Taylor Borough Regular Monthly Meeting March 8, 2023 The Taylor Borough Council held its regular monthly meeting on Wednesday, March 8, 2023, at 7:00 P.M. at the Taylor Municipal Building, 122 Union Street, Taylor, Pennsylvania. On Roll Call: Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes; Mayor Kavulich Loiselle, Yes. President Mickavicz chaired the meeting. Next, President Mickavicz asked the public if they had any comment or input regarding the agenda items. There were none. Next, President Mickavicz stated that everyone had the opportunity to read and review the February 8, 2023, Regular Meeting Minutes, the February 27, 2023, Emergency Meeting Minutes and the March 2, 2023, Special Meeting Minutes all held at the Taylor Municipal Building at 122 Union Street, Taylor, PA. President Mickavicz asked if there were any corrections, additions, or deletions. None noted. A motion to approve by Councilman McKeel and seconded by Councilman Maldonato. A voice vote was called and all Council Members were in favor. The motion passed. The meeting minutes were approved as presented. Next, President Mickavicz stated for the record that Council held an Executive Session on Thursday, March 2, 2023, immediately following the 7:00 P.M. Special Meeting and on Monday, March 6, 2023, immediately following the 7:00 P.M. Work Session both regarding personnel issues with the Solicitor. Next, President Mickavicz entertained a motion to accept a donation from The Kickstands for K-9’s Foundation in the amount of $7,135.69 presented by Jolene Flesher, President. A motion to approve was made by Councilman Maldonato and seconded by Councilman DeAngelo. A voice vote was called and all Council Members were in favor. The motion passed. Presentation of check by the Kickstands for K-9’s immediately followed. Jolene Flesher presented the check to Mayor Kavulich Loiselle, Chief Holland, Officer McDonald and K-9 Biko. The Council thanked the organization for the generous donation. Next, President Mickavicz entertained a motion to award to the lowest responsible bidder for the Municipal Building ADA Ramp Project, Stafursky Paving Company, Inc. in the amount of $21,995.00. A motion to approve was made by Councilman McKeel and seconded by Councilman DeAngelo. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to adopt Ordinance # 1 of 2023, establishing a fifteen-minute parking zone on the easterly side of Main Street (SR3013) from a point 223 feet north of the center of the intersection of Main Street with Church Street to a point 262 feet north of the center of the intersection of Main Street with Church Street (segment 0070, offsets 0223 to 0262). A motion to adopt Ordinance # 1 was made by Councilman Tigue and seconded by Councilman Digwood. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes. The Ordinance was adopted. Next, President Mickavicz entertained a motion to adopt Resolution # 2 of 2023, authorizing the filing of an application for financial assistance for a 2022 Covid-19 ARPA PA Small Water and Sewer Project Grant to extend a storm sewer from Claire Drive to Watkins Street along Center Street, Taylor, PA Improvement Project. A motion to adopt Resolution # 2 was made by Councilman McKeel and seconded by Councilman Tigue. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes. The Resolution was adopted. Next, President Mickavicz entertained a motion to adopt Resolution # 3 of 2023, entering into a Cooperation Agreement with Lackawanna County for FFY 2022 CDBG Program Administration and to authorize the appropriate Borough Officials to execute the agreement. A motion to adopt Resolution # 3 was made by Councilman Tigue and seconded by Councilman Maldonato. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes. The Resolution was adopted. Next, President Mickavicz entertained a motion to adopt Resolution # 4 of 2023, authorizing the filing of an application for financial assistance for the Taylor Derenick Park Recreational Facility Improvement Project Phase II. A motion to adopt Resolution # 4 was made by Councilman DeAngelo and seconded by Councilman Digwood. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes. The Resolution was adopted. Next, President Mickavicz entertained a motion to appoint Allison Miller Dondero as a Part Time Clerk at a rate of $18.00 per hour for between 25 and 30 hours per week. A motion to approve was made by Councilman Tigue and seconded by Councilman McKeel. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes. The motion passed. Next, President Mickavicz entertained a motion to pay the February 2023 Payroll in the amount of $141,323.76. February General Fund Open Invoices in the amount of $124,208.83. February Paid Invoices in the amount of $55,006.40 and February Liquid Fuels Open Invoices in the amount of $12,280.34 - Total Expenditures $332,819.33 when funds are available. A motion was made by Councilman Tigue and seconded by Councilman Maldonato. A voice vote was called and all Council Members were in favor. During the month of February 2023, the Police Department responded to 474 incidents. There were 13 traffic crashes investigated; 76 Traffic Stops were made; 8 Traffic Citations issued. Officers made 19 criminal arrests. (Arrest Report – Officer Kowanick – 3 arrests; Officer Strenkoski – 1 arrest; Officer Palonis – 1 arrest; Sergeant Snyder – 2 arrests; Officer McDonald – 6 arrests; Officer Graham – 6 arrests. Revenues received for the month of February 2023: Police Reports $285.00, Magistrate Fines $2,372.90, Judicial Fines $364.89, Totaling $3,022.79.
