Minutes of the Taunton Conservation Commission May 14, 2018

Motion to table the minutes from the April meeting, until the June 2018 meeting, DB, second
JR, so voted.
Motion to move the meeting in June from June 4, 2018 to June 11, 2018, RE, second LF, so
voted.
Eagle Scout Riley Burke here to present to the Commission. Also present, his father Don Burke.
Riley is from Troop 40, he is 15, will be 16 on Wednesday. He would like to work on making a 6
foot pathway up to and around the flag pole. He will line the pathway with wood 4x4, use
stone dust to make it handicap accessible, and place wooden benches around the flag pole
area. This is his Troop’s 8th project at Boyden. He will solicit donations for materials and his
fellow troop members will help him complete the project. The path length has two options, he
either wants to make it 70 feet or 90 feet. Motion to allow Riley Burke to begin his Eagle Scout
project at Boyden, the Commission wishes him luck, they ask he take pictures while the project
is ongoing and when finished contact MR to come back and present it, DB, second MI, so voted.
Motion to move Dan Rezendes to the end of the meeting, DB, second MH, so voted.
Continued Certificate of Compliance
1. Mello’s Farm Road Subdivision, Bairos/ALE Realty Trust, (COC), SE73-2230 Field report
states that this project was for the construction of a detention basin within the
proposed subdivision and was granted an Extension in 2009. In MR’s field report dated
11/8/17, she wrote: “I inspected the detention basin on 10/31 and found that the
southeasterly corner of the basin had collapsed. I called the contractor and he went out
and repaired the damage. I revisited the site on 11/8 and all work was completed, the
sides shored up by two layers of sod, and grass seed spread. I recommend that this be
continued to the first meeting in May, 2018, so that I can observe whether the area is
completely stable.” MR inspected the basin on 4/27/18, and observed that the area
that was patched had again subsided. MR spoke with Tony Bairos, contractor, and
discussed solutions to the problem. There is sand in that area and it is causing the
instability. The suggestion is to place riprap for stabilization, which should solve the
problem. MR re-inspected the basin on 5/11/18 and found the basin to be stable and
the sand cleaned up within the basin. MR recommends that the TCC issue a COC for this
project. Motion to approve, DB, second MH, so voted.
2. 590 Somerset Ave., Heritage Operating, LP/dba Metro Lift Propane, (COC), SE73-2273
Field report states that this project was for the construction of a 24’ x 48’ modular
building, sheds and storage tanks for propane, and associated parking, drainage, fencing
and utilities within 100 feet of a BVW and 200’ of Cobb Brook. A riverfront
enhancement plan to manage the invasives along Cobb Brook was also included in the
plan. In August, 2016 MR wrote: “I visited the site on 8/9/16 and found that the work
has been completed in significant compliance to the order of conditions issued on
8/8/07 except for the riverfront improvements. The original plan was to remove the
invasive species and plant wetland vegetation in order to improve the corridor along
Cobb Brook. Japanese knotweed (Polygonum cuspidatum) is persistent along the banks
of Cobb Brook. There is a cleared area around the perimeter of the fence but there is no
non-invasive wetland vegetation along the corridor of the river as originally proposed. I
recommend that the applicant review the plans created by the Botanist and remove the
invasives and replant native species along the brook. I recommend that this filing be
continued to next June, date to be determined.” There were two more continuances,
September and October, and this hearing was continued again to the first meeting in
May, 2018 to give the applicant time to review and implement the enhancement plan.
MR cannot recommend that a COC be issued as the applicant has made no attempt to
follow the parameters of the original, approved plan. Motion to continue, have the
applicant come in on 6/11/18 and discuss what they’ve already done and what is left to
be done, DB, second MH, so voted.
655 West Water Street, Dusha/Jay Cashman, Inc., (COC), SE73-2418 This filing was for an after-
the-fact approval of an emergency access on West Water Street that was ordered by the Fire
Department after a fire on the above property. This access road cut through a large isolated wetland
that borders West Water Street. A total of 3,419 square feet of the wetland was filled to create the
driveway. This road is now used as the primary access to the scrap yard. The Applicant installed a culvert
under the driveway and did a 1:1 replication along existing wetlands. The work significantly complies
with the Order of Conditions which was issued on February 25, 2010. MR recommend thats the Taunton
Conservation Commission issue a Certificate of Compliance for this project. Motion to approve, DB,
second MI, so voted.
