Taylor Borough Emergency Council Meeting July 23, 2020 The Taylor Borough Council held an Emergency Council Meeting on Thursday, July 23, 2020 at 4:00 P.M., via Teleconference due to State of Emergency – COVID-19. On Roll Call: Councilman Naro, Yes; Councilman DeAngelo, Yes; Councilman Fallon, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman McKeel, Yes; President Mickavicz, Yes; Mayor Praschak, No. President Mickavicz is currently acting Mayor due to Mayor Praschak being out of town and will not be participating in any votes. Councilman McKeel will be acting Chairman. Chairman McKeel stated that the emergency meeting was being held due to the resignation of Clark D. Robbins, who was a signer on multiple Borough Bank Accounts. In order to complete payroll and bills, we would need to provide minutes to the bank for a current signer. Next, Chairman McKeel entertained a motion to accept the resignation from Clark D. Robbins from all Taylor Borough positions effective July 17, 2020. A motion was made by Councilman Naro and seconded by Councilman Fallon. On roll call: Councilman Naro – Yes; Councilman DeAngelo – Yes; Councilman Fallon – Yes; Councilman Tigue – Yes; Councilman Digwood – Yes; Councilman McKeel – Yes. The motion passed. Next, Chairman McKeel entertained a motion to remove Clark D. Robbins as an authorized signer on Taylor Borough General Fund Checking Accounts, Taylor Borough Payroll Account, Taylor Borough Liquid Fuels Account, Taylor Borough Veterans Memorial Account, Taylor Borough Splash Park Account, Taylor Borough Honors Banner Account and (4) Taylor Borough Escrow Accounts effective July 17, 2020 and to name James Digwood as an authorized signer on all Taylor Borough above named accounts. Next, Chairman McKeel asked Council if there were any further comments. Solicitor Jones stated that we would ratify both motions at our August Regular Council Meeting. Lastly, Chairman McKeel entertained a motion to adjourn. A motion was made by Councilman Naro and seconded by Councilman Fallon. All members were in favor.
