Registrar of Voters Board Meeting Minutes Date and Time: Tuesday, August 18, 2020 Place: Temporary City Hall 141 Oak Street, Maxham School Registrar of Voters Office, Room #4 Taunton, MA 02780 Meeting called to order 5:00 pm Minutes approved 4-0 Motion to accept the vouchers approved 4-0 Vote by mail expediting: - Overtime approved and all staff working OT - East Taunton per Secretary of State's office they should be Taunton only with the correct zip code applied (02780, 02718) - Issue with mobile homes: i.e. 925 Crane Ave. So. If they receive the card then they will get the ballot. Office instructed to change all of these types of issues to the actual address inside the mobile home park. This requires a manual fix by ROV staff. - All items on the work table are done and pending a number for tracking purposes upon transfer to the city clerk's office who will send the ballot to the voter. During the meeting the tracking number was at 4,686. This will continue to increase until all notecards are processed. After the tracking number is assigned the item is ready to send to the city clerk office. -The mobile parks, apartments, etc. discussion should be addressed by the board after the election in regards to post office, secretary of state, and census vendor requirements in an effort to limit the manual nature of this process. - Ballots received to the ROV office, scanned and returned to the city clerk's office to be counted, the ROV chairman wants all completed ballots to go to the city clerk's office for handling and no handling by the ROV office. Ballots are opened only at the city clerk's office. Discuss ballot scanning by city clerk's office or ROV staff because the primary is very close. Motion for ROV staff, city clerk and HR director to meet to discuss resolution before the primary as soon as possible and the ROV chairman or designee may attend or call in. Motion carried 4-0. ROV board concerned as primary is very soon. - Moving building scheduled for Oct 13th. ROV board concerned this may impact duties required for the election. Motion to send a letter to the Mayor and copy City Council, Edward Correira, and Kevin Scanlon asking if any delay is possible until after the election due to the intense workload of ballot processing amid COVID 19 requirements; request immediate consideration and timely response to the ROV chairman. Motion carried 4-0 Meeting adjourned 6:25 pm Next meeting 9/15 at 5pm.
