Present were William A. Manganiello, Barbara Mullen, Joseph Norte, Michele Monteiro, Steve Rogers, Charles Thayer and Robert Dickerman. Meeting was called to order at 7:05 p.m. Minutes – The Board members each reviewed the minutes of the October 25, 2018 meeting for accuracy. Motion made by Commissioner Mullen, seconded by Commissioner Monteiro and unanimously passed to approve the minutes from the October 25, 2018 meeting. On discussion, Commissioner Thayer would like the record to reflect that he should have used the word “guide” instead of “replicate” when referring to other homes. Commissioner Rogers’ name needs to be corrected. Old Business –  25 Elm Street, Map/Property Id: 55-848 – Owned by ALE Realty Trust. Chairman Manganiello invites all present interested parties to join the Commissioners at the table for discussion of the project. Present was the applicant, Antonio S. Bairos, Bruce Thomas of 48 Church Green and Peter Thomas of Elm Street. Mr. Bairos presented the Board with revised plans that included the Commissioner’s suggested revisions from the October 25th meeting. Mr. Bairos supplied the Board with proposals for the following: architectural roof shingles by BP, marvel windows, molding, improved garage doors, chimney, front door, either pine clapboard or composite for the trim and cedar clapboard or composite siding. The grills will be on the inside and outside of the true divided light windows. Commissioners Monteiro and Mullen do not like the texture of the composite provided and prefer the clapboard. Commissioner Monteiro likes the detail on the half-moon above the front door as depicted on the plans. Commissioner Mullen finds the windows to be busy. Mr. Bairos states he is not sure how many divisions would be in the half-moon over the door. It all depends on what is available with the new technology. Commissioner Thayer thinks it is most important to have the front door with the side lights and he would like to see it recessed in. Mr. Bairos states that if he is able to recess the door without causing a problem with the interior stairs, he will. The front steps will be bluestone on top with fieldstone on the sides. The Commissioners all agree that there is no need for the chimney that is depicted in the drawings submitted. Mr. Bairos states that the chimney will be removed. He is going to 1  go with a nice trim and there will be no shutters. Chairman Manganiello opened the meeting for public input. Mr. Bruce Thomas states that he is present at the meeting just to make sure that the home will fit in with the historic district. He thinks that Mr. Bairos has done a great job and he hopes that the Board will continue to require others in the historic district to be held to the same standards. For the record, he would like the commissioners to take note that the front steps at his brother’s house, which is next door to this site, are granite with brick surrounding the granite. Chairman Manganiello goes over what the Board has reviewed so far which included the following: siding would be clapboard with wood trim on the front and sides with essentially the dimensions shown on the drawings submitted, windows will be 6 pane over 6 pane true divided light (sample was given of Integrity series Ultrex which indicates he may be using Marvin, Anderson or Pella), architectural roof singles (sample was given of BP Everest 42), garage doors will be as depicted in the drawings submitted, entryway will be a six panel door with 2 of the panels being lights above, front door as depicted with sidelights and a quarter round with 6 or more dividers on top of the door, if possible, applicant will inset the door approximately 18 inches, remove chimney, front steps to be fieldstone or brick, water table along the first course of siding on all 4 sides, and no direct vents on the exterior of the front or sides. Mr. Bairos states that the doors are going to be fiberglass with a composite frame. Motion made by Commissioner Norte to approve the design specs as discussed, seconded by Commissioner Monteiro, unanimously passed. New Business - None General Business – None Administrative - Motion to hold the next meeting on January 3, 2019 with a regular meeting on January 24, 2019 made by Commissioner Thayer, seconded by Commissioner Monteiro, unanimously passed.