Certificate of Compliance
1. 323-325 Tremont Street, Tremblay, (COC), SE73-2717 Field report states that this filing
is for a septic system replacement for an 8 bedroom, multi family dwelling at the above
location. All work has been completed in significant compliance to the order of
conditions issued on 8/22/17. The leaching field is separated from the wetland by a
concrete block wall and there is no evidence of sedimentation into the adjacent
wetland. This work improved the overall function and quality of groundwater by
eliminating the cesspool and installing this system. MR recommends that the TCC issue
a COC for this project. Motion to issue a COC, DB, second RE, so voted.
2. 207 Hart Street, Bristol Plymouth Regional Technical School, (COC), SE73-2669 Field
report states that this filing was for the proposed expansion of two parking lots within
the Bristol-Plymouth Regional Technical High School campus. In addition, three
stormwater management systems were built and a replication area was created to
replace an isolated wetland that was filled in order to create the parking lot. All work
has been completed in significant compliance to the order of conditions issued on
8/16/16. All areas are stable, and the wetland replication is well established. MR
recommends that the TCC issue a COC for this filing. Motion to approve, DB, second JR,
so voted.
3. 178 Fremont Street, Ferreira, (COC), SE73-2319 Field report states that this project was
for the construction of a single family home, driveway, septic system, utilities, and
associated grading within the 100 foot buffer zone of a BVW. All work has been
completed in significant compliance to the order of conditions issued on 3/12/08. Lawn
areas are stable and there has been no noticeable incursion into the wetlands. MR
recommends that the TCC issue a COC for this project. Motion to approve, DB, second
MI, so voted.
4. 41 Stevens Street, Christ Community Church, (COC), SE73-2326 Field report states that
this filing was for the construction of a church, parking lot, and associated utilities and
grading on Stevens Street, across from Silvia Farm Drive. This project was reviewed by
the City Engineer and the stormwater management plan meets all the new DEP
Stormwater requirements. All work has been completed in significant compliance to the
order of conditions issued on 4/16/08 and extended on 3/19/15. All areas are stable
and there is no evidence of siltation or other incursions into the BVW. The detention
basins seem to be doing the job. MR recommends cleaning the inlets and outlets this
year. MR recommends that the TCC issue a COC for this project. Motion to approve,
DB, second RE, so voted.
5. 656 Joseph Warner Boulevard, Prysmian Power Cables & Systems USA, LLC, (COC),
SE73-2714 The field report states that this filing was for the removal of an underground
storage tank and existing petroleum impacted soil. All work has been completed in
significant compliance to the order of conditions issued on 7/19/17. All disturbed areas
are stable and there was no incursion of silt into the adjacent BVW. MR recommends
that the TCC issue a COC for this project. Motion to approve, DB, second JR, so voted.
Continued Public Hearing
1. 491 & 655 West Water Street, Dusha/Jay Cashman Inc., (ANRAD), SE73-2755 Applicant
has submitted a formal request to withdraw. Motion to accept the formal request to
withdraw without prejudice, DB, second MI, so voted.
