Minutes of the Taunton Conservation Commission February 13, 2023 Present: Chair Steven Turner, Vice Chair Debra Botellio, Commissioners Joshua Borden, Jan Rego , & Luis Freitas present. Commissioners Matt Haggerty & Rich Enos absent. Conservation Agent, Michele Restino also present. Executive Session continued to March 6, 2023 hearing date. Motion JB, second DB, so voted. Violation: 27 Blinns Court continued to March 6, 2023 hearing date. Motion DB, second JB, so voted. Motion to approve the minutes of January 23, 2022 JB, second JR, so voted. CERTIFICATE OF COMPLIANCE: 1. 162 Dunbar St., Gallant, COC, SE 73-3013-to close out Order of Conditions – Lawn areas not stable. Motion to continue to May 22, 2023 DB, second JB, so voted. 2. 38 Winthrop St., Bastis, COC, SE73-2982 -to close out Order of Conditions. Vegetated areas not stable. Motion to continue to May 1, 2023 DB, second JB, so voted. 3. 890 Glebe St., Old Beach Investments, COC, SE73-2928-to close out Order of Conditions. Lawn areas not stable. Motion to continue to May 22, 2023 DB, second JR, so voted. 4. 46 Hamlen St., Sullivan Construction Services, COC, SE 73-2818-to close out Order of Conditions. Lawn areas not stable. Motion to continue to May 1, 2023 JB, second DB, so voted. CONTINUED PUBLIC HEARING: 1. Winthrop St (Assessor’s 103-28), D.I. Trust II, NOI, SE 73-2921 -for one infiltration basin in association with a proposed 135 SFH lot subdivision on parcels in Dighton. Joshua Glass, DI Trust, Jason Youngquist & Kyle Dennison, Outback Engineering. Joshua discussed where they were at as far as the Dighton Planning Board and that they had revised plans. So far there have been no comments from BETA regarding revisions. Motion to continue to May 1, 2023 meeting date JB, second DB, so voted. 2. 1141 County Street, Henry/Alliance Residential Co., ANRAD, SE73-3019 -resource area delineation. Sean Henry, owner, Peter Backhaus, Peer Reviewer from Tighe & Bond, Andrew Thibault, Goddard Engineering. Andrew reviewed the changes and revised flags put out in the field and Peter stated that they approved the changes and that the resource areas were correctly delineated. Motion to issue an ORAD JB, second LF, so voted. PUBLIC HEARING: 1. Saco St (Assessor’s 46-289), DaSilva, NOI, SE 73-3033-construction of a SFH with attached garage, a separate garage, landscaping, and grading. Don Bracken, Bracken Engineering, Victor DaSilva, owner. Don reviewed the project. Michele Torrese, 127 Eldridge St., spoke of concerns regarding additional water as she has a large wetland system on her property and is the lowest parcel in the area. JB suggested roof drains into drywells and the applicant agreed. Tom Meaney, 96 Danforth St. Concerned his sump pump, which is pumping alot already, will be overwhelmed with the additional house. Fear of the groundwater rising. Crystal Yuill, 96 Danforth St. also concerned about flooding. ST says that they need to notify MR if there are issues. LF says that the engineer spend time with the abutters out in the hallway to discuss their concerns. DB asked about the location of the fence. Mr. DaSilva said that it will not be in the wetland. Contact MR if there is a lot of flooding during construction. Motion to approve the Order of Conditions with Special Conditions 1-5, 8, 9, 16, 17, 19, 21, 23-27 LF, second DB, so voted. 2. 397 Winthrop St, 397 Winthrop Street LLC, NOI, SE 73-3034-resurfacing of 1,650 square feet of the existing asphalt parking area & remove 3,260 square feet of asphalt and replace with landscaping and a sediment removal swale. Jeff Tallman, Northeast Engineers & Consultants, Inc. Jeff reviewed the project. Discussion about the asphalt with ST. Adding greenspace and decreasing impervious area. Stormwater info received. Motion to approve Order of Conditions with Special Conditions 1-6, 19-21, 25-27 JB, second LF, so voted. 3. 400 Winthrop St, Bask, Inc., NOI, SE 73-3035-resurfacing of the existing asphalt parking area & remove 3,550 square feet of asphalt and replace with landscaping and a sediment removal swale. Jeff Tallman, Northeast Engineers & Consultants, Inc. Jeff reviewed the project and discussed the added pervious areas and removal of 3,550 square feet of asphalt. DB asked where snow storage will be located. It will be in back at a few parking spots. Stormwater information received. Motion to approve Order of Conditions with Special Conditions 1-6, 17, 19-21, 25-27 JB, second DB, so voted. OTHER BUSINESS: 1. Voting – for 2023 Chair & Co-Chair JR nominates Steve Turner for Chair and Deb Botellio for Vice Chair. Both accepted. So voted. Motion to adjourn pending all signatures on paperwork has been signed 7:22 pm JB, second RE, so voted.
