located across Winthrop Street. There will be 36 apartments and four commercial units. The only part of the project within the buffer zone is a portion of the parking lot and site preparation area along Winthrop Street. No work falls within the 100 foot buffer zone in the rear of the site. This is considered a redevelopment project under 310 cMR 10.05(6)(k) through (q), and is defined to include the following projects: (a) maintenance and improvement of existing roadways including widening less than a single lane, adding shoulders correcting substandard intersections, improving existing drainage systems and repaving; (b) development, rehabilitation, expansion and phased projects on previously developed sites provided the redevelopment results in no net increase in impervious area; and (c) remedial projects specifically designed to provide improved stormwater management such as projects to separate storm drains and sanitary sewers and stormwater retrofit projects. The BVW across Winthrop Street was originally flagged in 2010 (flags K1 to K14) and refreshed by MLB Land Development on 2/6/18. The ILSF (flags B0 to B120) was flagged on 4/29/15 by LSC Environment Consulting. MR reviewed both lines and agrees with the flag placement. All flags are for reference purposes only. The sewer tie-ins, water tie-ins, and curb cuts occur within Winthrop Street. Three landscaping islands with grading, two dura slope channels and catch basins, drainage, and parking are also within the 100 foot buffer zone. The plan shows siltation barriers surrounding the entire site (sheet c-6.0) and marked as the LOD. All disturbed areas will be stabilized with landscaping and seed mix. A final landscaping plan, showing trees, shrubs, and seed mix should be submitted to the Conservation Office for the file. Stormwater management structures include a detention basin in the rear of the property, four water quality structures (oil/water separators), and three sub- surface systems. Roof run-off will be directed to the sub-surface Cultec systems with the westerly (1) and central sub surface system (2) directed to Water Quality Structures #1 and #2 respectively and then to the detention basin. Water Quality Structure #2 will also capture stormwater from the dura slope channel and catch basin #1 at the westerly entrance and direct it to the central sub-surface system. The run-off from the dura slope channel at the easterly entrance will be directed to the easterly sub-surface cultic system (3) along the roof and driveway runoff, and then to the detention basin. The detail for the outlet control structure of the detention basin and seed mix for the detention basin were not included and should be submitted to the Commission for the file. MR recommends that the TCC approve this project and issue an order of conditions to include the attached special conditions. Brian Dunn present with John Sayjack. They are getting rid of the existing drainage which is connected to Mass Highway. No comments from DEP. DB tearing up Winthrop Street for drainage? No cutting it off at property line, will not go across Winthrop, just remain on the property itself. 36 units, 32 residential and 4 commercial (800 square feet). 98 parking spaces, equals out to more than 2 per unit. Snow removal will go to the landscaped areas or be taken off site. ZBA was in favor of this project too. Motion to approve with special conditions 1, 2, 3, 4, 5, 6, 7, 8, 9, 11, 15, 17, 19, 20, 21, 24, 25, 26, 27, 28-a final landscaping plan showing trees shrubs and seed mix to be submitted, 29-the detail for the outlet control structure of the detention basin and seed mix for the basin are to be submitted for the file, DB, second MI, so voted. 2. Plain Street (107-32), Aspen Property Holdings, LLC, (NOI), SE73-2747 Field report states that this filing is for the construction of a single family home with attached garage, septic system, utilities, and associated grading as well as wetland delineation confirmation. This lot is on the northeast side of Plain Street just before Sydney’s Way (on the left). The rear of the property abuts the railroad tracks and berm in the rear. When MR visited the site on 1/5/18, the site was very wet with many pockets of standing water, due to the rain and melting snow. MR reviewed the wetland delineation which was conducted by Earth Services Corp. on 10/11/17. There are two areas where the land rises sharply, one is at the rear by the railroad tracks and the other encompasses wetland Series B, separating the numbered series 4 through 10 and meets local parameters for a protected ILSF. MR is in agreement with the placement of the flags as follows: Flags 4 to 10, B1 to B12, and A1 to A4 (ILSF). Currently the property gently slopes to the northwest toward the unlettered wetland (#4-#10). The applicant proposes to grade the driveway from elevation 114 to elevation 111 and grade up three feet for the house, with the top of foundation at elevation 118. The house will be 54 feet from the ILSF and the garage will be located 54 feet from the unlettered wetland. The groundwater elevation at the leaching field location is 110.5. Wetland B is at elevation 107-108 and will be 10 feet lower than the top of elevation of the leaching field. The lowest point of the leaching field 114.58 which is 4.8 feet above groundwater and 7 feet above wetland B. grading will be 25 feet from Wetland B at its closest. Siltation barriers are shown on the plan and will be at least 20 feet from the wetland (B). the barrier will be the limit of work. MR recommends that the TCC approve this filing and issue an order of conditions to include the attached special conditions. MR also recommends they approve the wetland delineation as described above. Nick Dufrene and Chris Coute present. Did 17 test pits and this was the only spot they could get it to pass. DB any issues with getting out to the leaching field? Nick no its all upland and the area will be loamed and seeded. DB basement? No walk out so not digging down. Applicant not ready, was told to be back at the meeting on 3/12/18 by ST. Other Business 1. MACC Conference. Motion to approve, DB, second MI, so voted. 2. Signs for Ernie and Neil. MR looked into ideas, likes the more rustic look, put them on a pole, each sign pointing to the field or meadow with the names on it. Motion to have this ready to go for the March meeting, DB, second JR, so voted. 3. Boyden Gate. ST would prefer a motion made that the gate be closed by the last person leaving the office each day. MR not reasonable to lock the gate at 4pm. People are in there and she is not going to look for people before she leaves. Weekends it is locked by the police. LF for the next 2-3 months have a sign up notifying everyone that the gate will be locked at an earlier time. This gives them time to get used to the earlier closing. DB thinks it will give undesirables notice to go in there and have their fun even earlier than now. JR rent a big spotlight, get a sign warning of the change in times for the gate and give them time to adjust. ST we will be liable if something happens out there and the gate was left unlocked. MH can we see if Marilyn has someone to just run down there at dusk and shut and lock the gate? We can look into it but she has said she does not have the staff. MR street parking is also a safety issue. It’s very narrow there. MI it is on us if the gate is being left open and people are able to get in. Motion to continue this to 3/12/18, have TCC get ideas to come back with on what to do regarding closing up the park at night, LF, second DB, so voted. 4. Friends of Boyden. Request to be reimbursed for all of their things that were in the shed that was taken down. Building Department is handling this, trying to get some of the items replaced. Pam from F of B came by at one point when the shed was still standing, MR told her it all needed to be removed. It never was apparently. Keith from the Building Department is taking care of this. 5. Council of Public Properties. A Taunton family would like to donate 7 acres of land on Glebe Street, on the Three Mile River. Motion to send this to the Committee on Public Properties and the City Solicitor to ask their opinion on this, DB, second ST, so voted. Motion to adjourn, DB, second LF, so voted.