2. Run Brook Circle, Aspen Properties Group, LLC, (ANRAD), SE73-2727 Field report states
that this filing is for a wetland delineation approval at Run Brook Circle, which is a
proposed subdivision off Tremont Street. The wetlands were originally delineated by
ENSR/AECOM and previously approved by the Commission in 2007. The wetland lines
were re-established by survey instrument by Farland Corp. in 2007 and revised during a
peer review conducted by Horsley Witten Group on 11/29/17 and 2/6/18. A meeting
with Horsley Witten Group, Farland Corp., and MR was held on 12/22/17 to discuss the
findings/discrepancies and iron them out so that a final plan could be presented to the
Commission. On 4/12/18, MR walked the site with Chris Moniz and Nick Dufresne to
discuss placement of a few of the revised flags. The plan was revised on 4/27/18 with
agreed upon flag placement. There are five certified vernal pools (#4297, #4298, #4299,
#4300, and #4301) on the site and the 100 foot buffers are depicted. Three are located
at the end of the proposed cul-de-sac (4298, 4299, & 4300), one is located south of
these three (4301), and the fifth is on the easterly side of the proposed road and along
the southerly property line of one of the proposed rear lots. In all flagging, the letter
“A” stands for added and “R” stands for revised. Vernal Pool #4297: HW1-HW10;
Vernal Pool #4298: WF1A, WF2A, HW3AR, HW4A1, HW3AR, HW4A1-HW4A3, WF5A,
WF6A, HW7AR, WF8A, and WF9A; Vernal Pool #4299: WF100-WF103, HW103A,
WF104, HW105R,-HW106R, HW106R, WF107-WF110; Vernal Pool #4300: WF1B-WF3B,
HW4BR, HW5BR, WF6B, WF7B, and HW8BR; Vernal Pool #4301: WF451, WF452,

wetland flag series in the southeast corner of the site, with adjustments made in the
field by Horsley Witten and agreed to by the Applicant: Series 100: flags WFR100,
HW101R-HW103R, WFR104-WFR105, HW106R, HW106A, HW107R-HW108R, and
WFR109-WFR110. Series 200: HW200R, WF201-WF204, HW204a, WF205-WF208,
HW209A, HW209B, HW210R, and HW211A. The wetland located in the southwesterly
corner has three flag series: Series L: WFL1, (WFL2 was eliminated), WFL3-WFL13,
WF61; Series 200: HW215R, WF216, WF217, HW217A, WF218M (moved), WF219;
Series 400: WF400, WF401 (connects to HW1DR), (WF402 eliminated), HW409R,
HW410R, WF411, & WF412; Series D: HW1DR, (WF2D and WF6D eliminated), WF23D-
WF5D, and HW7DR. The large wetland that occurs along the westerly side of the
proposed roads has four series: Series A: HW1AR, WF2A-WF8A; Series no number:
HW1A-HW3R, WF4-WF6, HW7R, HW8R, HW8A, WF9-WF10, HW10A, WF11-WF15,
HW16R, HW22R, WF23-WF33, HW33A, HW33B, HW34R, HW34A, WF35, HW36R,
HW36A, HW37A, WF38; Series1: wf1-1 to wf6-1; Series K: WFK51, WFK1 TO WFK11.
The wetland system that runs along the easterly side of the proposed driveway contains
two flag series: Series 200: WF291-WF296, and WF299 (connects to WF301), flags
WF297 and WF298 eliminated, and flag WF296 connected to WF299; Series 300: Flags
WF300, WF302, WF320, and WF322 were eliminated, WF301 (connects to WF303),
WF303-WF319 (connects to HW321R), HW321R (connects to WF323), WF323-WF331,
HW332R, HW333R, HW334R, HW335R, HW336R, and HW337R. MR recommends that
the TCC approve this delineation and issue an ORAD. Nick Dufrene and Chris Moniz
present. Motion to approve wetland and issue an ORAD, DB, second MI, so voted.
Public Hearing
1. 239 Alfred Lord Blvd. Lot 2, Hamie, (NOI), SE73-2756 Field report states that this filing
is for the approval of construction of a single family home with deck, driveway, utilities,
and septic system on a newly formed lot behind the existing home at #239 Alfred Lord
Boulevard. The applicant is also requesting a wetland line approval. The wetland line
was delineated by Paul Patneaude, Earth Services Corporation on 1/31/18. The BVW
was flagged using pink flags numbered ESC1 to ESC33. For this lot, the appropriate flags
to be approved are ESC1 to ESC20. MR reviewed the line and agrees with the placement
of the flags. There is an intermittent stream flowing through the wetland and in many
places, skunk cabbage has migrated to the upland transitional area. The lot is within the
floodplain (elevation 49) of the Three Mile River but is outside the riverfront area and
NHESP designated area. A siltation barrier is depicted on the plan at least 26 feet from
the wetland and will be considered the limit of work. The common driveway will be
farthest from the wetland at 90 feet. MR recommends that the siltation barrier be
extended down the property line with Lot #1 (see markup on plan). The septic tank
and leaching field are outside the 100 foot buffer zone of the BVW. The southeasterly
corner of the garage is the closest to the BVW at 60 feet. The deck stairs are 62 feet
away while the southerly corner of the house is 65 feet away. The concrete washout
area and dewatering area are set as far back as possible from the wetland. The work as
proposed should not negatively impact the adjacent properties or BVW. MR
recommends that the TCC approve this project and issue an order of conditions to
include the attached special conditions. MR also recommends the approval of the
wetland line as described above. Mike Patneaude and property owner Muhammed
Hamie. 20 foot roadway, 16 feet of paved driveway. ST where will snow go? ST would
like a designated spot. Motion to approve with special conditions 1, 2, 3, 4, 5, 8, 19, 21,
26, 26, 27, and 28- snow to be stored at designated washout area, 29- no salt and
chemicals to be used on the driveway, DB, second LF, so voted.

