Regular Monthly Meeting
March 10, 2021
The Taylor Borough Council held its regular monthly meeting on
Wednesday, March 10, 2021 at 7:00 P.M., via Teleconference due to State
of Emergency – COVID-19.
On Roll Call: Councilman Naro, **No; Councilman DeAngelo, Yes;
Councilman Fallon, No; Councilman Tigue, Yes; Councilman Digwood, Yes;
Councilman McKeel, Yes; President Mickavicz, Yes; Mayor Praschak, Yes.
** Joined the teleconference in progress at 7:08 P.M. and was present for
role call on Resolution # 1.
The legal advertisement which ran on Wednesday, February 17, 2021 read
as follows and will be part of the minutes: MEETING NOTICE - Taylor
Borough Council will conduct its Regular monthly meeting via teleconference
on March 10, 2021 at 7:00 P.M. for general purposes. The Meeting Agenda
can be viewed online at taylorborough.com on Friday, March 5, 2021 at 4:30
P.M. and will be posted at the Taylor Borough Building, front door window or
by requesting one be sent by email or phone call to the Borough Secretary.
Public comment can be made on any agenda item by submitting an e-mail
to kevans@taylorborough.com or by calling the Borough Building at (570)
562-1400 x110 up to 4:30 P.M. on the scheduled meeting date. The press
is invited. Kristi A. Evans, Secretary.
President Mickavicz asked if any resident submitted any comment or input
on any agenda item through the Borough Secretary via email or phone call.
There were none.
Next, President Mickavicz stated that everyone had the opportunity to read
and review the February 10, 2021 Regular Meeting Minutes held via
teleconference and asked if there were any corrections, additions, or
deletions. None noted. A Motion to accept by Councilman McKeel and
seconded by Councilman DeAngelo. A voice vote was called and all Council
Members were in favor. The motion passed. The meeting minutes were
approved as presented.
Next, President Mickavicz entertained a motion to adopt Resolution # 1 of
2021, a Resolution to become a signatory of the foregoing Agreement
(included) to be a participating Municipality of the Lackawanna United Drug
Enforcement Team. A motion to accept by Councilman Tigue and seconded
by Councilman Digwood. A voice vote was called and all Council Members
were in favor. The Resolution was adopted.
Next, President Mickavicz entertained a motion to approve a request from
Sergeant William Roche to be approved for the Enforcement Officer
Disability Benefits (Heart & Lung) effective February 11, 2021. Mr. Zeleniak
gave a brief overview and stated that all necessary documents were handed
in. A motion to accept by Councilman McKeel and seconded by Councilman
DeAngelo. A voice vote was called and all Council Members were in favor.
The motion passed.
Next, President Mickavicz entertained a motion to approve a Memorandum
of Understanding between the Taylor Police Officers Association (TPOA)
and Taylor Borough related to COVID-19 Vaccines. A motion to accept by
Councilman McKeel and seconded by Councilman Naro. A voice vote was
called and all Council Members were in favor. The motion passed.
Next, Councilman Tigue read the Approval of Bills for Payment for
February 2021. Attached are the list of paid invoices and open invoices.
Next, President Mickavicz entertained a motion to pay the February 2021
Payroll in the amount of $109,503.01. February General Fund Paid Bills in
the amount of $67,333.46, General Fund Open Invoices in the amount of
$116,663.64 and Liquid Fuels Open Invoices in the amount of $30,166.27 -
Total Expenditures $323,666.38 when funds are available. A motion was
made by Councilman Tigue and seconded by Councilman McKeel. A voice
vote was called and all Council Members were in favor. The motion passed.

Next, President Mickavicz asked that the Mayor’s Report for the month of
February 2021 be placed on file. There were 345 incident numbers
generated. Officers investigated 18 motor vehicle crashes, 13 traffic stops
were conducted, 5 traffic citations and 1 non traffic citation.
Revenues received for the month of February 2021: Police Reports,
$285.00; Magisterial District Court Fines, $1,684.20; Judicial Fines,
$860.41; Drug Task Force Reimbursement, $551.96; Parking Tickets,
$15.00 - Totaling $3,396.57.
Lastly, President Mickavicz declared the meeting adjourned.
