Tony made motion to approve minutes of January 8, 2018 seconded by Jody. All in favor.
Public Meeting – Site Plan Review – Charles Colton Road – (19-49) for the construction of a 27,600
square foot industrial building with associated off street parking, utilities, grading and stormwater
management structured, submitted by Mark Lappen, RPC Packaging Supply Inc.
Clerk Spencer read comments from Veolia Water, TMLP , Engineer and DIRB which were placed on file. Ken
Motta, Project Manager, Field Engineering Co., Mark Lappen, RPC Packaging & Ed Rydberg were invited into the
enclosure. They are proposing to move their operations from Constitution Drive to Charles Colton Road. The
property is just under 3 acres and they are proposing 40 parking spaces with utilities. The existing 24 inch culvert
serves as an outlet from an 18 acre area on the southwesterly side of Constitution Drive. The peak stormwater flow
from the .063 acre roof drain area is a direct function of the time of concentration and will occur within a 10 minute
time span. They will re-locate drain line and grant City easement. John asked what kind of hazardous materials
will there be? Ken answers they are cleaning supplies. Chairman Campbell asked about relocating the 24” drain
line? Ken stated the drain line will be about 12 feet below the top of the slab foundation and will not translate any
differential settlement action on the slab. The existing manhole and catch basin structures will be removed and
disposed due to their horizontal location with the foundation walls and pipe section between them will be capped.
There is no need to remove the abandoned pipe section. Manny asked it the utilities will be under ground and Ken
answers they will be enclosed with concrete. No one appearing in favor or opposed.
Tony made motion, seconded by Arthur to approve the Site Plan Review including dept. &DIRB comments:
Condition #1) That the plans dated December 13, 2017 and revised through January 19, 2018 shall govern with the
following additional conditions;
Condition #2) The processed stone walkway shown on the plans shall be an ADAABB compliant walkway.
Condition #3) Lighting shall not illuminate any portion of abutting properties
Condition #4) The site shall be kept clean and clear of debris
Condition #5) Two set of as-builts shall be submitted upon completion of all work on site and shall include
certification notes and stamps by a Design Engineer (PE) and Land Surveyor (PLS) stating that the development has

been built according to the approved plans. Plans shall show at least all of the information shown on the proposed
plans referenced in condition #1 above and all utility as-builts.
Condition #6) A hazardous materials permit from the Board of Health shall be obtained.
Condition #7) A set of updated plans shall be submitted that conforms to all of the requirements of this decision
before a building permit is issued. Two sets are required.
Condition #8) The existing manhole brick invert flow channel shall be reconstructed to accept the tie in connection.
The lateral pipe shall have an outside cleanout off the building in the downstream side of the backwater valve and all
sanitary sewer work shall comply with city standards and specifications.
Condition #9) The dumpster shall be located on a concrete pad, kept closed at all times, be emptied regularly and
enclosed with a 6 foot privacy fence.
Condition #10) The two R5-2 signs shall face Colton Road and the S-1 and S-4 signs shall face then loading docks.
Condition #11) The proposed access and utility easement shall be recorded prior to the 24 inch drain line being
relocated.
Condition #12) The retaining wall between the loading dock bays shall have a barrier to prevent the truck from
driving over.