is for the approval of construction of a single family home with deck, driveway, utilities,
and septic system on a newly formed lot behind the existing home at #239 Alfred Lord
Boulevard. The applicant is also requesting a wetland line approval. The wetland line
was delineated by Paul Patneaude, Earth Services Corporation, on 1/31/18. The BVW
was flagged using pink flags numbered ESC1 to ESC33. For this lot the appropriate flags
to be approved are ESC21 to ESC31 with flags ESC32, ESC33 for reference purposes only.
MR reviewed the line and agrees with the placement of the flags. There is an
intermittent stream flowing through the wetland, and in many places, skunk cabbage
has migrated to the upland transitional area. This lot is within the floodplain (elevation
49) of the Three Mile River and is within the Three Mile River Area and approximately
80% of the property is within the NHESP Priority Habitat of Rare Species and Estimated
Habitat of Rare Wildlife. A siltation barrier is depicted on the plan at least 26 feet from
the wetland and will be considered the limit of work. The septic tank and leaching field
are outside the 100 foot buffer zone of the BVW. The southerly corners of the house
are 88’ and 86’ from the wetland. The rear portion of the house and leaching field fall
within the 200 foot riverfront area (188 feet and 156 feet respectively). The common
driveway is outside the buffer zone while a portion of the turnaround and entrance to
the garage is within NHESP. The concrete washout area and dewatering area are
outside the 100 foot buffer zone. The work as proposed should not negatively impact
the adjacent properties or BVW. MR recommends that the TCC approve this project and
issue an order of conditions to include the attached special conditions. MR also
recommends approval of the wetland line as described above. The order of conditions
should be held until we receive the NHESP letter. ST snow storage? End of lot 2.
Motion to approve with special conditions 1, 2, 3, 4, 5, 8, 19, 21, 24, 25, 26, 27, 28-
NHESP letter, 29- snow stored between boundary and garage, 30- no salt and chemicals

3. 656 Joseph Warner Blvd., McCarthy/Prysmian Power Cables & Systems USA, LLC,
(NOI), SE73-2759 Field report states that this filing is for the addition of driveways and
parking areas for the existing facility. The wetlands were originally delineated by
Richard Audet, Site Solutions, in July of 2007 and re-approved under File #SE73-2714 in
July of 2017. The applicant will be altering the loading dock configuration from straight
on to angled so that large trucks can be accommodated without impacts to the adjacent
BVW. A driveway will be constructed from the current edge of the northerly driveway
and continue to the northeast and connect with the current easterly driveway so that
trucks can exit the facility to the east and south and exit the property using the
southernmost driveway. This extension of the driveway will be in the outer riverfront
area (110 feet from the stream). The area being altered is currently vegetated and an
area in the front (northwest corner of lawn) will be planted with trees and allowed to
develop as woodland. The existing paved area will also be removed to accommodate
the landscaping. Two new parking areas will be added in front of the building to
accommodate the increase in required parking for the facility which was originally
Swank and which will become a Prysmian power cable and systems manufacturing
facility. This will incease the impervious area on the site. The applicant will be planting
additional trees and shrubs along the lawn in front of the building, which is within
riverfront area, which is allowed. There will be no altering of BVW or stream, but work
will occur within the 100 foot buffer to the BVW and 200 foot riverfront area. There will
be a total of 3,450 square feet of outer riverfront area impacted which will be mitigated
by converting a 13,800 square foot lawn area adjacent to the stream in the northeast
corner to forest, thus creating a 25 foot no disturb zone to the BVW and stream. The
applicant will be maintaining the remaining lawn areas without the use of herbicides or
pesticides. The parking lots will have snow removed by mechanical methods and
application of sand. Salt will be used as a last resort when public safety is involved.
