Taylor Borough Regular Monthly Meeting June 13, 2018 The Taylor Borough Council held its regular monthly meeting on Wednesday, June 13, 2018 at 7:30 P.M. at the Taylor Municipal Building, 122 Union Street, Taylor, Pennsylvania. On Roll Call, Councilman DeAngelo, Yes; Councilman Fallon, Yes; Councilman Tigue, No; Councilman Derenick, No; Councilman Digwood, Yes; Councilman McKeel, Yes; President Mickavicz, Yes; Mayor Praschak, Yes. President Mickavicz chaired the meeting. Next, the chairman asked the public if they had any comments or concerns regarding the Agenda. There were none. Next, the Chairman stated that everyone had the opportunity to read and review the May 9, 2018, Regular Meeting Minutes held at the Taylor Municipal Building 122 Union Street Taylor, PA and asked if there were any corrections, additions or deletions. There were none. A Motion to accept by Councilman McKeel and seconded by Councilman DeAngelo. A voice vote was called and all Council Members were in favor. The motion passed. The meeting minutes were approved as presented. Under Old Business, the Chairman announced to the public that an Executive Session was held on Tuesday May 22, 2018 at 7:00 PM, Tuesday May 30, 2018 at 7:00 PM, Tuesday, June 5, 2018 at 6:00 PM and Tuesday June 12, 2018, at the Taylor Municipal Building, 122 Union Street, Taylor, immediately following our Work Session held at 7:30 P.M., to discuss personnel matters. The Chairman announced that there will be an Executive Session immediately to follow the Regular Meeting to discuss personnel matters. Next, the Chairman read the Plaque from Pennsylvania Association of Boroughs presented to Councilman Digwood on June 12, 2018 for Outstanding Council Member of the year. Under New Business, the Chairman entertained a motion to adopt a Resolution No. 5 of 2018, to enter into a Cooperation Agreement with the County of Lackawanna for the FFY 2017 CDBG Program Administration. Solicitor Jones gave a brief overview. A motion to adopt Resolution No. 5 of 2018 was made by Councilman McKeel and seconded by Councilman Fallon. A voice vote was called and all Council Members were in favor. The motion passed and the Resolution was adopted. Next, the Chairman entertained a motion to adopt an Ordinance No. 2 of 2018 establishing a Volunteer Service Credit Program, enacting tax credits for Volunteer Members of Volunteer Fire Companies and non-profit Emergency Medical Service Agency and establishing administrative procedures and appeals. (Act 172). A motion to adopt Ordinance No. 2 of 2018 was made by Councilman Digwood and seconded by Councilman McKeel. On roll call: Councilman DeAngelo, Yes; Councilman Fallon, Yes; Councilman Digwood, Yes; Councilman McKeel, Yes; Councilman Mickavicz, Yes. The motion passed Ordinance No. 2 of 2018 was adopted. Next, the Chairman entertained a motion to accept from the Federal Surplus Program three (3) Generators as listed below, Onan Diesel Engine Generator, Model MEP-803A, Serial No. FZ44915, 10KW,60HZ. Onan Diesel Engine Generator, Model MEP-803A, Serial No. FZ 33484, 10KW, 60HZ. Generac Generator, Model 0057341, Serial No. 8047133, 15,000 Watts. A motion to accept was made by Councilman McKeel and seconded by Councilman Fallon. A voice vote was called and all Council Members were in favor. The motion passed. Next, the Chairman entertained a motion to authorize the transfer of $1,557.50 from the Splash Park Account to the General Fund for payment that was made to PennEastern Engineers for invoice # 1613906. President Mickavicz stated that this invoice was for work that had already been done prior to the County taking over the project. A motion to authorize the transfer was made by Councilman Mckeel and seconded by Councilman DeAngelo. A voice vote was called and all Council Members were in favor. The motion passed. Next, the Chairman entertained a motion to adopt Resolution No. 6 of 2018, regarding clarification of the Third Street Sub-Division Declaration of Covenants. Solicitor Jones gave a brief overview and stated that a DABT meeting will be held on Thursday June 14, 2018 then will be passed to The Taylor Borough Planning Commission for approval. A motion to adopt was made by Councilman Digwood and seconded by Councilman McKeel. A voice vote was called and all Council Members were in favor. The motion passed. Next, the Chairman entertained a motion to authorize President of Council to execute any and all documents regarding the Library Lighting Energy Savings Project. The Chairman stated this was discussed at the work session held the previous evening that all questions were answered. The Chairman gave a brief overview stating upgrading to LED Lighting the lights will be brighter and will also be environment friendly. A motion to approve authorization was made by Councilman McKeel and seconded by Councilman Fallon. A voice vote was called and all Council Members were in favor. The motion passed. Next, Mr. Zeleniak read the Approval of Bills for Payment for May 2018. Attached are the list of paid invoices and open invoices totaling $251,741.18. Next, the chairman entertained a motion to pay the May 2018 Payroll in the amount of $106,991.52 May Paid Bills in the amount of $43,520.14 and Open Invoices in the amount of $101,229.52, totaling $251,741.18 when funds are available; A motion to approve was made by Councilman Fallon and seconded by Councilman McKeel. A voice vote was called and all Council Members were in favor. The motion passed. There were none. Next, Mayor Praschak presented the Mayor’s report for the month of May 2018. The Mayor advised that the police department responded to 663 calls for service, 7 parking tickets issued 6 were paid 1 is pending, 15 motor vehicle accidents investigated, 28 criminal complaints were filed, 100 traffic citations were issued and 3 non-traffic citations were issued, 4 commercial vehicles were inspected with 3 of those commercial vehicles being places out of service. Revenues received for the month of May 2018: Police Reports, $180.00; Parking Tickets, $90.00; Magisterial District Court Fines, $2,027.09; Drug Task Force Reimbursement, $372.54, Prescription Take Back Reimbursement, $227.64; Totaling $2,897.27. Next, The Chairman asked Mr. Zeleniak if there were any topics that he would like to bring up, there were none. Next, The Chairman asked Council Members if there were any topics that they would like to discuss. Councilman Fallon expressed concerns regarding some cracks in roads, a brief discussion followed and President Mickavicz informed all that DPW has been working on repairing cracks with the Tar Buggy. Next, Councilman DeAngelo gave an update and complimented on the new LED Lights that were installed at the Taylor Community Center are bright and energy saving. A brief discussion followed regarding adjusting the motion detectors sensitivity settings. Next, The Chairman asked if any other Council Members had any topics they would like to discuss. There were none. Next, Mr. Gerard Hetman, the Lackawanna County Down Valley Municipal Coordinator (Community Relations Coordinator) from Lackawanna County gave a list of upcoming events including the Time Capsule event that will take place, the Lackawanna County Government office is accepting Paper Documents such as Photos, Letters etc. To be considered for entry. A Bike Safety event will be on June 23, 2018 11:00 am – 2:00 pm at McDade Park Taylor Police Department is participating, also other upcoming events such as Senior Fun Day, Family Fun Day, and Art in the Park. Next, the Chairman asked the public for any comment or input. There were none.
