Taylor Borough Regular Monthly Meeting June 8, 2022 The Taylor Borough Council held its regular monthly meeting on Wednesday, June 8, 2022, at 7:00 P.M. at the Taylor Municipal Building, 122 Union Street, Taylor, Pennsylvania. On Roll Call: Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes; Mayor Kavulich Loiselle, Yes. President Mickavicz chaired the meeting. Next, President Mickavicz asked the public if they had any comment or input regarding the agenda items. There were none. Next, President Mickavicz stated that everyone had the opportunity to read and review the May 11, 2022 Regular Meeting Minutes and the May 18, 2022 Special Council Meeting Minutes both held at the Taylor Municipal Building at 122 Union Street, Taylor, PA. President Mickavicz asked if there were any corrections, additions, or deletions. None noted. A motion to approve by Councilman McKeel and seconded by Councilman Digwood. A voice vote was called and all Council Members were in favor. The motion passed. The meeting minutes were approved as presented. Next, President Mickavicz stated that Executive Sessions were also held on Tuesday, May 31, 2022 and Tuesday, June 6, 2022, immediately following the 7:00 PM Work Session regarding Contractual/Personnel issues. Next, President Mickavicz entertained a motion to consider the adoption of Resolution # 9 of 2022, authorizing Reuther + Bowen to submit to the Pennsylvania Department of Transportation on behalf of Taylor Borough for a storm water connection HOP along Davis Street, Southeast of Main Street; The President of Council is further authorized to negotiate and execute appropriate agreements. Solicitor Jones spoke briefly. A motion to accept by Councilman McKeel and seconded by Councilman DeAngelo. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes. Having received a unanimous vote, the motion was adopted. Next, President Mickavicz entertained a motion authorizing the purchase of playground equipment for Derenick Park from Recreational Resource USA (Burke) with costars # 014-E22-249 in the amount of $46,209.00. There was a Grant from the State of $50,000 – there may be a waiting period. A motion to accept by Councilman DeAngelo and seconded by Councilman Nezlo. A voice vote was called and all Council Members were in favor. The Motion passed. Next, President Mickavicz entertained a motion to accept the adoption of Resolution # 10 of 2022, authorizing a 5-Year extension on the current Whispering Pines TIF Program, subject to the Solicitors Concurrence. Solicitor Jones spoke briefly. A motion to accept by Councilman Tigue and seconded by Councilman McKeel. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes. The motion was adopted. Next, President Mickavicz entertained a motion to amend LSA Contract # C00080106 changing the scope of the project to the construction of a Pole Barn Facility with Rest Room and Concession Stand as well as storage to house safety equipment utilized by Riverside School District. LSA Grant is $129,000. A motion to accept by Councilman Digwood and seconded by Councilman McKeel. A voice vote was called and all Council Members were in favor except Councilman Tigue who was opposed. Having a Majority Vote, the motion passed. Next, President Mickavicz entertained a motion to authorize the purchase of seven (7) Hammerspike L1 Tools for the Police Department in the total amount of $2,380.00 plus shipping. A motion to accept by Councilman DeAngelo and seconded by Councilman Maldonato. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to ratify the lien satisfaction for 138 North Main Street (DePietro). Solicitor Jones spoke briefly. A motion to accept by Councilman McKeel and seconded by Councilman DeAngelo. A voice vote was called and all Council Members were in favor. The Motion passed. Next, President Mickavicz entertained a motion to authorize the President to negotiate and execute an MOU with SEIU 668 pertaining to, including but not limited to, CDL Licensure. Solicitor Jones spoke briefly. (Effective payroll period June 3, 2022) A motion to accept by Councilman Digwood and seconded by Councilman DeAngelo. A voice vote was called and all Council Members were in favor. The Motion passed. Next, Councilman Tigue read the Approval of Bills for Payment for May 2022. Attached are the list of paid invoices and open invoices. Next, President Mickavicz entertained a motion to pay the May 2022 Payroll in the amount of $124,793.77. May General Fund Open Invoices in the amount of $94,557.73. May Paid Invoices in the amount of $10,963.60 and May Liquid Fuels Open Invoices in the amount of $7,749.14 - Total Expenditures $238,064.24 when funds are available. A motion was made by Councilman Maldonado and seconded by Councilman McKeel. A voice vote was called and all Council Members were in favor. The motion passed. During the month of May 2022, the Police Department responded to 512 calls for service. There were 19 traffic crashes investigated; 110 traffic stops were conducted resulting in 29 traffic citations issued. Officers made 8 criminal arrests. (Arrest Record – Officer Surridge – 2 arrests; Officer Izak – 1 arrest; Officer Palonis – 1 arrest; Officer Gianacopoulos – 1 arrest; Officer McDonald – 2 arrests; Officer Kerrigan – 1 arrest) Revenues received for the month of May 2022: Police Reports, $270.00; Magisterial District Court Fines, $2,485.85; Judicial Fines, $571.40; Parking Tickets, $30.00 - Totaling $3,357.25. Next, President Mickavicz entertained a motion to amend the Agenda to add item to apply for a Community Reinvest Grant from Lackawanna County for up to $5,000.00. A motion to accept by Councilman McKeel and seconded by Councilman Maldonato. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to apply for a Community Reinvest Grant from Lackawanna County to be used for Christmas Decorations for up to $5,000.00. A motion to accept by Councilman Digwood and seconded by Councilman DeAngelo. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz asked the Public if they had any comments or questions due to not being on the agenda. None noted.