Stormwater management will be improved by the addition of deep sump catch basins
and design of directing stormwater to these catch basins prior to discharge. Runoff
currently flows untreated directly into the BVW and brook. The Vortsentry brand
stormwater treatment systems that will be used have been demonstrated to remove
80% of the stormwater’s suspended solids in existing systems. The work as proposed
will be an improvement over the existing conditions even with the additional impervious
area. The proposed stormwater management systems will not negatively impact the
groundwater. The proposed gentle slopes and erosion control will control any possible
impacts to resource areas. MR recommends that the TCC approve this project and issue
an order of conditions to include the attached special conditions. Richard Reaume
present for the applicant. Motion to approve with special conditions 1, 2, 3, 4, 5, 6, 7, 8,
9, 17, 19, 21, 25, 26, and 27, DB, second MH, so voted.
4. 595 Winthrop Street, Zagoren/Advantage Development Group, Inc., (NOI), SE73-2758
Field report states that this filing is for the construction of a 90,500 square foot self-
storage facility and approval of a wetland delineation at 595 Winthrop Street. The IVWs
were delineated by rober Gray, Sabatia, Inc. on 10/6/17. The rear of the site is wooded
with complex topography indicating pervious disturbance, most likely pasture. This site
is within the Three Mile River ACEC and the wetlands are tributary to the Segregansett
River which feeds the aquifer. MR reviewed the wetland line on 5/1/18, and a second
time with Mr. Gray, his son, and Jon Connell, Field Engineering, on 5/10/18 to discuss
flag placement that MR had queried. There are two resource areas that were
delineated, one system in the front southwesterly corner abutting Winthrop Street, and
the second, larger system in the rear of the site. There was no indication of a water
connection/running water during MR’s visits, therefore IVW and not BVW. The smaller
IVW that abuts Winthrop Street most likely receives stormwater runoff from the street
and is considered a shrub-swamp wetland. In October this area was dry, but it is
currently wet due to spring rains and runoff. Flags were numbered WF 1-1 to WF 1-24.
The larger IVW runs across the rear of the property, which abuts Pine Ridge Circle. The
area most likely receives stormwater runoff from this subdivision. This wetland is
considered a wooded swamp but has no definite proof of flow from adjacent sites.
Flags were numbered WF 2-1 to WF 2-36. After the second site visit, MR is comfortable
with the delineation. One flag was relocated while in the field (WF 2-9); all others
remained the same. The work on the property will consist of demolition of the existing
buildings, construction of a 90,500 square foot storage facility, construction of
stormwater management systems, installation of utilities, and grading. The proposed
stormwater management systems will consist of wet basins, hooded deep sump catch
basins, and CDS2015-4-C Water Quality Units. Runoff from the majority of the site will
flow through the deep sump catch basins to the wet basins for additional treatment and
attenuation, with sheet flow directed to the catch basins. The CDS units are designed to
remove additional TSS and floatables which pass through the catch basins. This
additional treatment is provided to address concerns related to this parcel being within
the Three Mile River ACEC and potential sensitivity of the receiving waters which
contribute to the aquifer associated with the water supply for communities located to
the south and west of the project site. Runoff from the proposed driveway and parking
areas will be directed to one of two wet basins, a small basin in the front adjacent to
wetland #1, and the larger wet basin along the westerly property line extending to rear
of the property. The basins will have sediment traps and channelized grading to prolong
detention time and attenuation prior to discharge. The existing gravel road that extends
into wetland #1 will provide proposed restoration of wetland (1,105 square feet) and
buffer zone (619 square feet). Work falling within the buffer zones includes the one
story building in the front, wet basins and stormwater structures/conveyances, a
portion of the driveway, and grading. There will be no encroachment into the 25 foot
WPZ in the rear of the property, and the siltation barrier in this area is at least 45 feet
from the wetland edge. Work within the southwest corner of the property will occur
within the 25 foot WPZ. The construction of wet basin #2, grading, and the restoration
areas will all occur within the WPZ and will be permanent. The resulting stormwater
improvements and restoration areas attenuate these incursions. A chain link fence will
secure the perimeter of the property in tandem with an electronic gate at the entrance.
