Minutes of the Taunton Conservation Commission April 1, 2024 Present: Chair Steven Turner, Vice-Chair Debra Botellio, Commissioners Joshua Borden, Richard Enos, Luis Freitas, & Jan Rego. Commissioner Matthew Haggerty absent. Conservation Agent, Michele Restino & Recording Secretary, Denise Irving also present. Motion to approve the minutes of March 4, 2024 DB, second JB, so voted. CERTIFICATE OF COMPLIANCE: 1. 170 Norton Avenue, Melo, COC, SE73-2728-to close out Order of Conditions Motion to approve the Certificate of Compliance JB, second RE, so voted. Documents: Field Report, Plan PUBLIC MEETING: 1. 6 Mozzone Boulevard, Hardy/GREP Mozzone, LLC, RDA, DSE-1336 redevelopment of the site to include new pavement & sidewalks within previously paved area with approximately 800 sq. ft. of additional impervious area. Randy Miron, Bohler Engineering present. RM gave presentation, will make the area look nice. DB: will you be going any closer than the original foot print? RM: no Motion to issue a Negative Determination with Special Conditions1-6, 8, 10, 14, 18, & 19 JR, second JB, so voted. Documents: Legal Ad, Field Report, Plan 2. 76 Twin Brook Lane, Shea, RDA, DSE-1337 -for playground, swing set and tower, also to include adding fill to even out the lawn and play area. Matthew Shea, homeowner present. DB: any problem with putting the retaining wall up? MS: no Motion to issue a Negative Determination with Special Conditions 1-4, & 14 DB, second JB, so voted. Documents: Legal Ad, Field Report, Plan 3. 35 Brookview Circle, Hinkson, RDA, DSE-1338-construction of an upgraded septic system. Craig Cygawnoski, RIM Engineering, present. JB: Would like to see updated plan to show gas lines. CC: They are on there. JB: ok then I have no issues. Motion to issue a Negative Determination with Special Conditions 1-4, 7, 8, 13, 18, & 19 DB, second RE, so voted. Documents: Legal Ad, Field Report, Plan PUBLIC HEARING: 1. Longmeadow Road (Assessor’s Lot 56-30), Nogueira/Nogueira Realty & Development, LLC, ANRAD, SE73-3072 -for approval of a resource area delineation. John DeSousa, Nothcounty Group present. JB: Public Disclosure: Does work for this client but has no financial interest in this project. ST: Do you have a problem with JB voting on this. JD: I have no problem. JD did a presentation. Motion to approve the ANRAD DB, second JB, so voted. Documents: Legal Ad, Field Report, Plan OTHER BUSINESS: 1. BP2 Line Disturbance Presentation – Andrew Thibault, Goddard Consulting, present. AT:This is in regards to the Dever Drive project. There will be 15’ of encroachment and it will be fully restored. Will take approximately three months. May-Aug will have some temporary disturbance and then there will be two years of monitoring. ST: who owns this AT: not sure RE: do we need an RDA on this? MR: no but the Commission can ask for one. DB: If we don’t do the RDA then we have no recourse if they don’t follow thru. Motion to require an RDA filing for this project JB, second DB, so voted. 2. Illegal dumping along River (Ingell Street area) MR: several trees were damaged by the dumping done by the construction company. They say they are trying to do the right thing. ST: Not sure why they would even think that the dumping would be ok?? Not only did they dump on another’s property but by the river. ST: who is the construction company? MR: Ryan Construction. JR: do we have photos? MR: yes ST: Ryan Construction should be at our next meeting on 4/22/24. Also invite Berkley Beer owner also if he would like to attend the meeting but not required. Motion to have Ryan Construction notified they must attend the meeting on 4/22/24 RE, second JB, so voted. 3. Marla Isaac Dedication Discussion DB: The dedication for the Marla Isaac Wildlife Educational Center will be held at the Gertrude M. Boyden Wildlife Refuge on Saturday 5/18/24 10:00 am. Speakers will be Mayor Shaunna O’Connell and Conservation Chairman Steve Turner. A plaque for the building will be presented and light refreshments will be served. The public is invited to attend. ST: Thanks to DB for organizing this. DB: Thanks to MR for helping out with the ordering of the plaque. The ceremony will be televised for those who cannot attend. 4. FOB use of Boyden dates ST: the Friends of Boyden would like to use the park on 4/27/24 from 11:00am – 12:30 pm for the Birds of Prey Demonstration by Mass Audubon. Motion to approve DB, second RE. An Abutter from the Winding Brook Condominiums arrived late for the Longmeadow Road hearing. He wanted to voice his concerns in regards to the water in that area. Motion to adjourn at 6:37 pm pending all signatures on paperwork DB, second RE, so voted.