Snow storage will be in the rear and outside the 100 foot buffer zone. The work as
proposed will improve the overall quality of stormwater entering the water shed and
the site in general. The security system will prevent the dumping that occurs now on
site. Even though there will be a loss of forest, a large portion of the site in the rear will
remain unchanged. The applicant will be adding a landscape buffer to meet zoning
requirements and ensure privacy of adjacent properties. MR recommends that the
applicant plant Leyland Cypress rather than Arborvitae for the screening buffer. MR
recommends that the TCC approve this project and issue an order of conditions to
include the attached special conditions. MR also recommends that the TCC approve the
delineation as follows: Flags WF1-1 to WF1-20, WF1-22 to WF1-23, with flags WF1-21
and WF1-24 for reference purposes, flags WF2-2 to WF2-36, with flag WF2-1 for
reference purposes only. Jon Connell present. Motion to approve with special
conditions 1, 2, 3, 4, 5, 6, 7, 8, 9, 11, 16, 17, 19, 20, 21, 24, 25, 26, 27, 28- no salt and
chemicals to be used on driveway, 29- absolutely no outdoor storage on site, DB, second
MI, so voted. Abutters: Nancy Pearson Range Ave: she has two questions: 1. What is the
depth of the basin? Jon said 2 feet, one spot slightly deeper. 2. Will there be any
fencing to keep children out? Jon said yes, 6 foot fence around the entire property. Mr.
Pearson had a question. Will there be 24 hour access? ST understood it to be that if it is
not normal business hours, the key swipe will not permit any access by those renting
storage facilities. Elizabeth Lewis-44 Range Ave. She wanted to know length of
property and zoning? Jon said close to 1000 feet and it is split zoning, front is business
back part is rural residential.
Motion to go out of order to hear a proposal regarding 147 Winthrop Street, DB, second MH, so
voted.
1. 147 Winthrop Street. Don Sealy present from Frannie Mac. They purchased the
property in October 2017. He asked if the fines are with the property or with the person
who owned the property. TCC explained that the fines remain with the property. ST
said any and all violations from the past must be remedied. ST asked Mr. Sealy what
exactly he is looking for from the TCC. Mr. Sealy said basically something that says that
his company won’t have $900,000+ in fines to pay. ST said if they put in the work and
money to do what is asked and get it done properly, he is willing to forego fines, but it
must be up to the TCC standards. After all that is approved, only then would he discuss
the removal of the fines. DB concurs with ST, she asked if the bank is limited in what
they will spend? Don thinks they will spend what they have to, to get it done. The bank
is in complete control, it was foreclosed on in November and the deed is on record. MR
the plan must be followed to fix this property. LF is all for this, it is an empty eyesore,
he would like to see it cleaned up. He stressed about working with the city, make good
on this, if they are able to sell and break even, great. If they sell and make a profit,
maybe they could donate to a non-profit. MH spoke regarding the bank always being
the underwriter of the loan, so they held mortgage? Don said sovereign had the
mortgage then it went to Wells Fargo, then Freddie Mac. MH asked why buy it? MH
thinks probably bought in a bundle. MH realistically no one will pay a million for this
house. He would like to see it cleaned up according to the standard and move on.
Motion to continue this to July 23, 2018, willing to work with them as long as this
property is brought up to TCC standard, then and only then would they will be willing to
forego the fines, DB, second JR, so voted.
Continued Violations
1. 13R Field Street. Motion to remove the violation, it was completed to our satisfaction,
DB, second MI, so voted.
2. 11 Field Street. Motion to remove the violation, it was completed to our satisfaction,
DB, second MI, so voted.
Other Business
1. Boyden Fence and Gate. Motion to approve the quotes that Marilyn has, and approve
that she goes forward to the city council DB, second JR, so voted.
2. MassDOT. MR did speak with someone regarding the fence on the highway near Bunk
Pond. The fence will be fixed.

4. Friends of Boyden, use of Boyden. Request use on 6/16/18, 10am-1pm, use of
restroom too. MR will have to get them a bathroom code. Motion to approve, DB,
second MI, so voted.
5. MR-signs at Boyden. The no motorized vehicles and no smoking signs were stolen from
Boyden. They need the city council to propose an ordinance that states no smoking,
vaping, illicit drugs, alcohol and no motorized vehicles on the property. Motion to
approve sending this to the city council, DB, second MH, so voted.
6. Grant. Motion to approve, DB, second MH, so voted.
7. 6/11 Neil Kelly and Ernest Enos. Invite Ernie and his family, as well as Neil’s family to
attend the meeting. Send them a formal invitation, have a picture of the signs, framed.
